The Scottish Parliament is the devolved unicameral legislature of Scotland. Located in the Holyrood area of the capital city, Edinburgh, it is referred to by the metonym Holyrood; the Parliament is a democratically elected body comprising 129 members known as Members of the Scottish Parliament, elected for four-year terms under the additional member system: 73 MSPs represent individual geographical constituencies elected by the plurality system, while a further 56 are returned from eight additional member regions, each electing seven MSPs. The most recent general election to the Parliament was held on 5 May 2016, with the Scottish National Party winning a plurality; the original Parliament of Scotland was the national legislature of the independent Kingdom of Scotland, existed from the early 13th century until the Kingdom of Scotland merged with the Kingdom of England under the Acts of Union 1707 to form the Kingdom of Great Britain. As a consequence, both the Parliament of Scotland and the Parliament of England ceased to exist, the Parliament of Great Britain, which sat at Westminster in London was formed.
Following a referendum in 1997, in which the Scottish electorate voted for devolution, the powers of the devolved legislature were specified by the Scotland Act 1998. The Act delineates the legislative competence of the Parliament – the areas in which it can make laws – by explicitly specifying powers that are "reserved" to the Parliament of the United Kingdom; the Scottish Parliament has the power to legislate in all areas that are not explicitly reserved to Westminster. The British Parliament retains the ability to amend the terms of reference of the Scottish Parliament, can extend or reduce the areas in which it can make laws; the first meeting of the new Parliament took place on 12 May 1999. The competence of the Scottish Parliament has been amended numerous times since most notably by the Scotland Act 2012 and Scotland Act 2016, with some of the most significant changes being the expansion of the Parliament's powers over taxation and welfare. Before the Treaty of Union 1707 united the Kingdom of Scotland and the Kingdom of England into a new state called "Great Britain", Scotland had an independent parliament known as the Parliament of Scotland.
Initial Scottish proposals in the negotiation over the Union suggested a devolved Parliament be retained in Scotland, but this was not accepted by the English negotiators. For the next three hundred years, Scotland was directly governed by the Parliament of Great Britain and the subsequent Parliament of the United Kingdom, both seated at Westminster, the lack of a Parliament of Scotland remained an important element in Scottish national identity. Suggestions for a'devolved' Parliament were made before 1914, but were shelved due to the outbreak of the First World War. A sharp rise in nationalism in Scotland during the late 1960s fuelled demands for some form of home rule or complete independence, in 1969 prompted the incumbent Labour government of Harold Wilson to set up the Kilbrandon Commission to consider the British constitution. One of the principal objectives of the commission was to examine ways of enabling more self-government for Scotland, within the unitary state of the United Kingdom.
Kilbrandon published his report in 1973 recommending the establishment of a directly elected Scottish Assembly to legislate for the majority of domestic Scottish affairs. During this time, the discovery of oil in the North Sea and the following "It's Scotland's oil" campaign of the Scottish National Party resulted in rising support for Scottish independence, as well as the SNP; the party argued that the revenues from the oil were not benefitting Scotland as much as they should. The combined effect of these events led to Prime Minister Wilson committing his government to some form of devolved legislature in 1974. However, it was not until 1978 that final legislative proposals for a Scottish Assembly were passed by the United Kingdom Parliament. Under the terms of the Scotland Act 1978, an elected assembly would be set up in Edinburgh provided that a referendum be held on 1 March 1979, with at least 40% of the total electorate voting in favour of the proposal; the 1979 Scottish devolution referendum failed: although the vote was 51.6% in favour of a Scottish Assembly, with a turnout of 63.6%, the majority represented only 32.9% of the eligible voting population.
