Race and ethnicity in the United States Census
Race and ethnicity in the United States Census, defined by the federal Office of Management and Budget and the United States Census Bureau, are self-identification data items in which residents choose the race or races with which they most identify, indicate whether or not they are of Hispanic or Latino origin. The racial categories represent a social-political construct for the race or races that respondents consider themselves to be and, "generally reflect a social definition of race recognized in this country." OMB defines the concept of race as outlined for the US Census as not "scientific or anthropological" and takes into account "social and cultural characteristics as well as ancestry", using "appropriate scientific methodologies" that are not "primarily biological or genetic in reference." The race categories include both national-origin groups. Race and ethnicity are considered separate and distinct identities, with Hispanic or Latino origin asked as a separate question. Thus, in addition to their race or races, all respondents are categorized by membership in one of two ethnic categories, which are "Hispanic or Latino" and "Not Hispanic or Latino".
However, the practice of separating "race" and "ethnicity" as different categories has been criticized both by the American Anthropological Association and members of US Commission on Civil Rights. In 1997, OMB issued a Federal Register notice regarding revisions to the standards for the classification of federal data on race and ethnicity. OMB developed race and ethnic standards in order to provide "consistent data on race and ethnicity throughout the Federal Government; the development of the data standards stem in large measure from new responsibilities to enforce civil rights laws." Among the changes, OMB issued the instruction to "mark one or more races" after noting evidence of increasing numbers of interracial children and wanting to capture the diversity in a measurable way and having received requests by people who wanted to be able to acknowledge their or their children's full ancestry rather than identifying with only one group. Prior to this decision, the Census and other government data collections asked people to report only one race.
The OMB states, "many federal programs are put into effect based on the race data obtained from the decennial census. Race data are critical for the basic research behind many policy decisions. States require these data to meet legislative redistricting requirements; the data are needed to monitor compliance with the Voting Rights Act by local jurisdictions". "Data on ethnic groups are important for putting into effect a number of federal statutes. Data on Ethnic Groups are needed by local governments to run programs and meet legislative requirements." The 1790 United States Census was the first census in the history of the United States. The population of the United States was recorded as 3,929,214 as of Census Day, August 2, 1790, as mandated by Article I, Section 2 of the United States Constitution and applicable laws."The law required that every household be visited, that completed census schedules be posted in'two of the most public places within, there to remain for the inspection of all concerned...' and that'the aggregate amount of each description of persons' for every district be transmitted to the president."
This law along with U. S. marshals were responsible for governing the census. One third of the original census data has been lost or destroyed since documentation; the data was lost in 1790–1830 time period and included data from: Connecticut, Maryland, New Hampshire, New York, North Carolina, Rhode Island, South Carolina, Delaware, New Jersey, Virginia. Census data included the name of the head of the family and categorized inhabitants as follows: free white males at least 16 years of age, free white males under 16 years of age, free white females, all other free persons, slaves. Thomas Jefferson the Secretary of State, directed marshals to collect data from all thirteen states, from the Southwest Territory; the census was not conducted in Vermont until 1791, after that state's admission to the Union as the 14th state on March 4 of that year. There was some doubt surrounding the numbers, President George Washington and Thomas Jefferson maintained the population was undercounted; the potential reasons Washington and Jefferson may have thought this could be refusal to participate, poor public transportation and roads, spread out population, restraints of current technology.
No microdata from the 1790 population census is available, but aggregate data for small areas and their compatible cartographic boundary files, can be downloaded from the National Historical Geographic Information System. A census is the procedure of systematically acquiring and recording information about the members of a given population. The term is used in connection with national population and housing censuses; the United Nations defines the essential features of population and housing censuses as "individual enumeration, universality within a defined territory and defined periodicity", recommends that population censuses be taken at least every 10 years. United Nations recommendations cover census topics to be collected, official definitions and other useful information to co-ordinate international practice; the word is of Latin origin: during the Roman Republic, the census was a list that kept track of all adult males fit for military service. The modern census is essential to international comparisons of any kind of statistics, censuses collect data on many attributes of a population, not just how many people there are. Censuses began as the only method of collecting national demographic data, are now part of a larger system of different surveys.
Although population estimates remain an important function of a census, including the geographic distribution of the population, statistics can be produced about combinations of attributes e.g. education by age and sex in different regions. Current administrative data systems allow for other approaches to enumeration with the same level of detail but raise concerns about privacy and the possibility of biasing estimates. A census can be contrasted with sampling in which information is obtained only from a subset of a population. Modern census data are used for research, business marketing, planning, as a baseline for designing sample surveys by providing a sampling frame such as an address register. Census counts are necessary to adjust samples to be representative of a population by weighting them as is common in opinion polling. Stratification requires knowledge of the relative sizes of different population strata which can be derived from census enumerations. In some countries, the census provides the official counts used to apportion the number of elected representatives to regions.
