Order of the British Empire

There is also the related British Empire Medal, whose recipients are affiliated with, but not members of, the order. Recommendations for appointments to the Order of the British Empire were at first made on the nomination of the United Kingdom, the self-governing Dominions of the Empire, nominations continue today from Commonwealth countries that participate in recommending British honours. Most members are citizens of the United Kingdom or the Commonwealth realms that use the Imperial system of honours and awards. Honorary knighthoods are appointed to citizens of nations where the Queen is not head of state, occasionally, honorary appointees are, incorrectly, referred to as Sir or Dame – Bill Gates or Bob Geldof, for example. In particular, King George V wished to create an Order to honour many thousands of those who had served in a variety of non-combatant roles during the First World War, when first established, the Order had only one division. However, in 1918, soon after its foundation, it was divided into Military. The Orders motto is For God and the Empire, at the foundation of the Order, the Medal of the Order of the British Empire was instituted, to serve as a lower award granting recipients affiliation but not membership. In 1922, this was renamed the British Empire Medal, in addition, the BEM is awarded by the Cook Islands and by some other Commonwealth nations. The British monarch is Sovereign of the Order, and appoints all members of the Order. The next most senior member is the Grand Master, of whom there have been three, Prince Edward, the Prince of Wales, Queen Mary, and the current Grand Master, the Duke of Edinburgh. The Order is limited to 300 Knights and Dames Grand Cross,845 Knights and Dames Commander, and 8,960 Commanders. There are no limits applied to the number of members of the fourth and fifth classes. Foreign recipients, as members, do not contribute to the numbers restricted to the Order as full members do. Though men can be knighted separately from an order of chivalry, women cannot, and so the rank of Knight/Dame Commander of the Order is the lowest rank of damehood, and second-lowest of knighthood. Because of this, Dame Commander is awarded in circumstances in which a man would be created a Knight Bachelor, for example, by convention, female judges of the High Court of Justice are created Dames Commander after appointment, while male judges become Knights Bachelor. The Order has six officials, the Prelate, the Dean, the Secretary, the Registrar, the King of Arms, the Bishop of London, a senior bishop in the Church of England, serves as the Orders Prelate. The Dean of St Pauls is ex officio the Dean of the Order, the Orders King of Arms is not a member of the College of Arms, as are many other heraldic officers. From time to time, individuals are appointed to a higher grade within the Order, thereby ceasing usage of the junior post-nominal letters

Elizabeth II

Elizabeth II has been Queen of the United Kingdom, Canada, Australia, and New Zealand since 6 February 1952. Elizabeth was born in London as the eldest child of the Duke and Duchess of York, later King George VI and Queen Elizabeth and her father acceded to the throne on the abdication of his brother Edward VIII in 1936, from which time she was the heir presumptive. She began to undertake duties during the Second World War. Elizabeths many historic visits and meetings include a visit to the Republic of Ireland. She has seen major changes, such as devolution in the United Kingdom, Canadian patriation. She has reigned through various wars and conflicts involving many of her realms and she is the worlds oldest reigning monarch as well as Britains longest-lived. In October 2016, she became the longest currently reigning monarch, in 2017 she became the first British monarch to commemorate a Sapphire Jubilee. Elizabeth has occasionally faced republican sentiments and press criticism of the family, however, support for the monarchy remains high. Elizabeth was born at 02,40 on 21 April 1926, during the reign of her paternal grandfather and her father, Prince Albert, Duke of York, was the second son of the King. Her mother, Elizabeth, Duchess of York, was the youngest daughter of Scottish aristocrat Claude Bowes-Lyon, 14th Earl of Strathmore and she was delivered by Caesarean section at her maternal grandfathers London house,17 Bruton Street, Mayfair. Elizabeths only sibling, Princess Margaret, was born in 1930, the two princesses were educated at home under the supervision of their mother and their governess, Marion Crawford, who was casually known as Crawfie. Lessons concentrated on history, language, literature and music, Crawford published a biography of Elizabeth and Margarets childhood years entitled The Little Princesses in 1950, much to the dismay of the royal family. The book describes Elizabeths love of horses and dogs, her orderliness, others echoed such observations, Winston Churchill described Elizabeth when she was two as a character. She has an air of authority and reflectiveness astonishing in an infant and her cousin Margaret Rhodes described her as a jolly little girl, but fundamentally sensible and well-behaved. During her grandfathers reign, Elizabeth was third in the line of succession to the throne, behind her uncle Edward, Prince of Wales, and her father, the Duke of York. Although her birth generated public interest, she was not expected to become queen, many people believed that he would marry and have children of his own. When her grandfather died in 1936 and her uncle succeeded as Edward VIII, she became second-in-line to the throne, later that year, Edward abdicated, after his proposed marriage to divorced socialite Wallis Simpson provoked a constitutional crisis. Consequently, Elizabeths father became king, and she became heir presumptive, if her parents had had a later son, she would have lost her position as first-in-line, as her brother would have been heir apparent and above her in the line of succession

