The National Aeronautics and Space Administration is an independent agency of the United States Federal Government responsible for the civilian space program, as well as aeronautics and aerospace research. NASA was established in 1958; the new agency was to have a distinctly civilian orientation, encouraging peaceful applications in space science. Since its establishment, most US space exploration efforts have been led by NASA, including the Apollo Moon landing missions, the Skylab space station, the Space Shuttle. NASA is supporting the International Space Station and is overseeing the development of the Orion Multi-Purpose Crew Vehicle, the Space Launch System and Commercial Crew vehicles; the agency is responsible for the Launch Services Program which provides oversight of launch operations and countdown management for unmanned NASA launches. NASA science is focused on better understanding Earth through the Earth Observing System. From 1946, the National Advisory Committee for Aeronautics had been experimenting with rocket planes such as the supersonic Bell X-1.
In the early 1950s, there was challenge to launch an artificial satellite for the International Geophysical Year. An effort for this was the American Project Vanguard. After the Soviet launch of the world's first artificial satellite on October 4, 1957, the attention of the United States turned toward its own fledgling space efforts; the US Congress, alarmed by the perceived threat to national security and technological leadership, urged immediate and swift action. On January 12, 1958, NACA organized a "Special Committee on Space Technology", headed by Guyford Stever. On January 14, 1958, NACA Director Hugh Dryden published "A National Research Program for Space Technology" stating: It is of great urgency and importance to our country both from consideration of our prestige as a nation as well as military necessity that this challenge be met by an energetic program of research and development for the conquest of space... It is accordingly proposed that the scientific research be the responsibility of a national civilian agency...
NACA is capable, by rapid extension and expansion of its effort, of providing leadership in space technology. While this new federal agency would conduct all non-military space activity, the Advanced Research Projects Agency was created in February 1958 to develop space technology for military application. On July 29, 1958, Eisenhower signed the National Aeronautics and Space Act, establishing NASA; when it began operations on October 1, 1958, NASA absorbed the 43-year-old NACA intact. A NASA seal was approved by President Eisenhower in 1959. Elements of the Army Ballistic Missile Agency and the United States Naval Research Laboratory were incorporated into NASA. A significant contributor to NASA's entry into the Space Race with the Soviet Union was the technology from the German rocket program led by Wernher von Braun, now working for the Army Ballistic Missile Agency, which in turn incorporated the technology of American scientist Robert Goddard's earlier works. Earlier research efforts within the US Air Force and many of ARPA's early space programs were transferred to NASA.
In December 1958, NASA gained control of the Jet Propulsion Laboratory, a contractor facility operated by the California Institute of Technology. The agency's leader, NASA's administrator, is nominated by the President of the United States subject to approval of the US Senate, reports to him or her and serves as senior space science advisor. Though space exploration is ostensibly non-partisan, the appointee is associated with the President's political party, a new administrator is chosen when the Presidency changes parties; the only exceptions to this have been: Democrat Thomas O. Paine, acting administrator under Democrat Lyndon B. Johnson, stayed on while Republican Richard Nixon tried but failed to get one of his own choices to accept the job. Paine was confirmed by the Senate in March 1969 and served through September 1970. Republican James C. Fletcher, appointed by Nixon and confirmed in April 1971, stayed through May 1977 into the term of Democrat Jimmy Carter. Daniel Goldin was appointed by Republican George H. W. Bush and stayed through the entire administration of Democrat Bill Clinton.
Robert M. Lightfoot, Jr. associate administrator under Democrat Barack Obama, was kept on as acting administrator by Republican Donald Trump until Trump's own choice Jim Bridenstine, was confirmed in April 2018. Though the agency is independent, the survival or discontinuation of projects can depend directly on the will of the President; the first administrator was Dr. T. Keith Glennan appointed by Republican President Dwight D. Eisenhower. Stuyvesant High School
Stuyvesant High School referred to as Stuy is a specialized high school in New York City, United States. Operated by the New York City Department of Education, these specialized schools offer tuition-free accelerated academics to city residents. Stuyvesant is a college-preparatory high school. Stuyvesant was established as an all-boys school in the East Village of Manhattan in 1904. An entrance examination was mandated for all applicants starting in 1934, the school started accepting female students in 1969. Stuyvesant moved to its current location at Battery Park City in 1992 because the school had become too large; the old building now houses several high schools. Admission to Stuyvesant involves passing the Specialized High Schools Admissions Test; each November, the 900 to 950 applicants with the highest exam scores out of around 30,000 eighth- and ninth-graders are accepted to Stuyvesant. The school has a wide range of extracurricular activities, including a theater competition called SING! and two student publications.
