Geographic coordinate system

A geographic coordinate system is a coordinate system used in geography that enables every location on Earth to be specified by a set of numbers, letters or symbols. The coordinates are chosen such that one of the numbers represents a vertical position. A common choice of coordinates is latitude, longitude and elevation, to specify a location on a two-dimensional map requires a map projection. The invention of a coordinate system is generally credited to Eratosthenes of Cyrene. Ptolemy credited him with the adoption of longitude and latitude. Ptolemys 2nd-century Geography used the prime meridian but measured latitude from the equator instead. Mathematical cartography resumed in Europe following Maximus Planudes recovery of Ptolemys text a little before 1300, in 1884, the United States hosted the International Meridian Conference, attended by representatives from twenty-five nations. Twenty-two of them agreed to adopt the longitude of the Royal Observatory in Greenwich, the Dominican Republic voted against the motion, while France and Brazil abstained. The equator divides the globe into Northern and Southern Hemispheres, the longitude of a point on Earths surface is the angle east or west of a reference meridian to another meridian that passes through that point. All meridians are halves of great ellipses, which converge at the north and south poles, the prime meridian determines the proper Eastern and Western Hemispheres, although maps often divide these hemispheres further west in order to keep the Old World on a single side. The antipodal meridian of Greenwich is both 180°W and 180°E, the combination of these two components specifies the position of any location on the surface of Earth, without consideration of altitude or depth. The grid formed by lines of latitude and longitude is known as a graticule, the origin/zero point of this system is located in the Gulf of Guinea about 625 km south of Tema, Ghana. The end of the Cold War and the dissolution of the Soviet Union in 1991 left the United States as the sole superpower. The U. S. is a member of the United Nations, World Bank, International Monetary Fund, Organization of American States. The United States is a developed country, with the worlds largest economy by nominal GDP. It ranks highly in several measures of performance, including average wage, human development, per capita GDP. While the U. S. economy is considered post-industrial, characterized by the dominance of services and knowledge economy, the United States is a prominent political and cultural force internationally, and a leader in scientific research and technological innovations. A U. S. state is a constituent political entity of the United States of America. There are 50 states, which are together in a union with each other. Each state holds administrative jurisdiction over a geographic territory. Due to the shared sovereignty between each state and the government, Americans are citizens of both the federal republic and of the state in which they reside. State citizenship and residency are flexible, and no government approval is required to move between states, except for persons covered by certain types of court orders. States range in population from just under 600,000 to over 39 million, four states use the term commonwealth rather than state in their full official names. States are divided into counties or county-equivalents, which may be assigned some local authority but are not sovereign. County or county-equivalent structure varies widely by state, State governments are allocated power by the people through their individual constitutions. All are grounded in principles, and each provides for a government. States possess a number of powers and rights under the United States Constitution, Constitution has been amended, and the interpretation and application of its provisions have changed. The general tendency has been toward centralization and incorporation, with the government playing a much larger role than it once did. There is a debate over states rights, which concerns the extent and nature of the states powers and sovereignty in relation to the federal government. States and their residents are represented in the federal Congress, a legislature consisting of the Senate. Each state is represented in the Senate by two senators, and is guaranteed at least one Representative in the House, members of the House are elected from single-member districts. Representatives are distributed among the states in proportion to the most recent constitutionally mandated decennial census, the Constitution grants to Congress the authority to admit new states into the Union. New Jersey is a state in the Northeastern and mid-Atlantic regions of the United States. It is bordered on the north and east by New York, on the southeast and south by the Atlantic Ocean, on the west by Pennsylvania, New Jersey is the fourth-smallest state but the 11th-most populous and the most densely populated of the 50 United States. New Jersey lies entirely within the statistical areas of New York City. New Jersey was inhabited by Native Americans for more than 2,800 years, in the early 17th century, the Dutch and the Swedes made the first European settlements. New Jersey was the site of decisive battles during the American Revolutionary War in the 18th century. In the 19th century, factories in cities such as Camden, Paterson, Newark, Trenton, around 180 million years ago, during the Jurassic Period, New Jersey bordered North Africa. The pressure of the collision between North America and Africa