Tule Lake National Monument
The Tule Lake National Monument in Modoc and Siskiyou counties in California, consists of the site of the Tule Lake War Relocation Center, one of ten concentration camps constructed in 1942 by the United States government to incarcerate Japanese Americans forcibly removed from their homes on the West Coast. They totaled nearly 120,000 people. After a period of use, this facility was renamed the Tule Lake Segregation Center in 1943, used as a maximum security, segregation camp to separate and hold those prisoners considered disloyal or disruptive to the operations of other camps. Inmates from other camps were sent here to segregate them from the general population. Draft resisters and others who protested the injustices of the camps, including by their answers on the loyalty questionnaire, were sent here. At its peak, Tule Lake Segregation Center was the largest of the ten camps and the most controversial. 29,840 people were held there over the four years it was open. After the war it became a holding area for Japanese Americans slated for deportation or expatriation to Japan, including some who had renounced US citizenship under duress.
Many joined a class action suit because of civil rights abuses. The camp was not closed until months after the end of the war. Twenty years members of the class action suit gained restoration of US citizenship through court rulings. California designated this Tule Lake camp site as a California Historical Landmark and in 2006, it was ranked as a National Historic Landmark. In December 2008, the Tule Lake Unit was designated by President George W. Bush as one of nine sites—the only one in the contiguous 48 states—to be part of the new World War II Valor in the Pacific National Monument, marking areas of major events during the war. In addition to remains of the concentration camp, this unit includes Tulelake camp used during the war; the John D. Dingell, Jr. Conservation and Recreation Act, signed March 12, 2019, split up the three units of the monument, creating a new Tule Lake National Monument. Executive Order 9066, issued by President Franklin D. Roosevelt in early 1942 as a response to the attack on Pearl Harbor, authorized establishing an Exclusion Zone on the West Coast, from which local military authorities could remove certain populations under wartime exigency.
Military commanders ordered the forced removal and incarceration of the nearly 120,000 Japanese Americans living on the West Coast of the United States, two-thirds of whom were United States citizens. A late 20th-century study revealed that internal government studies of the time recommended against such mass exclusion and incarceration, the study concluded this decision was based on racism, wartime hysteria and failed political leadership; the War Relocation Authority built ten concentration camps, referred to euphemistically as "relocation centers," in remote rural areas in the interior of the country. Tule Lake Relocation Center opened on May 27, 1942, held 11,800 Japanese Americans, who were from Sacramento and Hood River counties in California and Oregon, respectively. In late 1943, the WRA issued a questionnaire intended to assess the loyalty of imprisoned Japanese Americans; the "loyalty questionnaire," as it came to be known, was a form circulated among draft-age men whom the military hoped to conscript into service—after assessing their loyalty and "Americanness."
It soon was made mandatory for all adults in the ten camps. Two questions stirred up unrest among camp inmates. Question 27 asked, "Are you willing to serve in the armed forces of the United States on combat duty, wherever ordered?" The final question 28 asked, "Will you swear unqualified allegiance to the United States and faithfully defend the United States from any or all attack by foreign or domestic forces, forswear any form of allegiance or obedience to the Japanese emperor, or any other foreign government, power or organization?" The first question met resistance from young men who, while not opposed to military service outright, felt insulted that the government, having stripped them of their rights as citizens, would ask them to risk their lives in combat. Many responded with qualified statements such as, "I'll serve in the Army when my family is freed," or refused to answer the questions altogether. Many interns had problems with the second question. Many were insulted that the question implied they had allegiance to a country they had either left behind decades before or, for most US citizens, never visited.