Notable alumni include physicists Brian Greene and Lisa Randall, mathematician Paul Cohen, genome researcher Eric Lander. New York City's Superintendent of Schools, William Henry Maxwell, had first written about the need to construct manual trade schools in New York City in 1887. At the time, C. B. J. Snyder was designing many of the city's public school buildings using multiple architectural styles; the first trade school in the city was Manual Training High School in Brooklyn, which opened in 1893. By 1899, Maxwell was advocating for a manual trade school in Manhattan. In January 1903, Maxwell and Snyder submitted a report to the New York City Board of Education in which they suggested the creation of a trade school in Manhattan; the Board of Education approved the plans in April 1904. They suggested that the school occupy a plot on East 15th Street, west of First Avenue, but that plot did not yet contain a school building, so the new trade school was housed within P. S. 47's former building at 225 East 23rd Street.
The Board of Education wrote that the new trade school would be "designated as the Stuyvesant High School, as being reminiscent of the locality." Stuyvesant Square, Stuyvesant Street, Stuyvesant Town are all located near the proposed 15th Street school building. All of these locations were named after the last Dutch governor of New Netherland; the appellation was selected in order to avoid confusion with Brooklyn's manual Training High School, Stuyvesant High School opened in September 1904 as Manhattan's first manual trade school for boys. At the time of its opening, the school consisted of 12 teachers. At first, the school provided a core curriculum of "English, modern languages, mathematics, chemistry, music", as well as a physical education program and a more specialized track of "woodworking, mechanical drawing, freehand drawing". However, in June 1908, Maxwell announced that the trade school curriculum would be separated from the core curriculum, a discrete trade school would operate in the Stuyvesant building during the evening.
Thereafter, Stuyvesant became renowned for excellence in science. In 1909, eighty percent of the school's alumni went to college, compared to other schools, which only sent 25% to 50% of their graduates to college. By 1919, officials started restricting admission based on scholastic achievement. Stuyvesant implemented a double session plan in 1919 to accommodate the rising number of students: some students would attend in the morning, while others would take classes in the afternoon and early evening. All students studied a full set of courses; these double sessions ran until 1956. The school implemented a system of entrance examinations in 1934; the examination program, developed with the assistance of Columbia University, was expanded in 1938 to include the newly founded Bronx High School of Science. In 1956, a team of six students began construction of a cyclotron. A low-power test of the device succeeded six years later. A attempt at full-power operation, knocked out the power to the school and surrounding buildings.
In 1967, Alice de Rivera filed a lawsuit against the Board of Education, alleging that she had been banned from taking Stuyvesant's entrance exam because of her gender. The lawsuit was decided in the student's favor, Stuyvesant was required to accept female students; the first female students were accepted in September 1969, when Stuyvesant offered admission to 14 girls and enrolled 12 of them. The next year, 223 female students were accepted to Stuyvesant. By 2015, the last year that enrollment reports are available, females represented 43% of the total student body. In 1972, the New York State Legislature passed the Hecht–Calandra Act, which designated Brooklyn Technical High School, Bronx High School of Science, Stuyvesant High School, the High School of Music & Art as specialized high schools of New York City; the act called for a uniform exam to be administered for admission to Brooklyn Tech, Bronx Science, Stuyvesant. The exam, named the Specialized High Schools Admissions Test, tested the mathematical and verbal abilities of students who were applying to any of the specialized high schools.
