North American Numbering Plan
The North American Numbering Plan is a telephone numbering plan that encompasses twenty-five distinct regions in twenty countries in North America, including the Caribbean. Some North American countries, most notably Mexico, do not participate in the NANP; the NANP was devised in the 1940s by AT&T for the Bell System and independent telephone operators in North America to unify the diverse local numbering plans, established in the preceding decades. AT&T continued to administer the numbering plan until the breakup of the Bell System, when administration was delegated to the North American Numbering Plan Administration, a service, procured from the private sector by the Federal Communications Commission in the United States; each participating country forms a regulatory authority that has plenary control over local numbering resources. The FCC serves as the U. S. regulator. Canadian numbering decisions are made by the Canadian Numbering Administration Consortium; the NANP divides the territories of its members into numbering plan areas which are encoded numerically with a three-digit telephone number prefix called the area code.
Each telephone is assigned a seven-digit telephone number unique only within its respective plan area. The telephone number consists of a four-digit station number; the combination of an area code and the telephone number serves as a destination routing address in the public switched telephone network. For international call routing, the NANP has been assigned the international calling code 1 by the International Telecommunications Union; the North American Numbering Plan conforms with ITU Recommendation E.164, which establishes an international numbering framework. From its beginnings in 1876 and throughout the first part of the 20th century, the Bell System grew from local or regional telephone systems; these systems expanded by growing their subscriber bases, as well as increasing their service areas by implementing additional local exchanges that were interconnected with tie trunks. It was the responsibility of each local administration to design telephone numbering plans that accommodated the local requirements and growth.
As a result, the Bell System as a whole developed into an unorganized system of many differing local numbering systems. The diversity impeded the efficient operation and interconnection of exchanges into a nationwide system for long-distance telephone communication. By the 1940s, the Bell System set out to unify the various numbering plans in existence and developed the North American Numbering Plan as a unified, systematic approach to efficient long-distance service that did not require the involvement of switchboard operators; the new numbering plan was accepted in October 1947, dividing most of North America into eighty-six numbering plan areas. Each NPA was assigned a numbering plan area code abbreviated as area code; these codes were first used by long-distance operators to establish long-distance calls between toll offices. The first customer-dialed direct call using area codes was made on November 10, 1951, from Englewood, New Jersey, to Alameda, California. Direct distance dialing was subsequently introduced across the country.
By the early 1960s, most areas of the Bell System had been converted and DDD had become commonplace in cities and most larger towns. In the following decades, the system expanded to include all of the United States and its territories, Canada and seventeen nations of the Caribbean. By 1967, 129 area codes had been assigned. At the request of the British Colonial Office, the numbering plan was first expanded to Bermuda and the British West Indies because of their historic telecommunications administration through Canada as parts of the British Empire and their continued associations with Canada during the years of the telegraph and the All Red Line system. Not all North American countries participate in the NANP. Exceptions include Mexico, Saint Pierre and Miquelon, the Central American countries and some Caribbean countries; the only Spanish-speaking state in the system is the Dominican Republic. Mexican participation was planned, but implementation stopped after three area codes had been assigned, Mexico opted for an international numbering format, using country code 52.
The area codes in use were subsequently withdrawn in 1991. Area code 905 for Mexico City, was reassigned to a split of area code 416 in the Greater Toronto Area. Dutch-speaking Sint Maarten joined the NANP in September 2011, receiving area code 721; the NANP is administered by the North American Numbering Plan Administration. Today, this function is overseen by the Federal Communications Commission, which assumed the responsibility upon the breakup of the Bell System; the FCC solicits private sector contracts for the role of the administrator. The service was provided by a division of Lockheed Martin. In 1997, the contract was awarded to Neustar Inc.. In 2012, the contract was renewed until 2017. United States Army Corps of Engineers
The United States Army Corps of Engineers is a U. S. federal agency under the Department of Defense and a major Army command made up of some 37,000 civilian and military personnel, making it one of the world's largest public engineering and construction management agencies. Although associated with dams and flood protection in the United States, USACE is involved in a wide range of public works throughout the world; the Corps of Engineers provides outdoor recreation opportunities to the public, provides 24% of U. S. hydropower capacity. The corps' mission is to "Deliver vital military engineering services. Other civil engineering projects include flood control, beach nourishment, dredging for waterway navigation. Design and construction of flood protection systems through various federal mandates. Design and construction management of military facilities for the Army, Air Force, Army Reserve and Air Force Reserve and other Defense and Federal agencies. Environmental regulation and ecosystem restoration.
