Kitsap County, Washington
Kitsap County is located in the U. S. state of Washington. As of the 2010 census, its population was 251,133, its county seat is Port Orchard, its largest city is Bremerton. The county was formed out of King County and Jefferson County, Washington, on January 16, 1857 and is named for Chief Kitsap of the Suquamish Tribe. Named Slaughter County, it was soon renamed. Kitsap County comprises the Bremerton-Silverdale, WA Metropolitan Statistical Area, included in the Seattle-Tacoma, WA Combined Statistical Area; the United States Navy is the largest employer in the county, with installations at Puget Sound Naval Shipyard, Naval Undersea Warfare Center Keyport, Naval Base Kitsap. Kitsap County is connected to the eastern shore of Puget Sound by Washington State Ferries routes, including the Seattle-Bremerton Ferry, Southworth to West Seattle via Vashon Island, Bainbridge Island to Downtown Seattle, from Kingston to Edmonds, Washington; the Kitsap Peninsula was acquired by the U. S. Government in three pieces by three treaties negotiated with the Native American tribes: The Treaty of Medicine Creek, signed 26 December 1854, ratified 3 March 1855 The Treaty of Point Elliott, signed 22 January 1855, ratified 11 April 1859 Point No Point Treaty, signed 26 January 1855, ratified 8 March 1859.
Territorial Governor Isaac Stevens represented the United States in all three negotiations. When the Washington Territory was organized in 1853, the Kitsap Peninsula was divided between King County to the east and Jefferson County to the west. Official public papers were required to be filed at the county seat, which meant Peninsula business people had to travel to either Seattle or Port Townsend to transact business. On the understanding that they would "bring home a new county," area mill operators George Meigs and William Renton supported the candidacies to the Territorial Legislature of two employees from their respective mills: Timothy Duane Hinckley from Meigs' and S. B. Wilson from Renton's. Upon arrival in Olympia, the two men introduced bills to create a new county, to be named "Madison". Representative Abernathy from Wahkiakum County proposed an amendment to name it "Slaughter", in recognition of Lt. William Alloway Slaughter, killed in 1855 in the Yakima War; the bill passed as amended.
It was signed by Governor Isaac Stevens on January 16, 1857. The county seat would be located in Meigs's mill town at Port Madison. In Slaughter County's first election on July 13, 1857, voters were given the opportunity to rename the county; the options were "Mill", "Madison" or "Kitsap". Slaughter was not one of the options. Kitsap won by an overwhelming majority. According to the U. S. Census Bureau, the county has a total area of 566 square miles, of which 395 square miles is land and 171 square miles is water, it is the fourth-smallest county in Washington by land third-smallest by total area. In addition to occupying most of the Kitsap Peninsula, Kitsap County includes both Bainbridge Island and Blake Island. According to Puget Sound Partnership, Kitsap county has over 250 miles of saltwater shoreline; the portion of the county north of Silverdale is referred to as North Kitsap, the portion south of Bremerton as South Kitsap. The population density was 635.9 inhabitants per square mile. There were 107,367 housing units at an average density of 271.9 per square mile. The racial makeup of the county was 82.6% white, 4.9% Asian, 2.6% black or African American, 1.6% American Indian, 0.9% Pacific islander, 1.6% from other races, 5.8% from two or more races. Those of Hispanic or Latino origin made up 6.2% of the population. In terms of ancestry, 21.3% were German, 14.4% were Irish, 13.8% were English, 7.1% were Norwegian, 4.2% were American. Of the 97,220 households, 31.7% had children under the age of 18 living with them, 53.2% were married couples living together, 10.2% had a female householder with no husband present, 32.3% were non-families, 25.2% of all households were made up of individuals. The average household size was 2.49 and the average family size was 2.97. The median age was 39.4 years. The median income for a household in the county was $59,549 and the median income for a family was $71,065. Males had a median income of $52,282 versus $38,499 for females.