Throughout the 1980s and 1990s, demand for a Scottish Parliament grew, in part because the government of the United Kingdom was controlled by the Conservative Party, while Scotland itself elected few Conservative MPs. In the aftermath of the 1979 referendum defeat, the Campaign for a Scottish Assembly was initiated as a pressure group, leading to the 1989 Scottish Constitutional Convention with various organisations such as Scottish churches, political parties and representatives of industry taking part. Publishing its blueprint for devolution in 1995, the Convention provided much of the basis for the structure of the Parliament. Devolution continued to be part of the platform of the Labour Party which, in May 1997, took power under Tony Blair. In September 1997, the Scottish devolution referendum was put to the Scottish electorate and secured a majority in favour of the establishment of a new devolved Scottish Parliament, with tax-varying powers, in Edinburgh. An election was held on 6 May 1999, on 1 July of that year power was transferred from Westminster to the new Parliament.

A motte-and-bailey castle is a fortification with a wooden or stone keep situated on a raised earthwork called a motte, accompanied by an enclosed courtyard, or bailey, surrounded by a protective ditch and palisade. Easy to build with unskilled forced, but still militarily formidable, these castles were built across northern Europe from the 10th century onwards, spreading from Normandy and Anjou in France, into the Holy Roman Empire in the 11th century; the Normans introduced the design into England and Wales following their invasion in 1066. Motte-and-bailey castles were adopted in Scotland, the Low Countries and Denmark in the 12th and 13th centuries. By the end of the 13th century, the design was superseded by alternative forms of fortification, but the earthworks remain a prominent feature in many countries. A motte-and-bailey castle was made up of two structures, a motte, a type of mound – artificial – topped with a wooden or stone structure known as a keep; the term "motte and bailey" is a modern one, is not medieval in origin.
The word "motte" is the French version of the Latin mota, in France the word motte was an early word for a turf. The word "bailey" comes from basse-cour, referring to a low yard. In medieval sources, the Latin term castellum was used to describe the bailey complex within these castles. One contemporary account of these structures comes from Jean de Colmieu around 1130, describing the Calais region in northern France. De Colmieu described how the nobles would build "a mound of earth as high as they can and dig a ditch about it as wide and deep as possible; the space on top of the mound is enclosed by a palisade of strong hewn logs, strengthened at intervals by as many towers as their means can provide. Inside the enclosure is a citadel, or keep, which commands the whole circuit of the defences; the entrance to the fortress is by means of a bridge, rising from the outer side of the moat and supported on posts as it ascends, reaches to the top of the mound." At Durham Castle, contemporaries described how the motte-and-bailey superstructure arose from the "tumulus of rising earth" with a keep rising "into thin air, strong within and without" with a "stalwart house...glittering with beauty in every part".
Mottes were made out of earth and flattened on top, it can be hard to determine whether a mound is artificial or natural without excavation. Some were built over older artificial structures, such as Bronze Age barrows; the size of mottes varied with these mounds being 3 metres to 30 metres in height, from 30 to 90 metres in diameter. This minimum height of 3 metres for mottes is intended to exclude smaller mounds which had non-military purposes. In England and Wales, only 7% of mottes were taller than 10 metres high. A motte was protected by a ditch around it, which would have been a source of the earth and soil for constructing the mound itself. A keep and a protective wall would be built on top of the motte; some walls would be large enough to have a wall-walk around them, the outer walls of the motte and the wall-walk could be strengthened by filling in the gap between the wooden walls with earth and stones, allowing it to carry more weight. Smaller mottes could only support simple towers with room for a few soldiers, whilst larger mottes could be equipped with a much grander building.
Many wooden keeps were designed with bretèches, or brattices, small balconies that projected from the upper floors of the building, allowing defenders to cover the base of the fortification wall. The early 12th-century chronicler Lambert of Ardres described the wooden keep on top of the motte at the castle of Ardres, where the "first storey was on the surface of the ground, where were cellars and granaries, great boxes, tuns and other domestic utensils. In the storey above were the dwelling and common living-rooms of the residents in which were the larders, the rooms of the bakers and butlers, the great chamber in which the lord and his wife slept... In the upper storey of the house were garret rooms... In this storey the watchmen and the servants appointed to keep the house took their sleep". Wooden structures on mottes could be protected by skins and hides to prevent them being set alight during a siege; the bailey was an enclosed courtyard overlooked by the motte and surrounded by a wooden fence called a palisade and another ditch.