The history of United States Army Corps of Engineers can be traced back to 16 June 1775, when the Continental Congress organized an army with a chief engineer and two assistants. Colonel Richard Gridley became General George Washington's first chief engineer. One of his first tasks was to build fortifications near Boston at Bunker Hill; the Continental Congress recognized the need for engineers trained in military fortifications and asked the government of King Louis XVI of France for assistance. Many of the early engineers in the Continental Army were former French officers. Louis Lebègue Duportail, a lieutenant colonel in the French Royal Corps of Engineers, was secretly sent to America in March 1777 to serve in Washington's Continental Army. In July 1777 he was appointed colonel and commander of all engineers in the Continental Army, in November 17, 1777, he was promoted to brigadier general; when the Continental Congress created a separate Corps of Engineers in May 1779 Duportail was designated as its commander.
In late 1781 he directed the construction of the allied U. S.-French siege works at the Battle of Yorktown. From 1794 to 1802 the engineers were combined with the artillery as the Corps of Artillerists and Engineers; the Corps of Engineers, as it is known today, came into existence on 16 March 1802, when President Thomas Jefferson signed the Military Peace Establishment Act whose aim was to "organize and establish a Corps of Engineers... that the said Corps... shall be stationed at West Point in the State of New York and shall constitute a military academy." Until 1866, the superintendent of the United States Military Academy was always an officer of engineer. The General Survey Act of 1824 authorized the use of Army engineers to survey canal routes; that same year, Congress passed an "Act to Improve the Navigation of the Ohio and Mississippi Rivers" and to remove sand bars on the Ohio and "planters, sawyers, or snags" on the Mississippi, for which the Corps of Engineers was the responsible agency.
Separately authorized on 4 July 1838, the U. S. Army Corps of Topographical Engineers consisted only of officers and was used for mapping and the design and construction of federal civil works and other coastal fortifications and navigational routes, it was merged with the Corps of Engineers on 31 March 1863, at which point the Corps of Engineers assumed the Lakes Survey District mission for the Great Lakes. In 1841, Congress created the Lake Survey; the survey, based in Detroit, Mich. was charged with conducting a hydrographical survey of the Northern and Northwestern Lakes and preparing and publishing nautical charts and other navigation aids. The Lake Survey published its first charts in 1852. In the mid-19th century, Corps of Engineers' officers ran Lighthouse Districts in tandem with U. S. Naval officers; the Army Corps of Engineers played a significant role in the American Civil War. Many of the men who would serve in the top leadership in this institution were West Point graduates who rose to military fame and power during the Civil War.
Some of these men were Union Generals George McClellan, Henry Halleck, George Meade, Confederate generals Robert E. Lee, Joseph Johnston, P. G. T. Beauregard; the versatility of officers in the Army Corps of Engineers contributed to the success of numerous missions throughout the Civil War. They were responsible for building pontoon and railroad bridges and batteries, the destruction of enemy supply lines, the construction of roads; the Union forces were not the only ones to employ the use of engineers throughout the war, on 6 March 1861, once the South had seceded from the Union, among the different acts passed at the time, a provision was included that called for the creation of a Confederate Corps of Engineers. The progression of the war demonstrated the South's disadvantage in engineering expertise. To overcome this obstacle, the Confederate Congress passed legislation that gave a company of engineers to every division in the field. One of the main projects for the Army Corps of Engineers was constructing railroads and bridges, which Union forces took advantage of because railroads and bridges provided access to resources and industry.

In law, an unincorporated area is a region of land, not governed by a local municipal corporation. Municipalities dissolve or disincorporate, which may happen if they become fiscally insolvent, services become the responsibility of a higher administration. Widespread unincorporated communities and areas are a distinguishing feature of the United States and Canada. In most other countries of the world, there are either no unincorporated areas at all, or these are rare. Unlike many other countries, Australia has only one level of local government beneath state and territorial governments. A local government area contains several towns and entire cities. Thus, aside from sparsely populated areas and a few other special cases all of Australia is part of an LGA. Unincorporated areas are in remote locations, cover vast areas or have small populations. Postal addresses in unincorporated areas, as in other parts of Australia use the suburb or locality names gazetted by the relevant state or territorial government.