Others the non-citizen Issei, feared they would be deported to Japan no matter how they answered, worried that an affirmative answer would cause them to be seen as enemy aliens by the Japanese. Issei, many Nisei and Kibei who held dual citizenship, worried they would lose their Japanese citizenship, leaving them stateless if they were expatriated from the United States, which they feared was inevitable, given what had occurred. In addition to these concerns, some inmates answered "no" to both questions in protest of their imprisonment and loss of civil rights. Issei and Kibei, who spoke little or no English did not understand the poorly phrased questions or their implications, did not answer. In 1943 the center was renamed the Tule Lake Segregation Center; the War Relocation Authority proposed to use it to separate inmates suspected of being disloyal, or those who protested conditions and were disruptive in
National Park Service
The National Park Service is an agency of the United States federal government that manages all national parks, many national monuments, other conservation and historical properties with various title designations. It was created on August 25, 1916, by Congress through the National Park Service Organic Act and is an agency of the United States Department of the Interior; the NPS is charged with a dual role of preserving the ecological and historical integrity of the places entrusted to its management, while making them available and accessible for public use and enjoyment. As of 2018, the NPS employs 27,000 employees who oversee 419 units, of which 61 are designated national parks. National parks and national monuments in the United States were individually managed under the auspices of the Department of the Interior; the movement for an independent agency to oversee these federal lands was spearheaded by business magnate and conservationist Stephen Mather, as well as J. Horace McFarland. With the help of journalist Robert Sterling Yard, Mather ran a publicity campaign for the Department of the Interior.
They wrote numerous articles that praised the scenic and historic qualities of the parks and their possibilities for educational and recreational benefits. This campaign resulted in the creation of a National Park Service. On August 25, 1916, President Woodrow Wilson signed a bill that mandated the agency "to conserve the scenery and the natural and historic objects and wildlife therein, to provide for the enjoyment of the same in such manner and by such means as will leave them unimpaired for the enjoyment of future generations." Mather became the first director of the newly formed NPS. On March 3, 1933, President Herbert Hoover signed the Reorganization Act of 1933; the act would allow the President to reorganize the executive branch of the United States government. It wasn't until that summer when the new President, Franklin D. Roosevelt, made use of this power. Deputy Director Horace M. Albright had suggested to President Roosevelt that the historic sites from the American Civil War should be managed by the National Park Service, rather than the War Department.
President Roosevelt issued two Executive orders to make it happen. These two executive orders not only transferred to the National Park Service all the War Department historic sites, but the national monuments managed by the Department of Agriculture and the parks in and around the capital, run by an independent office. In 1951, Conrad Wirth became director of the National Park Service and went to work on bringing park facilities up to the standards that the public expected; the demand for parks after the end of the World War II had left the parks overburdened with demands that could not be met. In 1952, with the support of President Dwight D. Eisenhower, he began Mission 66, a ten-year effort to upgrade and expand park facilities for the 50th anniversary of the Park Service. New parks were added to preserve unique resources and existing park facilities were upgraded and expanded. In 1966, as the Park Service turned 50 years old, emphasis began to turn from just saving great and wonderful scenery and unique natural features to making parks accessible to the public.
Director George Hartzog began the process with the creation of the National Lakeshores and National Recreation Areas. Since its inception in 1916, the National Park Service has managed each of the United States' national parks, which have grown in number over the years to 60. Yellowstone National Park was the first national park in the United States. In 1872, there was no state government to manage it, so the federal government assumed direct control. Yosemite National Park began as a state park. Yosemite was returned to federal ownership. At first, each national park was managed independently, with varying degrees of success. In Yellowstone, the civilian staff was replaced by the U. S. Army in 1886. Due to the irregularities in managing these national treasures, Stephen Mather petitioned the federal government to improve the situation. In response, Secretary of the Interior Franklin K. Lane challenged him to lobby for creating a new agency, the National Park Service, to manage all national parks and some national monuments.
Mather was successful with the ratification of the National Park Service Organic Act in 1916. The agency was given authority over other protected areas, many with varying designations as Congress created them; the National Park System includes. The title or designation of a unit need not include the term park; the System as a whole is considered to be a national treasure of the United States, some of the more famous national parks and monuments are sometimes referred to metaphorically as "crown jewels". The system encompasses 84.4 million acres, of which more than 4.3 million acres remain in private ownership. The largest unit is Wrangell-St. Elias National Park and Preserve, Alaska. At 13,200,000 acres, it is over 16 percent of the entire system; the smallest unit in the system is Thaddeus Kosciuszko National Memorial, Pennsylvania, at 0.02 acre. In addition to administering its units and other properties, the National Park Service provides technical and financial assistance to several "affiliated areas" authorized by Congress.

