Walker, then president of the Blue Island Land and Building Company (his predecessor being F.H. Winston, a prominent Chicago attorney). The original portion of the building was designed by Charles Sumner Frost and cost $12,000. It opened on April 22nd, 1890, was expanded by an addition that quadrupled its space in 1929,