Thus, there is any ambiguity regarding addresses in unincorporated areas. The Australian Capital Territory is in some sense an unincorporated area; the territorial government is directly responsible for matters carried out by local government. The far west and north of New South Wales constitutes the Unincorporated Far West Region, sparsely populated and warrants an elected council. A civil servant in the state capital manages such matters; the second unincorporated area of this state is Lord Howe Island. In the Northern Territory, 1.45% of the total area and 4.0% of the population are in unincorporated areas, including Unincorporated Top End Region, areas covered by the Darwin Rates Act—Nhulunbuy, Alyangula on Groote Eylandt in the northern region, Yulara in the southern region. In South Australia, 60% of the area is unincorporated and communities located within can receive municipal services provided by a state agency, the Outback Communities Authority. Victoria has 10 small unincorporated areas, which are either small islands directly administered by the state or ski resorts administered by state-appointed management boards.
Western Australia is exceptional in two respects. Firstly, the only remote area, unincorporated is the Abrolhos Islands, uninhabited and controlled by the WA Department of Fisheries. Secondly, the other unincorporated areas are A-class reserves either in, or close to, the Perth metropolitan area, namely Rottnest Island and Kings Park. In Canada, depending on the province, an unincorporated settlement is one that does not have a municipal council that governs over the settlement, it is but not always, part of a larger municipal government. This can range from small hamlets to large urbanized areas that are similar in size to towns and cities. For example, the urban service areas of Fort McMurray and Sherwood Park, of the Regional Municipality of Wood Buffalo and Strathcona County would be the fifth and sixth largest cities in Alberta if they were incorporated. In British Columbia, unincorporated settlements lie outside municipal boundaries and are administered directly by regional/county-level governments similar to the American system.
Unincorporated settlements with a population of between 100 and 1,000 residents may have the status of designated place in Canadian census data. In some provinces, large tracts of undeveloped wilderness or rural country are unorganized areas that fall directly under the provincial jurisdiction; some unincorporated settlements in such unorganized areas may have some types of municipal services provided to them by a quasi-governmental agency such as a local services board in Ontario. In New Brunswick where a significant population live in a Local Service District and services may come directly from the province; the entire area of the Czech Republic is divided into municipalities, with the only exception being 4 military areas. These are parts of the regions and do not form self-governing municipalities, but are rather governed by military offices, which are subordinate to the Ministry of Defense. † Brdy Military Area was abandoned by the Army in 2015 and converted into Landscape park, with its area being incorporated either into existing municipalities or municipalities newly established from the existing settlements.
The other four Military Areas were reduced in size in 2015 too. The decisions on whether the settlements join existing municipalities or form new ones are decided in plebiscites. Since Germany has no administrative level comparable to the townships of other countries, the vast majority of the country, close to 99%, is organized in municipalities consisting of multiple settlements which are not considered to be unincorporated; because these settlements lack a council of their own, there is an Ortsvorsteher / Ortsvorsteherin appointed by the municipal council, except in the smallest villages. In 2000, the number of unincorporated areas in Germany, called gemeindefreie Gebiete or singular gemeindefreies Gebiet, was 295 with a total area of 4,890.33 km² and around 1.4% of its territory. The University of Southern California is a private research university in Los Angeles, California. Founded in 1880, it is the oldest private research university in California. For the 2018–19 academic year, there were 20,000 students enrolled in four-year undergraduate programs. USC has 27,500 graduate and professional students in a number of different programs, including business, engineering, social work, occupational therapy and medicine, it is the largest private employer in the city of Los Angeles, generates $8 billion in economic impact on Los Angeles and California. USC is the birthplace of the Domain Name System. Other technologies invented at USC include DNA computing, dynamic programming, image compression, VoIP, antivirus software. USC's alumni include a total of 11 Rhodes Scholars and 12 Marshall Scholars; as of October 2018, nine Nobel laureates, six MacArthur Fellows, one Turing Award winner have been affiliated with the university. USC sponsors a variety of intercollegiate sports and competes in the National Collegiate Athletic Association as a member of the Pac-12 Conference.
Members of USC's sports teams, the Trojans, have won 104 NCAA team championships, ranking them third in the United States, 399 NCAA individual championships, ranking them second in the United States. Trojan athletes have won 288 medals at the Olympic Games, more than any other university in the United States. In 1969, it joined the Association of American Universities. USC has had a total of 521 football players drafted to the National Football League, the second-highest number of drafted players in the country; the University of Southern California was founded following the efforts of Judge Robert M. Widney, who helped secure donations from several key figures in early Los Angeles history: a Protestant nurseryman, Ozro Childs, an Irish Catholic former-Governor, John Gately Downey, a German Jewish banker, Isaias W. Hellman; the three donated 308 lots of land to establish the campus and provided the necessary seed money for the construction of the first buildings. Operated in affiliation with the Methodist Church, the school mandated from the start that "no student would be denied admission because of race."