Cayman Islands

The Cayman Islands is a British Overseas Territory in the western Caribbean Sea. Its population is approximately 60,000, and its capital is George Town, the Cayman Islands are considered to be part of the geographic Western Caribbean Zone as well as the Greater Antilles. The territory is considered a major world offshore financial haven for many wealthy individuals. The Cayman Islands remained largely uninhabited until the 17th century, the first recorded permanent inhabitant of the Cayman Islands, Isaac Bodden, was born on Grand Cayman around 1661. He was the grandson of the original settler named Bodden who was one of Oliver Cromwells soldiers at the taking of Jamaica in 1655. England took formal control of the Cayman Islands, along with Jamaica, following several unsuccessful attempts at settlement, a permanent English-speaking population in the islands dates from the 1730s. With settlement, after the first royal land grant by the Governor of Jamaica in 1734, many were brought to the islands from Africa, this is evident today with the majority of native Caymanians being of African and English descent. The results of the first census taken in the islands in 1802 showed the population on Grand Cayman to be 933 with 545 of those inhabitants being enslaved, slavery was abolished in the Cayman Islands in 1833. At the time of abolition, there were over 950 Blacks of African ancestry enslaved by 116 white families of English ancestry. The islands continued to be governed as part of the Colony of Jamaica until 1962, the Cayman Islands historically have been a tax-exempt destination. On 8 February 1794, the Caymanians rescued the crews of a group of ten merchant ships, including HMS Convert, the ships had struck a reef and run aground during rough seas. Legend has it that King George III rewarded the island with a never to introduce taxes as compensation for their generosity. While this remains a legend, the story is not true. However, whatever the history, in practice the government of the Cayman Islands has always relied on indirect, the islands have never levied income tax, capital gains tax, or any wealth tax, making them a popular tax haven. On 11 September 2004 the island of Grand Cayman, which lies largely unprotected at sea level, was hit by Hurricane Ivan, an estimated 83% of the dwellings on the island were damaged including 4% requiring complete reconstruction. A reported 70% of all dwellings suffered severe damage from flooding or wind, another 26% sustained minor damage from partial roof removal, low levels of flooding, or impact with floating or wind driven hurricane debris. Power, water and communications were disrupted for months in areas as Ivan was the worst hurricane to hit the islands in 86 years. Grand Cayman began a rebuilding process and within two years its infrastructure was nearly returned to pre-hurricane status.23 years

Qatar

Qatar, officially the State of Qatar, is a sovereign country located in Western Asia, occupying the small Qatar Peninsula on the northeastern coast of the Arabian Peninsula. Its sole land border is with Saudi Arabia to the south, with the rest of its surrounded by the Persian Gulf. A strait in the Persian Gulf separates Qatar from the island country of Bahrain, as well as sharing maritime borders with the United Arab Emirates. Following Ottoman rule, Qatar became a British protectorate in the early 20th century until gaining independence in 1971, Qatar has been ruled by the House of Thani since the early 19th century. Sheikh Jassim bin Mohammed Al Thani was the founder of the State of Qatar, Qatar is a hereditary monarchy and its head of state is Emir Sheikh Tamim bin Hamad Al Thani. Whether it should be regarded as a constitutional or a monarchy is a matter of opinion. In 2003, the constitution was approved in a referendum. In early 2017, Qatars total population was 2.3 million,313,000 Qatari citizens and 2.6 million expatriates, Qatar is a high income economy and is a developed country, backed by the worlds third largest natural gas reserves and oil reserves. The country has the highest per capita income in the world, Qatar is classified by the UN as a country of very high human development and is the most advanced Arab state for human development. Qatar is a significant power in the Arab world, supporting several rebel groups during the Arab Spring both financially and through its globally expanding media group, Al Jazeera Media Network. For its size, Qatar wields disproportionate influence in the world, Qatar will host the 2022 FIFA World Cup, becoming the first Arab country to do so. A century later, Ptolemy produced the first known map to depict the peninsula, the map also referenced a town named Cadara to the east of the peninsula. The term Catara was exclusively used until the 18th century, after which Katara emerged as the most commonly recognised spelling, eventually, the modern derivative Qatar was adopted as the countrys name. In Standard Arabic, the name is pronounced, while in the local dialect it is, Human habitation of Qatar dates back to 50,000 years ago. Settlements and tools dating back to the Stone Age have been unearthed in the peninsula, Mesopotamian artefacts originating from the Ubaid period have been discovered in abandoned coastal settlements. Al Daasa, a settlement located on the western coast of Qatar, is the most important Ubaid site in the country and is believed to have accommodated a small seasonal encampment. Kassite Babylonian material dating back to the second millennium BC found in Al Khor Islands attests to trade relations between the inhabitants of Qatar and the Kassites in modern-day Bahrain, among the findings were 3,000,000 crushed snail shells and Kassite potsherds. It has been suggested that Qatar is the earliest known site of shellfish dye production, in 224 AD, the Sasanian Empire gained control over the territories surrounding the Persian Gulf