Per capita income
Per capita income or average income measures the average income earned per person in a given area in a specified year. It is calculated by dividing the area's total income by its total population. Per capita income is national income divided by population size. Per capita income is used to measure an area's average income and compare the wealth of different populations. Per capita income is used to measure a country's standard of living, it is expressed in terms of a used international currency such as the euro or United States dollar, is useful because it is known, is calculable from available gross domestic product and population estimates, produces a useful statistic for comparison of wealth between sovereign territories. This helps to ascertain a country's development status, it is one of the three measures for calculating the Human Development Index of a country. In the United States, it is defined by the U. S. Census Bureau as the following: "Per capita income is the mean money income received in the past 12 months computed for every man and child in a geographic area."
Critics claim that per capita income has several weaknesses in measuring prosperity: Comparisons of per capita income over time need to consider inflation. Without adjusting for inflation, figures tend to overstate the effects of economic growth. International comparisons can be distorted by cost of living differences not reflected in exchange rates. Where the objective is to compare living standards between countries, adjusting for differences in purchasing power parity will more reflect what people are able to buy with their money, it does not reflect income distribution. If a country's income distribution is skewed, a small wealthy class can increase per capita income while the majority of the population has no change in income. In this respect, median income is more useful when measuring of prosperity than per capita income, as it is less influenced by outliers. Non-monetary activity, such as barter or services provided within the family, is not counted; the importance of these services varies among economies.
Per capita income does not consider whether income is invested in factors to improve the area's development, such as health, education, or infrastructure. World War II
World War II known as the Second World War, was a global war that lasted from 1939 to 1945. The vast majority of the world's countries—including all the great powers—eventually formed two opposing military alliances: the Allies and the Axis. A state of total war emerged, directly involving more than 100 million people from over 30 countries; the major participants threw their entire economic and scientific capabilities behind the war effort, blurring the distinction between civilian and military resources. World War II was the deadliest conflict in human history, marked by 50 to 85 million fatalities, most of whom were civilians in the Soviet Union and China, it included massacres, the genocide of the Holocaust, strategic bombing, premeditated death from starvation and disease, the only use of nuclear weapons in war. Japan, which aimed to dominate Asia and the Pacific, was at war with China by 1937, though neither side had declared war on the other. World War II is said to have begun on 1 September 1939, with the invasion of Poland by Germany and subsequent declarations of war on Germany by France and the United Kingdom.
From late 1939 to early 1941, in a series of campaigns and treaties, Germany conquered or controlled much of continental Europe, formed the Axis alliance with Italy and Japan. Under the Molotov–Ribbentrop Pact of August 1939, Germany and the Soviet Union partitioned and annexed territories of their European neighbours, Finland and the Baltic states. Following the onset of campaigns in North Africa and East Africa, the fall of France in mid 1940, the war continued between the European Axis powers and the British Empire. War in the Balkans, the aerial Battle of Britain, the Blitz, the long Battle of the Atlantic followed. On 22 June 1941, the European Axis powers launched an invasion of the Soviet Union, opening the largest land theatre of war in history; this Eastern Front trapped most crucially the German Wehrmacht, into a war of attrition. In December 1941, Japan launched a surprise attack on the United States as well as European colonies in the Pacific. Following an immediate U. S. declaration of war against Japan, supported by one from Great Britain, the European Axis powers declared war on the U.
S. in solidarity with their Japanese ally. Rapid Japanese conquests over much of the Western Pacific ensued, perceived by many in Asia as liberation from Western dominance and resulting in the support of several armies from defeated territories; the Axis advance in the Pacific halted in 1942. Key setbacks in 1943, which included a series of German defeats on the Eastern Front, the Allied invasions of Sicily and Italy, Allied victories in the Pacific, cost the Axis its initiative and forced it into strategic retreat on all fronts. In 1944, the Western Allies invaded German-occupied France, while the Soviet Union regained its territorial losses and turned toward Germany and its allies. During 1944 and 1945 the Japanese suffered major reverses in mainland Asia in Central China, South China and Burma, while the Allies crippled the Japanese Navy and captured key Western Pacific islands; the war in Europe concluded with an invasion of Germany by the Western Allies and the Soviet Union, culminating in the capture of Berlin by Soviet troops, the suicide of Adolf Hitler and the German unconditional surrender on 8 May 1945.
