A county seat is an administrative center, seat of government, or capital city of a county or civil parish. The term is used in Canada, Romania and the United States. County towns have a similar function in the United Kingdom and Republic of Ireland, in Jamaica. In most of the United States, counties are the political subdivisions of a state; the city, town, or populated place that houses county government is known as the seat of its respective county. The county legislature, county courthouse, sheriff's department headquarters, hall of records and correctional facility are located in the county seat though some functions may be located or conducted in other parts of the county if it is geographically large. A county seat is but not always, an incorporated municipality; the exceptions include the county seats of counties that have no incorporated municipalities within their borders, such as Arlington County, Virginia. Ellicott City, the county seat of Howard County, is the largest unincorporated county seat in the United States, followed by Towson, the county seat of Baltimore County, Maryland.
Some county seats may not be incorporated in their own right, but are located within incorporated municipalities. For example, Cape May Court House, New Jersey, though unincorporated, is a section of Middle Township, an incorporated municipality. In some of the colonial states, county seats include or included "Court House" as part of their name. In the Canadian provinces of Prince Edward Island, New Brunswick, Nova Scotia, the term "shire town" is used in place of county seat. County seats in Taiwan are the administrative centers of the counties. There are 13 county seats in Taiwan, which are in the forms of county-administered city, urban township or rural township. Most counties have only one county seat. However, some counties in Alabama, Georgia, Kentucky, Mississippi, New Hampshire, New York, Vermont have two or more county seats located on opposite sides of the county. An example is Harrison County, which lists both Biloxi and Gulfport as county seats; the practice of multiple county seat towns dates from the days.
There have been few efforts to eliminate the two-seat arrangement, since a county seat is a source of pride for the towns involved. There are 36 counties with multiple county seats in 11 states: Coffee County, Alabama St. Clair County, Alabama Arkansas County, Arkansas Carroll County, Arkansas Clay County, Arkansas Craighead County, Arkansas Franklin County, Arkansas Logan County, Arkansas Mississippi County, Arkansas Prairie County, Arkansas Sebastian County, Arkansas Yell County, Arkansas Columbia County, Georgia Lee County, Iowa Campbell County, Kentucky Kenton County, Kentucky Essex County, Massachusetts Middlesex County, Massachusetts Plymouth County, Massachusetts Bolivar County, Mississippi Carroll County, Mississippi Chickasaw County, Mississippi Harrison County, Mississippi Hinds County, Mississippi Jasper County, Mississippi Jones County, Mississippi Panola County, Mississippi Tallahatchie County, Mississippi Yalobusha County, Mississippi Jackson County, Missouri Hillsborough County, New Hampshire Seneca County, New York Bennington County, Vermont In New England, the town, not the county, is the primary division of local government.
Counties in this region have served as dividing lines for the states' judicial systems. Connecticut and Rhode Island have no county level of thus no county seats. In Vermont and Maine the county seats are designated shire towns. County government consists only of a Superior Court and Sheriff, both located in the respective shire town. Bennington County has two shire towns. In Massachusetts, most government functions which would otherwise be performed by county governments in other states are performed by town or city governments; as such, Massachusetts has dissolved many of its county governments, the state government now operates the registries of deeds and sheriff's offices in those counties. In Virginia, a county seat may be an independent city surrounded by, but not part of, the county of which it is the administrative center. Two counties in South Dakota have their county seat and government services centered in a neighboring county, their county-level services are provided by Fall River Tripp County, respectively.
In Louisiana, divided into parishes rather than counties, county seats are referred to as parish seats. Alaska is divided into boroughs rather than counties; the Unorganized Borough, which covers 49 % of Alaska's area, has equivalent. Iowa's 4th congressional district
Iowa's 4th congressional district is a congressional district in the U. S. state of Iowa that covers its northwestern part. The district includes Sioux City, Mason City, Fort Dodge and Carroll. Since the 1880s, there have been major changes in the location or nature of Iowa's 4th Congressional District. From 1886 until 1941, the district was made up of rural counties in northeastern Iowa, including the easternmost five counties in the northernmost two rows. During that era, the district included areas from Mason City east to the Mississippi River. In 1941, Iowa's 5th Congressional District was renumbered as Iowa's 4th Congressional District, counties in the old 4th District were placed in the 3rd District and the 2nd District.. From 1941 until 1960 the 4th Congressional District included the central five counties of each of the two southernmost tiers, plus four counties between Des Moines and Iowa City. 5th District incumbent Republican U. S. Representative Karl M. LeCompte was reelected in the reconfigured 4th District in 1942, was reelected in the next seven races.
