The Thirteenth United States Census, conducted by the Census Bureau on April 15, 1910, determined the resident population of the United States to be 92,228,496, an increase of 21.0 percent over the 76,212,168 persons enumerated during the 1900 Census. Race and ethnicity in the United States Census
Race and ethnicity in the United States Census, defined by the federal Office of Management and Budget and the United States Census Bureau, are self-identification data items in which residents choose the race or races with which they most identify, indicate whether or not they are of Hispanic or Latino origin. The racial categories represent a social-political construct for the race or races that respondents consider themselves to be and, "generally reflect a social definition of race recognized in this country." OMB defines the concept of race as outlined for the US Census as not "scientific or anthropological" and takes into account "social and cultural characteristics as well as ancestry", using "appropriate scientific methodologies" that are not "primarily biological or genetic in reference." The race categories include both national-origin groups. Race and ethnicity are considered separate and distinct identities, with Hispanic or Latino origin asked as a separate question. Thus, in addition to their race or races, all respondents are categorized by membership in one of two ethnic categories, which are "Hispanic or Latino" and "Not Hispanic or Latino".
However, the practice of separating "race" and "ethnicity" as different categories has been criticized both by the American Anthropological Association and members of US Commission on Civil Rights. In 1997, OMB issued a Federal Register notice regarding revisions to the standards for the classification of federal data on race and ethnicity. OMB developed race and ethnic standards in order to provide "consistent data on race and ethnicity throughout the Federal Government; the development of the data standards stem in large measure from new responsibilities to enforce civil rights laws." Among the changes, OMB issued the instruction to "mark one or more races" after noting evidence of increasing numbers of interracial children and wanting to capture the diversity in a measurable way and having received requests by people who wanted to be able to acknowledge their or their children's full ancestry rather than identifying with only one group. Prior to this decision, the Census and other government data collections asked people to report only one race.
The OMB states, "many federal programs are put into effect based on the race data obtained from the decennial census. Race data are critical for the basic research behind many policy decisions. States require these data to meet legislative redistricting requirements; the data are needed to monitor compliance with the Voting Rights Act by local jurisdictions". "Data on ethnic groups are important for putting into effect a number of federal statutes. Data on Ethnic Groups are needed by local governments to run programs and meet legislative requirements." The 1790 United States Census was the first census in the history of the United States. The population of the United States was recorded as 3,929,214 as of Census Day, August 2, 1790, as mandated by Article I, Section 2 of the United States Constitution and applicable laws."The law required that every household be visited, that completed census schedules be posted in'two of the most public places within, there to remain for the inspection of all concerned...' and that'the aggregate amount of each description of persons' for every district be transmitted to the president."
This law along with U. S. marshals were responsible for governing the census. One third of the original census data has been lost or destroyed since documentation; the data was lost in 1790–1830 time period and included data from: Connecticut, Maryland, New Hampshire, New York, North Carolina, Rhode Island, South Carolina, Delaware, New Jersey, Virginia. Census data included the name of the head of the family and categorized inhabitants as follows: free white males at least 16 years of age, free white males under 16 years of age, free white females, all other free persons, slaves. Thomas Jefferson the Secretary of State, directed marshals to collect data from all thirteen states, from the Southwest Territory; the census was not conducted in Vermont until 1791, after that state's admission to the Union as the 14th state on March 4 of that year. There was some doubt surrounding the numbers, President George Washington and Thomas Jefferson maintained the population was undercounted; the potential reasons Washington and Jefferson may have thought this could be refusal to participate, poor public transportation and roads, spread out population, restraints of current technology.