gave rise to the Appalachian Mountains, around 18,000 years ago, the Ice Age resulted in glaciers that reached New Jersey. As the glaciers retreated, they left behind Lake Passaic, as well as rivers, swamps. New Jersey was originally settled by Native Americans, with the Lenni-Lenape being dominant at the time of contact, scheyichbi is the Lenape name for the land that is now New Jersey. The Lenape society was divided into clans that were based upon common female ancestors. These clans were organized into three distinct phratries identified by their animal sign, Turtle, Turkey, and Wolf and they first encountered the Dutch in the early 17th century, and their primary relationship with the Europeans was through fur trade. The Dutch became the first Europeans to lay claim to lands in New Jersey, the Dutch colony of New Netherland consisted of parts of modern Middle Atlantic states. Although the European principle of ownership was not recognized by the Lenape. The first to do so was Michiel Pauw who established a patronship called Pavonia in 1630 along the North River which eventually became the Bergen, peter Minuits purchase of lands along the Delaware River established the colony of New Sweden. During the English Civil War, the Channel Island of Jersey remained loyal to the British Crown and it was from the Royal Square in St. Helier that Charles II of England was proclaimed King in 1649, following the execution of his father, Charles I. The North American lands were divided by Charles II, who gave his brother, the Duke of York, the region between New England and Maryland as a proprietary colony. James then granted the land between the Hudson River and the Delaware River to two friends who had remained loyal through the English Civil War, Sir George Carteret and Lord Berkeley of Stratton, the area was named the Province of New Jersey. Middlesex County is a county located in north-central New Jersey, United States. Middlesex is part of the New York metropolitan area, and its county seat is New Brunswick, the center of population of the state of New Jersey is located in Middlesex County, in East Brunswick Township, just east of the New Jersey Turnpike. The 2000 Census showed that the county ranked 63rd in the United States among the counties by median household. There were 294,800 housing units at a density of 954.3 per square mile. Middlesex County has the largest and fastest growing population of Chinese Americans of all counties in New Jersey, Edison is also developing a sprawling suburban Chinatown, with other Chinese communities spread out over the county. As of the 2000 United States Census there were 750,162 people,265,815 households, the population density was 2,422 people per square mile. South Brunswick, New Jersey

South Brunswick is a township in Middlesex County, New Jersey, United States. South Brunswick was first mentioned in Freeholder minutes on February 28,1778 and it was formally incorporated as one of New Jerseys initial group of 104 townships on February 21,1798. Portions of the township have been taken to form Cranbury Township, cNNMoney. com ranked South Brunswick Township 22nd on its 2011 list of the Best Places to Live, featuring its picks of the best small towns in the United States. South Brunswick Township was incorporated by an act of the New Jersey Legislature on February 21,1798, in the 18th and 19th centuries, the community was primarily agricultural. The Straight Turnpike, now U. S. Route 1, was constructed in 1804, the township got its named from New Brunswick, which in turn was named after the city of Braunschweig, in state of Lower Saxony, in Germany. Braunschweig was an influential and powerful city in the Hanseatic League, later in the Holy Roman Empire, and was an administrative seat for the Duchy of Hanover. Shortly after the first settlement of New Brunswick in colonial New Jersey, George, Duke of Brunswick-Lüneburg, alternatively, the city derived its name from King George II of Great Britain, the Duke of Brunswick-Lüneburg. In 1872, the Legislature first reduced the size of South Brunswick with the creation of the separate Cranbury Township from the portion of South Brunswick. In 1885, it redefined and enlarged the boundaries of Cranbury, the present boundaries of South Brunswick date back to this last change. During the 20th century, South Brunswick saw extensive transformation with the impact of changes in transportation technology and this trolley provided daily passenger and freight service, stopping at a local crossroads. The New Jersey Turnpike opened in 1951, again parallel to Route 1. One effect of the Turnpike opening up Interchange 8A was the transformation of the area on the southeast corner of South Brunswick to that of a burgeoning industrial development. Significant portions of land between Route 130 and the turnpike consist largely of warehouses, in 1980, the townships population approached 18,000. In 1990, this figure reached 25,792 and by 2010, much of the townships 42 square miles remain undeveloped and there are still significant amounts of wetlands, woodlands and open space within the community. According to the United States Census Bureau, the township had an area of 41.039 square miles. Dayton, Heathcote, Kendall Park, Kingston and Monmouth Junction are unincorporated communities, Dayton was first known simply as The Cross Roads, where James Whitlock built a tavern on Georges Road around 1750. Early enterprises included a brick manufacturer and large nursery, in 1866, the name was changed from Cross Roads to Dayton, in honor of William L. Dayton, an