In 1958, when LeCompte did not run for reelection, Democrat Steven V. Carter defeated Republican John Kyl. A recurrence of cancer would claim Carter's life before the end of his only term, Kyl won the special election and next general election. In 1961 the 4th Congressional District was expanded to include five central Iowa counties - Warren, Marshall and Benton - but retained its rural character. Kyl held this seat until he was swept out in the massive Democratic landslide of 1964. However, he regained his old seat in 1966, was reelected two more times; the rural character of the district was changed when most of its territory was merged with the Des Moines-based 5th District of Democratic incumbent Neal Smith after the 1970 census. Polk County was added. Smith defeated Kyl in the 1972 congressional election; the district became less rural in 1981, when Story County was added, other rural counties were taken out. The district was altered after the 1990 census, when it was reconfigured to take in the southwest quadrant of the state from Des Moines to Council Bluffs.
Smith defeated in 1994 by Republican Greg Ganske. The 2001 remap made the 4th district a north-central Iowa district, it could not be said to be the successor of any of the previous districts. It was a rural district, though it included Ames and Mason City, it did not include any of the state's nine largest cities, only four of the twenty largest Iowa cities. The plan went into effect in 2003 for the 108th U. S. Congress; the 5th's incumbent congressman, Tom Latham, had his home in Alexander drawn into the 4th, was elected from this district five times. For the 2012 elections, the Iowa Legislature passed a plan that went into effect in 2013 for the 113th U. S. Congress; the district now covers the northwest corner of the state, merged the northern half of the old 5th District with the western third of the old 4th. The new map placed Latham and 5th District incumbent Steve King in the same district. Although the new 4th was geographically more Latham's district, he opted to move to the redrawn 3rd District, leaving King to take the seat.

The United States of America known as the United States or America, is a country composed of 50 states, a federal district, five major self-governing territories, various possessions. At 3.8 million square miles, the United States is the world's third or fourth largest country by total area and is smaller than the entire continent of Europe's 3.9 million square miles. With a population of over 327 million people, the U. S. is the third most populous country. The capital is Washington, D. C. and the largest city by population is New York City. Forty-eight states and the capital's federal district are contiguous in North America between Canada and Mexico; the State of Alaska is in the northwest corner of North America, bordered by Canada to the east and across the Bering Strait from Russia to the west. The State of Hawaii is an archipelago in the mid-Pacific Ocean; the U. S. territories are scattered about the Pacific Ocean and the Caribbean Sea, stretching across nine official time zones. The diverse geography and wildlife of the United States make it one of the world's 17 megadiverse countries.
Paleo-Indians migrated from Siberia to the North American mainland at least 12,000 years ago. European colonization began in the 16th century; the United States emerged from the thirteen British colonies established along the East Coast. Numerous disputes between Great Britain and the colonies following the French and Indian War led to the American Revolution, which began in 1775, the subsequent Declaration of Independence in 1776; the war ended in 1783 with the United States becoming the first country to gain independence from a European power. The current constitution was adopted in 1788, with the first ten amendments, collectively named the Bill of Rights, being ratified in 1791 to guarantee many fundamental civil liberties; the United States embarked on a vigorous expansion across North America throughout the 19th century, acquiring new territories, displacing Native American tribes, admitting new states until it spanned the continent by 1848. During the second half of the 19th century, the Civil War led to the abolition of slavery.