The bailey was kidney-shaped to fit against a circular motte, but could be made in other shapes according to the terrain. The bailey would contain a wide number of buildings, including a hall, kitchens, a chapel, stores, forges or workshops, was the centre of the castle's economic activity; the bailey was linked to the motte either by a flying bridge stretching between the two, or, more popularly in England, by steps cut into the motte. The ditch of the motte and the bailey joined, forming a figure of eight around the castle. Wherever possible, nearby streams and rivers would be dammed or diverted, creating water-filled moats, artificial lakes and other forms of water defences. In practice, there was a wide number of variations to this common design. A castle could have more than one bailey: at Warkworth Castle an inner and an outer bailey was constructed, or alternatively, several baileys could flank the motte, as at Windsor Castle
Fire services in the United Kingdom
The fire services in the United Kingdom operate under separate legislative and administrative arrangements in England and Wales, Northern Ireland, Scotland. Emergency cover is provided by over fifty agencies; these are known as a fire and rescue service, the term used in modern legislation and by government departments. The older terms of fire brigade and fire service survive in informal usage and in the names of a few organisations. England and Wales have local fire services which are each overseen by a fire authority, made up of representatives of local governments. Fire authorities have the power to raise a Council Tax levy for funding, with the remainder coming from the government. Scotland and Northern Ireland have centralised fire services, so their authorities are committees of the devolved parliaments; the total budget for fire services in 2014-15 was £2.9 billion. Central government maintains national standards and a body of independent advisers through the Chief Fire and Rescue Adviser, created in 2007, while Her Majesty's Inspectorate of Constabulary and Fire & Rescue Services provides direct oversight.
The devolved government in Scotland has HMFSI Scotland. Firefighters in the United Kingdom are allowed to join unions, the main one being the Fire Brigades Union, while chief fire officers are members of the National Fire Chiefs Council, which has some role in national co-ordination; the fire services have undergone significant changes since the beginning of the 21st century, a process, propelled by a devolution of central government powers, new legislation and a change to operational procedures in the light of terrorism attacks and threats. This Act provided for centralised co-ordination of fire brigades in Great Britain and made it mandatory for local authorities to arrange an effective fire service.
1947: Fire Services Act 1947 This Act transferred the functions of the National Fire Service to local authorities. Now repealed in England and Wales by Schedule 2 of the Fire and Rescue Services Act 2004. 1959: Fire Services Act 1959 This Act amended the 1947 Act. It was repealed in Wales along with the 1947 Act. 1999: Greater London Authority Act 1999 This act was necessary to allow for the formation of the Greater London Authority and in turn the London Fire and Emergency Planning Authority. In 2002, there was a series of national fire strikes, with much of the discontent caused by the aforementioned report into the fire service conducted by Prof Sir George Bain. In December 2002, the Independent Review of the Fire Service was published with the industrial action still ongoing. Bain's report led to a change in the laws relating to firefighting. 2002: Independent Review of the Fire Service published 2004: Fire and Rescue Services Act 2004 only applying to England and Wales. 2006: The Regulatory Reform Order 2005 This piece of secondary legislation or statutory instrument replaces several other acts that dealt with fire precautions and fire safety in premises, including the now defunct process of issuing fire certificates.