Nebraska is a state that lies in both the Great Plains and the Midwestern United States. It is bordered by South Dakota to the north, it is the only triply landlocked U. S. state. Nebraska's area is just over 77,220 square miles with a population of 1.9 million people. Its state capital is Lincoln, its largest city is Omaha, on the Missouri River. Indigenous peoples, including Omaha, Ponca, Pawnee and various branches of the Lakota tribes, lived in the region for thousands of years before European exploration; the state is crossed including that of the Lewis and Clark Expedition. Nebraska was admitted as the 37th state of the United States in 1867, it is the only state in the United States whose legislature is unicameral and nonpartisan. Nebraska is composed of two major land regions: the Great Plains; the Dissected Till Plains region consist of rolling hills and contains the state's largest cities and Lincoln. The Great Plains region, occupying most of western Nebraska, is characterized by treeless prairie, suitable for cattle-grazing.
Nebraska has two major climatic zones. The eastern half of the state has a humid continental climate; the western half of the state has a semi-arid climate. The state has wide variations between winter and summer temperatures, variations that decrease moving south in the state. Violent thunderstorms and tornadoes occur during spring and summer and sometimes in autumn. Chinook winds tend to warm the state in the winter and early spring. Nebraska's name is derived from transliteration of the archaic Otoe words Ñí Brásge, pronounced, or the Omaha Ní Btháska, meaning "flat water", after the Platte River that flows through the state. Indigenous peoples lived in the region of present-day Nebraska for thousands of years before European exploration; the historic tribes in the state included the Omaha, Ponca, Pawnee and various branches of the Lakota, some of which migrated from eastern areas into this region. When European exploration and settlement began, both Spain and France sought to control the region.
In the 1690s, Spain established trade connections with the Apaches, whose territory included western Nebraska. By 1703, France had developed a regular trade with the native peoples along the Missouri River in Nebraska, by 1719 had signed treaties with several of these peoples. After war broke out between the two countries, Spain dispatched an armed expedition to Nebraska under Lieutenant General Pedro de Villasur in 1720; the party was attacked and destroyed near present-day Columbus by a large force of Pawnees and Otoes, both allied to the French. The massacre ended Spanish exploration of the area for the remainder of the 18th century. In 1762, during the Seven Years' War, France ceded the Louisiana territory to Spain; this left Spain competing for dominance along the Mississippi. In response, Spain dispatched two trading expeditions up the Missouri in 1794 and 1795; that year, Mackay's party built a trading post, dubbed Fort Carlos IV, near present-day Homer. In 1819, the United States established Fort Atkinson as the first U.
S. Army post west of the Missouri River, just east of present-day Fort Calhoun; the army abandoned the fort in 1827. European-American settlement was scarce until the California Gold Rush. On May 30, 1854, the US Congress created the Kansas and the Nebraska territories, divided by the Parallel 40° North, under the Kansas–Nebraska Act; the Nebraska Territory included parts of the current states of Colorado, North Dakota, South Dakota and Montana. The territorial capital of Nebraska was Omaha. In the 1860s, after the U. S. government forced many of the Native American tribes to cede their lands and settle on reservations, it opened large tracts of land to agricultural development by Europeans and Americans. Under the Homestead Act, thousands of settlers migrated into Nebraska to claim free land granted by the federal government; because so few trees grew on the prairies, many of the first farming settlers built their homes of sod, as had Native Americans such as the Omaha. The first wave of settlement gave the territory a sufficient population to apply for statehood.
Nebraska became the 37th state on March 1, 1867, the capital was moved from Omaha to the center at Lancaster renamed Lincoln after the assassinated President of the United States, Abraham Lincoln. The battle of Massacre Canyon on August 5, 1873, was the last major battle between the Pawnee and the Sioux. During the 1870s to the 1880s, Nebraska experienced a large growth in population. Several factors contributed to attracting new residents; the first was. This helped settlers to learn the unfamiliar geography of the area; the second factor was the invention of several farming technologies. Marriage called matrimony or wedlock, is a or ritually recognised union between spouses that establishes rights and obligations between those spouses, as well as between them and any resulting biological or adopted children and affinity. The definition of marriage varies around the world not only between cultures and between religions, but throughout the history of any given culture and religion, evolving to both expand and constrict in who and what is encompassed, but it is principally an institution in which interpersonal relationships sexual, are acknowledged or sanctioned. In some cultures, marriage is recommended or considered to be compulsory before pursuing any sexual activity; when defined broadly, marriage is considered a cultural universal. A marriage ceremony is known as a wedding. Individuals may marry for several reasons, including legal, libidinal, financial and religious purposes. Whom they marry may be influenced by gender determined rules of incest, prescriptive marriage rules, parental choice and individual desire.