By the end of the century, the United States had extended into the Pacific Ocean, its economy, driven in large part by the Industrial Revolution, began to soar. The Spanish–American War and World War I confirmed the country's status as a global military power; the United States emerged from World War II as a global superpower, the first country to develop nuclear weapons, the only country to use them in warfare, a permanent member of the United Nations Security Council. Sweeping civil rights legislation, notably the Civil Rights Act of 1964, the Voting Rights Act of 1965 and the Fair Housing Act of 1968, outlawed discrimination based on race or color. During the Cold War, the United States and the Soviet Union competed in the Space Race, culminating with the 1969 U. S. Moon landing; the end of the Cold War and the collapse of the Soviet Union in 1991 left the United States as the world's sole superpower. The United States is the world's oldest surviving federation, it is a representative democracy.
The United States is a founding member of the United Nations, World Bank, International Monetary Fund, Organization of American States, other international organizations. The United States is a developed country, with the world's largest economy by nominal GDP and second-largest economy by PPP, accounting for a quarter of global GDP; the U. S. economy is post-industrial, characterized by the dominance of services and knowledge-based activities, although the manufacturing sector remains the second-largest in the world. The United States is the world's largest importer and the second largest exporter of goods, by value. Although its population is only 4.3% of the world total, the U. S. holds 31% of the total wealth in the world, the largest share of global wealth concentrated in a single country. The United States is the foremost military power in the world, making up a third of global military spending, is a leading political and scientific force internationally. In 1507, the German cartographer Martin Waldseemüller produced a world map on which he named the lands of the Western Hemisphere America in honor of the Italian explorer and cartographer Amerigo Vespucci; the first documentary evidence of the phrase "United States of America" is from a letter dated January 2, 1776, written by Stephen Moylan, Esq. to George Washington's aide-de-camp and Muster-Master General of the Continental Army, Lt. Col. Joseph Reed. Moylan expressed his wish to go "with full and ample powers from the United States of America to Spain" to seek assistance in the revolutionary war effort; the first known publication of the phrase "United States of America" was in an anonymous essay in The Virginia Gazette newspaper in Williamsburg, Virginia, on April 6, 1776. The second draft of the Articles of Confederation, prepared by John Dickinson and completed by June 17, 1776, at the latest, declared "The name of this Confederation shall be the'United States of America'".
The final version of the Articles sent to the states for ratification in late 1777 contains the sentence "The Stile of this Confederacy shall be'The United States of America'". Iowa Highway 4
Iowa Highway 4 is a state highway which runs from north to south across the state of Iowa. It is 146 miles long, beginning at an intersection with Iowa Highway 44 in Panora and ending at the Minnesota state line north of Estherville, it continues north as Minnesota State Highway 4. The route was created on January 1, 1969, when several route designations were changed to match other states' route numbers. Before 1969, Iowa 4 was known as Iowa 17. Iowa Highway 4 begins at Panora at Iowa 44, it goes north and is overlapped with Iowa Highway 141 north of Yale. It continues north until Jefferson, where it intersects U. S. Route 30, it goes north turns west to enter Churdan turns north until meeting Iowa 175. At Iowa 175, the highway turns west, with Iowa 175, passing through Lohrville, it turns north west of Lohrville, continues north through Rockwell City, where it intersects US 20. After a short concurrency with US 20, Iowa 4 continues north, intersects Iowa 7, they overlap through Pomeroy Iowa 4 goes north through Pocahontas, where it intersects Iowa 3.
North of Pocahontas, Iowa 4 meets Iowa 10 east of Havelock before passing through Mallard. Iowa 4 goes north into Emmetsburg, where it meets US 18. Iowa 4 and US 18 continue west of Emmetsburg together Iowa 4 turns north to go through Graettinger. Iowa 4 turns northwesterly to go through Wallingford, before meeting Iowa 9 in Estherville. Iowa 4 goes northeasterly out of Estherville before ending at the Minnesota border. Iowa 4 was created on January 1, 1969, during an effort by the Iowa State Highway Commission to renumber Iowa's state highways; the goal of the effort was to reduce confusion among drivers crossing into Iowa from other states by aligning Iowa's route numbers with their adjoining routes in other states. However, most of the route on which Iowa 4 is now applied has been in the primary highway system since it was created in 1920. At its designation, Primary Road No. 17 was a much longer route than Iowa 4. Primary Road No. 17 began in Albia at Primary Road Nos. 8 and 59 and headed northwest through Knoxville and Des Moines.