The per capita income for the county was $29,755. About 6.1% of families and 9.4% of the population were below the poverty line, including 11.8% of those under age 18 and 5.3% of those age 65 or over. Bainbridge Island Bremerton Port Orchard Poulsbo Kitsap County is been considered to be a Democratic area. In the 2016 U. S. presidential election, Democrat Hillary Clinton received 49.05% of the vote to Republican Donald Trump's 38.07%. On mainland Kitsap County, politics are dominated by working-class Bremerton, which casts moderate margins for Democratic candidates. However, population shifts have resulted in Bremerton playing less of a role in politics, unincorporated Kitsap County is a mix of battleground areas and staunchly Republican areas. Non-Bremerton parts of incorporated mainland Kitsap County vary, with Silverdale having become a Republican stronghold, Poulsbo marginally Democratic, Port Orchard electing Republican candidates over Democrats. Democrats carry the Indian reservations of the area by wide margins.
A polychlorinated biphenyl is an organic chlorine compound with the formula C12H10−xClx. Polychlorinated biphenyls were once deployed as dielectric and coolant fluids in electrical apparatus, carbonless copy paper and in heat transfer fluids; because of their longevity, PCBs are still in use though their manufacture has declined drastically since the 1960s, when a host of problems were identified. With the discovery of PCBs' environmental toxicity, classification as persistent organic pollutants, their production was banned by United States federal law in 1978, by the Stockholm Convention on Persistent Organic Pollutants in 2001; the International Agency for Research on Cancer, rendered PCBs as definite carcinogens in humans. According to the U. S. Environmental Protection Agency, PCBs are probable human carcinogens. Many rivers and buildings, including schools and other sites, are contaminated with PCBs and there has been contamination of food supplies with the substances; some PCBs share a structural similarity and toxic mode of action with dioxins.
Other toxic effects such as endocrine disruption and neurotoxicity are known. The maximum allowable contaminant level in drinking water in the United States is set at zero, but because of the limitations of water treatment technologies, a level of 0.5 parts per billion is the de facto level. The bromine analogues of PCBs are polybrominated biphenyls, which have analogous applications and environmental concerns; the compounds are pale-yellow viscous liquids. They are hydrophobic, with low water solubilities: 0.0027–0.42 ng/L for Aroclors, but they have high solubilities in most organic solvents and fats. They have low vapor pressures at room temperature, they have dielectric constants of 2.5–2.7 high thermal conductivity, high flash points. The density varies from 1.182 to 1.566 g/cm3. Other physical and chemical properties vary across the class; as the degree of chlorination increases, melting point and lipophilicity increase, vapour pressure and water solubility decrease. PCBs do not break down or degrade, which made them attractive for industries.
PCB mixtures are resistant to acids, oxidation and temperature change. They can generate toxic dibenzodioxins and dibenzofurans through partial oxidation. Intentional degradation as a treatment of unwanted PCBs requires high heat or catalysis. PCBs penetrate skin, PVC, latex. PCB-resistant materials include Viton, polyvinyl acetate, polytetrafluoroethylene, butyl rubber, nitrile rubber, Neoprene. PCBs are derived from biphenyl, which has the formula C12H10, sometimes written 2. In PCBs, some of the hydrogen atoms in biphenyl are replaced by chlorine atoms. There are 209 different chemical compounds in which one to ten chlorine atoms can replace hydrogen atoms. PCBs are used as mixtures of compounds and are given the single identifying CAS number 1336-36-3. About 130 different individual PCBs are found in commercial PCB products. Toxic effects vary depending on the specific PCB. In terms of their structure and toxicity, PCBs fall into two distinct categories, referred to as coplanar or non-ortho-substituted arene substitution patterns and noncoplanar or ortho-substituted congeners.
