Bicameralism

A bicameral legislature is one in which the legislators are divided into two separate assemblies, chambers or houses. As of 2015, somewhat less than half of the national legislatures are bicameral. Often, the members of the two chambers are elected or selected using different methods, which vary from country to country and this can often lead to the two chambers having very different compositions of members. However, in many Westminster system parliaments, the house to which the executive is responsible can overrule the other house, some legislatures lie in between these two positions, with one house only able to overrule the other under certain circumstances. For example, one house would represent the aristocracy, and the other would represent the commoners as was the case in the Kingdom of England. Others, such as France under the Ancien Régime had a legislature known as the Estates General, which consisted of separate chambers for the clergymen, the nobility. The Founding Fathers of the United States also favoured a bicameral legislature, the idea was to have the Senate be wealthier and wiser. Benjamin Rush saw this though, and noted that, this type of dominion is almost always connected with opulence, the Senate was created to be a stabilising force, elected not by mass electors, but selected by the State legislators. Senators would be more knowledgeable and more sort of republican nobility—and a counter to what Madison saw as the fickleness. He noted further that the use of the Senate is to consist in its proceeding with more coolness, with system and with more wisdom. Madisons argument led the Framers to grant the Senate prerogatives in foreign policy, an area where steadiness, discretion, the Senate was chosen by state legislators, and senators had to possess a significant amount of property in order to be deemed worthy and sensible enough for the position. In fact, it was not until the year 1913 that the 17th Amendment was passed, as part of the Great Compromise, they invented a new rationale for bicameralism in which the Senate would have states represented equally, and the House would have them represented by population. Many nations with parliaments have to some degree emulated the British three-tier model, nevertheless, the older justification for second chambers—providing opportunities for second thoughts about legislation—has survived. An example of controversy regarding a second chamber has been the debate over the powers of the Canadian Senate or the election of the Senate of France. The relationship between the two chambers varies, in cases, they have equal power, while in others. The first tends to be the case in federal systems and those with presidential governments, the latter tends to be the case in unitary states with parliamentary systems. In the United States both houses of the U. S and this is due to their original location in the two-story building that was to house them. In Canada, the country as a whole is divided into a number of Senate Divisions, each with a different number of Senators, Senators in Canada are not elected by the people but are appointed by the Governor General on the advice of the Prime Minister

Republican Party (United States)

The Republican Party, commonly referred to as the GOP, is one of the two major contemporary political parties in the United States, the other being its historic rival, the Democratic Party. The party is named after republicanism, the dominant value during the American Revolution and it was founded by anti-slavery activists, modernists, ex-Whigs, and ex-Free Soilers in 1854. The Republicans dominated politics nationally and in the majority of northern States for most of the period between 1860 and 1932, there have been 19 Republican presidents, the most from any one party. The Republican Partys current ideology is American conservatism, which contrasts with the Democrats more progressive platform, further, its platform involves support for free market capitalism, free enterprise, fiscal conservatism, a strong national defense, deregulation, and restrictions on labor unions. In addition to advocating for economic policies, the Republican Party is socially conservative. As of 2017, the GOP is documented as being at its strongest position politically since 1928, in addition to holding the Presidency, the Republicans control the 115th United States Congress, having majorities in both the House of Representatives and the Senate. The party also holds a majority of governorships and state legislatures, the main cause was opposition to the Kansas–Nebraska Act, which repealed the Missouri Compromise by which slavery was kept out of Kansas. The Northern Republicans saw the expansion of slavery as a great evil, the first public meeting of the general anti-Nebraska movement where the name Republican was suggested for a new anti-slavery party was held on March 20,1854, in a schoolhouse in Ripon, Wisconsin. The name was chosen to pay homage to Thomas Jeffersons Republican Party. The first official party convention was held on July 6,1854, in Jackson and it oversaw the preserving of the union, the end of slavery, and the provision of equal rights to all men in the American Civil War and Reconstruction, 1861–1877. The Republicans initial base was in the Northeast and the upper Midwest, with the realignment of parties and voters in the Third Party System, the strong run of John C. Fremont in the 1856 United States presidential election demonstrated it dominated most northern states, early Republican ideology was reflected in the 1856 slogan free labor, free land, free men, which had been coined by Salmon P. Chase, a Senator from Ohio. Free labor referred to the Republican opposition to labor and belief in independent artisans. Free land referred to Republican opposition to the system whereby slaveowners could buy up all the good farm land. The Party strove to contain the expansion of slavery, which would cause the collapse of the slave power, Lincoln, representing the fast-growing western states, won the Republican nomination in 1860 and subsequently won the presidency. The party took on the mission of preserving the Union, and destroying slavery during the American Civil War, in the election of 1864, it united with War Democrats to nominate Lincoln on the National Union Party ticket. The partys success created factionalism within the party in the 1870s and those who felt that Reconstruction had been accomplished and was continued mostly to promote the large-scale corruption tolerated by President Ulysses S. Grant ran Horace Greeley for the presidency. The Stalwarts defended Grant and the system, the Half-Breeds led by Chester A. Arthur pushed for reform of the civil service in 1883