The only exception was for applicants to LaGuardia High School, who were accepted by audition rather than examination. The current school building is 0.5 miles away from the site of the World Trade Center, destroyed in the terrorist attacks on September 11, 2001. The school was evacuated during the attack. Engineering is the application of knowledge in the form of science and empirical evidence, to the innovation, construction and maintenance of structures, materials, devices, systems and organizations. The discipline of engineering encompasses a broad range of more specialized fields of engineering, each with a more specific emphasis on particular areas of applied mathematics, applied science, types of application. See glossary of engineering; the term engineering is derived from the Latin ingenium, meaning "cleverness" and ingeniare, meaning "to contrive, devise". The American Engineers' Council for Professional Development has defined "engineering" as: The creative application of scientific principles to design or develop structures, apparatus, or manufacturing processes, or works utilizing them singly or in combination. Engineering has existed since ancient times, when humans devised inventions such as the wedge, lever and pulley; the term engineering is derived from the word engineer, which itself dates back to 1390 when an engine'er referred to "a constructor of military engines."
In this context, now obsolete, an "engine" referred to a military machine, i.e. a mechanical contraption used in war. Notable examples of the obsolete usage which have survived to the present day are military engineering corps, e.g. the U. S. Army Corps of Engineers; the word "engine" itself is of older origin deriving from the Latin ingenium, meaning "innate quality mental power, hence a clever invention."Later, as the design of civilian structures, such as bridges and buildings, matured as a technical discipline, the term civil engineering entered the lexicon as a way to distinguish between those specializing in the construction of such non-military projects and those involved in the discipline of military engineering. The pyramids in Egypt, the Acropolis and the Parthenon in Greece, the Roman aqueducts, Via Appia and the Colosseum, Teotihuacán, the Brihadeeswarar Temple of Thanjavur, among many others, stand as a testament to the ingenuity and skill of ancient civil and military engineers.
Other monuments, no longer standing, such as the Hanging Gardens of Babylon, the Pharos of Alexandria were important engineering achievements of their time and were considered among the Seven Wonders of the Ancient World. The earliest civil engineer known by name is Imhotep; as one of the officials of the Pharaoh, Djosèr, he designed and supervised the construction of the Pyramid of Djoser at Saqqara in Egypt around 2630–2611 BC. Ancient Greece developed machines in both military domains; the Antikythera mechanism, the first known mechanical computer, the mechanical inventions of Archimedes are examples of early mechanical engineering. Some of Archimedes' inventions as well as the Antikythera mechanism required sophisticated knowledge of differential gearing or epicyclic gearing, two key principles in machine theory that helped design the gear trains of the Industrial Revolution, are still used today in diverse fields such as robotics and automotive engineering. Ancient Chinese, Greek and Hungarian armies employed military machines and inventions such as artillery, developed by the Greeks around the 4th century BC, the trireme, the ballista and the catapult.
In the Middle Ages, the trebuchet was developed. Before the development of modern engineering, mathematics was used by artisans and craftsmen, such as millwrights, clock makers, instrument makers and surveyors. Aside from these professions, universities were not believed to have had much practical significance to technology. A standard reference for the state of mechanical arts during the Renaissance is given in the mining engineering treatise De re metallica, which contains sections on geology and chemistry. De re metallica was the standard chemistry reference for the next 180 years; the science of classical mechanics, sometimes called Newtonian mechanics, formed the scientific basis of much of modern engineering. With the rise of engineering as a profession in the 18th century, the term became more narrowly applied to fields in which mathematics and science were applied to these ends. In addition to military and civil engineering, the fields known as the mechanic arts became incorporated into engineering.
Canal building was an important engineering work during the early phases of the Industrial Revolution. John Smeaton was the first self-proclaimed civil engineer and is regarded as the "father" of civil engineering, he was an English civil engineer responsible for the design of bridges, canals and lighthouses. He was a capable mechanical engineer and an eminent physicist. Using a model water wheel, Smeaton conducted experiments for seven years, determining ways to increase efficiency. Smeaton introduced iron gears to water wheels. Smeaton made mechanical improvements to the Newcomen steam engine. Smeaton designed the third Eddystone Lighthouse where he pioneered the use of'hydraulic lime' and developed a technique involving dovetailed blocks of granite in the building of the lighthouse, he is important in the history, rediscovery of, development of modern cement, because he identified the compositional requirements needed to obtain "hydraulicity" in lime.