Coplanar or non-ortho The coplanar group members have a rigid structure, with their two phenyl rings in the same plane. It renders their structure similar to polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofurans, allows them to act like PCDDs, as an agonist of the aryl hydrocarbon receptor in organisms, they are considered as contributors to overall dioxin toxicity, the term dioxins and dioxin-like compounds is used interchangeably when the environmental and toxic impact of these compounds is considered. Noncoplanar Noncoplanar PCBs, with chlorine atoms at the ortho positions can cause neurotoxic and immunotoxic effects, but only at concentrations much higher than those associated with dioxins, they do not activate the AhR, are not considered part of the dioxin group. Because of their lower toxicity, they are of less concern to regulatory bodies. Di-ortho-substituted, non-coplanar PCBs interfere with intracellular signal transduction dependent on calcium which may lead to neurotoxicity.
Ortho-PCBs can disrupt thyroid hormone transport by binding to transthyretin. Commercial PCB mixtures were marketed under the following names: The only North American producer, Monsanto Company, marketed PCBs under the trade name Aroclor from 1930 to 1977; these were sold under trade names followed by a four-digit number. In general, the first two digits refer to the product series. Thus, Aroclor 1260 contains 60 % chlorine by mass, it is a myth. The 1100 series was a crude PCB material, distilled to create the 1200 series PCB product; the exception to the naming system is Aroclor 1016, produced by distilling 1242 to remove the chlorinated congeners to make a more biodegradable product. "1016" was given to this product during Monsanto's research stage for tracking purposes but the name stuck after it was commercialized. Different Aroclors were used for different applications. In electrical equipment manufacturing in the US, Aroclor 1260 and Aroclor 1254 were the main mixtures used before 1950.
United States Geological Survey
The United States Geological Survey is a scientific agency of the United States government. The scientists of the USGS study the landscape of the United States, its natural resources, the natural hazards that threaten it; the organization has four major science disciplines, concerning biology, geography and hydrology. The USGS is a fact-finding research organization with no regulatory responsibility; the USGS is a bureau of the United States Department of the Interior. The USGS employs 8,670 people and is headquartered in Reston, Virginia; the USGS has major offices near Lakewood, Colorado, at the Denver Federal Center, Menlo Park, California. The current motto of the USGS, in use since August 1997, is "science for a changing world." The agency's previous slogan, adopted on the occasion of its hundredth anniversary, was "Earth Science in the Public Service." Since 2012, the USGS science focus is directed at six topical "Mission Areas", namely Climate and Land Use Change, Core Science Systems, Ecosystems and Minerals and Environmental Health, Natural Hazards, Water.
In December 2012, the USGS split the Energy and Minerals and Environmental Health Mission Area resulting in seven topical Mission Areas, with the two new areas being: Energy and Minerals and Environmental Health. Administratively, it is divided into six Regional Units. Other specific programs include: Earthquake Hazards Program monitors earthquake activity worldwide; the National Earthquake Information Center in Golden, Colorado on the campus of the Colorado School of Mines detects the location and magnitude of global earthquakes. The USGS runs or supports several regional monitoring networks in the United States under the umbrella of the Advanced National Seismic System; the USGS informs authorities, emergency responders, the media, the public, both domestic and worldwide, about significant earthquakes. It maintains long-term archives of earthquake data for scientific and engineering research, it conducts and supports research on long-term seismic hazards. As of 2005, the agency is working to create a National Volcano Early Warning System by improving the instrumentation monitoring the 169 volcanoes in U. S. territory and by establishing methods for measuring the relative threats posed at each site. The USGS National Geomagnetism Program monitors the magnetic field at magnetic observatories and distributes magnetometer data in real time; the USGS collaborates with Canadian and Mexican government scientists, along with the Commission for Environmental Cooperation, to produce the North American Environmental Atlas, used to depict and track environmental issues for a continental perspective. The USGS operates the streamgaging network for the United States, with over 7400 streamgages. Real-time streamflow data are available online. National Climate Change and Wildlife Science Center implements partner-driven science to improve understanding of past and present land use change, develops relevant climate and land use forecasts, identifies lands and communities that are most vulnerable to adverse impacts of change from the local to global scale.