It came into force on 1 October 2006. The DfCLG has published a set of guides for non-domestic premises: 2006: The Government of Wales Act 2006 gave the National Assembly for Wales powers to pass laws on "Fire and rescue services. Promotion of fire safety otherwise than by prohibition or regulation." But does not prevent future legislation being passed by the UK government which applies to two or more constituent countries. There are further plans to modernise the fire service according to the Local Government Association, its website outlines future changes, specific projects: "The aim of the Fire Modernisation Programme is to adopt modern work practices within the Fire & Rescue Service to become more efficient and effective, while strengthening the contingency and resilience of the Service to react to incidents. " The fire service in England and Wales is scrutinised by a House of Commons select committee. In June 2006, the fire and rescue service select committee, under the auspices of the Communities and Local Government Committee, published its latest report.

Government response This document, the subsequent government response in September 2006, are important as they outlined progress on the FiReControl, efforts to address diversity and the planned closure of HMFSI in 2007 among many issues. Both documents are interesting as they refer back to Professor Bain's report and the many recommendations it made and continue to put forward the notion that there is an ongoing need to modernise FRSs. Scottish Fire and Rescue Service
The Scottish Fire and Rescue Service is the national fire and rescue service of Scotland. It was formed by the merger of eight regional fire services in the country on 1 April 2013, it thus became the largest fire brigade in the United Kingdom, surpassing the London Fire Brigade After a consultation, the Scottish Government confirmed on 8 September 2011 that a single fire and rescue service would be created in Scotland to replace the eight existing services. Following further consultation on the detailed operation of the service, the Police and Fire Reform Bill was published on 17 January 2012. After scrutiny and debate by the Scottish Parliament, the legislation was approved on 27 June 2012; the Bill duly received royal assent as the Police and Fire Reform Act 2012. This Act created Police Scotland in place of the previous eight regional police forces; the mergers were effective from 1 April 2013. Eight months after the consolidation, an internal report said the reorganisation had not negatively affected operational response.
The service is headquartered in Cambuslang, South Lanarkshire, which houses a national training centre opened in January 2013. There are a further three service delivery centres in the east and north of the country. On 16 August 2012 the Scottish Government confirmed the first chief fire officer of the new service would be Alasdair Hay acting chief fire officer of Tayside Fire and Rescue Service, following an open recruitment exercise. Pat Watters, former president of the Convention of Scottish Local Authorities, was announced as chair of the service, an appointment to run for three years from September 2012. Members of the SFRS Board appointed in October 2012 were Watters, Bob Benson, James Campbell, Kirsty Darwent, Marieke Dwarshuis, Michael Foxley, Robin Iffla, Bill McQueen, Sid Patten, Neil Pirie, Martin Togneri and Grant Thoms; the Scottish Fire and Rescue Service attended 25,002 fires in 2014/15. The service delivers a preventative programme, with 65,343 free home fire safety visits conducted in 2015/16.
As well as fighting fires, the service attends tens of thousands of specialist services such as road traffic collisions, water rescues and flooding incidents. In 2014/15 it attended 10,740 non-fire incidents; the service works alongside other emergency services during flooding events to ensure the safety of communities and rescue people in difficulty, with specialist swift water rescue teams positioned on major waterways and areas of activity. Firefighters are called out to water and boat rescues. For example, during Storm Frank in December 2015 the SFRS received 350 flood related calls in the space of six days. In 2015 the SFRS were called out to 78 wildfire incidents in total, with over half of those taking place in the north of Scotland. In 2015 a national trial was launched, in partnership with the Scottish Ambulance Service, which has seen firefighters at certain stations receive enhanced CPR training aimed at increasing survival rates for people who suffer out-of-hospital cardiac arrests.