attorney for the Freehold and Jamesburg Agricultural Railroad. The 2010 United States Census, is the twenty-third and currently most recent United States national census. National Census Day, the day used for the census, was April 1,2010. As part of a drive to increase the accuracy,635,000 temporary enumerators were hired. The population of the United States was counted as 308,745,538, as required by the United States Constitution, the U. S. census has been conducted every 10 years since 1790. The 2000 U. S. Census was the previous census completed, participation in the U. S. Census is required by law in Title 13 of the United States Code. On January 25,2010, Census Bureau Director Robert Groves personally inaugurated the 2010 Census enumeration by counting World War II veteran Clifton Jackson, more than 120 million census forms were delivered by the U. S. Post Office beginning March 15,2010, the number of forms mailed out or hand-delivered by the Census Bureau was approximately 134 million on April 1,2010. The 2010 Census national mail participation rate was 74%, from April through July 2010, census takers visited households that did not return a form, an operation called non-response follow-up. In December 2010, the Census Bureau delivered population information to the president for apportionment, personally identifiable information will be available in 2082. The Census Bureau did not use a form for the 2010 Census. In several previous censuses, one in six households received this long form, the 2010 Census used only a short form asking ten basic questions, How many people were living or staying in this house, apartment, or mobile home on April 1,2010. Were there any additional people staying here on April 1,2010 that you did not include in Question 1, mark all that apply, Is this house, apartment, or mobile home – What is your telephone number. What is Person 1s age and Person 1s date of birth, is Person 1 of Hispanic, Latino, or Spanish origin. Does Person 1 sometimes live or stay somewhere else, the form included space to repeat some or all of these questions for up to twelve residents total. In contrast to the 2000 census, an Internet response option was not offered, detailed socioeconomic information collected during past censuses will continue to be collected through the American Community Survey. The survey provides data about communities in the United States on a 1-year or 3-year cycle, depending on the size of the community, rather than once every 10 years. A small percentage of the population on a basis will receive the survey each year. In June 2009, the U. S. Places that use Eastern Standard Time when observing standard time are 5 hours behind Coordinated Universal Time. Eastern Daylight Time, when observing daylight saving time DST is 4 hours behind Coordinated Universal Time, in the northern parts of the time zone, on the second Sunday in March, at 2,00 a. m. EST, clocks are advanced to 3,00 a. m. EDT leaving a one-hour gap, on the first Sunday in November, at 2,00 a. m. EDT, clocks are moved back to 1,00 a. m, southern parts of the zone do not observe daylight saving time. The Uniform Time Act of 1966 ruled that daylight saving time would run from the last Sunday of April until the last Sunday in October in the United States, the act was amended to make the first Sunday in April the beginning of daylight saving time as of 1987. The Energy Policy Act of 2005 extended daylight saving time in the United States beginning in 2007. So local times change at 2,00 a. m. EST to 3,00 a. m. EDT on the second Sunday in March, in Canada, the time changes as it does in the United States. However, a handful of communities unofficially observe Eastern Time because they are part of the Columbus, Georgia metropolitan area – Phenix City, Smiths Station, Lanett, and Valley. Florida, All of Florida is in the Eastern Time zone except for the portion of the Florida Panhandle west of the Apalachicola River, as the Eastern–Central zone boundary approaches the Gulf of Mexico, it follows the Bay/Gulf county line. Indiana, All of Indiana observes Eastern Time except for six counties in the Chicago metropolitan area. Kentucky, Roughly, the half of the state, including all of metropolitan Louisville, is in the Eastern Time Zone. Historically the entire state observed Central Time, when daylight saving time was first introduced, the Lower Peninsula remained on DST after it formally ended, effectively re-aligning itself into the Eastern Time Zone. The Upper Peninsula continued to observe Central Time until 1972, when all, Tennessee, Most of the eastern third of Tennessee is legally on Eastern Time. Eastern Time is also used somewhat as a de facto official time for all of the United States, since it includes the capital and the largest city. Major professional sports leagues also post all game times in Eastern time, for example, a game time between two teams from Pacific Time Zone will still be posted in Eastern time. Most cable television and national broadcast networks advertise airing times in Eastern time, national broadcast networks generally have two primary feeds, an eastern feed for Eastern and Central time zones, and a tape-delayed western feed for the Pacific Time Zone. The prime time is set on Eastern and Pacific at 8,00 p. m. with the Central time zone stations receiving the eastern feed at 7,00 p. m. local time. Mountain Time Zone stations receive a separate feed at 7,00 p. m. local time, as Arizona does not observe daylight saving time, during the summer months, it has its own feed at 7,00 p. m. local time

Daylight saving time