The university is no longer affiliated with any church, having severed formal ties in 1952. When USC opened in 1880, tuition was $15.00 per term and students were not allowed to leave town without the knowledge and consent of the university president. The school had an enrollment of 53 students and a faculty of 10; the city lacked paved streets, electric lights, a reliable fire alarm system. Its first graduating class in 1884 was a class of three—two males and female valedictorian Minnie C. Miltimore; the colors of USC are cardinal and gold, which were approved by USC's third president, the Reverend George W. White, in 1896. In 1958, the shade of gold, more of an orange color, was changed to a more yellow shade; the letterman's awards were the first to make the change. USC students and athletes are known as Trojans, epitomized by the Trojan Shrine, nicknamed "Tommy Trojan", near the center of campus; until 1912, USC students were known as Fighting Methodists or Wesleyans, though neither name was approved by the university.
During a fateful track and field meet with Stanford University, the USC team was beaten early and conclusively. After only the first few events, it seemed implausible USC would win. After this contest, Los Angeles Times sportswriter Owen Bird reported the USC athletes "fought on like the Trojans of antiquity", the president of the university at the time, George F. Bovard, approved the name officially. During World War II, USC was one of 131 colleges and universities nationally that took part in the V-12 Navy College Training Program which offered students a path to a Navy commission. USC is responsible for $8 billion in economic output in Los Angeles County. On May 1, 2014, USC was named as one of many higher education institutions under investigation by the Office of Civil Rights for potential Title IX violations by Barack Obama's White House Task Force to Protect Students from Sexual Assault. USC is under a concurrent Title IX investigation for potential anti-male bias in disciplinary proceedings, as well as denial of counseling resources to male students, as of 8 March 2016.
In 2017, the university came into the national spotlight when the Los Angeles Times published information about Carmen A. Puliafito, the dean of USC's medical school. After accusations of drug use, he resigned from his position as dean in 2016 and was fired from the school the following year after the news stories were published, his medical license was subsequently suspended pending a decision. The following year, the Los Angeles Times broke another story about USC focusing on George Tyndall, a gynecologist accused of abusing 52 patients at USC; the reports span from 1990 to 2016 and include using racist and sexual language, conducting exams without gloves and taking pictures of his patients' genitals. Inside Higher Ed noted that there have been "other incidents in which the university is perceived to have failed to act on misconduct by powerful officials" when it reported that the university's president, C. L. Max Nikias, is resigning. Tyndall was fired in 2017 after reaching a settlement with the university.

Moses Hazeltine Sherman was an American land developer who built the Phoenix Street Railway in Phoenix and streetcar systems that would become the core of the Los Angeles Railway and part of the Pacific Electric Railway in Los Angeles and owned and developed property in areas such as West Los Angeles, the San Fernando Valley and Hollywood, California. He served on the Los Angeles Water Board, he was known as M. H. Sherman and General M. H. Sherman. Moses Sherman was born in West Rupert, Vermont, on December 3, 1853, he obtained a teaching certificate at the Oswego Normal School in New York. He began as a teacher in Salem, New York and Wisconsin moved to Arizona. In 1874, he moved to Prescott, Arizona, a small mining town where he continued teaching for two more years. In Prescott, he acquired his capital brokering ranches while a teacher. John C. Fremont Governor of Arizona, appointed Sherman State Superintendent of Public Instruction, he earned the title, "General" after his appointment as Adjutant-General of the Territory of Arizona, in which position he served two terms.
He would use the title "General" for the rest of his life. In 1884, he helped found the Valley Bank of Phoenix, acting as President while building the Phoenix Railway and some canal and water services. With associate M. E. Collins, he donated ten acres of land for the capitol in Phoenix when the town became capital of the territory in 1889, he moved to Los Angeles, California, in 1890 to speculate in land and use the new electric railway, or trolley system, to promote his real estate ventures. He made millions and sold control of his Los Angeles Pacific lines to E. H. Harriman in 1906 for a reported additional six million dollars, he started the Los Angeles Consolidated Electric Railway, made his brother-in-law, Eli P. Clark, Vice President and General Manager; the Los Angeles Pacific Railroad was started in 1899 by Sherman and Clark, at its peak had 180 miles of track in the western portions of Los Angeles County, from Pasadena, California to Santa Monica, running down the coast to Redondo Beach.