Following the Potsdam Declaration by the Allies on 26 July 1945 and the refusal of Japan to surrender under its terms, the United States dropped atomic bombs on the Japanese cities of Hiroshima and Nagasaki on 6 and 9 August respectively. With an invasion of the Japanese archipelago imminent, the possibility of additional atomic bombings, the Soviet entry into the war against Japan and its invasion of Manchuria, Japan announced its intention to surrender on 15 August 1945, cementing total victory in Asia for the Allies. Tribunals were set up by fiat by the Allies and war crimes trials were conducted in the wake of the war both against the Germans and the Japanese. World War II changed the political social structure of the globe; the United Nations was established to foster international co-operation and prevent future conflicts. The Soviet Union and United States emerged as rival superpowers, setting the stage for the nearly half-century long Cold War. In the wake of European devastation, the influence of its great powers waned, triggering the decolonisation of Africa and Asia.
Most countries whose industries had been damaged moved towards economic expansion. Political integration in Europe, emerged as an effort to end pre-war enmities and create a common identity; the start of the war in Europe is held to be 1 September 1939, beginning with the German invasion of Poland. The dates for the beginning of war in the Pacific include the start of the Second Sino-Japanese War on 7 July 1937, or the Japanese invasion of Manchuria on 19 September 1931. Others follow the British historian A. J. P. Taylor, who held that the Sino-Japanese War and war in Europe and its colonies occurred and the two wars merged in 1941; this article uses the conventional dating. A county seat is an administrative center, seat of government, or capital city of a county or civil parish. The term is used in Canada, Romania and the United States. County towns have a similar function in the United Kingdom and Republic of Ireland, in Jamaica. In most of the United States, counties are the political subdivisions of a state; the city, town, or populated place that houses county government is known as the seat of its respective county. The county legislature, county courthouse, sheriff's department headquarters, hall of records and correctional facility are located in the county seat though some functions may be located or conducted in other parts of the county if it is geographically large. A county seat is but not always, an incorporated municipality; the exceptions include the county seats of counties that have no incorporated municipalities within their borders, such as Arlington County, Virginia. Ellicott City, the county seat of Howard County, is the largest unincorporated county seat in the United States, followed by Towson, the county seat of Baltimore County, Maryland.
Some county seats may not be incorporated in their own right, but are located within incorporated municipalities. For example, Cape May Court House, New Jersey, though unincorporated, is a section of Middle Township, an incorporated municipality. In some of the colonial states, county seats include or included "Court House" as part of their name. In the Canadian provinces of Prince Edward Island, New Brunswick, Nova Scotia, the term "shire town" is used in place of county seat. County seats in Taiwan are the administrative centers of the counties. There are 13 county seats in Taiwan, which are in the forms of county-administered city, urban township or rural township. Most counties have only one county seat. However, some counties in Alabama, Georgia, Kentucky, Mississippi, New Hampshire, New York, Vermont have two or more county seats located on opposite sides of the county. An example is Harrison County, which lists both Biloxi and Gulfport as county seats; the practice of multiple county seat towns dates from the days.
There have been few efforts to eliminate the two-seat arrangement, since a county seat is a source of pride for the towns involved. There are 36 counties with multiple county seats in 11 states: Coffee County, Alabama St. Clair County, Alabama Arkansas County, Arkansas Carroll County, Arkansas Clay County, Arkansas Craighead County, Arkansas Franklin County, Arkansas Logan County, Arkansas Mississippi County, Arkansas Prairie County, Arkansas Sebastian County, Arkansas Yell County, Arkansas Columbia County, Georgia Lee County, Iowa Campbell County, Kentucky Kenton County, Kentucky Essex County, Massachusetts Middlesex County, Massachusetts Plymouth County, Massachusetts Bolivar County, Mississippi Carroll County, Mississippi Chickasaw County, Mississippi Harrison County, Mississippi Hinds County, Mississippi Jasper County, Mississippi Jones County, Mississippi Panola County, Mississippi Tallahatchie County, Mississippi Yalobusha County, Mississippi Jackson County, Missouri Hillsborough County, New Hampshire Seneca County, New York Bennington County, Vermont In New England, the town, not the county, is the primary division of local government.