William Jefferson Clinton is an American politician who served as the 42nd president of the United States from 1993 to 2001. Prior to the presidency, he was the governor of Arkansas from 1979 to 1981, again from 1983 to 1992, the attorney general of Arkansas from 1977 to 1979. A member of the Democratic Party, Clinton was ideologically a New Democrat, many of his policies reflected a centrist "Third Way" political philosophy. Clinton was born and raised in Arkansas and attended Georgetown University, University College and Yale Law School, he met Hillary Rodham at Yale and married her in 1975. After graduating, Clinton returned to Arkansas and won election as the Attorney General of Arkansas, serving from 1977 to 1979; as Governor of Arkansas, he overhauled the state's education system and served as chairman of the National Governors Association. Clinton was elected president in 1992. At age 46, he became the first from the Baby Boomer generation. Clinton presided over the longest period of peacetime economic expansion in American history.
He signed into law the North American Free Trade Agreement but failed to pass his plan for national health care reform. In the 1994 elections, the Republican Party won unified control of the Congress for the first time in 40 years. In 1996, Clinton became the first Democrat since Franklin D. Roosevelt to be elected to a second full term, he passed welfare reform and the State Children's Health Insurance Program, as well as financial deregulation measures, including the Gramm–Leach–Bliley Act and the Commodity Futures Modernization Act of 2000. In 1998, Clinton was impeached by the House of Representatives for perjury and obstruction of justice following allegations that he committed perjury and obstructed justice to conceal an affair that he had with Monica Lewinsky, a 22-year old White House Intern. Clinton was completed his term in office, he is only the second U. S. president—following Andrew Johnson 131 years earlier—to be impeached. During the last three years of Clinton's presidency, the Congressional Budget Office reported a budget surplus, the first such surplus since 1969.
In foreign policy, Clinton ordered U. S. military intervention in the Bosnian and Kosovo wars, signed the Iraq Liberation Act in opposition to Saddam Hussein, participated in the 2000 Camp David Summit to advance the Israeli–Palestinian peace process, assisted the Northern Ireland peace process. Clinton left office with the highest end-of-office approval rating of any U. S. president since World War II, has continually scored high in the historical rankings of U. S. presidents placing in the top third. Since leaving office, he has been involved in humanitarian work, he created the William J. Clinton Foundation to address international causes such as the prevention of AIDS and global warming, he has remained active in politics by campaigning for Democratic candidates, including the presidential campaigns of his wife and Barack Obama. In 2004, Clinton published My Life. In 2009, he was named the United Nations Special Envoy to Haiti and after the 2010 Haiti earthquake, he teamed with George W. Bush to form the Clinton Bush Haiti Fund.
In addition, he secured the release of two American journalists imprisoned by North Korea, visiting the capital Pyongyang and negotiating their release with Kim Jong-il. Clinton was born William Jefferson Blythe III on August 19, 1946, at Julia Chester Hospital in Hope, Arkansas, he is the son of William Jefferson Blythe Jr. a traveling salesman who had died in an automobile accident three months before his birth, Virginia Dell Cassidy. His parents had married on September 4, 1943, but this union proved to be bigamous, as Blythe was still married to his third wife. Virginia traveled to New Orleans to study nursing soon after Bill was born, leaving him in Hope with her parents Eldridge and Edith Cassidy, who owned and ran a small grocery store. At a time when the southern United States was racially segregated, Clinton's grandparents sold goods on credit to people of all races. In 1950, Bill's mother returned from nursing school and married Roger Clinton Sr. who co-owned an automobile dealership in Hot Springs, Arkansas with his brother and Earl T. Ricks.
The family moved to Hot Springs in 1950. Although he assumed use of his stepfather's surname, it was not until Clinton turned 15 that he formally adopted the surname Clinton as a gesture toward his stepfather. Clinton said that he remembered his stepfather as a gambler and an alcoholic who abused his mother and half-brother, Roger Clinton Jr. to the point where he intervened multiple times with the threat of violence to protect them. In Hot Springs, Clinton attended St. John's Catholic Elementary School, Ramble Elementary School, Hot Springs High School, where he was an active student leader, avid reader, musician. Clinton was in the chorus and played the tenor saxophone, winning first chair in the state band's saxophone section, he considered dedicating his life to music, but as he noted in his autobiography My Life: Clinton began an interest in law at Hot Springs High, when he took up the challenge to argue the defense of the ancient Roman Senator Catiline in a mock trial in his Latin class.
