The Iraq War was a protracted armed conflict that began in 2003 with the invasion of Iraq by a United States-led coalition that overthrew the government of Saddam Hussein. The conflict continued for much of the next decade as an insurgency emerged to oppose the occupying forces and the post-invasion Iraqi government. An estimated 151,000 to 600,000 or more Iraqis were killed in the first three to four years of conflict. In 2009, official US troops were withdrawn, but American soldiers continued to remain on the ground fighting in Iraq, hired by defence contractors and private military companies; the U. S. became re-involved in 2014 at the head of a new coalition. The invasion occurred as part of a declared war against international terrorism and its sponsors under the administration of U. S. President George W. Bush following the unrelated September 11 terrorist attacks. In October 2002, President Bush obtained congressional approval from a Democrat-led Senate and Republican-led House authorizing war-making powers.
The Iraq war began on 19 March 2003, when the U. S. joined by the U. K. and several coalition allies, launched a "awe" bombing campaign. Iraqi forces were overwhelmed as U. S. forces swept through the country. The invasion led to the collapse of the Ba'athist government. However, the power vacuum following Saddam's demise and the mismanagement of the occupation led to widespread sectarian violence between Shias and Sunnis, as well as a lengthy insurgency against U. S. and coalition forces. Many violent insurgent groups were supported by al-Qaeda in Iraq; the United States responded with a troop surge in 2007, a build up of 170,000 troops. The surge in troops gave greater security to Iraq’s government and military, was a success; the winding down of U. S. involvement in Iraq accelerated under President Barack Obama. The U. S. formally withdrew all combat troops from Iraq by December 2011. However, with no stay-behind agreement or advisers left in Iraq, a new power vacuum was created and led to the rise of ISIS.
Nine months after President Trump was elected, U. S.-backed forces captured Raqqa. The Bush administration based its rationale for the war principally on the assertion that Iraq, viewed by the U. S. as a rogue state since the 1990–1991 Gulf War, possessed weapons of mass destruction and that there was concern about an active WMD program, that the Iraqi government posed a threat to the United States and its coalition allies. Select U. S. officials accused Saddam of harbouring and supporting al-Qaeda, while others cited the desire to end a repressive dictatorship and bring democracy to the people of Iraq. Hundreds of chemical weapons were found in Iraq, which were determined to be produced before the 1991 Gulf War, intelligence officials determined they were "so old they couldn't be used as designed." From 2004 to 2011, US troops and American-trained Iraqi troops encountered, on six reported occasions were wounded by, chemical weapons from years earlier in Saddam Hussein's rule. 5,000 chemical warheads, shells or aviation bombs were discovered.
The rationale of U. S. pre-war intelligence faced heavy criticism both domestically and internationally. From 2009 to 2011, the UK conducted a broad inquiry into its decision to go to war chaired by Sir John Chilcot; the Chilcot Report, published in 2016, concluded military action may have been necessary but was not the last resort at the time and that the consequences of invasion were underestimated. In the aftermath of the invasion, Iraq held multi-party elections in 2005. Nouri al-Maliki became Prime Minister in 2006 and remained in office until 2014; the al-Maliki government enacted policies that were seen as having the effect of alienating the country's Sunni minority and worsening sectarian tensions. In the summer of 2014, the Islamic State of Iraq and the Levant launched a military offensive in Northern Iraq and declared a worldwide Islamic caliphate, eliciting another military response from the United States and its allies; the Iraq War caused over a hundred thousand civilian deaths and tens of thousands of military deaths.
The majority of deaths occurred as a result of the insurgency and civil conflicts between 2004 and 2007. Strong international opposition to the Saddam Hussein regime began after Iraq's invasion of Kuwait in 1990; the international community condemned the invasion, in 1991 a military coalition led by the United States launched the Gulf War to expel Iraq from Kuwait. Following the Gulf War, the US and its allies tried to keep Saddam in check with a policy of containment; this policy involved numerous economic sanctions by the UN Security Council. The inspections were carried out by the United Nations Special Commission. UNSCOM, in cooperation with the International Atomic Energy Agency, worked to ensure that Iraq destroyed its chemical and nuclear weapons and facilities. In the decade following the Gulf War, the United Nations passed 16 Security Council resolutions calling for the complete elimination of Iraqi weapons of mass destruction. Member states communicated their frustration over the years that Iraq was impeding the work of the special commission and failing to take its disarmament obligations.