In some areas of the world, arranged marriage, child marriage and sometimes forced marriage, may be practiced as a cultural tradition. Conversely, such practices may be outlawed and penalized in parts of the world out of concerns of the infringement of women's rights, or the infringement of children's rights, because of international law. Around the world in developed democracies, there has been a general trend towards ensuring equal rights within marriage for women and recognizing the marriages of interfaith and same-sex couples; these trends coincide with the broader human rights movement. Marriage can be recognized by a state, an organization, a religious authority, a tribal group, a local community, or peers, it is viewed as a contract. When a marriage is performed and carried out by a government institution in accordance with the marriage laws of the jurisdiction, without religious content, it is a civil marriage. Civil marriage recognizes and creates the rights and obligations intrinsic to matrimony before the state.

Religious marriage is known variously as sacramental marriage in Catholicism, nikah in Islam, nissuin in Judaism, various other names in other faith traditions, each with their own constraints as to what constitutes, who can enter into, a valid religious marriage; some countries do not recognize locally performed religious marriage on its own, require a separate civil marriage for official purposes. Conversely, civil marriage does not exist in some countries governed by a religious legal system, such as Saudi Arabia, where marriages contracted abroad might not be recognized if they were contracted contrary to Saudi interpretations of Islamic religious law. In countries governed by a mixed secular-religious legal system, such as in Lebanon and Israel, locally performed civil marriage does not exist within the country, preventing interfaith and various other marriages contradicting religious laws from being entered into in the country, civil marriages performed abroad are recognized by the state if they conflict with religious laws.
The act of marriage creates normative or legal obligations between the individuals involved, any offspring they may produce or adopt. In terms of legal recognition, most sovereign states and other jurisdictions limit marriage to opposite-sex couples and a diminishing number of these permit polygyny, child marriages, forced marriages. In modern times, a growing number of countries developed democracies, have lifted bans on and have established legal recognition for the marriages of interfaith and same-sex couples; some cultures allow the dissolution of marriage through annulment. In some areas, child marriages and polygamy may occur in spite of national laws against the practice. Since the late twentieth century, major social changes in Western countries have led to changes in the demographics of marriage, with the age of first marriage increasing, fewer people marrying, more couples choosing to cohabit rather than marry. For example, the number of marriages in Europe decreased by 30% from 1975 to 2005.
In most cultures, married women had few rights of their own, being considered, along with the family's children, the property of the husband. In Europe, the United States, other places in the developed world, beginning in the late 19th century and lasting through the 21st century, marriage has undergone gradual legal changes, aimed at improving the rights of the wife; these changes included giving wives legal identities of their own, abolishing the right of husbands to physically discipline their wives, giving wives property rights, liberalizing divorce laws, providing wives with reproductive rights of their own, requiring a wife's consent when sexual relations occur. These changes have occurred in Western countries. Garden County, Nebraska
Garden County is a county in the U. S. state of Nebraska. As of the 2010 United States Census, the population was 2,057, its county seat is Oshkosh. In the Nebraska license plate system, Garden County is represented by the prefix 77. Garden County was formed in 1909 by popular vote. Voters in the general election of November 2, 1909 approved making the northern part of Deuel County into its own county, it is said the county was so named in the hope that this land should become the garden of the West or with allusion to the "Garden of Eden". The county has lost population since the Great Dust Bowl of the 1930s; the land was homesteaded for family farms that turned out to be too small for subsistence farming under the arid conditions of the region. In the early decades of settlement by immigrants and migrants from the East, farmers did not know how to work the land on the prairies. Tons of topsoil were lost after droughts; the North Platte River runs ESE through the south part of Garden County. Since the county is in the western portion of Nebraska, its residents observe Mountain Time.