Since 1962, the Astrogeology Research Program has been involved in global and planetary exploration and mapping. In collaboration with Stanford University, the USGS operates the USGS-Stanford Ion Microprobe Laboratory, a world-class analytical facility for U--Pb geochronology and trace element analyses of minerals and other earth materials. USGS operates a number of water related programs, notably the National Streamflow Information Program and National Water-Quality Assessment Program. USGS Water data is publicly available from their National Water Information System database; the USGS operates the National Wildlife Health Center, whose mission is "to serve the nation and its natural resources by providing sound science and technical support, to disseminate information to promote science-based decisions affecting wildlife and ecosystem health. The NWHC provides information, technical assistance, research and leadership on national and international wildlife health issues." It is the agency responsible for surveillance of H5N1 avian influenza outbreaks in the United States.
The USGS runs 17 biological research centers in the United States, including the Patuxent Wildlife Research Center. The USGS is investigating collaboration with the social networking site Twitter to allow for more rapid construction of ShakeMaps; the USGS produces several national series of topographic maps which vary in scale and extent, with some wide gaps in coverage, notably the complete absence of 1:50,000 scale topographic maps or their equivalent. The largest and best-known topographic series is the 7.5-minute, 1:24,000 scale, quadrangle, a non-metric scale unique to the United States. Each of these maps covers an area bounded by two lines of latitude and two lines of longitude spaced 7.5 minutes apart. Nearly 57,000 individual maps in this series cover the 48 contiguous states, Hawaii, U. S. territories, areas of Alaska near Anchorage and Prudhoe Bay. The area covered by each map varies with the latitude of its represented location due to convergence of the meridians. At lower latitudes, near 30° north, a 7.5-minute quadrangle contains an area of about 64 square miles.

A Mediterranean climate or dry summer climate is characterized by rainy winters and dry summers, with less than 40 mm of precipitation for at least three summer months. While the climate receives its name from the Mediterranean Basin, these are located on the western coasts of continents, between 30 and 45 degrees north and south of the equator between oceanic climates towards the poles, semi-arid and arid climates towards the equator. In essence, due to the seasonal shift of the subtropical high-pressure belts with the apparent movement of the Sun, a Mediterranean climate is an intermediate type between these other climates, with winters warmer and drier than oceanic climates and summers imitating sunny weather in semi-arid and arid climates; the resulting vegetation of Mediterranean climates are the garrigue or maquis in the Mediterranean Basin, the chaparral in California, the fynbos in South Africa, the mallee in Australia, the matorral in Chile. Areas with this climate are where the so-called "Mediterranean trinity" of agricultural products have traditionally developed: wheat and olive.
Most large, historic cities of the Mediterranean basin lie within Mediterranean climatic zones, including Algiers, Beirut, İzmir, Marseille, Rome and Valencia. Examples of major cities with Mediterranean climates that lie outside of the historic Mediterranean basin include major examples as Adelaide, Cape Town, Dushanbe, Los Angeles, Perth, San Francisco and Victoria. Under the Köppen climate classification, "hot dry-summer" climates and "cool dry-summer" climates are referred to as "Mediterranean". Under the Köppen climate system, the first letter indicates the climate group. Temperate climates or "C" zones have an average temperature above 0 °C, but below 18 °C, in their coolest months; the second letter indicates the precipitation pattern. Köppen has defined a dry summer month as a month with less than 30 mm of precipitation and with less than one-third that of the wettest winter month. Some, use a 40 mm level; the third letter indicates the degree of summer heat: "a" represents an average temperature in the warmest month above 22 °C, while "b" indicates the average temperature in the warmest month below 22 °C.