Legislative Assembly of the Cayman Islands

The Legislative Assembly of the Cayman Islands is the unicameral legislature of the British Overseas Territory of the Cayman Islands. It is composed of 20 members,18 elected members for a four-year term, the Governor may at any time, by Proclamation, prorogue or dissolve the Assembly. The Governor shall dissolve the Assembly at the expiration of four years from the date when the Assembly first meets after any general election unless it has been sooner dissolved. There shall be an election at such time within two months after every dissolution of the Assembly as the Governor shall, by Proclamation, appoint. The first meeting of every session of the House shall, by Proclamation, a session usually consists of four meetings. In the elections of 8 November 2000, with a turnout of 80% only non-partisans were elected, after the election, conservative members of parliament formed the United Democratic Party. The social democratic Peoples Progressive Movement formed in response and won the subsequent election, in the most recent election, the Progressives won a plurality of seats and formed a majority government with the support of independent members of the assembly. The first meeting to discuss the possible future of the Cayman Islands took place on 5 December 1831 at Pedro St. James. This building is the seat of parliamentary beginnings in the Cayman Islands, the building served as the seat of government, the court hozxuse and the legislature. Now it is the home of the Cayman Islands National Museum, the present Legislative Assembly building was built on the site of the former Princess Royal Park. The building design was the subject of controversy when selected as the winner of an international architectural competition. Being the first poured concrete building in Cayman, modern techniques were not yet in use, so the concrete was mixed on the street. The cornerstone was laid by Captain Rayal Brazly Bodden, MBE, JP, the building was completed in July 1972. By 2003, the legislature had outgrown the space and the building was in need of renovating, the LA building withstood the storm with minor damage to its roof. Following a constitutional amendment in 2009, the Legislative Assembly of the Cayman Islands has 20 members,18 elected and 2 appointed, the elected members represent the Islands six districts. The district of George Town returns six members, four come from Bodden Town and West Bay. The Governor of the Cayman Islands is the representative of the British monarch in the United Kingdoms overseas territory of the Cayman Islands. The Governor is appointed by the monarch on the advice of the British government. The role of the Governor is to act as the de facto head of state, and he or she is responsible for appointing the Premier, the current Governor is Helen Kilpatrick, who replaced Duncan Taylor in September 2013. The Governor has his own flag, the Union Flag defaced with the coat of arms. The official residence of the Governor is Government House in Seven Mile Beach, until 1962, the Cayman Islands were administered as a dependency of Jamaica. When Jamaica gained independence, the Islands were split and became a separate Crown colony, an Administrator was appointed to the Islands from 1959. The Premier of the Cayman Islands is the political leader and head of government. The post of Premier in the Cayman Islands is the equivalent to Chief Minister or Prime Minister in other British Overseas Territories and it is the highest political level that can be attained within the British overseas territory. Prior to 2009, the position was known as Leader of Government Business, the Premier and Cabinet are collectively accountable for their policies and actions to Queen Elizabeth II, to the Legislative Assembly, to their political party and ultimately to the electorate. The current Premier is Alden McLaughlin, since 29 May 2013, further constitutional amendments in 2009 modified the name to Premier. Duncan John Rushworth Taylor CBE is a British diplomat who is ambassador to Mexico. Educated at Highgate School and Trinity College, Cambridge, he joined the United Kingdom Foreign and he became the governor of the Cayman Islands on 15 January 2010. His appointment as ambassador to Mexico was announced in May 2013, Duncan Taylor is the son of Sir Jock Taylor KCMG, also a diplomat, and the grandson of Sir John Taylor KBE CMG, who was also ambassador to Mexico. Royal Cayman Islands Police Service

The Royal Cayman Islands Police Service is the standing police force of the British overseas territory of the Cayman Islands. The police force was formed in 1907 and currently stands at 343 enlisted officers, the Royal Cayman Islands Police Service serves all three of the Cayman Islands, namely, Grand Cayman, Cayman Brac and Little Cayman. Demographically, in 2010, the population of the Cayman Islands was about 56,732. The vast majority of people reside on Grand Cayman with Cayman Brac being the second most populated with about 2,000 residents, followed by Little Cayman with around 200 permanent residents. Against this backdrop the RCIPS deals with more than 22,000 calls for every year, as well as proactively patrolling the streets 24-hours a day. It has a history of actively recruiting police officers from other nations with at least five years experience, the RCIPS is headed by a Commissioner, assisted by up to two Deputy Commissioners. Other executive officers hold the ranks of Chief Superintendent and Superintendent, each of the four policing Districts is headed by a Chief Inspector, assisted by an Inspector. Inspectors are responsible for neighbourhood teams consisting of Sergeants and Constables, in addition to neighbourhood policing, officers are assigned to the Criminal Investigation Department with ranks prefixed with the word Detective. There are also a number of specialist units, the RCIPS engages Special Constables, who are unpaid volunteer police officers, to support the work of full-time officers. There are powers to appoint Auxiliary Constables to specialist roles, Special Constables may advance to the rank of Special Sergeant, and also have their own Commandant, with a Deputy and an Assistant. For purposes of investigation, neighbourhood policing, and crime prevention. George Town, with one station at George Town. Eastern Districts, with three stations at East End, Bodden, and North Side.