As of March 2016, the SFRS operates 356 stations throughout Scotland. Stations are split into three categories: Wholetime: A station with full-time firefighters. Retained: Part-time, on a call-out basis and predominantly based in some of the more rural areas of Scotland. Volunteer: On a call-out basis and predominantly based in some of the more remote villages and islands; the most northerly station is Baltasound on the Shetland Islands. The most southerly is a volunteer station in the village of Drummore in Galloway; the Scottish Fire and Rescue Service National Training Centre opened in January 2013. The facility in Cambuslang features a mock town with realistic motorways, railway tracks and buildings, including a multi-storey tenement structure; the following services were merged to create the Scottish Fire and Rescue Service: Central Scotland Fire and Rescue Service and Galloway Fire and Rescue Service, Fife Fire and Rescue Service, Grampian Fire and Rescue Service and Islands Fire and Rescue Service and Borders Fire and Rescue Service, Strathclyde Fire and Rescue, Tayside Fire and Rescue Service.
The number of control rooms handling 999 calls was reduced from eight to three. The consolidation of regional call centres has resulted in a number of dispatching errors. For example, in December 2016 a crew from Raasay was mobilised to an incident on Skye – a journey that would have required taking their fire engine on a ferry – despite an alternative crew being able to reach Skye directly via a road bridge. Lanark Racecourse was a Scottish horse racing venue, situated in the small town of Lanark in Scotland's Central Belt, 25 miles from Glasgow. It was reputedly founded by King William the Lion of Scotland; the course was a right-handed oval, 10 furlongs round, with a run-in of around 3 1⁄2 furlongs. It was home to Britain's oldest horse race, the Lanark Silver Bell, which after a gap of three decades following Lanark's closure, is now contested again at nearby Hamilton Park Racecourse; the original Silver Bell is reported to have been a gift of William the Lion in the 12th century. While the original bell no longer exists, the present one dates from the 17th century; the course staged the longest handicap in the racing calendar, the 2 1⁄2-mile William the Lion Handicap, which closed the Scottish flat racing season. The first aviation meeting to be held in Scotland was held at Lanark Racecourse between 6 and 13 August 1910; this location was chosen because the land was flat, the racecourse had facilities for a paying public, there were stables to act as hangars for the aeroplanes and the racecourse was accessible by both road and by rail as The Caledonian Railway Company were prepared to construct a new station near the main entrance.
The aeroplanes were transported to the meeting by rail, as aviation technology at the time was not advanced enough to safely fly there. The Lanark meeting took place shortly after a similar event in Bournemouth at which Charles Rolls lost his life. Influenced by this, it was decided that no aircraft would fly closer than 300 yards away from the spectators. For the first time, aeroplanes were timed over a straight measured distance, allowing the first world records to be set, covering flights over one mile; the meeting was described by The Aero magazine as'the most successful yet held in Britain'. Racing at Lanark was of a modest quality, race meetings were only attended by the faithful Scottish race-goer, it closed in October 1977 due to financial problems. Scotland is a country, part of the United Kingdom. Sharing a border with England to the southeast, Scotland is otherwise surrounded by the Atlantic Ocean to the north and west, by the North Sea to the northeast and by the Irish Sea to the south. In addition to the mainland, situated on the northern third of the island of Great Britain, Scotland has over 790 islands, including the Northern Isles and the Hebrides; the Kingdom of Scotland emerged as an independent sovereign state in the Early Middle Ages and continued to exist until 1707. By inheritance in 1603, James VI, King of Scots, became King of England and King of Ireland, thus forming a personal union of the three kingdoms. Scotland subsequently entered into a political union with the Kingdom of England on 1 May 1707 to create the new Kingdom of Great Britain; the union created a new Parliament of Great Britain, which succeeded both the Parliament of Scotland and the Parliament of England. In 1801, the Kingdom of Great Britain and Kingdom of Ireland enacted a political union to create a United Kingdom.
The majority of Ireland subsequently seceded from the UK in 1922. Within Scotland, the monarchy of the United Kingdom has continued to use a variety of styles and other royal symbols of statehood specific to the pre-union Kingdom of Scotland; the legal system within Scotland has remained separate from those of England and Wales and Northern Ireland. The continued existence of legal, educational and other institutions distinct from those in the remainder of the UK have all contributed to the continuation of Scottish culture and national identity since the 1707 union with England; the Scottish Parliament, a unicameral legislature comprising 129 members, was established in 1999 and has authority over those areas of domestic policy which have been devolved by the United Kingdom Parliament. The head of the Scottish Government, the executive of the devolved legislature, is the First Minister of Scotland. Scotland is represented in the UK House of Commons by 59 MPs and in the European Parliament by 6 MEPs.