Under the Köppen classification, dry-summer climates occur on the western sides of continents. Csb zones in the Köppen system include areas not associated with Mediterranean climates but with Oceanic climates, such as much of the Pacific Northwest, much of southern Chile, parts of west-central Argentina, parts of New Zealand. Additional highland areas in the subtropics meet Cs requirements, though they, are not associated with Mediterranean climates, as do a number of oceanic islands such as Madeira, the Juan Fernández Islands, the western part of the Canary Islands, the eastern part of the Azores. Under Trewartha's modified Köppen climate classification, the two major requirements for a Cs climate are revised. Under Trewartha's system, at least eight months must have average temperatures of 10 °C or higher, the average annual precipitation must not exceed 900 mm. Thus, under this system, many Csb zones in the Köppen system become Do, the rare Csc zones become Eo, with only the classic dry-summer to warm winter, low annual rainfall locations included in the Mediterranean type climate.
During summer, regions of Mediterranean climate are influenced by cold ocean currents which keep the weather in the region dry and pleasant. Similar to desert climates, in many Mediterranean climates there is a strong diurnal character to daily temperatures in the warm summer months due to strong heating during the day from sunlight and rapid cooling at night. In winter, Mediterranean climate zones are no longer influenced by the cold ocean currents and therefore warmer water settles near land and causes clouds to form and rainfall becomes much more likely; as a result, areas with this climate receive all of their precipitation during their winter and spring seasons, may go anywhere from 3 to 6 months during the summer without having any significant precipitation. In the lower latitudes, precipitation decreases in both the winter and summer because they are closer to the Horse latitudes, thus bringing smaller amounts of rain. Toward the polar latitudes, total moisture increases; the rainfall tends to be more evenly distributed throughout the year in Southern Europe, while in the Eastern Mediterranean and in Southern California the summer is nearly or dry.
In places where evapotranspiration is higher, steppe climates tend to prevail, but still follow the weather pattern of the Mediterranean climate. The majority of the regions with Mediterranean climates have mild winters and warm summers; however winter and summer temperatures can vary between different regions with a Mediterranean climate. For instance, in the case of winters and Los Angeles experience mild temperatures in the winter, with frost and snowfall unknown, whereas Tashkent has colder winters with annual frosts and snowfall. The Kitsap Peninsula lies west of Seattle across Puget Sound, in Washington state in the northwestern US. Hood Canal separates the peninsula from the Olympic Peninsula on its west side; the peninsula, a.k.a. "the Kitsap", encompasses all of Kitsap County except Bainbridge and Blake Islands, as well as the northeastern part of Mason County and the northwestern part of Pierce County. The highest point on the Kitsap Peninsula is Gold Mountain; the U. S. Navy's Puget Sound Naval Shipyard, Naval Base Kitsap are on the Peninsula, its main city is Bremerton. Though earlier referred to as the Great Peninsula or Indian Peninsula, with "Great Peninsula" still its official name, its current name comes from Kitsap County, which occupies most of the peninsula, it is thus the namesake of Chief Kitsap, an 18th- and 19th-century warrior and medicine man of the Suquamish Tribe. The Suquamish were one of the historical fishing tribes belonging to the Coast Salish group of peoples, their ancestral grounds were based on the eastern shores of the Kitsap Peninsula.
Seattle is named after Chief Seattle. The Port Madison Indian Reservation, located between Poulsbo and Agate Pass, is the modern Suquamish tribal center; the Kitsap Peninsula is home to the Port Gamble S'Klallam Tribe, another branch of the Coast Salish people, whose tribal center is the Port Gamble S'Klallam Indian Reservation at Little Boston located on the northwest coast of the peninsula. And though their main centre now is at Skokomish the Hood Canal was the main demesne of the communities of the Twana, another subgroup of the Coast Salish; the peninsula is connected to the eastern shore of Puget Sound by Washington State Ferries, which run from Bremerton to Downtown Seattle, from Kingston to Edmonds and from Southworth to West Seattle via Vashon Island, by the Tacoma Narrows Bridge from Point Fosdick to Tacoma, to the northeastern shore of the main Olympic Peninsula by the Hood Canal Bridge. World War I
World War I known as the First World War or the Great War, was a global war originating in Europe that lasted from 28 July 1914 to 11 November 1918. Contemporaneously described as "the war to end all wars", it led to the mobilisation of more than 70 million military personnel, including 60 million Europeans, making it one of the largest wars in history, it is one of the deadliest conflicts in history, with an estimated nine million combatants and seven million civilian deaths as a direct result of the war, while resulting genocides and the 1918 influenza pandemic caused another 50 to 100 million deaths worldwide. On 28 June 1914, Gavrilo Princip, a Bosnian Serb Yugoslav nationalist, assassinated the Austro-Hungarian heir Archduke Franz Ferdinand in Sarajevo, leading to the July Crisis. In response, on 23 July Austria-Hungary issued an ultimatum to Serbia. Serbia's reply failed to satisfy the Austrians, the two moved to a war footing. A network of interlocking alliances enlarged the crisis from a bilateral issue in the Balkans to one involving most of Europe.