It continued west and north by passing through Adel and Perry before turning more northerly at Jefferson. It entered Rockwell City, Pocahontas and Estherville, it ended at the intersection of Primary Road Nos. 9 in Spirit Lake. In 1926, when the U. S. Highway System was introduced, Iowa 17 was shortened on both ends. A service bulletin from the IHC in late 1925 listed Iowa 17 would begin in Jefferson and follow the same route to Estherville. However, maps published the highway commission in 1927 show the route extended south to Adel ending at US 6. By 1931, it had been extended north to the Minnesota state line along what was Emmet County Road H. Ten years the southern end of the route shifted west to its current in end Panora, replacing Iowa 150 in its entirety; the sections that were duplicate routes with US 30, US 169, Iowa 141 were removed, while the standalone section between Grand Junction and Perry became part of Iowa 144. Over the next 28 years, sections of Iowa 17 were straightened and the paving of the route was completed.
As of 2011, construction of a new four-lane expressway for US 20 has caused a portion of that route to be rerouted onto Iowa 4. The expressway extends across the rest of the state to Dubuque; the Iowa Highways Page by Jason Hancock
Robert Emmet was an Irish Republican, Irish nationalist patriot and rebel leader. After leading an abortive rebellion against British rule in 1803 he was captured tried and executed for high treason against the British king George III of Great Britain, he came from a wealthy Anglo-Irish Protestant ascendancy Church of Ireland family who sympathised with Irish Catholics and Protestant Dissenters in Ulster such as the Presbyterians and their lack of fair representation in Parliament. The Emmet family sympathised with the rebel colonists patriots in the American Revolution. While Emmet's efforts to rebel against British rule failed, his actions and speech after his conviction inspired his compatriots, he was born at 109 St. Stephen's Green, in Dublin on 4 March 1778, he was the youngest son of Dr Robert Emmet, a court physician, his wife, Elizabeth Mason. The Emmets were financially comfortable, members of the Protestant Ascendancy with a house at St Stephen's Green and a country residence near Milltown.
One of his elder brothers was an Irish Republican and Nationalist Thomas Addis Emmet, a close friend of Theobald Wolfe Tone, a frequent visitor to the house when Robert was a child. Emmet attended Oswald's school, off Golden-lane. Emmet entered Dublin in October 1793, at the age of fifteen. In December 1797 he joined a debating society. While he was at college, his brother Thomas and some of his friends became involved in political activism. Robert became secretary of a secret United Irish Committee in college, was expelled in April 1798 as a result; that same year he fled to France to avoid the many British arrests of nationalists that were taking place in Ireland. While in France, Emmet garnered the support of Napoleon, who had promised to lend support when the upcoming revolution started. After the 1798 rising, Emmet was involved in reorganising the defeated United Irish Society. In April 1799 a warrant was issued for his arrest, he escaped and soon after travelled to the continent in the hope of securing French military aid, but his efforts were unsuccessful.
The French Consulate dictatorship was however focused on new peace treaties, that resulted in the Treaty of Lunéville in 1801 and the Treaty of Amiens. Emmet returned to Ireland in October 1802. In March the following year, he began preparations for another uprising. In the meantime, the French Consulate was holding on to Holland and Piedmont, in a manner contrary to the Treaty of Amiens, so the treaty was ended by the British government in May 1803. After his return to Ireland, Emmet began to prepare a new rebellion, with fellow revolutionaries Thomas Russell and James Hope, he began to manufacture weapons and explosives at a number of premises in Dublin and developed a folding pike fitted with a hinge that allowed it to be concealed under a cloak. Unlike in 1798, the revolutionaries concealed their preparations, but a premature explosion at one of Emmet's arms depots killed a man. Emmet was forced to advance the date of the rising. Emmet was unable to secure the help of Michael Dwyer's Wicklow rebels.