–
Daylight saving time is the practice of advancing clocks during summer months by one hour so that evening daylight lasts an hour longer, while sacrificing normal sunrise times. Typically, regions that use Daylight Savings Time adjust clocks forward one hour close to the start of spring, American inventor and politician Benjamin Franklin proposed a form of daylight time in 1784. New Zealander George Hudson proposed the idea of saving in 1895. The German Empire and Austria-Hungary organized the first nationwide implementation, starting on April 30,1916, many countries have used it at various times since then, particularly since the energy crisis of the 1970s. The practice has both advocates and critics, DST clock shifts sometimes complicate timekeeping and can disrupt travel, billing, record keeping, medical devices, heavy equipment, and sleep patterns. Computer software often adjusts clocks automatically, but policy changes by various jurisdictions of DST dates, industrialized societies generally follow a clock-based schedule for daily activities that do not change throughout the course of the year. The time of day that individuals begin and end work or school, North and south of the tropics daylight lasts longer in summer and shorter in winter, with the effect becoming greater as one moves away from the tropics. However, they will have one hour of daylight at the start of each day. Supporters have also argued that DST decreases energy consumption by reducing the need for lighting and heating, DST is also of little use for locations near the equator, because these regions see only a small variation in daylight in the course of the year. After ancient times, equal-length civil hours eventually supplanted unequal, so civil time no longer varies by season, unequal hours are still used in a few traditional settings, such as some monasteries of Mount Athos and all Jewish ceremonies. This 1784 satire proposed taxing window shutters, rationing candles, and waking the public by ringing church bells, despite common misconception, Franklin did not actually propose DST, 18th-century Europe did not even keep precise schedules. However, this changed as rail transport and communication networks came to require a standardization of time unknown in Franklins day. Modern DST was first proposed by the New Zealand entomologist George Hudson, whose shift work job gave him time to collect insects. An avid golfer, he also disliked cutting short his round at dusk and his solution was to advance the clock during the summer months, a proposal he published two years later. The proposal was taken up by the Liberal Member of Parliament Robert Pearce, a select committee was set up to examine the issue, but Pearces bill did not become law, and several other bills failed in the following years. Willett lobbied for the proposal in the UK until his death in 1915, william Sword Frost, mayor of Orillia, Ontario, introduced daylight saving time in the municipality during his tenure from 1911 to 1912. ZIP Codes are a system of postal codes used by the United States Postal Service since 1963. The term ZIP, an acronym for Zone Improvement Plan, was chosen to suggest that the travels more efficiently, and therefore more quickly. The basic format consists of five numerical digits, an extended ZIP+4 code, introduced in 1983, includes the five digits of the ZIP Code, a hyphen, and four additional digits that determine a more specific location within a given ZIP Code. The term ZIP Code was originally registered as a servicemark by the U. S. Postal Service, USPS style for ZIP is all caps and the c in code is also capitalized, although style sheets for some publications use sentence case or lowercase. The early history and context of postal codes began with postal district/zone numbers, the United States Post Office Department implemented postal zones for numerous large cities in 1943. For example, Mr. John Smith 3256 Epiphenomenal Avenue Minneapolis 16, by the early 1960s a more organized system was needed, and on July 1,1963, non-mandatory five-digit ZIP Codes were introduced nationwide. Three months later, on October 1,1963, the U. S, an earlier list in June had proposed capitalized abbreviations ranging from two to five letters. The abbreviations have remained unchanged, with one exception, according to the historian of the U. S. Robert Moon, an employee of the post office, is considered the father of the ZIP Code, he submitted his proposal in 1944 while working as a postal inspector. The post office gives credit to Moon only for the first three digits of the ZIP Code, which describe the sectional center facility or sec center, an SCF is a central mail processing facility with those three digits. The SCF sorts mail to all post offices with those first three digits in their ZIP Codes, the mail is sorted according to the final two digits of the ZIP Code and sent to the corresponding post offices in the early morning. Sectional centers do not deliver mail and are not open to the public, Mail picked up at post offices is sent to their own SCF in the afternoon, where the mail is sorted overnight. The United States Post Office used a character, which it called Mr. ZIP. He was often depicted with a such as USE ZIP CODE in the selvage of panes of stamps or on labels contained in, or the covers of. In 1983, the U. S. Postal Service introduced an expanded ZIP Code system that it called ZIP+4, often called plus-four codes, add-on codes, or add ons. But initial attempts to promote use of the new format met with public resistance. For Post Office Boxes, the rule is that each box has its own ZIP+4 code. However, there is no rule, so the ZIP+4 Code must be looked up individually for each box. Geographic Names Information System