The rapid interurban transit of the Los Angeles Pacific Railroad, the Pacific Electric system, the Big Red Cars, enticed many new residents to Los Angeles. It helped Los Angeles get out the economic slump of the 1890s, it encouraged new investments in manufacturing. On June 16, 1903, Los Angeles Pacific Railroad merged with the Los Angeles-Santa Monica Railroad Company and the Los Angeles, Hermosa Beach and Redondo Railway Company; the new name after this merger was Los Angeles Pacific Railroad of California, but everyone continued to call it the Los Angeles Pacific Railroad. In March, 1906, an agreement was reached to sell control of the Los Angeles Pacific to E. H. Harriman’s Southern Pacific Railroad for a reported $6 million. Sherman was one of the incorporators of the Hueneme and Port Los Angeles Railway, founded by Frederick Hastings Rindge and built, after he died, by his wife, May K. Rindge, in Malibu, California. At the junction of his streetcar lines west of Hollywood, he built car barns and created a town called "Sherman".
The town would evolve to become the city of West Hollywood. In the late-19th century, Moye C. Wicks and Louis Mesmer thought of turning the Playa del Rey estuary into a commercial port, they formed the Ballona Development Company in 1888 to develop the area, but three years the company went bankrupt. Sherman purchased 1,000 acres of land around the Ballona lagoon and Port Ballona in 1902 under the name the Beach Land Company. Sherman and Clark renamed the land "Del Rey". Port Ballona was renamed Playa Del Rey; the port was serviced by the California Central Railway opened in September 1887, this line became the Santa Fe Railway, that became the Atchison and Santa Fe Railroad. The rail line ran from the port to Redondo junction. A street car tram line was built to the port by the Redondo and Hermosa Beach Railroad company, incorporated on February 21, 1901; this company was part of the Los Angeles Pacific Railroad owned by Clark. The tram line opened December departing from downtown at 4th & Broadway.
In 1904, in his role on the Board of Water Commissioners, he received advanced notice of purchases of water rights in the Owens Valley—Owens River for the proposed Los Angeles aqueduct, planned by William Mulholland and Fred Eaton. The additional water to Los Angeles, with the aqueduct's terminus in the San Fernando Valley, triggered a rush by land speculators to buy Valley real estate; the formation of a land speculation syndicate, the Los Angeles Suburban Homes Company, included Moses Sherman and partners Hobart Johnstone Whitley, Isaac Newton Van Nuys, James Boon Lankershim, Harry Chandler, manager of the "Los Angeles Times," as directors. The syndicate purchased the 47,500-acre parcel from the Los Angeles Farming and Milling Company, owned by Van Nuys and son-in-law Lankershim, in 1909, it comprised nearly the entire south half of the San Fernando Valley. The price was $2,500,000, or just under $53 an acre; as part of his speculation in the syndicate purchase, General Sherman retained property in what became the neighborhood of Sherman Oaks, named for him.
The income Sherman received from real estate development made up for flagging railroad profits. A wetland is a distinct ecosystem, inundated by water, either permanently or seasonally, where oxygen-free processes prevail. The primary factor that distinguishes wetlands from other land forms or water bodies is the characteristic vegetation of aquatic plants, adapted to the unique hydric soil. Wetlands play a number of functions, including water purification, water storage, processing of carbon and other nutrients, stabilization of shorelines, support of plants and animals. Wetlands are considered the most biologically diverse of all ecosystems, serving as home to a wide range of plant and animal life. Whether any individual wetland performs these functions, the degree to which it performs them, depends on characteristics of that wetland and the lands and waters near it. Methods for assessing these functions, wetland ecological health, general wetland condition have been developed in many regions and have contributed to wetland conservation by raising public awareness of the functions and the ecosystem services some wetlands provide.
Wetlands occur on every continent. The main wetland types are swamp, marsh and fen. Many peatlands are wetlands; the water in wetlands is either brackish, or saltwater. Wetlands can be non-tidal; the largest wetlands include the Amazon River basin, the West Siberian Plain, the Pantanal in South America, the Sundarbans in the Ganges-Brahmaputra delta. The UN Millennium Ecosystem Assessment determined that environmental degradation is more prominent within wetland systems than any other ecosystem on Earth. Constructed wetlands are used to treat municipal and industrial wastewater as well as stormwater runoff, they may play a role in water-sensitive urban design. A patch of land that develops pools of water after a rain storm would not be considered a "wetland" though the land is wet. Wetlands have unique characteristics: they are distinguished from other water bodies or landforms based on their water level and on the types of plants that live within them. Wetlands are characterized as having a water table that stands at or near the land surface for a long enough period each year to support aquatic plants.