Many rebels from Kildare turned back due to the scarcity of firearms they had been promised, but the rising went ahead in Dublin on the evening of 23 July 1803. About 10,000 copies were printed of a proclamation in the name of the "Provisional Government", which influenced the 1916 Proclamation. Emmet wore a uniform of a green coat with white facings, white breeches, top-boots, a cocked hat with feathers. Failing to seize Dublin Castle, defended, the rising of some 200 men amounted to a large-scale disturbance in the Thomas Street area. Emmet saw a dragoon being pulled from his horse and piked to death, the sight of which prompted him to call off the rising to avoid further bloodshed. But, he had lost all control of his followers. In one incident, the Lord Chief Justice of Ireland, Lord Kilwarden, was dragged from his carriage and stabbed by pikes. Found still alive, he was taken to a watch-house, he had been reviled as chief prosecutor of William Orr in 1797, but he was the judge who granted habeas corpus to Wolfe Tone in 1798.
Kilwarden's nephew, the Rev. Mr. Wolfe, was murdered. Sporadic clashes continued into the night until quelled by British military forces. Emmet fled into hiding, moving from Rathfarnham to Harold's Cross so that he could be near his sweetheart, Sarah Curran, he could have escaped to France, had he not insisted upon returning with Anne Devlin in order to take leave of Sarah Curran, to whom he was engaged. She was daughter of John Philpot Curran. Emmet was captured on 25 August and taken to the Castle removed to Kilmainham. Vigorous but ineffectual efforts were made to procure his escape, he was tried for treason on 19 September. But McNally's assistant Peter Burrowes could not be bought and he pleaded the case as best he could. On 19 September, Emmet was found guilty of high treason. Before sentencing Emmet delivered a speech, the Speech from the Dock, it is remembered for its closing sentences and secured his posthumous fame among executed Irish republicans. It was printed in 1835 in Manchester for the bookseller TP Carlile.

Race and ethnicity in the United States Census
Race and ethnicity in the United States Census, defined by the federal Office of Management and Budget and the United States Census Bureau, are self-identification data items in which residents choose the race or races with which they most identify, indicate whether or not they are of Hispanic or Latino origin. The racial categories represent a social-political construct for the race or races that respondents consider themselves to be and, "generally reflect a social definition of race recognized in this country." OMB defines the concept of race as outlined for the US Census as not "scientific or anthropological" and takes into account "social and cultural characteristics as well as ancestry", using "appropriate scientific methodologies" that are not "primarily biological or genetic in reference." The race categories include both national-origin groups. Race and ethnicity are considered separate and distinct identities, with Hispanic or Latino origin asked as a separate question. Thus, in addition to their race or races, all respondents are categorized by membership in one of two ethnic categories, which are "Hispanic or Latino" and "Not Hispanic or Latino".
However, the practice of separating "race" and "ethnicity" as different categories has been criticized both by the American Anthropological Association and members of US Commission on Civil Rights. In 1997, OMB issued a Federal Register notice regarding revisions to the standards for the classification of federal data on race and ethnicity. OMB developed race and ethnic standards in order to provide "consistent data on race and ethnicity throughout the Federal Government; the development of the data standards stem in large measure from new responsibilities to enforce civil rights laws." Among the changes, OMB issued the instruction to "mark one or more races" after noting evidence of increasing numbers of interracial children and wanting to capture the diversity in a measurable way and having received requests by people who wanted to be able to acknowledge their or their children's full ancestry rather than identifying with only one group. Prior to this decision, the Census and other government data collections asked people to report only one race.
The OMB states, "many federal programs are put into effect based on the race data obtained from the decennial census. Race data are critical for the basic research behind many policy decisions. States require these data to meet legislative redistricting requirements; the data are needed to monitor compliance with the Voting Rights Act by local jurisdictions". "Data on ethnic groups are important for putting into effect a number of federal statutes. Data on Ethnic Groups are needed by local governments to run programs and meet legislative requirements." The 1790 United States Census was the first census in the history of the United States. The population of the United States was recorded as 3,929,214 as of Census Day, August 2, 1790, as mandated by Article I, Section 2 of the United States Constitution and applicable laws."The law required that every household be visited, that completed census schedules be posted in'two of the most public places within, there to remain for the inspection of all concerned...' and that'the aggregate amount of each description of persons' for every district be transmitted to the president."