It is a type of gazetteer. GNIS was developed by the United States Geological Survey in cooperation with the United States Board on Geographic Names to promote the standardization of feature names, the database is part of a system that includes topographic map names and bibliographic references. The names of books and historic maps that confirm the feature or place name are cited, variant names, alternatives to official federal names for a feature, are also recorded. Each feature receives a permanent, unique feature record identifier, sometimes called the GNIS identifier, the database never removes an entry, except in cases of obvious duplication. The GNIS accepts proposals for new or changed names for U. S. geographical features, the general public can make proposals at the GNIS web site and can review the justifications and supporters of the proposals. The Bureau of the Census defines Census Designated Places as a subset of locations in the National Geographic Names Database, U. S. Postal Service Publication 28 gives standards for addressing mail. In this publication, the postal service defines two-letter state abbreviations, street identifiers such as boulevard and street, department of the Interior, U. S. The United States Census Bureau is a principal agency of the U. S. Federal Statistical System, responsible for producing data about the American people and economy. The Census Bureaus primary mission is conducting the U. S. Census every ten years, in addition to the decennial census, the Census Bureau continually conducts dozens of other censuses and surveys, including the American Community Survey, the U. S. Between censuses, the Census Bureau makes population estimates and projections, the Census Bureau is mandated with fulfilling these obligations, the collecting of statistics about the nation, its people, and economy. The Census Bureaus legal authority is codified in Title 13 of the United States Code, the Census Bureau also conducts surveys on behalf of various federal government and local government agencies on topics such as employment, crime, health, consumer expenditures, and housing. Within the bureau, these are known as surveys and are conducted perpetually between and during decennial population counts. The Census Bureau also conducts surveys of manufacturing, retail, service. Between 1790 and 1840, the census was taken by marshals of the judicial districts, the Census Act of 1840 established a central office which became known as the Census Office. Several acts followed that revised and authorized new censuses, typically at the 10-year intervals, in 1902, the temporary Census Office was moved under the Department of Interior, and in 1903 it was renamed the Census Bureau under the new Department of Commerce and Labor. The department was intended to consolidate overlapping statistical agencies, but Census Bureau officials were hindered by their role in the department. An act in 1920 changed the date and authorized manufacturing censuses every 2 years, in 1929, a bill was passed mandating the House of Representatives be reapportioned based on the results of the 1930 Census. In 1954, various acts were codified into Title 13 of the US Code, by law, the Census Bureau must count everyone and submit state population totals to the U. S. President by December 31 of any year ending in a zero. States within the Union receive the results in the spring of the following year, the United States Census Bureau defines four statistical regions, with nine divisions. The Census Bureau regions are widely used. for data collection, the Census Bureau definition is pervasive. Title 13 of the U. S. Code establishes penalties for the disclosure of this information, all Census employees must sign an affidavit of non-disclosure prior to employment. The margin was later shortened to 80 people, after the government discovered that it overcounted the population of North Carolina by 2,673 residents. Population density is a measurement of population per unit area or unit volume, it is a quantity of type number density. It is frequently applied to living organisms, and most of the time to humans and it is a key geographical term. Population density is population divided by land area or water volume. Low densities may cause a vortex and lead to further reduced fertility. This is called the Allee effect after the scientist who identified it, commonly this may be calculated for a county, city, country, another territory, or the entire world. The worlds population is around 7,000,000,000, therefore, the worldwide human population density is around 7,000,000,000 ÷510,000,000 =13.7 per km2. If only the Earths land area of 150,000,000 km2 is taken into account and this includes all continental and island land area, including Antarctica. If Antarctica is also excluded, then population density rises to over 50 people per km2, thus, this number by itself does not give any helpful measurement of human population density. Several of the most densely populated territories in the world are city-states, microstates, cities with high population densities are, by some, considered to be overpopulated, though this will depend on factors like quality of housing and infrastructure and access to resources. The definition of marriage varies according to different cultures, but it is principally an institution in which interpersonal relationships, usually sexual, are acknowledged. In some