In many cases, a chosen random sample can provide more accurate information than attempts to get a population census. A census is construed as the opposite of a sample as its intent is to count everyone in a population rather than a fraction. However, population censuses rely on a sampling frame to count the population; this is the only way to be sure that everyone has been included as otherwise those not responding would not be followed up on and individuals could be missed. The fundamental premise of a census is that the population is not known and a new estimate is to be made by the analysis of primary data; the use of a sampling frame is counterintuitive as it suggests that the population size is known. However, a census is used to collect attribute data on the individuals in the nation; this process of sampling marks the difference between historical census, a house to house process or the product of an imperial decree, the modern statistical project. The sampling frame used by census is always an address register.
Thus it is not known how many people there are in each household. Depending on the mode of enumeration, a form is sent to the householder, an enumerator calls, or administrative records for the dwelling are accessed; as a preliminary to the dispatch of forms, census workers will check any address problems on the ground. While it may seem straightforward to use the postal service file for this purpose, this can be out of date and some dwellings may contain a number of independent households. A particular problem is what are termed'communal establishments' which category includes student residences, religious orders, homes for the elderly, people in prisons etc; as these are not enumerated by a single householder, they are treated differently and visited by special teams of census workers to ensure they are classified appropriately. Individuals are counted within households and information is collected about the household structure and the housing. For this reason international documents refer to censuses of housing.
The census response is made by a household, indicating details of individuals resident there. An important aspect of census enumerations is determining which individuals can be counted from which cannot be counted. Broadly, three definitions can be used: de facto residence; this is important to consider individuals who have temporary addresses. Every person should be identified uniquely as resident in one place but where they happen to be on Census Day, their de facto residence, may not be the best place to count them. Where an individual uses services may be more useful and this is at their usual, or de jure, residence. An individual may be represented at a permanent address a family home for students or long term migrants, it is necessary to have a precise definition of residence to decide whether visitors to a country should be included in the population count. This is becoming more important as students travel abroad for education for a period of several years. Other groups causing problems of enumeration are new born babies, people away on holiday, people moving home around census day, people without a fixed address.

The Alaska Highway was constructed during World War II for the purpose of connecting the contiguous United States to Alaska across Canada. It begins at the junction with several Canadian highways in Dawson Creek, British Columbia, runs to Delta Junction, via Whitehorse, Yukon. Completed in 1942 at a length of 1,700 miles, as of 2012 it is 1,387 mi long; the difference in distance is due to constant reconstruction of the highway, which has rerouted and straightened out numerous sections. The highway was opened to the public in 1948. Legendary over many decades for being a rough, challenging drive, the highway is now paved over its entire length, its component highways are British Columbia Highway 97, Yukon Highway 1 and Alaska Route 2. An informal system of historic mileposts developed over the years to denote major stopping points, it is at this point that the Alaska Highway meets the Richardson Highway, which continues 96 mi to the city of Fairbanks. This is regarded, though unofficially, as the northern portion of the Alaska Highway, with Fairbanks at Historic Milepost 1520.
Mileposts on this stretch of highway are measured from Valdez, rather than the Alaska Highway. The Alaska Highway is popularly considered part of the Pan-American Highway, which extends south to Argentina. Proposals for a highway to Alaska originated in the 1920s. Thomas MacDonald, director of the U. S. Bureau of Public Roads, dreamed of an international highway spanning the United States and Canada. In order to promote the highway, Slim Williams traveled the proposed route by dogsled. Since much of the route would pass through Canada, support from the Canadian government was crucial. However, the Canadian government perceived no value in putting up the required funds to build the road, since the only part of Canada that would benefit was not more than a few thousand people in Yukon. In 1929 the British Columbia government proposed a highway to Alaska to encourage economic development and tourism. American President Herbert Hoover appointed a board with American and three Canadian members to evaluate the idea.