Counties in this region have served as dividing lines for the states' judicial systems. Connecticut and Rhode Island have no county level of thus no county seats. In Vermont and Maine the county seats are designated shire towns. County government consists only of a Superior Court and Sheriff, both located in the respective shire town. Bennington County has two shire towns. In Massachusetts, most government functions which would otherwise be performed by county governments in other states are performed by town or city governments; as such, Massachusetts has dissolved many of its county governments, the state government now operates the registries of deeds and sheriff's offices in those counties. In Virginia, a county seat may be an independent city surrounded by, but not part of, the county of which it is the administrative center. Two counties in South Dakota have their county seat and government services centered in a neighboring county, their county-level services are provided by Fall River Tripp County, respectively.
In Louisiana, divided into parishes rather than counties, county seats are referred to as parish seats. Alaska is divided into boroughs rather than counties; the Unorganized Borough, which covers 49 % of Alaska's area, has equivalent. United States Census Bureau
The United States Census Bureau is a principal agency of the U. S. Federal Statistical System, responsible for producing data about the American people and economy; the Census Bureau is part of the U. S. Department of Commerce and its director is appointed by the President of the United States; the Census Bureau's primary mission is conducting the U. S. Census every ten years, which allocates the seats of the U. S. House of Representatives to the states based on their population; the Bureau's various censuses and surveys help allocate over $400 billion in federal funds every year and it helps states, local communities, businesses make informed decisions. The information provided by the census informs decisions on where to build and maintain schools, transportation infrastructure, police and fire departments. In addition to the decennial census, the Census Bureau continually conducts dozens of other censuses and surveys, including the American Community Survey, the U. S. Economic Census, the Current Population Survey.
Furthermore and foreign trade indicators released by the federal government contain data produced by the Census Bureau. Article One of the United States Constitution directs the population be enumerated at least once every ten years and the resulting counts used to set the number of members from each state in the House of Representatives and, by extension, in the Electoral College; the Census Bureau now conducts a full population count every 10 years in years ending with a zero and uses the term "decennial" to describe the operation. Between censuses, the Census Bureau makes population projections. In addition, Census data directly affects how more than $400 billion per year in federal and state funding is allocated to communities for neighborhood improvements, public health, education and more; the Census Bureau is mandated with fulfilling these obligations: the collecting of statistics about the nation, its people, economy. The Census Bureau's legal authority is codified in Title 13 of the United States Code.
The Census Bureau conducts surveys on behalf of various federal government and local government agencies on topics such as employment, health, consumer expenditures, housing. Within the bureau, these are known as "demographic surveys" and are conducted perpetually between and during decennial population counts; the Census Bureau conducts economic surveys of manufacturing, retail and other establishments and of domestic governments. Between 1790 and 1840, the census was taken by marshals of the judicial districts; the Census Act of 1840 established a central office. Several acts followed that revised and authorized new censuses at the 10-year intervals. In 1902, the temporary Census Office was moved under the Department of Interior, in 1903 it was renamed the Census Bureau under the new Department of Commerce and Labor; the department was intended to consolidate overlapping statistical agencies, but Census Bureau officials were hindered by their subordinate role in the department. An act in 1920 changed the date and authorized manufacturing censuses every two years and agriculture censuses every 10 years.
In 1929, a bill was passed mandating the House of Representatives be reapportioned based on the results of the 1930 Census. In 1954, various acts were codified into Title 13 of the US Code. By law, the Census Bureau must count everyone and submit state population totals to the U. S. President by December 31 of any year ending in a zero. States within the Union receive the results in the spring of the following year; the United States Census Bureau defines four statistical regions, with nine divisions. Gathers population information every 10 years The United States Census Bureau is committed to confidentiality, guarantees non-disclosure of any addresses or personal information related to individuals or establishments. Title 13 of the U. S. Code establishes penalties for the disclosure of this information. All Census employees must sign an affidavit of non-disclosure prior to employment; the Bureau cannot share responses, addresses or personal information with anyone including United States or foreign government
Moab is a city on the southern edge of Grand County in southeastern Utah in the western United States. The population was 5,046 at the 2010 census, in 2017 the population was estimated to be 5,253, it is largest city in Grand County. Moab attracts a large number of tourists every year visitors to the nearby Arches and Canyonlands national parks; the town is a popular base for mountain bikers who ride the extensive network of trails including the Slickrock Trail, for off-roaders who come for the annual Moab Jeep Safari. The Biblical name Moab refers to an area of land located on the eastern side of the Jordan River; some historians believe the city in Utah came to use this name because of William Andrew Peirce, the first postmaster, believing that the biblical Moab and this part of Utah were both "the far country". However, others believe the name has Paiute origins, referring to the word moapa, meaning "mosquito"; some of the area's early residents attempted to change the city's name, because in the Christian Bible, Moabites are demeaned as incestuous and idolatrous.
