Manuel Flores "Carson" Leon Guerrero was a Guamanian politician who is the sixth Appointed Governor of Guam from March 1963 to July 1969. He was appointed to the office after the term of Bill Daniel. He was a member of the Democratic Party of Guam and was the first of native Chamorro descent to rise to the highest office in the territory.

William Partlow Daniel, was an American politician and actor who served Governor of Guam from 1961 to 1963 and Democratic member of the Texas House of Representatives. Born in Dayton, Texas, and a graduate of Baylor University and a member of the Baylor University Chamber of Commerce, he spent the majority of his life working as a lawyer in Liberty County, Texas.
