Cipriano Purugganan Primicias Sr. was a Filipino politician, who was best known for his service as a Senator of the Philippines. He was born in 1901 at Alcala, in the northern Philippine province of Pangasinan to Javier Crescini Primicias and Cristeta Purugganan.

On the campaign trail, 1957: During a lull in both their reelection campaigns, Senator Primicias shares a light moment with his partymate and close friend, Senator Jose Locsin, to whom he conceded the last seat in the Senate though he was leading in the still-ongoing count. Primicias eventually won the seat.
Alcala, officially the Municipality of Alcala, is a 3rd class municipality in the province of Pangasinan, Philippines. According to the 2020 census, it has a population of 48,908 people.