North Dakota State Capitol

The North Dakota State Capitol is the house of government of the U. S. state of North Dakota. The Capitol, a 21 story tower, is located in Bismarck at 600 East Boulevard Avenue, the capitol building itself and the surrounding office buildings house the states legislative and judicial branches, as well as many government agencies. The State Capitol is largely surrounded by government buildings. The numerous parks, walking trails, and monuments on the grounds give visitors information concerning the states history, six buildings currently exist on the grounds, all were built during various time periods as the government grew. Not all state agencies are housed on the grounds, however, plans for a massive expansion and improvement of the grounds were developed in 2000, but very little of the plan has been implemented as of 2012. The original North Dakota State Capitol building, built between 1883 and 1884, expanded in 1894 and 1903 and which burned to the ground the morning of December 28,1930. The fire was said to have started by oily rags in a janitors closet on the top floor of the main part of the building. The rags had been used to clean and varnish the legislators desks in preparation for the legislative session. North Dakota Secretary of State Robert Byrne was able to save the original copy of the states constitution, another state employee, Jennie Ulsrud, burned her hands when she attempted to save records in the North Dakota State Treasurers office. Governor George F. Shafer came back from his visit to St. Paul, upon arrival, he immediately assembled a team of state legislators and officials to discuss plans for coping with the loss of records and work space. The day after the fire, in an effort to save as many records as possible,40 state prison inmates went to trying to salvage materials from the ruins. The Legislature met temporarily in Bismarcks War Memorial Building and the City Auditorium, the disaster required the construction of a new building during the Great Depression. The tower and wing were built between 1931 and 1934, at a cost of US$2 million, ground was broken for the building by Governor George F. Shafer on August 13,1932. Workers on the building were paid only 30 cents an hour and, after multiple worker strikes, while the new 19-story Capitol building was expected to have plenty of space for years to come, the space quickly filled as the Government of the state expanded. The building originally housed the Bismarck Junior College, but the Legislature purchased it in 1959, the 1960s was a period of rapid development of the grounds. In 1960, the new North Dakota Governors Residence was built on the grounds to replace the old residence which was beginning to deteriorate and it is the last new building built as of 2007, although a Judicial Wing was added onto the base of the Capitol tower in 1977. While the space needed by state government has increased since the construction of the Capitol in the 1930s. North Dakota