Scotland is a member of the British–Irish Council, sends five members of the Scottish Parliament to the British–Irish Parliamentary Assembly. Scotland is divided into councils. Glasgow City is the largest subdivision in Scotland in terms of population, with Highland being the largest in terms of area. "Scotland" comes from the Latin name for the Gaels. From the ninth century, the meaning of Scotia shifted to designate Gaelic Scotland and by the eleventh century the name was being used to refer to the core territory of the Kingdom of Alba in what is now east-central Scotland; the use of the words Scots and Scotland to encompass most of what is now Scotland became common in the Late Middle Ages, as the Kingdom of Alba expanded and came to encompass various peoples of diverse origins. Repeated glaciations, which covered the entire land mass of modern Scotland, destroyed any traces of human habitation that may have existed before the Mesolithic period, it is believed the first post-glacial groups of hunter-gatherers arrived in Scotland around 12,800 years ago, as the ice sheet retreated after the last glaciation.
At the time, Scotland was covered in forests, had more bog-land, the main form of transport was by water. These settlers began building the first known permanent houses on Scottish soil around 9,500 years ago, the first villages around 6,000 years ago; the well-preserved village of Skara Brae on the mainland of Orkney dates from this period. Neolithic habitation and ritual sites are common and well preserved in the Northern Isles and Western Isles, where a lack of trees led to most structures being built of local stone. Evidence of sophisticated pre-Christian belief systems is demonstrated by sites such as the Callanish Stones on Lewis and the Maes Howe on Orkney, which were built in the third millennium BCE; the first written reference to Scotland was in 320 BC by Greek sailor Pytheas, who called the northern tip of Britain "Orcas", the source of the name of the Orkney islands. During the first millennium BCE, the society changed to a chiefdom model, as consolidation of settlement led to the concentration of wealth and underground stores of surplus food.
The first Roman incursion into Scotland occurred in 79 AD. After the Roman victory, Roman forts were set along the Gask Ridge close to the Highland line, but by three years after the battle, the Roman armies had withdrawn to the Southern Uplands; the Romans erected Hadrian's Wall in northern England and the Limes Britannicus became the northern border of the Roman Empire. The Roman influence on the southern part of the country was considerable, they introduced Christianity to Scotland. Beginning in the sixth century, the area, now Scotland was divided into three areas: Pictland, a patchwork of small lordships in central Scotland; these societies were based on the family unit and had sharp divisions in wealth, although the vast majority were poor and worked full-time in subsistence agriculture. The Picts kept slaves through the ninth century. Gaelic influence over Pictland and Northumbria was facilitated by the large number of Gaelic-speaking clerics working as missionaries. Bournemouth is a large coastal resort town on the south coast of England, east of the 96-mile-long Jurassic Coast, a World Heritage Site. At the 2011 census, the town had a population of 183,491. With Poole to the west and Christchurch in the east, Bournemouth is part of the South East Dorset conurbation, which has a population of 465,000. Before it was founded in 1810 by Lewis Tregonwell, the area was a deserted heathland visited by fishermen and smugglers. Marketed as a health resort, the town received a boost when it appeared in Augustus Granville's 1841 book, The Spas of England. Bournemouth's growth accelerated with the arrival of the railway, it became a town in 1870. Part of Hampshire, it joined Dorset with the reorganisation of local government in 1974. Since 1997, the town has been administered by a unitary authority independent of Dorset County Council, although it remains part of that ceremonial county; the local council is Bournemouth Borough Council. From 1 April 2019 it will be part of the new Bournemouth and Poole Council.