By July 1914, the great powers of Europe were divided into two coalitions: the Triple Entente—consisting of France and Britain—and the Triple Alliance of Germany, Austria-Hungary and Italy. Russia felt it necessary to back Serbia and, after Austria-Hungary shelled the Serbian capital of Belgrade on the 28th, partial mobilisation was approved. General Russian mobilisation was announced on the evening of 30 July; when Russia failed to comply, Germany declared war on 1 August in support of Austria-Hungary, with Austria-Hungary following suit on 6th. German strategy for a war on two fronts against France and Russia was to concentrate the bulk of its army in the West to defeat France within four weeks shift forces to the East before Russia could mobilise. On 2 August, Germany demanded free passage through Belgium, an essential element in achieving a quick victory over France; when this was refused, German forces invaded Belgium on 3 August and declared war on France the same day. On 12 August and France declared war on Austria-Hungary.
In November 1914, the Ottoman Empire entered the war on the side of the Alliance, opening fronts in the Caucasus and the Sinai Peninsula. The war was fought in and drew upon each power's colonial empire as well, spreading the conflict to Africa and across the globe; the Entente and its allies would become known as the Allied Powers, while the grouping of Austria-Hungary and their allies would become known as the Central Powers. The German advance into France was halted at the Battle of the Marne and by the end of 1914, the Western Front settled into a battle of attrition, marked by a long series of trench lines that changed little until 1917. In 1915, Italy opened a front in the Alps. Bulgaria joined the Central Powers in 1915 and Greece joined the Allies in 1917, expanding the war in the Balkans; the United States remained neutral, although by doing nothing to prevent the Allies from procuring American supplies whilst the Allied blockade prevented the Germans from doing the same the U. S. became an important supplier of war material to the Allies.
After the sinking of American merchant ships by German submarines, the revelation that the Germans were trying to incite Mexico to make war on the United States, the U. S. declared war on Germany on 6 April 1917. Trained American forces would not begin arriving at the front in large numbers until mid-1918, but the American Expeditionary Force would reach some two million troops. Though Serbia was defeated in 1915, Romania joined the Allied Powers in 1916 only to be defeated in 1917, none of the great powers were knocked out of the war until 1918; the 1917 February Revolution in Russia replaced the Tsarist autocracy with the Provisional Government, but continuing discontent at the cost of the war led to the October Revolution, the creation of the Soviet Socialist Republic, the signing of the Treaty of Brest-Litovsk by the new government in March 1918, ending Russia's involvement in the war. This allowed the transfer of large numbers of German troops from the East to the Western Front, resulting in the German March 1918 Offensive.