The eastern two-thirds portion of the state observes Central Time. According to the US Census Bureau, the county has a total area of 1,731 square miles, of which 1,704 square miles is land and 27 square miles is water. U. S. The racial makeup of the county was 98.34% White, 0.13% Black or African American, 0.26% Native American, 0.26% Asian, 0.52% from other races, 0.48% from two or more races. 1.44% of the population were Hispanic or Latino of any race. 43.5 % were of 10.0 % Irish, 9.6 % American and 9.2 % English ancestry. There were 1,020 households out of which 24.80% had children under the age of 18 living with them, 55.90% were married couples living together, 6.00% had a female householder with no husband present, 35.40% were non-families.
32.50% of all households were made up of individuals and 16.20% had someone living alone, 65 years of age or older. The average household size was 2.19 and the average family size was 2.77. The county population contained 21.80% under the age of 18, 4.60% from 18 to 24, 22.70% from 25 to 44, 27.00% from 45 to 64, 24.00% who were 65 years of age or older. The median age was 46 years. For every 100 females there were 94.90 males. For every 100 females age 18 and over, there were 91.40 males. The median income for a household in the county was $26,458, the median income for a family was $32,546. Males had a median income of $21,495 versus $17,000 for females; the per capita income for the county was $15,414. About 10.80% of families and 14.80% of the population were below the poverty line, including 22.00% of those under age 18 and 8.70% of those age 65 or over. Like much of the Nebraska Panhandle, Garden County has been a Republican-leaning county since the late 20th century, it was one of only two counties that Ben Nelson failed to carry in 1994.
In Presidential elections the last Democratic candidate to carry the county was Franklin D. Roosevelt in 1932; as part of Nebraska's 3rd congressional district it has been represented by Republicans since 1961. Nebraska Highway 92
Nebraska Highway 92 is a highway that enters the state from Nebraska's western border at the Wyoming state line west of Lyman, Nebraska, to the state's eastern border on the South Omaha Veterans Memorial Bridge over the Missouri River in Omaha, where it enters Iowa. Nebraska Highway 92 passes, follows, or runs through a number of the state's principal attractions, including Scotts Bluff National Monument, the Oregon Trail, Chimney Rock National Historic Site, Ash Hollow State Historical Park, Lake McConaughy, the Nebraska Sand Hills, the City of Omaha. Nebraska Highway 92 is the longest state route in the state at a total of 489.1 miles, is part of a continuous 886-mile four-state "Highway 92" which begins in Torrington, goes through Nebraska and Iowa and ends in La Moille, Illinois. It is the only Nebraska Highway to run from the west border to the east border of Nebraska. Nebraska Highway 92 begins at the Wyoming border west of Lyman and after a brief turn south, heads east passing around the north side of Scotts Bluff National Monument, crosses the North Platte River for the first of three times, enters the town of Scottsbluff.
Starting in Scottsbluff, N-92, U. S. 26, the North Platte River form a three-way braid, crisscrossing one another several times for 91 miles until Lewellen. At Scottsbluff, it overlaps U. S. 26 and Nebraska Highway 71, crossing the North Platte River again to its south side, to Gering, where it turns to the east-southeast, following the route of the Oregon Trail, paralleling the North Platte River and U. S. 26 on the other side of the river. Near Chimney Rock National Historic Site, it overlaps U. S. 26 again until Bridgeport. After a brief concurrency with U. S. 385, it goes southeast until it crosses the North Platte for the third time just before Broadwater. It again overlaps U. S. 26 a third time from there until Lewellen, where it separates to go through the resort communities along the north shore of Lake McConaughy until it meets Nebraska Highway 61. It goes north into the Sand Hills and separates in Arthur, it goes east, meeting Nebraska Highway 97 in Tryon, encountering Nebraska Highway 2 at Merna.