cultures, marriage is recommended or considered to be compulsory before pursuing any sexual activity, when defined broadly, marriage is considered a cultural universal. Individuals may marry for several reasons, including legal, social, libidinal, emotional, financial, spiritual, whom they marry may be influenced by socially determined rules of incest, prescriptive marriage rules, parental choice and individual desire. In some areas of the world, arranged marriage, child marriage, polygamy, conversely, such practices may be outlawed and penalized in parts of the world out of concerns for womens rights and because of international law. These trends coincide with the human rights movement. Marriage can be recognized by a state, an organization, an authority, a tribal group. It is often viewed as a contract, Marriages can be performed in a secular civil ceremony or in a religious setting via a wedding ceremony. The act of marriage usually creates normative or legal obligations between the individuals involved, and any offspring they may produce, some cultures allow the dissolution of marriage through divorce or annulment. In some areas, child marriages and polygamy may occur in spite of laws against the practice. For example, the number of marriages in Europe decreased by 30% from 1975 to 2005 and these changes have occurred primarily in Western countries. The word marriage derives from Middle English mariage, which first appears in 1250–1300 CE and this in turn is derived from Old French, marier, and ultimately Latin, marītāre, meaning to provide with a husband or wife and marītāri meaning to get married. The adjective marīt-us -a, -um meaning matrimonial or nuptial could also be used in the form as a noun for husband. Anthropologists have proposed several competing definitions of marriage in an attempt to encompass the wide variety of marital practices observed across cultures, even within Western culture, definitions of marriage have careened from one extreme to another and everywhere in between. The anthropological handbook Notes and Queries defined marriage as a union between a man and a such that children born to the woman are the recognized legitimate offspring of both partners. Economic anthropologist Duran Bell has criticized the definition on the basis that some societies do not require marriage for legitimacy. He argued that a definition of marriage is circular in societies where illegitimacy has no other legal or social implications for a child other than the mother being unmarried. The poverty threshold, poverty limit or poverty line is the minimum level of income deemed adequate in a particular country. In practice, like the definition of poverty, the official or common understanding of the poverty line is higher in developed countries than in developing countries. In 2008, the World Bank came out with a figure of $1.25 at 2005 purchasing-power parity, the new IPL replaces the $1.25 per day figure, which used 2005 data. Most scholars agree that it better reflects todays reality, particularly new price levels in developing countries, the common international poverty line has in the past been roughly $1 a day. At present the percentage of the population living under extreme poverty is likely to fall below 10% according to the World Bank projections released in 2015. Determining the poverty line is usually done by finding the total cost of all the resources that an average human adult consumes in one year. Individual factors are used to account for various circumstances, such as whether one is a parent, elderly. The poverty threshold may be adjusted annually, charles Booth, a pioneering investigator of poverty in London at the turn of the 20th century, popularised the idea of a poverty line, a concept originally conceived by the London School Board. Booth set the line at 10 to 20 shillings per week, to secure the necessaries of a healthy life, which included fuel and light, rent, food, clothing, and household and personal items. Election Assistance Commission

The Election Assistance Commission is an independent agency of the United States government created by the Help America Vote Act of 2002. The Commission serves as a clearinghouse and resource of information regarding election administration. It is also charged with developing and maintaining a national mail voter registration form, in 2003, Congress appropriated US$1.5 billion for HAVA. The General Services Administration distributed most of the $650 million permitted under Title I of HAVA, the funds languished because the commissioners were not confirmed until December 9,2003, the law had required that they be in place by February 26,2003. In its 2004 budget, Congress again allocated $1.5 billion to fund HAVA, in 2010, the EAC lost its quorum of Commissioners, preventing many normal operational duties, and bills were subsequently drafted to end the Commission. Specifically, United States Representative Gregg Harper introduced a bill to end the EAC, on December 16,2014, the U. S. Senate confirmed three Commissioners, giving the EAC back the quorum of Commissioners it needs to operate. The Help America Vote Act specifies that four commissioners are nominated by the President on recommendations from the majority and minority leadership in the U. S. House and U. S. Senate. Once confirmed by the full Senate, commissioners may serve two terms and no more than two commissioners may belong to the same political party. On December 16,2014, the U. S. Senate voted unanimously to confirm EAC nominees Thomas Hicks, Matthew V. Masterson, one vacancy remains on the