He served as Secretary of the Department of Foreign Affairs in an acting capacity under the administration of President Benigno Aquino III. Prior to his appointment, Almendras held the position of Cabinet Secretary and Secretary of the Department of Energy.

During his tenure as foreign minister, he was notable for representing the Philippines in a case against China's claim of the South China Sea under the United Nations Convention on the Law of the Sea.