It goes southeast with Highway 2 through Broken Bow and separates at Ansley. It runs east through Loup City and meets with U. S. 281 in St. Paul, it runs concurrently with U. S. 281 through St. Paul, crosses the Loup River, separates from U. S. 281 and goes straight east, intersects U. S. 30, crosses the Platte River for the first of two times near Clarks and meets U. S. 81 west of Osceola. It is concurrent with U. S. 81 before separating east of Shelby. It passes through Rising City and goes straight east until it meets U. S. 77 southwest of Wahoo, Nebraska. It passes through Wahoo concurrent with U. S. 77 and goes east with U. S. 77. After passing the south edge of Yutan, it recrosses the Platte River, it encounters U. S. 275, with which it is concurrent for the rest of its distance in Nebraska. Shortly after meeting U. S. 275, it crosses the Elkhorn River and becomes a 4 lane divided expressway shortly before meeting U. S. 6 and Nebraska Highway 31. Within Omaha, it meets Interstate 80 and U. S. Route 75.
The street designations for Highway 92 in Omaha, going west to east, are West Center Road, Industrial Road, L Street and Missouri Avenue. It remains a 4 lane suburban arterial street until it enters Iowa on the South Omaha Veterans Memorial Bridge over the Missouri River. Route 92 followed the route of the old Oregon Trail through Mitchell Pass in Scotts Bluff National Monument, through Downtown Gering, it was rerouted on a more level route around the north side of Scotts Bluff, through the town of Scottsbluff. United States Census Bureau
The United States Census Bureau is a principal agency of the U. S. Federal Statistical System, responsible for producing data about the American people and economy; the Census Bureau is part of the U. S. Department of Commerce and its director is appointed by the President of the United States; the Census Bureau's primary mission is conducting the U. S. Census every ten years, which allocates the seats of the U. S. House of Representatives to the states based on their population; the Bureau's various censuses and surveys help allocate over $400 billion in federal funds every year and it helps states, local communities, businesses make informed decisions. The information provided by the census informs decisions on where to build and maintain schools, transportation infrastructure, police and fire departments. In addition to the decennial census, the Census Bureau continually conducts dozens of other censuses and surveys, including the American Community Survey, the U. S. Economic Census, the Current Population Survey.
Furthermore and foreign trade indicators released by the federal government contain data produced by the Census Bureau. Article One of the United States Constitution directs the population be enumerated at least once every ten years and the resulting counts used to set the number of members from each state in the House of Representatives and, by extension, in the Electoral College; the Census Bureau now conducts a full population count every 10 years in years ending with a zero and uses the term "decennial" to describe the operation. Between censuses, the Census Bureau makes population projections. In addition, Census data directly affects how more than $400 billion per year in federal and state funding is allocated to communities for neighborhood improvements, public health, education and more; the Census Bureau is mandated with fulfilling these obligations: the collecting of statistics about the nation, its people, economy. The Census Bureau's legal authority is codified in Title 13 of the United States Code.
The Census Bureau conducts surveys on behalf of various federal government and local government agencies on topics such as employment, health, consumer expenditures, housing. Within the bureau, these are known as "demographic surveys" and are conducted perpetually between and during decennial population counts; the Census Bureau conducts economic surveys of manufacturing, retail and other establishments and of domestic governments. Between 1790 and 1840, the census was taken by marshals of the judicial districts; the Census Act of 1840 established a central office. Several acts followed that revised and authorized new censuses at the 10-year intervals. In 1902, the temporary Census Office was moved under the Department of Interior, in 1903 it was renamed the Census Bureau under the new Department of Commerce and Labor; the department was intended to consolidate overlapping statistical agencies, but Census Bureau officials were hindered by their subordinate role in the department. An act in 1920 changed the date and authorized manufacturing censuses every two years and agriculture censuses every 10 years.
In 1929, a bill was passed mandating the House of Representatives be reapportioned based on the results of the 1930 Census. In 1954, various acts were codified into Title 13 of the US Code. By law, the Census Bureau must count everyone and submit state population totals to the U. S. President by December 31 of any year ending in a zero. States within the Union receive the results in the spring of the following year; the United States Census Bureau defines four statistical regions, with nine divisions.