four-member commission. Prior to that, he was a Policy Analyst for Common Cause and he also previously served as a Special Assistant in the Office of Congressional Relations at the U. S. Office of Personnel Management. Masterson served as Deputy Chief of Staff and Chief Information Officer for the Ohio Secretary of State until this year. McCormick served as a Senior Trial Attorney in the Voting Section of the Civil Rights Division at the U. S. Department of Justice, a position she held from 2006 until this year. McClanahan in the Court of Appeals of Virginia and she was an Assistant Attorney General and Assistant to the Solicitor General in the Office of the Attorney General of Virginia from 2001 to 2003. The United States Postal Service, is an independent agency of the United States federal government responsible for providing postal service in the United States. It is one of the few government agencies explicitly authorized by the United States Constitution, Mail traces its roots to 1775 during the Second Continental Congress, where Benjamin Franklin was appointed the first postmaster general. A central postal organization came to the colonies in 1691, when Thomas Neale received a 21-year grant from the British Crown for a North American Postal Service, the patent included the exclusive right to establish and collect a formal postal tax on official documents of all kinds. The tax was repealed a year later, Neale appointed Andrew Hamilton, Governor of New Jersey, as his deputy postmaster. The first postal service in America commenced in February 1692, rates of postage were fixed and authorized, and measures were taken to establish a post office in each town in Virginia. Massachusetts and the other colonies soon passed laws, and a very imperfect post office system was established. Neales patent expired in 1710, when Parliament extended the English postal system to the colonies, the chief office was established in New York City, where letters were conveyed by regular packets across the Atlantic. Before the Revolution, there was only a trickle of business or governmental correspondence between the colonies, most of the mail went back and forth to counting houses and government offices in London. The Revolution made Philadelphia, the seat of the Continental Congress, News, new laws, political intelligence, and military orders circulated with a new urgency, and a postal system was necessary. Journalists took the lead, securing post office legislation that allowed them to reach their subscribers at very low cost, overthrowing the London-oriented imperial postal service in 1774-1775, printers enlisted merchants and the new political leadership, and created a new postal system. The United States Post Office was created on July 26,1775, the official post office was created in 1792 as the Post Office Department. A county seat is an administrative center, seat of government, or capital city of a county or civil parish. The term is used in the United States, Canada, Romania, China, in the United Kingdom and Ireland, county towns have a similar function. In the United States, counties are the subdivisions of a state. Depending on the state, counties may provide services to the public, impose taxes. Some types of subdivisions, such as townships, may be incorporated or unincorporated. The city, town, or populated place that houses county government is known as the seat of its respective county, a county seat is usually, but not always, an incorporated municipality. The exceptions include the county seats of counties that have no incorporated municipalities within their borders, such as Arlington County, Virginia, likewise, some county seats may not be incorporated in their own right, but are located within incorporated municipalities. For example, Cape May Court House, New Jersey, though unincorporated, is a section of Middle Township, in some of the colonial states, county seats include or formerly included Court House as part of their name. Most counties have only one county seat, an example is Harrison County, Mississippi, which lists both Biloxi and Gulfport as county seats. The practice of multiple county seat towns dates from the days when travel was difficult, there have been few efforts to eliminate the two-seat arrangement, since a county seat is a source of pride for the towns involved. There are 36 counties with multiple county seats in 11 states, Coffee County, for example, the official county seat is Greensboro, but an additional courthouse has been located in nearby High Point since 1938. Historically, counties in this region have served mainly as dividing lines for the judicial systems. The City of New Brunswick is a city in Middlesex County, New Jersey, United States. Braunschweig was an influential and powerful city in the Hanseatic League, later in the Holy Roman Empire, and was an administrative seat for the Duchy of Hanover. Shortly after the first settlement of New Brunswick in colonial New Jersey, George, Duke of Brunswick-Lüneburg, alternatively, the city gets its name from King George II of Great Britain, the Duke of Brunswick-Lüneburg. New Brunswick was incorporated as a town in 1736 and chartered as a city in 1784 and it was incorporated into a town in 1798 as part of the Township Act of 1798. It was occupied by the British in the winter of 1776–1777 during the Revolutionary War. The Declaration of Independence received one of its first public readings, by Col. John Neilson, in New Brunswick on July 9,1776, in the days following its promulgation by the Continental Congress. The Trustees of Queens