This offensive was successful, but the Allies rallied and drove the Germans back in their Hundred Days Offensive. Bulgaria was the first Central Power to sign an armistice—the Armistice of Salonica on 29 September 1918. On 30 October, the Ottoman Empire capitulated. On 4 November, the Austro-Hungarian empire agreed to the Armistice of Villa Giusti after being decisively defeated by Italy in the Battle of Vittorio Veneto. With its allies defeated, revolution at home, the military no longer willing to fight, Kaiser Wilhelm abdicated on 9 November and Germany signed an armistice on 11 November 1918. A ZIP Code is a postal code used by the United States Postal Service in a system it introduced in 1963. The term ZIP is an acronym for Zone Improvement Plan; the basic format consists of five digits. An extended ZIP+4 code was introduced in 1983 which includes the five digits of the ZIP Code, followed by a hyphen and four additional digits that reference a more specific location; the term ZIP Code was registered as a servicemark by the U. S. Postal Service, but its registration has since expired; the early history and context of postal codes began with postal district/zone numbers. The United States Post Office Department implemented postal zones for numerous large cities in 1943. For example: The "16" was the number of the postal zone in the specific city. By the early 1960s, a more organized system was needed, non-mandatory five-digit ZIP Codes were introduced nationwide on July 1, 1963; the USPOD issued its Publication 59: Abbreviations for Use with ZIP Code on October 1, 1963, with the list of two-letter state abbreviations which are written with both letters capitalized.
An earlier list in June had proposed capitalized abbreviations ranging from two to five letters. According to Publication 59, the two-letter standard was "based on a maximum 23-position line, because this has been found to be the most universally acceptable line capacity basis for major addressing systems", which would be exceeded by a long city name combined with a multi-letter state abbreviation, such as "Sacramento, Calif." along with the ZIP Code. The abbreviations have remained unchanged, with the exception of Nebraska, changed from NB to NE in 1969 at the request of the Canadian postal administration, to avoid confusion with the Canadian province of New Brunswick. Robert Moon is considered the father of the ZIP Code; the post office only credits Moon with the first three digits of the ZIP Code, which describe the sectional center facility or "sec center." An SCF is a central mail processing facility with those three digits. The fourth and fifth digits, which give a more precise locale within the SCF, were proposed by Henry Bentley Hahn Sr.
The SCF sorts mail to all post offices with those first three digits in their ZIP Codes. The mail is sorted according to the final two digits of the ZIP Code and sent to the corresponding post offices in the early morning. Sectional centers do not deliver mail and are not open to the public, most of their employees work the night shift. Mail picked up at post offices is sent to their own SCF in the afternoon, where the mail is sorted overnight. In the case of large cities, the last two digits coincide with the older postal zone number thus: In 1967, these became mandatory for second- and third-class bulk mailers, the system was soon adopted generally; the United States Post Office used a cartoon character, which it called Mr. ZIP, to promote the use of the ZIP Code, he was depicted with a legend such as "USE ZIP CODE" in the selvage of panes of postage stamps or on the covers of booklet panes of stamps. In 1971 Elmira Star-Gazette reporter Dick Baumbach found out the White House was not using a ZIP Code on its envelopes.
Herb Klein, special assistant to President Nixon, responded by saying the next printing of envelopes would include the ZIP Code. In 1983, the U. S. Postal Service introduced an expanded ZIP Code system that it called ZIP+4 called "plus-four codes", "add-on codes", or "add-ons". A ZIP+4 Code uses the basic five-digit code plus four additional digits to identify a geographic segment within the five-digit delivery area, such as a city block, a group of apartments, an individual high-volume receiver of mail, a post office box, or any other unit that could use an extra identifier to aid in efficient mail sorting and delivery. However, initial attempts to promote universal use of the new format met with public resistance and today the plus-four code is not required. In general, mail is read by a multiline optical character reader that instantly determines the correct ZIP+4 Code from the address—along with the more specific delivery point—and sprays an Intelligent Mail barcode on the face of the mail piece that corresponds to 11 digits—nine for the ZIP+4 Code and two for the delivery point.
For Post Office Boxes, the general rule is. The add-on code is one of the following: the last four digits of the box number, zero plus the last three digits of the box number, or, if the box number consists of fewer than four digits, enough zeros are attached to the front of the box number to produce a four-digit number. However, there is no uniform rule, so the ZIP+4 Code must be looked up individually for each box; the ZIP Code is translated into an Intelligent Mail barcode, printed on the mailpiece to make it easier for automated machines to sort. A barcode can be printed by the sender, it is better to let the post office put one on. In general, the post office uses OCR technology, though in some cases a human might have to read and enter the address.