A more concise definition is a community composed of hydric soil and hydrophytes. Wetlands have been described as ecotones, providing a transition between dry land and water bodies. Mitsch and Gosselink write that wetlands exist "...at the interface between terrestrial ecosystems and aquatic systems, making them inherently different from each other, yet dependent on both."In environmental decision-making, there are subsets of definitions that are agreed upon to make regulatory and policy decisions. A wetland is "an ecosystem that arises when inundation by water produces soils dominated by anaerobic and aerobic processes, which, in turn, forces the biota rooted plants, to adapt to flooding." There are four main kinds of wetlands – marsh, swamp and fen. Some experts recognize wet meadows and aquatic ecosystems as additional wetland types; the largest wetlands in the world include the swamp forests of the Amazon and the peatlands of Siberia. Under the Ramsar international wetland conservation treaty, wetlands are defined as follows: Article 1.1: "...wetlands are areas of marsh, peatland or water, whether natural or artificial, permanent or temporary, with water, static or flowing, brackish or salt, including areas of marine water the depth of which at low tide does not exceed six metres."
Article 2.1: " may incorporate riparian and coastal zones adjacent to the wetlands, islands or bodies of marine water deeper than six metres at low tide lying within the wetlands." Although the general definition given above applies around the world, each county and region tends to have its own definition for legal purposes. In the United States, wetlands are defined as "those areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, that under normal circumstances do support, a prevalence of vegetation adapted for life in saturated soil conditions. Wetlands include swamps, marshes and similar areas"; this definition has been used in the enforcement of the Clean Water Act. Some US states, such as Massachusetts and New York, have separate definitions that may differ from the federal government's. In the United States Code, the term wetland is defined "as land that has a predominance of hydric soils, is inundated or saturated by surface or groundwater at a frequency and duration sufficient to support a prevalence of hydrophytic vegetation adapted for life in saturated soil conditions and under normal circumstances supports a prevalence of such vegetation."
Related to this legal definitions, the term "normal circumstances" are conditions expected to occur during the wet portion of the growing season under normal climatic conditions, in the absence of significant disturbance. It is not uncommon for a wetland to be dry for long portions of the growing season. Wetlands can be dry during the dry season and abnormally dry periods during the wet season, but under normal environmental conditions the soils in a wetland will be saturated to the surface or inundated such that the soils become anaerobic, those conditions will persist through the wet portion of the growing season; the most important factor producing wetlands is flooding. The duration of flooding or prolonged soil saturation by groundwater determines whether the resulting wetland has aquatic, marsh or swamp vegetation
United States Congress
The United States Congress is the bicameral legislature of the Federal Government of the United States. The legislature consists of two chambers: the House of the Senate; the Congress meets in the United States Capitol in Washington, D. C.. Both senators and representatives are chosen through direct election, though vacancies in the Senate may be filled by a gubernatorial appointment. Congress has 535 voting members: 100 senators; the House of Representatives has six non-voting members representing Puerto Rico, American Samoa, the Northern Mariana Islands, the U. S. Virgin Islands, the District of Columbia in addition to its 435 voting members. Although they cannot vote in the full house, these members can address the house and vote in congressional committees, introduce legislation; the members of the House of Representatives serve two-year terms representing the people of a single constituency, known as a "district". Congressional districts are apportioned to states by population using the United States Census results, provided that each state has at least one congressional representative.
Each state, regardless of population or size, has two senators. There are 100 senators representing the 50 states; each senator is elected at-large in their state for a six-year term, with terms staggered, so every two years one-third of the Senate is up for election. To be eligible for election, a candidate must be aged at least 25 or 30, have been a citizen of the United States for seven or nine years, be an inhabitant of the state which they represent; the Congress was created by the Constitution of the United States and first met in 1789, replacing in its legislative function the Congress of the Confederation. Although not mandated, in practice since the 19th century, Congress members are affiliated with the Republican Party or with the Democratic Party and only with a third party or independents. Article One of the United States Constitution states, "All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives."
The House and Senate are equal partners in the legislative process—legislation cannot be enacted without the consent of both chambers. However, the Constitution grants each chamber some unique powers; the Senate ratifies treaties and approves presidential appointments while the House initiates revenue-raising bills. The House initiates impeachment cases. A two-thirds vote of the Senate is required before an impeached person can be forcibly removed from office; the term Congress can refer to a particular meeting of the legislature.