College, founded in 1766, voted to locate the college in New Brunswick, selecting the city over Hackensack, in Bergen County. Classes began in 1771 with one instructor, one sophomore, Matthew Leydt, classes were held through the American Revolution in various taverns and boarding houses, and at a building known as College Hall on George Street, until Old Queens was erected in 1808. It remains the oldest building on the Rutgers University campus, the Queens College Grammar School was established also in 1766, and shared facilities with the College until 1830, when it located in a building across College Avenue from Old Queens. The New Brunswick Theological Seminary, founded in 1784 in New York, moved to New Brunswick in 1810, New Brunswick was incorporated as a city by an act of the New Jersey Legislature on September 1,1784. The Lenape Native Americans called the point on which the city is built Ompoge meaning level ground, when settled in 1684 the new city was dubbed New Perth in honor of James Drummond, Earl of Perth, one of the associates of a company of Scottish proprietaries. The Algonquian language name persisted, corrupted to Ambo, or Point Amboy, Perth Amboy Township was formed on October 31,1693, and was enlarged during the 1720s to encompass Perth Amboy city. Perth Amboy Township was incorporated as one of New Jerseys initial 104 townships through the Township Act of 1798 on February 21,1798, the township was replaced by Perth Amboy city on April 8,1844. Perth Amboy served as a capital of the Province of New Jersey from 1686 until 1776. In 1684, Perth Amboy became the capital of East Jersey and remained the capital until the union of East and West Jersey in 1702, a few of the buildings from this early period can still be seen today. Most notably, the Proprietary House, the home of William Franklin, St. Peters Church was founded in 1718 by the first Episcopal congregation in the state. Perth Amboy City Hall, first built as a courthouse in 1714, the Kearny Cottage, moved from its original location, is a remaining example of 18th Century vernacular architecture. This ferry became less important when the Outerbridge Crossing opened in 1928, in 1998, the Perth Amboy Ferry Slip was restored to its 1904 appearance. A replica of the office has been constructed and is used as a small museum. By the middle of the 19th century, immigration and industrialization transformed Perth Amboy, factories such as A. Hall and Sons Terra Cotta, Guggenheim and Sons and the Copper Works Smelting Company fueled a thriving downtown and employed many area residents. Growth was further stimulated by becoming the terminal for the Lehigh Valley Railroad. Perth Amboy developed tightly knit and insular ethnic neighborhoods such as Budapest, Dublin, immigrants from Denmark, Poland, Hungary, Czechoslovakia, Italy, Russia, and Austria quickly dominated the factory jobs. In 1903, the Perth Amboy Public Library became the first Carnegie library in the state, made possible through grants from Andrew Carnegie, in 1914, Perth Amboy had a baseball team called the Pacers, they only played for one season. In late August 1923 a violent riot by an estimated 6,000 persons shook Perth Amboy when the Ku Klux Klan attempted to organize a meeting in the city. The city was also a town in the 19th century and early 20th century. South Amboy is a city in Middlesex County, New Jersey, on the Raritan Bay. South Amboy and Perth Amboy, across the Raritan River, are referred to as The Amboys. Signage for exit 11 on the New Jersey Turnpike refers to The Amboys as a destination, when settled in 1684, the city was named New Perth in honor of James Drummond, Earl of Perth, one of the associates of a company of Scottish proprietaries. The Algonquian language name was corrupted to Ambo, or Point Amboy, South Amboy has passed through three of the five types of New Jersey municipalities. It was first mentioned on May 28,1782, in minutes of the Board of chosen freeholders as having formed from Perth Amboy Township. It was formally incorporated as a township by the Township Act of 1798 on February 21,1798, over the next 90 years, portions split off to form Monroe Township, Madison Township and Sayreville Township. As of February 25,1888, South Amboy borough was formed, on April 11,1908, South Amboy was incorporated as a city, replacing South Amboy borough, confirmed by a referendum held on July 21,1908. South Amboys strategic location as a transportation hub acted to its detriment in 1918 and 1950, the 1918 explosions occurred during World War I at the Gillespie Shell Loading Plant, just south of the town. The 1950 explosions struck as Healing Lighterage Company dockworkers were transferring ammunition from a train onto barges. According to the United States Census Bureau, the city had an area of 2.694 square miles. South Amboy is bordered by land with Sayreville to the south and west, by Perth Amboy to the north, Area codes 732 and 848 are used in South Amboy. The city had been in Area code 908, until January 1,1997, South Amboy has an enclave of apartments near Kohls in Sayreville, whose residents use a South Amboy mailing address. Mechanicsville and Thomas J. Dohany Homes are unincorporated communities located within South Amboy, South Amboy remains a strong enclave of Polish ethnicity, including 21% of its population in the 2000 census, and the historic Sacred Heart Church and School. As of the census of 2010, there were 8,631 people,3,372 households, the population density was 5,577.1 per square mile. There were 3,576 housing units at a density of 2,310.7 per square mile.