North Dakota is the 39th state of the United States, having been admitted to the union on November 2,1889. The state capital is Bismarck, and the largest city is Fargo, North Dakota is the 19th most extensive but the 4th least populous and the 4th least densely populated of the 50 United States. The development has driven strong job and population growth, and low unemployment, North Dakota is located in the U. S. region known as the Great Plains. The state shares the Red River of the North with Minnesota on the east, South Dakota is to the south, Montana is to the west, and the Canadian provinces of Saskatchewan and Manitoba are to the north. North Dakota is situated near the middle of North America with a marker in Rugby. With an area of 70,762 square miles, North Dakota is the 19th largest state, the western half of the state consists of the hilly Great Plains as well as the northern part of the Badlands, which are to the west of the Missouri River. The states high point, White Butte at 3,506 feet, the region is abundant in fossil fuels including natural gas, crude oil and lignite coal. The Missouri River forms Lake Sakakawea, the third largest man-made lake in the United States, the central region of the state is divided into the Drift Prairie and the Missouri Plateau. The eastern part of the consists of the flat Red River Valley. Its fertile soil, drained by the meandering Red River flowing northward into Lake Winnipeg, Devils Lake, the largest natural lake in the state, is also found in the east. Eastern North Dakota is overall flat, however, there are significant hills, most of the state is covered in grassland, crops cover most of eastern North Dakota but become increasingly sparse in the center and farther west. This diverse terrain supports nearly 2,000 species of plants, the state of North Dakota is home to the geographical center of North America located near Rugby, North Dakota North Dakota has a continental climate with hot summers and cold winters. The temperature differences are rather extreme because of its far inland position and being in the center of the Northern Hemisphere, with equal distances to the North Pole. As such, summers are almost subtropical in nature, but winters are cold enough to plant hardiness is very low. Native American peoples lived in what is now North Dakota for thousands of years before the coming of Europeans and their tribes included the Mandan people, the Dakota people and the Yanktonai, the latter two from the Lakota peoples. The first European to reach the area was the French-Canadian trader Pierre Gaultier, sieur de La Vérendrye, in 1762 the region became part of Spanish Louisiana until 1802. Dakota Territory was settled sparsely by European Americans until the late 19th century, with the advantage of grants of land, they vigorously marketed their properties, extolling the region as ideal for agriculture. An omnibus bill for statehood for North Dakota, South Dakota, Montana and his successor, Benjamin Harrison, signed the proclamations formally admitting North Dakota and South Dakota to the Union on November 2,1889

Art Deco

Art Deco, sometimes simply referred to as Deco, is a style of visual arts, architecture and design that first appeared in France just before World War I. It took its name, short for Arts Decorators, from the Exposition Internationale des Arts Décoratifs et Industriels Modernes held in Paris in 1925 and it combined modernist styles with fine craftsmanship and rich materials. During its heyday, Art Deco represented luxury, glamour, exuberance, Art Deco was a pastiche of many different styles, sometimes contradictory, united by a desire to be modern. It featured rare and expensive materials such as ebony and ivory, the Chrysler Building and other skyscrapers of New York were the most visible monuments of the new style. In the 1930s, during the Great Depression, the became more subdued. New materials arrived, including chrome plating, stainless steel and plastic, a more sleek form of the style, called Streamline Moderne, appeared in the 1930s, it featured curving forms and smooth, polished surfaces. Art Deco became one of the first truly international architectural styles, with examples found in European cities, the style came to an end with the beginning of World War II. Deco was replaced as the dominant global style by the functional and unadorned styles of modernism. The term arts décoratifs was first used in France in 1858, in 1868, Le Figaro newspaper used the term art décoratifs with respect to objects for stage scenery created for the Théâtre de lOpéra. In 1875, furniture designers, textile, jewelry and glass designers and it took its present name of ENSAD in 1927. The term Art déco was then used in a 1966 newspaper article by Hillary Gelson in the Times, describing the different styles at the exhibit. Art Deco gained currency as a broadly applied stylistic label in 1968 when historian Bevis Hillier published the first major book on the style. Hillier noted that the term was already being used by art dealers and cites The Times, in 1971, Hillier organized an exhibition at the Minneapolis Institute of Arts, which he details in his book about it, The World of Art Deco. The emergence of Art Deco was closely connected with the rise in status of decorative artists, the term arts décoratifs had been invented in 1875, giving the designers of furniture, textiles, and other decoration official status. The Société des artistes décorateurs, or SAD, was founded in 1901, a similar movement developed in Italy. The first international exhibition devoted entirely to the arts, the Esposizione international dArte decorative moderna, was held in Turin in 1902. Several new magazines devoted to decorative arts were founded in Paris, including Arts et décoration, Decorative arts sections were introduced into the annual salons of the Sociéte des artistes français, and later in the Salon dautomne. French nationalism also played a part in the resurgence of decorative arts, in 1911 the SAD proposed the holding of a major new international exposition of decorative arts in 1912