Its 1931 report supported the idea for economic reasons, but both American and Canadian members recognized that a highway would benefit the American military in Alaska. In 1933, the joint commission proposed the U. S. government contribute $2 million of the capital cost, with the $12 million balance borne by the Canadian and BC governments. The Great Depression and the Canadian government's lack of support caused the project to not proceed; when the United States approached Canada again in February 1936, the Canadian government refused to commit to spending money on a road connecting the United States. The Canadians worried about the military implications, fearing that in a war between Japan and North America, the United States would use the road to prevent Canadian neutrality. During a June 1936 visit to Canada, President Franklin D. Roosevelt told Prime Minister W. L. M. King that a highway to Alaska through Canada could be important in reinforcing the American territory during a foreign crisis.
Roosevelt became the first American to publicly discuss the military benefits of a highway in an August speech in Chautauqua, New York. He again mentioned the idea during King's visit to Washington in March 1937, suggesting that a $30 million highway would be helpful as part of a larger defense against Japan that included, the Americans hoped, a larger Canadian military presence on the Pacific coast. Roosevelt remained a supporter of the highway, telling Cordell Hull in August 1937 that he wanted a road built as soon as possible. By 1938, Duff Pattullo, the BC premier, favored a route through Prince George; the U. S. offered either a $15 million interest-free loan. The attack on Pearl Harbor and beginning of the Pacific Theater in World War II, coupled with Japanese threats to the west coast of North America and the Aleutian Islands, changed the priorities for both nations. On February 6, 1942, the construction of the Alaska Highway was approved by the United States Army and the project received the authorization from the U.
S. Congress and Roosevelt to proceed five days later. Canada agreed to allow construction as long as the United States bore the full cost, that the road and other facilities in Canada be turned over to Canadian authority after the war ended, it proved unimportant for the military because 99 percent of the supplies to Alaska during the war were sent by sea from San Francisco and Prince Rupert. The Americans preferred Route A, which starting at Prince George, went northwest to Hazelton, along the Stikine River, by Atlin and Tabish Lakes, from Whitehorse, Yukon to Fairbanks, Alaska via the Tanana Valley. However, the route was vulnerable to possible enemy attack from the sea, experienced steep grades, heavy snowfall and there were no airbases along the way; the Canadians favored Route B starting at Prince George, but followed the Rocky Mountain Trench up the valleys of the Parsnip and Finlay Rivers to Finlay Forks and Sifton Pass north to Frances Lake and the Pelly River in the Yukon. From there it went to Dawson City and down the Yukon Valley to connect the Richardson Highway to Fairbanks.
The advantages of this inland route was the safe distance from enemy planes, 209 miles shorter with lower elevations enabling lower construction and maintenance costs. At 3.8 million square miles, the United States is the world's third or fourth largest country by total area and is smaller than the entire continent of Europe's 3.9 million square miles. Paleo-Indians migrated from Siberia to the North American mainland at least 12,000 years ago. European colonization began in the 16th century; the United States emerged from the thirteen British colonies established along the East Coast. Numerous disputes between Great Britain and the colonies following the French and Indian War led to the American Revolution, which began in 1775, the subsequent Declaration of Independence in 1776; the war ended in 1783 with the United States becoming the first country to gain independence from a European power. The current constitution was adopted in 1788, with the first ten amendments, collectively named the Bill of Rights, being ratified in 1791 to guarantee many fundamental civil liberties; the United States embarked on a vigorous expansion across North America throughout the 19th century, acquiring new territories, displacing Native American tribes, admitting new states until it spanned the continent by 1848. The Spanish–American War and World War I confirmed the country's status as a global military power; the United States emerged from World War II as a global superpower, the first country to develop nuclear weapons, the only country to use them in warfare, a permanent member of the United Nations Security Council. Sweeping civil rights legislation, notably the Civil Rights Act of 1964, the Voting Rights Act of 1965 and the Fair Housing Act of 1968, outlawed discrimination based on race or color. In 1507, the German cartographer Martin Waldseemüller produced a world map on which he named the lands of the Western Hemisphere America in honor of the Italian explorer and cartographer Amerigo Vespucci; the first documentary evidence of the phrase "United States of America" is from a letter dated January 2, 1776, written by Stephen Moylan, Esq. to George Washington's aide-de-camp and Muster-Master General of the Continental Army, Lt. Col. Joseph Reed. Moylan expressed his wish to go "with full and ample powers from the United States of America to Spain" to seek assistance in the revolutionary war effort; the first known publication of the phrase "United States of America" was in an anonymous essay in The Virginia Gazette newspaper in Williamsburg, Virginia, on April 6, 1776. The second draft of the Articles of Confederation, prepared by John Dickinson and completed by June 17, 1776, at the latest, declared "The name of this Confederation shall be the'United States of America'".