One petition in 1890 had 59 signatures and requested a name change to "Vina". Another effort attempted to change the name to "Uvadalia". Both attempts failed. During the period between 1829 and the early 1850s, the area around what is now Moab served as the Colorado River crossing along the Old Spanish Trail. Latter-day Saint settlers attempted to establish a trading fort at the river crossing called the Elk Mountain Mission in April 1855 to trade with travellers attempting to cross the river. Forty men were called on this mission. There were repeated Indian attacks, including one on September 23, 1855, in which James Hunt, companion to Peter Stubbs, was shot and killed by a Native American. After this last attack, the fort was abandoned. A new round of settlers from Rich County, led by Randolph Hockaday Stewart, established a permanent settlement in 1878 under the direction of Brigham Young. Moab was incorporated as a town on December 20, 1902. In 1883 the Denver and Rio Grande Western Railroad main line was constructed across eastern Utah.
The rail line did not pass through Moab, instead passing through the towns of Thompson Springs and Cisco, 40 miles to the north. Other places to cross the Colorado were constructed, such as Lee's Ferry, Navajo Bridge and Boulder Dam; these changes shifted. Moab farmers and merchants had to adapt from trading with passing travelers to shipping their goods to distant markets. Soon Moab's origins as one of the few natural crossings of the Colorado River were forgotten; the U. S. military deemed the bridge over the Colorado River at Moab important enough to place it under guard as late as World War II. In 1943, a former Civilian Conservation Corps camp outside Moab was used to confine Japanese American internees labeled "troublemakers" by authorities in the War Relocation Authority, the government body responsible for overseeing the wartime incarceration program; the Moab Isolation Center for "noncompliant" Japanese Americans was created in response to growing resistance to WRA policies within the camps.
On January 11, 1943, the sixteen men who had initiated the two-day protests were transferred to Moab from the town jails where they were booked after the riot. Having closed just fifteen months prior, all 18 military-style structures of the CCC camp were in good condition, the site was converted to its new use with minimal renovation. 150 military police guarded the camp, director Raymond Best and head of security Francis Frederick presided over administration. On February 18, thirteen transfers from Gila River, were brought to Moab, six days ten more arrived from Manzanar. An additional fifteen Tule Lake inmates were transferred on April 2. Most of these new arrivals were removed from the general camp population because of their resistance to the WRA's attempts to determine the loyalty of incarcerated Japanese Americans, met with confusion and anger because of a lack of explanation as to how and why internees would be assessed; the Moab Isolation Center remained open until April 27, when most of its inmates were bused to the larger and more secure Leupp Isolation Center.
In 1994, the "Dalton Wells CCC Camp/Moab Relocation Center" was added to the National Register of Historic Places, although no marker exists on the site, an information plaque at the current site entrance and a photograph on display at the Dan O'Laurie Museum in Moab mention the former isolation center. Moab's economy was based on agriculture, but shifted to mining. Uranium and vanadium were discovered in the area in the 1920s. Potash and manganese came next, oil and gas were discovered. In the 1950s Moab became the so-called "Uranium Capital of the World" after geologist Charles Steen found a rich deposit of uranium ore south of the city; this discovery coincided with the advent of the era of nuclear weapons and nuclear power in the United States, Moab's boom years began. The city population grew nearly 500% over the next few years, bringing the population to near 6,000 people; the explosion in population caused much construction of schools.