United States Department of Homeland Security
The United States Department of Homeland Security is a cabinet department of the U. S. federal government with responsibilities in public security comparable to the interior or home ministries of other countries. Its stated missions involve anti-terrorism, border security and customs, cyber security, disaster prevention and management, it was created in response to the September 11 attacks and is the youngest U. S. cabinet department. In fiscal year 2017, it was allocated a net discretionary budget of $40.6 billion. With more than 240,000 employees, DHS is the third largest Cabinet department, after the Departments of Defense and Veterans Affairs. Homeland security policy is coordinated at the White House by the Homeland Security Council. Other agencies with significant homeland security responsibilities include the Departments of Health and Human Services and Energy. Secretary Kirstjen Nielsen resigned on April 7, 2019, effective April 10. By law, Undersecretary for Management Claire Grady was to become the acting Secretary of Homeland Security.
On April 7, President Donald J. Trump designated the current U. S. Customs and Border Protection Commissioner Kevin McAleenan as acting Secretary. McAleenan named David Pekoske, who also serves as the TSA Administrator, as the acting Deputy Secretary. Whereas the Department of Defense is charged with military actions abroad, the Department of Homeland Security works in the civilian sphere to protect the United States within, at, outside its borders, its stated goal is to prepare for and respond to domestic emergencies terrorism. On March 1, 2003, DHS absorbed the U. S. assumed its duties. In doing so, it divided the enforcement and services functions into two separate and new agencies: Immigration and Customs Enforcement and Citizenship and Immigration Services; the investigative divisions and intelligence gathering units of the INS and Customs Service were merged forming Homeland Security Investigations, the primary investigative arm of DHS. Additionally, the border enforcement functions of the INS, including the U.
S. Border Patrol, the U. S. Customs Service, the Animal and Plant Health Inspection Service were consolidated into a new agency under DHS: U. S. Customs and Border Protection; the Federal Protective Service falls under the National Programs Directorate. In the United States, an executive order is a directive issued by the President of the United States that manages operations of the federal government and has the force of law. The legal or constitutional basis for executive orders has multiple sources. Article Two of the United States Constitution gives the president broad executive and enforcement authority to use their discretion to determine how to enforce the law or to otherwise manage the resources and staff of the executive branch; the ability to make such orders is based on express or implied Acts of Congress that delegate to the President some degree of discretionary power. Like both legislative statutes and regulations promulgated by government agencies, executive orders are subject to judicial review and may be overturned if the orders lack support by statute or the Constitution. Major policy initiatives require approval by the legislative branch, but executive orders have significant influence over the internal affairs of government, deciding how and to what degree legislation will be enforced, dealing with emergencies, waging wars, in general fine-tuning policy choices in the implementation of broad statutes.
As the head of state and head of government of the United States, as well as Commander-in-Chief of the United States Armed Forces, only the President of the United States can issue an executive order. Presidential executive orders, once issued, remain in force until they are cancelled, adjudicated unlawful, or expire on their own terms. At any time, the President may revoke, modify, or make exceptions from any executive order, regardless if the order was made by the current president or a predecessor. A new president reviews enforced executive orders in the first few weeks in office; the United States Constitution does not have a provision that explicitly permits the use of executive orders. The term executive power in Article II, Section 1, Clause 1 of the Constitution is not clear; the term is mentioned as direction to "take Care that the Laws be faithfully executed" and is part of Article II, Section 3. The consequence of failing to comply could be removal from office; the U. S. Supreme Court has held that all executive orders from the President of the United States must be supported by the Constitution, whether from a clause granting specific power, or by Congress delegating such to the executive branch.