Per capita income
Per capita income or average income measures the average income earned per person in a given area in a specified year. It is calculated by dividing the area's total income by its total population. Per capita income is national income divided by population size. Per capita income is used to measure an area's average income and compare the wealth of different populations. Per capita income is used to measure a country's standard of living, it is expressed in terms of a used international currency such as the euro or United States dollar, is useful because it is known, is calculable from available gross domestic product and population estimates, produces a useful statistic for comparison of wealth between sovereign territories. This helps to ascertain a country's development status, it is one of the three measures for calculating the Human Development Index of a country. In the United States, it is defined by the U. S. Census Bureau as the following: "Per capita income is the mean money income received in the past 12 months computed for every man and child in a geographic area."
Critics claim that per capita income has several weaknesses in measuring prosperity: Comparisons of per capita income over time need to consider inflation. Without adjusting for inflation, figures tend to overstate the effects of economic growth. International comparisons can be distorted by cost of living differences not reflected in exchange rates. Where the objective is to compare living standards between countries, adjusting for differences in purchasing power parity will more reflect what people are able to buy with their money, it does not reflect income distribution. If a country's income distribution is skewed, a small wealthy class can increase per capita income while the majority of the population has no change in income. In this respect, median income is more useful when measuring of prosperity than per capita income, as it is less influenced by outliers. Non-monetary activity, such as barter or services provided within the family, is not counted; the importance of these services varies among economies.

A river delta is a landform that forms from deposition of sediment, carried by a river as the flow leaves its mouth and enters slower-moving or stagnant water. This occurs where a river enters an ocean, estuary, reservoir, or another river that cannot carry away the supplied sediment; the size and shape of a delta is controlled by the balance between watershed processes that supply sediment, receiving basin processes that redistribute and export that sediment. The size and location of the receiving basin plays an important role in delta evolution. River deltas are important in human civilization, as they are major agricultural production centers and population centers, they can impact drinking water supply. They are ecologically important, with different species' assemblages depending on their landscape position. River deltas form when a river carrying sediment reaches either a body of water, such as a lake, ocean, or reservoir, another river that cannot remove the sediment enough to stop delta formation, or an inland region where the water spreads out and deposits sediments.
The tidal currents cannot be too strong, as sediment would wash out into the water body faster than the river deposits it. The river must carry enough sediment to layer into deltas over time; the river's velocity decreases causing it to deposit the majority, if not all, of its load. This alluvium builds up to form the river delta; when the flow enters the standing water, it is no longer confined to its channel and expands in width. This flow expansion results in a decrease in the flow velocity, which diminishes the ability of the flow to transport sediment; as a result, sediment drops out of deposits. Over time, this single channel builds a deltaic lobe; as the deltaic lobe advances, the gradient of the river channel becomes lower because the river channel is longer but has the same change in elevation. As the slope of the river channel decreases, it becomes unstable for two reasons. First, gravity makes the water flow in the most direct course down slope. If the river breaches its natural levees, it spills out into a new course with a shorter route to the ocean, thereby obtaining a more stable steeper slope.
Second, as its slope gets lower, the amount of shear stress on the bed decreases, which results in deposition of sediment within the channel and a rise in the channel bed relative to the floodplain. This makes it easier for the river to breach its levees and cut a new channel that enters the body of standing water at a steeper slope; when the channel does this, some of its flow remains in the abandoned channel. When these channel-switching events occur, a mature delta develops a distributary network. Another way these distributary networks form is from deposition of mouth bars; when this mid-channel bar is deposited at the mouth of a river, the flow is routed around it. This results in additional deposition on the upstream end of the mouth-bar, which splits the river into two distributary channels. A good example of the result of this process is the Wax Lake Delta. In both of these cases, depositional processes force redistribution of deposition from areas of high deposition to areas of low deposition.
This results in the smoothing of the planform shape of the delta as the channels move across its surface and deposit sediment. Because the sediment is laid down in this fashion, the shape of these deltas approximates a fan; the more the flow changes course, the shape develops as closer to an ideal fan, because more rapid changes in channel position results in more uniform deposition of sediment on the delta front. The Mississippi and Ural River deltas, with their bird's-feet, are examples of rivers that do not avulse enough to form a symmetrical fan shape. Alluvial fan deltas, as seen by their name and more approximate an ideal fan shape. Most large river deltas discharge to intra-cratonic basins on the trailing edges of passive margins due to the majority of large rivers such as the Mississippi, Amazon, Ganges and Yangtze discharging along passive continental margins; this phenomenon is due to three big factors: topography, basin area, basin elevation. Topography along passive margins tend to be more gradual and widespread over a greater area enabling sediment to pile up and accumulate overtime to form large river deltas.
