United States Census Bureau
The United States Census Bureau is a principal agency of the U. S. Federal Statistical System, responsible for producing data about the American people and economy; the Census Bureau is part of the U. S. Department of Commerce and its director is appointed by the President of the United States; the Census Bureau's primary mission is conducting the U. S. Census every ten years, which allocates the seats of the U. S. House of Representatives to the states based on their population; the Bureau's various censuses and surveys help allocate over $400 billion in federal funds every year and it helps states, local communities, businesses make informed decisions. The information provided by the census informs decisions on where to build and maintain schools, transportation infrastructure, police and fire departments. In addition to the decennial census, the Census Bureau continually conducts dozens of other censuses and surveys, including the American Community Survey, the U. S. Economic Census, the Current Population Survey.
Furthermore and foreign trade indicators released by the federal government contain data produced by the Census Bureau. Article One of the United States Constitution directs the population be enumerated at least once every ten years and the resulting counts used to set the number of members from each state in the House of Representatives and, by extension, in the Electoral College; the Census Bureau now conducts a full population count every 10 years in years ending with a zero and uses the term "decennial" to describe the operation. Between censuses, the Census Bureau makes population projections. In addition, Census data directly affects how more than $400 billion per year in federal and state funding is allocated to communities for neighborhood improvements, public health, education and more; the Census Bureau is mandated with fulfilling these obligations: the collecting of statistics about the nation, its people, economy. The Census Bureau's legal authority is codified in Title 13 of the United States Code.
The Census Bureau conducts surveys on behalf of various federal government and local government agencies on topics such as employment, health, consumer expenditures, housing. Within the bureau, these are known as "demographic surveys" and are conducted perpetually between and during decennial population counts; the Census Bureau conducts economic surveys of manufacturing, retail and other establishments and of domestic governments. Between 1790 and 1840, the census was taken by marshals of the judicial districts; the Census Act of 1840 established a central office. Several acts followed that revised and authorized new censuses at the 10-year intervals. In 1902, the temporary Census Office was moved under the Department of Interior, in 1903 it was renamed the Census Bureau under the new Department of Commerce and Labor; the department was intended to consolidate overlapping statistical agencies, but Census Bureau officials were hindered by their subordinate role in the department. An act in 1920 changed the date and authorized manufacturing censuses every two years and agriculture censuses every 10 years.
In 1929, a bill was passed mandating the House of Representatives be reapportioned based on the results of the 1930 Census. In 1954, various acts were codified into Title 13 of the US Code. By law, the Census Bureau must count everyone and submit state population totals to the U. S. President by December 31 of any year ending in a zero. States within the Union receive the results in the spring of the following year; the United States Census Bureau defines four statistical regions, with nine divisions. The Census Bureau regions are "widely used...for data collection and analysis". The Census Bureau definition is pervasive. Title 13 of the U. S. Code establishes penalties for the disclosure of this information. All Census employees must sign an affidavit of non-disclosure prior to employment; the Bureau cannot share responses, addresses or personal information with anyone including United States or foreign government
Easley Covered Bridge
The Easley Covered Bridge known as the Old Easley Covered Bridge or Rosa Covered Bridge, is a county-owned wood and metal combination style covered bridge that spans Dub Branch of the Calvert Prong of the Little Warrior River in Blount County, United States. It is located on Easley Bridge Road off U. S. Route 231, just south of the town of Rosa, about 5 miles northwest of Oneonta. Coordinates are 33°58′16″N 86°31′07″W. Built in 1927, the 95-foot bridge is a town lattice truss construction over a single span, its WGCB number is 01-05-12. The Easley Covered Bridge was listed on the Alabama Register of Landmarks and Heritage on March 3, 1976, it was listed on the National Register of Historic Places on August 20, 1981. It is the oldest and shortest of three historic covered bridges still existing in Blount County; the bridge, closed in 2009 has now been restored and reopened to motor vehicle traffic on October 22, 2012. It is accessible from both sides of Easley Bridge Road, it is maintained by the Alabama Department of Transportation.
The Easley Covered Bridge was built by a crew led by foreman Forrest Tidwell and his nephew Zelma C. Tidwell in 1927 over Dub Branch. Other than occasional repair work, the bridge had been in continuous use. After a routine inspection, the Easley Covered Bridge was closed in 2009 due to unsafe conditions along with nearby Swann Covered Bridge; the Horton Mill Covered Bridge was closed as a result of vandalism which occurred in 2007. Restoration of all three bridges began in late 2011. Money for these projects came from the federal National Historic Covered Bridge Preservation Program as well as transportation enhancement funds; the $469,110 construction contract was awarded to Bob Smith Construction of Alabama. The Easley Covered Bridge would be the second of the three to be restored. Wooden structural pieces were repaired or replaced as needed and new tin roofs were put on all three bridges in order to keep the weather off vital supporting timbers. Total restoration costs for the covered bridges was $540,000.