Such orders must be rooted in Article II of the US Constitution or enacted by the congress in statutes. Attempts to block such orders have been successful at times when such orders exceeded the authority of the president or could be better handled through legislation; the Office of the Federal Register is responsible for assigning the executive order a sequential number after receipt of the signed original from the White House and printing the text of the executive order in the daily Federal Register and in Title 3 of the Code of Federal Regulations. With the exception of William Henry Harrison, all presidents, beginning with George Washington in 1789, have issued orders that in general terms can be described as executive orders, they took no set form. Such orders varied as to form and substance; the first executive order was issued by George Washington on June 8, 1789, addressed to the heads of the federal departments, instructing them "to impress me with a full and distinct general idea of the affairs of the United States" in their fields.
According to the political scientist Brian R. Dirck, the most famous executive order was by President Abraham Lincoln when he issued the Emancipation Proclamation on January 1, 1863. Dirck states: The Emancipation Proclamation was an executive order, itself a rather unusual thing in those days. Executive orders are presidential directives issued to agents of the executive department by its boss; until the early 1900s, executive orders went unannounced and undocumented and seen only by the agencies to which they were directed. That changed when the Department of State instituted a numbering scheme in 1907, starting retroactively with United States Executive Order 1 issued on October 20, 1862, by President Abraham Lincoln; the documents that came to be known as "executive orders" gained their name from this order issued by Lincoln, captioned "Executive Order Establishing a Provisional Court in Louisiana". This court functioned during the military occupation of Louisiana during the American Civil War, Lincoln used Executive Order 1 to appoint Charles A. Peabody as judge, to designate the salaries of the court's officers.
President Truman's Executive Order 10340 in Youngstown Sheet & Tube Co. v. Sawyer, 343 US 579 placed all steel mills in the country under federal control; this was found invalid because it attempted to make law, rather than clarify or act to further a law put forth by the Congress or the Constitution. Presidents since this decision have been careful to cite which specific laws they are acting under when issuing new executive orders; when presidents believe their authority for issuing an executive order stems from within the powers outlined in the Constitution, the order will proclaim "under the authority vested in me by the Constitution" instead. Wars have been fought upon executive order, including the 1999 Kosovo War during Bill Clinton's second term in office. Armed Forces; such awards are a means to outwardly display the highlights of a service member's career. The badges are worn only while the wearer is attending meetings or functions of such organizations, or on occasions of ceremony. Personnel will not wear these badges to and from such events. Secretary of Defense Medal for the Global War on Terrorism
The Secretary of Defense Medal for the Global War on Terrorism or Global War on Terrorism Civilian Service Medal is a medal awarded by the United States Department of Defense. It was authorized on August 9, 2007, but may be awarded for expeditionary service in a Global War on Terrorism mission in a combat zone on or after September 11, 2001, until a date to be determined; the medal was created and approved to recognize and honor the contributions and accomplishments of the civilian workforce of the Department of Defense in direct support of the armed forces, whose members are engaged in operations to combat terrorism. Civilians may only be awarded the medal once, cannot be awarded the Armed Forces Civilian Service Medal for the same operation. Eligible civilians must have provided direct support and entered the designated geographic area of eligibility serving abroad in an operation that directly supported a U. S. military global war on terrorism operation. Geographic locations approved for award of the Global War on Terrorism Expeditionary Medal or similar operations for which a separate military campaign medal was awarded are used to determine eligibility for the Global War on Terrorism Civilian Service Medal.
That service must have been under the following conditions: Employee was in direct support for 30 consecutive days in an area of eligibility in a military operation Employee was in direct support for 60 non-consecutive days in an area of eligibility provided this support involves the employee entering the area of eligibility Regardless of time, if the employee was killed or medically evacuated from the area of eligibility while providing direct support in the designated operation. The obverse of the medal features the Statue of Freedom, a sculpture of the female personification of Freedom in Grecian garb; the statue is bordered in three sides by spears forming an upward pointing triangle. The triangle is flanked on either side by arched laurel branches with five five-pointed stars below; the reverse of the medal features an 8-point compass rose surrounded by the words CIVILIAN SUPPORT and GLOBAL WAR ON TERRORISM. The Air Medal is a military decoration of the United States Armed Forces. It was created in 1942 and is awarded for single acts of heroism or meritorious achievement while participating in aerial flight; the Air Medal was established by Executive Order 9158, signed by Franklin D. Roosevelt on May 11, 1942, it was awarded retroactive to September 8, 1939 to anyone who distinguishes himself by meritorious achievement while serving with the Armed Forces in aerial flight. The original award criteria set by an Army Policy Letter dated September 25, 1942 was for one award of the Air Medal: per each naval vessel or three enemy aircraft in flight confirmed destroyed. An entire aircrew would be credited for the destruction of a ship, but only the pilot or gunner responsible would be credited for destroying an enemy aircraft. Per 25 operational flights during which exposure to enemy fire is expected. Per 100 operational flights during which exposure to enemy fire is not expected; these criteria were altered by the commanding generals of each numbered Air Force to fit the conditions of their theater of operations and to maintain morale.