Great Depression

The Great Depression was a severe worldwide economic depression that took place during the 1930s. The timing of the Great Depression varied across nations, in most countries it started in 1929 and it was the longest, deepest, and most widespread depression of the 20th century. In the 21st century, the Great Depression is commonly used as an example of how far the economy can decline. The depression originated in the United States, after a fall in stock prices that began around September 4,1929. Between 1929 and 1932, worldwide GDP fell by an estimated 15%, by comparison, worldwide GDP fell by less than 1% from 2008 to 2009 during the Great Recession. Some economies started to recover by the mid-1930s, however, in many countries, the negative effects of the Great Depression lasted until the beginning of World War II. The Great Depression had devastating effects in both rich and poor. Personal income, tax revenue, profits and prices dropped, while international trade plunged by more than 50%, unemployment in the U. S. rose to 25% and in some countries rose as high as 33%. Cities all around the world were hit hard, especially dependent on heavy industry. Construction was virtually halted in many countries, farming communities and rural areas suffered as crop prices fell by about 60%. Facing plummeting demand with few sources of jobs, areas dependent on primary sector industries such as mining and logging suffered the most. Even after the Wall Street Crash of 1929 optimism persisted for some time, john D. Rockefeller said These are days when many are discouraged. In the 93 years of my life, depressions have come, prosperity has always returned and will again. The stock market turned upward in early 1930, returning to early 1929 levels by April and this was still almost 30% below the peak of September 1929. Together, government and business spent more in the first half of 1930 than in the period of the previous year. On the other hand, consumers, many of whom had suffered losses in the stock market the previous year. In addition, beginning in the mid-1930s, a severe drought ravaged the agricultural heartland of the U. S, by mid-1930, interest rates had dropped to low levels, but expected deflation and the continuing reluctance of people to borrow meant that consumer spending and investment were depressed. By May 1930, automobile sales had declined to below the levels of 1928, prices in general began to decline, although wages held steady in 1930

Bismarck, North Dakota

Bismarck is the capital of the U. S. state of North Dakota and the county seat of Burleigh County. It is the second-most populous city in North Dakota after Fargo, the citys population was 61,272 at the 2010 census, while its metropolitan population was 129,517. In 2015, Forbes magazine ranked Bismarck as the seventh fastest-growing small city in the United States, Bismarck was founded by European Americans in 1872 on the east bank of the Missouri River. It has been North Dakotas capital city since 1889, when the state was created from the Dakota Territory, Bismarck is located across the river from Mandan, named after a historic Native American tribe of the area. The two cities make up the core of the Bismarck-Mandan Metropolitan Statistical Area, the North Dakota State Capitol, the tallest building in the state, is in central Bismarck. The state government employs more than 4,000 in the city, as a hub of retail and health care, Bismarck is the economic center of south-central North Dakota and north-central South Dakota. For thousands of years, present-day central North Dakota was inhabited by indigenous peoples, the historic Mandan Native American tribe occupied the area long before Europeans arrived. The Hidatsa name of Bismarck is mirahacii arumaaguash, the Arikara name is ituhtaáwe and it had been an area of Mandan settlement. Later the new town was called Edwinton, after Edwin Ferry Johnson and its construction of railroads in the territory attracted workers and settlers. In 1873, the Northern Pacific Railway renamed the city as Bismarck, railroad officials hoped to attract German immigrant settlers to the area and German investment in the railroad. The discovery of gold in the nearby Black Hills of South Dakota the following year was an impetus for growth. Thousands of miners came to the area, encroaching on what the Lakota considered sacred territory, Bismarck became a freight-shipping center on the Custer Route from the Black Hills. In 1883 Bismarck was designated as the capital of the Dakota Territory, Bismarck is located at 46°48′48″N 100°46′44″W. According to the United States Census Bureau, the city has an area of 31.23 square miles. The city has developed around downtown Bismarck, the center of historic development and it is distinctive because the citys major shopping center, Kirkwood Mall, is located in the center city rather than in the suburbs. Several other major stores are in the vicinity of Kirkwood Mall. The two Bismarck hospitals, St. Alexius Medical Center and Sanford Health are both downtown, the streets are lined with small stores and restaurants, providing numerous amenities. Much recent commercial and residential growth has taken place in the section of the city