Topography along active margins tend to be steeper and less widespread, which results in sediments not having the ability to pile up and accumulate due to the sediment traveling into a steep subduction trench rather than a shallow continental shelf. There are many other smaller factors that could explain why the majority of river deltas form along passive margins rather than active margins. Along active margins, orogenic sequences cause tectonic activity to form over-steepened slopes, brecciated rocks, volcanic activity resulting in delta formation to exist closer to the sediment source; when sediment does not travel far from the source, sediments that build up are coarser grained and more loosely consolidated, therefore making delta formation more difficult. Tectonic activity on active margins causes the formation of river deltas to form closer to the sediment source which may affect channel avulsion, delta lobe switching, auto cyclicity. Active margin river deltas tend to be much smaller and less abundant but may transport similar amounts of sediment.

Humid continental climate
A humid continental climate is a climatic region defined by Russo-German climatologist Wladimir Köppen in 1900, typified by large seasonal temperature differences, with warm to hot summers and cold winters. Precipitation is distributed throughout the year; the definition of this climate regarding temperature is as follows: the mean temperature of the coldest month must be below −3 °C and there must be at least four months whose mean temperatures are at or above 10 °C. In addition, the location in question must not be arid; the Dfb and Dsb subtypes are known as hemiboreal. Humid continental climates are found between latitudes 40° N and 60° N, within the central and northeastern portions of North America and Asia, they are much less found in the Southern Hemisphere due to the larger ocean area at that latitude and the consequent greater maritime moderation. In the Northern Hemisphere some of the humid continental climates in Scandinavia, Nova Scotia, Newfoundland are maritime-influenced, with cool summers and winters being just below the freezing mark.
More extreme humid continental climates found in northeast China, southern Siberia, the Canadian Prairies, the Great Lakes region of the American Midwest and Central Canada combine hotter summer maxima and colder winters than the marine-based variety. Using the Köppen climate classification, a climate is classified as humid continental when the temperature of the coldest month is below −3 °C and there must be at least four months whose mean temperatures are at or above 10 °C; these temperatures were not arbitrary. In Europe, the −3 °C average temperature isotherm was near the southern extent of winter snowpack; the 10 °C average temperature was found to be the minimum temperature necessary for tree growth. Wide temperature ranges are common within this climate zone. Second letter in the classification symbol defines seasonal rainfall as follows: s: A dry summer—the driest summer month has less than 40 millimetres of rainfall and has less than 1⁄3 the precipitation of the wettest winter month, w: A dry winter—the driest winter month has less than one‑tenth of the precipitation found in the wettest summer month, f: Without dry season—does not meet either of the alternative specifications.while the third letter denotes the extent of summer heat: a: Hot summer, warmest month averages at least 22 °C, b: Warm summer, warmest month averages below 22 °C and at least four months averages above 10 °C.
Within North America, moisture within this climate regime is supplied by the Gulf of Mexico and adjacent western subtropical Atlantic. Precipitation is well distributed year-round in many areas with this climate, while others may see a marked reduction in wintry precipitation, which increases the chances of a wintertime drought. Snowfall occurs in all areas with a humid continental climate and in many such places is more common than rain during the height of winter. In places with sufficient wintertime precipitation, the snow cover is deep. Most summer rainfall occurs during thunderstorms, in North America and Asia an tropical system. Though humidity levels are high in locations with humid continental climates, the "humid" designation means that the climate is not dry enough to be classified as semi-arid or arid. By definition, forests thrive within this climate. Biomes within this climate regime include temperate woodlands, temperate grasslands, temperate deciduous, temperate evergreen forests, coniferous forests.
Within wetter areas, spruce, pine and oak can be found. Fall foliage is noted during the autumn. A hot summer version of a continental climate features an average temperature of at least 22 °C in its warmest month. Since these regimes are limited to the Northern Hemisphere, the warmest month is July or August. For example, Chicago has average July afternoon temperatures near 29 °C, while average January afternoon temperature are near −1 °C. Frost free periods last 4–6 months within this climate regime. Within North America, this climate includes small areas of central and southeast Canada, portions of the central and eastern United States from the 100th meridian eastward to the Atlantic. Precipitation is less seasonally uniform in the west; the western states of the central United States have thermal regimes which fit the Dfa climate type, but are quite dry, are grouped with the steppe climates. In the Eastern Hemisphere, this climate regime is found within interior Eurasia, east-central Asia, parts of India.