After a vigorous defense that made use of his "budding rhetorical and political skills", he told the Latin teacher Elizabeth Buck that it "made him realize that someday he would study law". The University of Texas at Austin is a public research university in Austin, Texas. It is the flagship institution of the University of Texas System; the University of Texas was inducted into the Association of American Universities in 1929, becoming only the third university in the American South to be elected. The institution has the nation's eighth-largest single-campus enrollment, with over 50,000 undergraduate and graduate students and over 24,000 faculty and staff. A Public Ivy, it is a major center for academic research, with research expenditures exceeding $615 million for the 2016–2017 school year; the university houses seven museums and seventeen libraries, including the Lyndon Baines Johnson Library and Museum and the Blanton Museum of Art, operates various auxiliary research facilities, such as the J. J. Pickle Research Campus and the McDonald Observatory. Among university faculty are recipients of the Nobel Prize, Pulitzer Prize, the Wolf Prize, the Primetime Emmy Award, the Turing Award, the National Medal of Science, as well as many other awards.
As of October 2018, 11 Nobel Prize winners, 2 Turing Award winners and 1 Fields medalist have been affiliated with the school as alumni, faculty members or researchers. Student athletes are members of the Big 12 Conference, its Longhorn Network is the only sports network featuring the college sports of a single university. The Longhorns have won four NCAA Division I National Football Championships, six NCAA Division I National Baseball Championships, thirteen NCAA Division I National Men's Swimming and Diving Championships, has claimed more titles in men's and women's sports than any other school in the Big 12 since the league was founded in 1996; the first mention of a public university in Texas can be traced to the 1827 constitution for the Mexican state of Coahuila y Tejas. Although Title 6, Article 217 of the Constitution promised to establish public education in the arts and sciences, no action was taken by the Mexican government. After Texas obtained its independence from Mexico in 1836, the Texas Congress adopted the Constitution of the Republic, under Section 5 of its General Provisions, stated "It shall be the duty of Congress, as soon as circumstances will permit, to provide, by law, a general system of education."On April 18, 1838, "An Act to Establish the University of Texas" was referred to a special committee of the Texas Congress, but was not reported back for further action.
On January 26, 1839, the Texas Congress agreed to set aside fifty leagues of land—approximately 288,000 acres —towards the establishment of a publicly funded university. In addition, 40 acres in the new capital of Austin were reserved and designated "College Hill." In 1845, Texas was annexed into the United States. The state's Constitution of 1845 failed to mention higher education. On February 11, 1858, the Seventh Texas Legislature approved O. B. 102, an act to establish the University of Texas, which set aside $100,000 in United States bonds toward construction of the state's first publicly funded university. The legislature designated land reserved for the encouragement of railroad construction toward the university's endowment. On January 31, 1860, the state legislature, wanting to avoid raising taxes, passed an act authorizing the money set aside for the University of Texas to be used for frontier defense in west Texas to protect settlers from Indian attacks. Texas's secession from the Union and the American Civil War delayed repayment of the borrowed monies.
At the end of the Civil War in 1865, The University of Texas's endowment was just over $16,000 in warrants and nothing substantive had been done to organize the university's operations. This effort to establish a University was again mandated by Article 7, Section 10 of the Texas Constitution of 1876 which directed the legislature to "establish and provide for the maintenance and direction of a university of the first class, to be located by a vote of the people of this State, styled "The University of Texas."Additionally, Article 7, Section 11 of the 1876 Constitution established the Permanent University Fund, a sovereign wealth fund managed by the Board of Regents of the University of Texas and dedicated for the maintenance of the university. Because some state legislators perceived an extravagance in the construction of academic buildings of other universities, Article 7, Section 14 of the Constitution expressly prohibited the legislature from using the state's general revenue to fund construction of university buildings.