Federal government of the United States

The Federal Government of the United States is the national government of the United States, a republic in North America, composed of 50 states, one district, Washington, D. C. and several territories. The federal government is composed of three branches, legislative, executive, and judicial, whose powers are vested by the U. S. Constitution in the Congress, the President, and the courts, including the Supreme Court. The powers and duties of these branches are defined by acts of Congress. The full name of the republic is United States of America, no other name appears in the Constitution, and this is the name that appears on money, in treaties, and in legal cases to which it is a party. The terms Government of the United States of America or United States Government are often used in documents to represent the federal government as distinct from the states collectively. In casual conversation or writing, the term Federal Government is often used, the terms Federal and National in government agency or program names generally indicate affiliation with the federal government. Because the seat of government is in Washington, D. C, Washington is commonly used as a metonym for the federal government. The outline of the government of the United States is laid out in the Constitution, the government was formed in 1789, making the United States one of the worlds first, if not the first, modern national constitutional republics. The United States government is based on the principles of federalism and republicanism, some make the case for expansive federal powers while others argue for a more limited role for the central government in relation to individuals, the states or other recognized entities. For example, while the legislative has the power to create law, the President nominates judges to the nations highest judiciary authority, but those nominees must be approved by Congress. The Supreme Court, in its turn, has the power to invalidate as unconstitutional any law passed by the Congress and these and other examples are examined in more detail in the text below. The United States Congress is the branch of the federal government. It is bicameral, comprising the House of Representatives and the Senate, the House currently consists of 435 voting members, each of whom represents a congressional district. The number of each state has in the House is based on each states population as determined in the most recent United States Census. All 435 representatives serve a two-year term, each state receives a minimum of one representative in the House. There is no limit on the number of terms a representative may serve, in addition to the 435 voting members, there are six non-voting members, consisting of five delegates and one resident commissioner. In contrast, the Senate is made up of two senators from each state, regardless of population, there are currently 100 senators, who each serve six-year terms