The town centre has notable Victorian architecture and the 202-foot spire of St Peter's Church, one of three Grade 1 listed churches in the borough, is a local landmark. Bournemouth's location has made it a popular destination for tourists, attracting over five million visitors annually with its beaches and popular nightlife; the town is a regional centre of business, home of the Bournemouth International Centre or BIC, a financial sector, worth more than £1,000 million in gross value added. The first mention of Bournemouth comes in the Christchurch cartulary of 1406, where a monk describes how a large fish, 18 feet long, was washed up at "La Bournemothe" in October of that year and taken to the Manor of Wick. "La Bournemowthe", was purely a geographic reference to the uninhabited area around the mouth of the small river which, in turn, drained the heathland between the towns of Poole and Christchurch. The word bourne, meaning a small stream, is a derivative of burna, old English for a brook.
From the latter half of the 16th century "Bourne Mouth" seems to be preferred, being recorded as such in surveys and reports of the period, but this appears to have been shortened to "Bourne" after the area had started to develop. A travel guide published in 1831 calls the place "Bourne Cliffe" or "Tregonwell's Bourne" after its founder; the Spas of England, published ten years calls it "Bourne" as does an 1838 edition of the Hampshire Advertiser. In the late 19th century "Bournemouth" became predominant, although its two-word form appears to have remained in use up until at least the early 20th century, turning up on a 1909 ordnance map. In the 12th century the region around the mouth of the River Bourne was part of the Hundred of Holdenhurst; the hundred became the Liberty of Westover when it was extended to include the settlements of North Ashley, Muccleshell, Iford, Pokesdown and Wick, incorporated into the Manor of Christchurch. Although the Dorset and Hampshire region surrounding it had been the site of human settlement for thousands of years, Westover was a remote and barren heathland before 1800.
In 1574 the Earl of Southampton noted that the area was "Devoid of all habitation", as late as 1795 the Duke of Rutland recorded that "... on this barren and uncultivated heath there was not a human to direct us". In the late 19th and early 20th centuries the Borough of Bournemouth would grow to encompass a number of ancient settlements along the River Stour, including Longham where a skull thought to be 5,500 years old was found in 1932. Bronze Age burials near Moordown, the discovery of Iron Age pottery on the East Cliff in 1969, suggest there may have been settlements there during that period. Hengistbury Head, added to the borough in 1932, was the site of a much older Palaeolithic encampment. During the latter half of the 16th century James Blount, 6th Baron Mountjoy, began mining for alum in the area, at one time part of the heath was used for hunting, although by the late 18th century little evidence of either event remained. No-one lived at the mouth of the Bourne river and the only regular visitors to the area before the 19th century were a few fishermen, turf cutters and gangs of smugglers.
Prior to the Christchurch Inclosures Act 1802, more than 70% of the Westover area was common land. The act, together with the Inclosure Commissioners' Award of 1805, transferred 5000 acres into the hands of five private owners, including James Harris, 1st Earl of Malmesbury, Sir George Ivison Tapps. In 1809 the Tapps Arms public house appeared on the heath. A few years in 1812, the first official residents, retired army officer Lewis Tregonwell and his wife, moved into their new home built on land purchased from Tapps; the area was well known to Tregonwell who, during the Napoleonic wars, spent much of his time searching the heath and coastline for French invaders and smugglers. Anticipating that people would come to the area to indulge in the newly fashionable pastime of sea-bathing, an activity with perceived health benefits, Tregonwell built a series of villas on his land between 1816 and 1822, which he hoped to let out; the common belief that pine-scented air was good for lung conditions, in particular tuberculosis, prompted Tregonwell and Tapps to plant hundreds of pine trees.
These early attempts to promote the town as a health resort meant that by the time Tregonwell died in 1832, Bournemouth had grown into a small community with a scattering of houses and cottages. The town would gr