Funds for constructing university buildings had to come from the university's endowment or from private gifts to the university, but the university's operating expenses could come from the state's general revenues. The 1876 Constitution revoked the endowment of the railroad lands of the Act of 1858, but dedicated 1,000,000 acres of land, along with other property appropriated for the university, to the Permanent University Fund; this was to the detriment of the university as the lands the Constitution of 1876 granted the university represented less than 5% of the value of the lands granted to the university under the Act of 1858. Ronald Wilson Reagan was an American politician who served as the 40th president of the United States from 1981 to 1989. Prior to his presidency, he was a Hollywood actor and union leader before serving as the 33rd governor of California from 1967 to 1975. Reagan was raised in a poor family in small towns of northern Illinois, he graduated from Eureka College in 1932 and worked as a sports announcer on several regional radio stations. After moving to California in 1937, he found work as an actor and starred in a few major productions. Reagan was twice elected President of the Screen Actors Guild—the labor union for actors—where he worked to root out Communist influence. In the 1950s, he was a motivational speaker at General Electric factories. Reagan had been a Democrat until 1962, when he became a conservative and switched to the Republican Party. In 1964, Reagan's speech, "A Time for Choosing", supported Barry Goldwater's foundering presidential campaign and earned him national attention as a new conservative spokesman.
Building a network of supporters, he was elected governor of California in 1966. As governor, Reagan raised taxes, turned a state budget deficit to a surplus, challenged the protesters at the University of California, ordered in National Guard troops during a period of protest movements in 1969, was re-elected in 1970, he twice ran unsuccessfully for the Republican presidential nomination, in 1968 and 1976. Four years in 1980, he won the nomination and defeated incumbent president Jimmy Carter. At 69 years, 349 days of age at the time of his first inauguration, Reagan was the oldest person to have assumed office until Donald Trump in 2017. Reagan faced former vice president Walter Mondale when he ran for re-election in 1984, defeated him, winning the most electoral votes of any U. S. president, 525, or 97.6 percent of the 538 votes in the Electoral College. This was the second-most lopsided presidential election in modern U. S. history after Franklin D. Roosevelt's 1936 victory over Alfred M. Landon, in which he won 98.5 percent or 523 of the 531 electoral votes.
Soon after taking office, Reagan began implementing sweeping new economic initiatives. His supply-side economic policies, dubbed "Reaganomics", advocated tax rate reduction to spur economic growth, economic deregulation, reduction in government spending. In his first term he survived an assassination attempt, spurred the War on Drugs, fought public sector labor. Over his two terms, the economy saw a reduction of inflation from 12.5% to 4.4%, an average annual growth of real GDP of 3.4%. Reagan enacted cuts in domestic discretionary spending, cut taxes, increased military spending which contributed to increased federal outlays overall after adjustment for inflation. Foreign affairs dominated his second term, including ending the Cold War, the bombing of Libya, the Iran–Iraq War, the Iran–Contra affair. In June 1987, four years after he publicly described the Soviet Union as an "evil empire", Reagan challenged Soviet General Secretary Mikhail Gorbachev to "tear down this wall!", during a speech at the Brandenburg Gate.
He transitioned Cold War policy from détente to rollback by escalating an arms race with the USSR while engaging in talks with Gorbachev. The talks culminated in the INF Treaty. Reagan began his presidency during the decline of the Soviet Union, the Berlin Wall fell just ten months after the end of his term. Germany reunified the following year, on December 26, 1991, the Soviet Union collapsed; when Reagan left office in 1989, he held an approval rating of 68 percent, matching those of Franklin D. Roosevelt, Bill Clinton, as the highest ratings for departing presidents in the modern era, he was the first president since Dwight D. Eisenhower to serve two full terms, after a succession of five prior presidents did not. Although he had planned an active post-presidency, Reagan disclosed in November 1994 that he had been diagnosed with Alzheimer's disease earlier that year. Afterward, his informal public appearances became more infrequent, he died at home on June 5, 2004. His tenure constituted a realignment toward conservative policies in the United States, he is an icon among conservatives.
Evaluations of his presidency among historians and the general public place him among the upper tier of American presidents. Ronald Wilson Reagan was born on February 6, 1911, in an apartment on the second floor of a commercial building in Tampico, Illinois, he was the younger son of Jack Reagan. Reagan's older brother, Neil Reagan, became an advertising executive. Reagan's father nicknamed his son "Dutch", due to his "fat little Dutchman"-like appearance and "Dutchboy" haircut. Reagan's family lived in several towns and cities in Illinois, including Monmouth and Chicago. In 1919, they returned to Tampico and lived above the H. C. Pitney Variety Store until settling in Dixon. After his election as president, Reagan resided in the upstairs White House private quarters, he would quip that he was "living above the store again". Ronald Reagan wrote that his mother "always expected to find the best in people and did".
She attended the Disciples of Christ church and was active, influential, within it.