North Dakota Democratic-Nonpartisan League Party

The North Dakota Democratic-Nonpartisan League Party is the North Dakota affiliate of the Democratic Party of the United States. This political organization is the outcome of a merger of two parties, the state previously had a three-party political system, the North Dakota Democratic-Nonpartisan League Party has roots in the Progressive Era of American history. Although they did not alter the control of the Republican Party during this era, progressives found support in the Norwegian-settled state, by 1906, Progressive sympathies were growing in opposition to what most saw as complete control of state politics by the railroads of the day. The initial organization and calls for reform laid a foundation that would grow into a statewide socialist workers movement that eventually spread throughout the Midwest. The prewar decade was marked by a series of progressive successes, subsequent years would see the end of Alexander McKenzie and his Republican political machine. By 1908, the first State electoral primaries solidified his retirement and that year the Republican Party, free from McKenzies conservative influence, crafted a progressive party platform. Progressive Democratic Governor John Burke enjoyed support of progressive Republicans, North Dakota again demonstrated its progressive sympathies in 1912, when the state held the first United States Presidential Preference Primary on March 19. North Dakota Republicans favored progressive presidential candidate Robert M, la Follette over Theodore Roosevelt and William Howard Taft. P. Because of such opposition, Woodrow Wilson carried the state in November, hanna was elected governor in 1912 and 1914. Once in office, he and his legislative allies halted the creation of a grain elevator. Townley came to Bismarck, North Dakota in 1915, he saw strife between a conservative legislature and farmers interest groups, with his background in organizing farmers for the Socialist Party, Socialist activity had begun in North Dakota in 1900 when Arthur Basset organized a socialist club in Fargo. Townley brought his expertise to North Dakota and he knew that with the recent strife in Bismarck between a conservative legislature and the American Society of Equity and its farm following, the time was ripe for a political revolution. Townley resolved to organize the farmers, so that they could control the primaries and this was the organization of the Farmers Nonpartisan League. The Method of Organization was simple, scientific and successful, organizers carefully went forth in ever increasing numbers to sell the idea to the farmers and to get their support for the new movement. The league grew in leaps and bounds, the first members were pledged in February 1915. Before midsummer, there were 10,000 members, and before winter set-in, the Nonpartisan League membership pledge was $2.50 a year, it later rose to nine dollars a year. The goals of the league were to use their collective best efforts to secure the nomination and election of men for office within the state, the League Program was concise and to the point. The determination of the league fulfilled their pledge and many of their planks passed legislation, the growth of far left sympathies was on the rise in North Dakota

The Lieutenant Governor of North Dakota is a political office in North Dakota. The Lieutenant Governors duty is to preside as President of the Senate, and is responsible for legislative relations, in the event the office of the Governor becomes vacant, the Lieutenant Governor assumes that office and appoints a replacement lieutenant. The current Lieutenant Governor is Brent Sanford, having been elected with Governor Doug Burgum, before 1974, the Lieutenant Governor of North Dakota was elected separately from the Governor. State legislature (United States)

A state legislature in the United States is the legislative body of any of the 50 U. S. states. The formal name varies from state to state, in 25 states, the legislature is simply called the Legislature, or the State Legislature, while in 19 states, the legislature is called the General Assembly. In Massachusetts and New Hampshire, the legislature is called the General Court, while North Dakota, every state except Nebraska has a bicameral legislature, meaning that the legislature consists of two separate legislative chambers or houses. In each case the smaller chamber is called the Senate and is referred to as the upper house. This chamber typically, but not always, has the power to confirm appointments made by the governor. Members of the chamber represent more citizens and usually serve for longer terms than members of the larger chamber. In 41 states, the chamber is called the House of Representatives. Five states designate the larger chamber the Assembly and three states call it the House of Delegates, members of the larger chamber usually serve for terms of two years. The larger chamber customarily has the power to initiate taxing legislation. In 1964, the United States Supreme Court announced the one man, one vote standard, Nebraska originally had a bicameral legislature like the other states, but the lower house was abolished following a referendum, effective with the 1936 elections. The remaining unicameral legislature is called the Nebraska Legislature, but its members continue to be called senators, as a legislative branch of government, a legislature generally performs state duties for a state in the same way that the United States Congress performs national duties at the national level. During a legislative session, the legislature considers matters introduced by its members or submitted by the governor, businesses and other special interest organizations often lobby the legislature to obtain beneficial legislation, defeat unfavorably perceived measures, or influence other legislative action. A legislature also approves the operating and capital budgets, which may begin as a legislative proposal or a submission by the governor. Under the terms of Article V of the U. S, under Article II, state legislatures choose the manner of appointing the states presidential electors. Formerly, state legislatures appointed the U. S, Senators from their respective states until the ratification of the 17th Amendment in 1913 required the direct election of Senators by the states voters. Generally, the bodies and their committees use either Masons Manual of Legislative Procedure or an amended form thereof. During official meetings, a parliamentarian is available to ensure that legislation. The lawmaking process begins with the introduction of a bill in either the House of Representatives or the Senate, bills may be introduced in either house, sometimes with the exception of bills increasing or decreasing revenue, which must originate in the House of Representatives