The Distinguished Flying Cross would be awarded for twice to five times the requirements of the Air Medal. This led to automatic "score card" awards of the Air Medal and Distinguished Flying Cross for completing a set number of operational missions rather than distinguished service, meritorious action, or bravery, as had been intended. On August 5, 1943, such score card awards were abolished by a Headquarters Army Air Forces Awards Board memorandum due to the embarrassment when airmen received the Air Medal for "score carding" five missions or more but were removed from flying duties for "lack of moral fibre". Commanders could still issue the awards on those grounds, but the recipient must perform exceptional or meritorious service as well. During World War II, the medal's award criteria varied depending on the theater of operations, the aircraft flown, the missions accomplished. In Europe, the airspace was considered controlled by the enemy and heavy air defenses were encountered, so the criteria were altered from those of the original medal.
Bomber, photographic reconnaissance, or observation crewmembers and air transport pilots received it for five sorties, fighter pilots received it for ten sorties, individual pilots or air crewmen received one award per enemy aircraft shot down. Elsewhere in the Pacific and the China Burma India Theater, the pilots and crews flew over uncontrolled or contested airspace for long hours and lighter air defenses were encountered, so much higher criteria were used. Anti-submarine patrols from the United States could qualify for the medal if an airman logged 200 hours of flight time; the Air Medal may be awarded to recognize either single acts of merit or gallantry in combat or for meritorious service in a combat zone. Award of the Air Medal is intended to recognize those personnel who are on current crew member or non-crew member flying status which requires them to participate in aerial flight on a regular and frequent basis in the performance of their primary duties. However, it may be awarded to certain other individuals whose combat duties require regular and frequent flying in other than a passenger status, or individuals who perform a noteworthy act while performing the function of a crew member but who are not on flying status.
These individuals must make a discernible contribution to the operational land combat mission or to the mission of the aircraft in flight. Examples of personnel whose combat duties require them to fly include those in the attack elements of units involved in air-land assaults against an armed enemy and those directly involved in airborne command and control of combat operations. Examples would be transport performing supporting "Dustoff" Medevac or resupply operations, or aircraft involved in reconnaissance over hostile airspace. Awards will not be made to individuals who use air transportation for the purpose of moving from point to point in a combat zone; the Army may award the Air Medal for peacetime service, but approval authority is by general-grade officers at the group or brigade level or higher. The Air Force does not award the Air Medal for peacetime sustained operational activities and flights. Non-combat meritorious service is instead awarded the Aerial Achievement Medal, instituted in 1988.
The Air Force uses the aircraft sortie designation as a tool, but uses Oak Leaf Clusters rather than Strike / Flight Numerals to indicate additional awards. A member's individual flight management records will list the sorties that are eligible for the award; these sorties are designated Combat Support, or Operational. Only the first sortie of the day counts. Armed aircraft crews require ten sorties for each award; the United States Secretary of the Air Force approved the "V" Device for Air Medals awarded for heroism in combat effective October 21, 2004. This applies to all Air Force members and veterans; the "V" device is not authorized for wear on the medal for an earlier date. The United States Air Force does not utilize numeral devices on the Air Medal. Subsequent awards are annotated with the traditional oak leaf clusters. Enlisted members are awarded three points toward promotion per award; each ribbon carries a maximum of 4 OLCs.