This law along with U. S. marshals were responsible for governing the census. One third of the original census data has been lost or destroyed since documentation; the data was lost in 1790–1830 time period and included data from: Connecticut, Maryland, New Hampshire, New York, North Carolina, Rhode Island, South Carolina, Delaware, New Jersey, Virginia. Census data included the name of the head of the family and categorized inhabitants as follows: free white males at least 16 years of age, free white males under 16 years of age, free white females, all other free persons, slaves. Thomas Jefferson the Secretary of State, directed marshals to collect data from all thirteen states, from the Southwest Territory; the census was not conducted in Vermont until 1791, after that state's admission to the Union as the 14th state on March 4 of that year. There was some doubt surrounding the numbers, President George Washington and Thomas Jefferson maintained the population was undercounted; the potential reasons Washington and Jefferson may have thought this could be refusal to participate, poor public transportation and roads, spread out population, restraints of current technology.
No microdata from the 1790 population census is available, but aggregate data for small areas and their compatible cartographic boundary files, can be downloaded from the National Historical Geographic Information System. United States Census Bureau
The United States Census Bureau is a principal agency of the U. S. Federal Statistical System, responsible for producing data about the American people and economy; the Census Bureau is part of the U. S. Department of Commerce and its director is appointed by the President of the United States; the Census Bureau's primary mission is conducting the U. S. Census every ten years, which allocates the seats of the U. S. House of Representatives to the states based on their population; the Bureau's various censuses and surveys help allocate over $400 billion in federal funds every year and it helps states, local communities, businesses make informed decisions. The information provided by the census informs decisions on where to build and maintain schools, transportation infrastructure, police and fire departments. In addition to the decennial census, the Census Bureau continually conducts dozens of other censuses and surveys, including the American Community Survey, the U. S. Economic Census, the Current Population Survey.
Furthermore and foreign trade indicators released by the federal government contain data produced by the Census Bureau. Article One of the United States Constitution directs the population be enumerated at least once every ten years and the resulting counts used to set the number of members from each state in the House of Representatives and, by extension, in the Electoral College; the Census Bureau now conducts a full population count every 10 years in years ending with a zero and uses the term "decennial" to describe the operation. Between censuses, the Census Bureau makes population projections. In addition, Census data directly affects how more than $400 billion per year in federal and state funding is allocated to communities for neighborhood improvements, public health, education and more; the Census Bureau is mandated with fulfilling these obligations: the collecting of statistics about the nation, its people, economy. The Census Bureau's legal authority is codified in Title 13 of the United States Code.
The Census Bureau conducts surveys on behalf of various federal government and local government agencies on topics such as employment, health, consumer expenditures, housing. Within the bureau, these are known as "demographic surveys" and are conducted perpetually between and during decennial population counts; the Census Bureau conducts economic surveys of manufacturing, retail and other establishments and of domestic governments. Between 1790 and 1840, the census was taken by marshals of the judicial districts; the Census Act of 1840 established a central office. Several acts followed that revised and authorized new censuses at the 10-year intervals. In 1902, the temporary Census Office was moved under the Department of Interior, in 1903 it was renamed the Census Bureau under the new Department of Commerce and Labor; the department was intended to consolidate overlapping statistical agencies, but Census Bureau officials were hindered by their subordinate role in the department. An act in 1920 changed the date and authorized manufacturing censuses every two years and agriculture censuses every 10 years.
In 1929, a bill was passed mandating the House of Representatives be reapportioned based on the results of the 1930 Census. In 1954, various acts were codified into Title 13 of the US Code. By law, the Census Bureau must count everyone and submit state population totals to the U. S. President by December 31 of any year ending in a zero. States within the Union receive the results in the spring of the following year; the United States Census Bureau defines four statistical regions, with nine divisions. The Census Bureau regions are "widely used...for data collection and analysis". The Census Bureau definition is pervasive.