The difference was covered by county expenditures. Following necessary repairs and upgrades, the Easley Covered Bridge was reopened to motor vehicle traffic on October 22, 2012. In late 2015, cameras were installed at the three remaining covered bridges in Blount County to help deter vandalism after graffiti was found on the Easley Covered Bridge a year earlier, it has since been re-painted. United States Navy
The United States Navy is the naval warfare service branch of the United States Armed Forces and one of the seven uniformed services of the United States. It is the largest and most capable navy in the world and it has been estimated that in terms of tonnage of its active battle fleet alone, it is larger than the next 13 navies combined, which includes 11 U. S. allies or partner nations. With the highest combined battle fleet tonnage and the world's largest aircraft carrier fleet, with eleven in service, two new carriers under construction. With 319,421 personnel on active duty and 99,616 in the Ready Reserve, the Navy is the third largest of the service branches, it has 282 deployable combat vessels and more than 3,700 operational aircraft as of March 2018, making it the second-largest air force in the world, after the United States Air Force. The U. S. Navy traces its origins to the Continental Navy, established during the American Revolutionary War and was disbanded as a separate entity shortly thereafter.
The U. S. Navy played a major role in the American Civil War by blockading the Confederacy and seizing control of its rivers, it played the central role in the World War II defeat of Imperial Japan. The US Navy emerged from World War II as the most powerful navy in the world; the 21st century U. S. Navy maintains a sizable global presence, deploying in strength in such areas as the Western Pacific, the Mediterranean, the Indian Ocean, it is a blue-water navy with the ability to project force onto the littoral regions of the world, engage in forward deployments during peacetime and respond to regional crises, making it a frequent actor in U. S. foreign and military policy. The Navy is administratively managed by the Department of the Navy, headed by the civilian Secretary of the Navy; the Department of the Navy is itself a division of the Department of Defense, headed by the Secretary of Defense. The Chief of Naval Operations is the most senior naval officer serving in the Department of the Navy.
The mission of the Navy is to maintain and equip combat-ready Naval forces capable of winning wars, deterring aggression and maintaining freedom of the seas. The U. S. Navy is a seaborne branch of the military of the United States; the Navy's three primary areas of responsibility: The preparation of naval forces necessary for the effective prosecution of war. The maintenance of naval aviation, including land-based naval aviation, air transport essential for naval operations, all air weapons and air techniques involved in the operations and activities of the Navy; the development of aircraft, tactics, technique and equipment of naval combat and service elements. U. S. Navy training manuals state that the mission of the U. S. Armed Forces is "to be prepared to conduct prompt and sustained combat operations in support of the national interest." As part of that establishment, the U. S. Navy's functions comprise sea control, power projection and nuclear deterrence, in addition to "sealift" duties, it follows as certain as that night succeeds the day, that without a decisive naval force we can do nothing definitive, with it, everything honorable and glorious.
Naval power... is the natural defense of the United States The Navy was rooted in the colonial seafaring tradition, which produced a large community of sailors and shipbuilders. In the early stages of the American Revolutionary War, Massachusetts had its own Massachusetts Naval Militia; the rationale for establishing a national navy was debated in the Second Continental Congress. Supporters argued that a navy would protect shipping, defend the coast, make it easier to seek out support from foreign countries. Detractors countered that challenging the British Royal Navy the world's preeminent naval power, was a foolish undertaking. Commander in Chief George Washington resolved the debate when he commissioned the ocean-going schooner USS Hannah to interdict British merchant ships and reported the captures to the Congress. On 13 October 1775, the Continental Congress authorized the purchase of two vessels to be armed for a cruise against British merchant ships. S. Navy; the Continental Navy achieved mixed results.
In August 1785, after the Revolutionary War had drawn to a close, Congress had sold Alliance, the last ship remaining in the Continental Navy due to a lack of funds to maintain the ship or support a navy. In 1972, the Chief of Naval Operations, Admiral Elmo Zumwalt, authorized the Navy to celebrate its birthday on 13 October to honor the establishment of the Continental Navy in 1775; the United States was without a navy for nearly a decade, a state of affairs that exposed U. S. maritime merchant ships to a series of attacks by the Barbary pirates. The sole armed maritime presence between 1790 and the launching of the U. S. Navy's first warships in 1797 was the U. S. Revenue-Marine, the primary predecessor of the U. S. Coast Guard. Although the USRCS conducted operations against the pirates, their depredations far outstripped its abilities and Congress passed the Naval Act of 1794 that established a permanent standing navy on 27 March 1794; the Naval Act ordered the construction and manning of six frigates and, by October 1797, the first three were brought into service: USS United States, USS Constellation, USS Constitution.
Due to his strong posture on having a strong standing Navy during this period, John Adams is "often called the father of the American Navy". In 1798–99 the Navy was involved in an undeclared Quasi-War with France. From 18
Race and ethnicity in the United States Census
Race and ethnicity in the United States Census, defined by the federal Office of Management and Budget and the United States Census Bureau, are self-identification data items in which residents choose the race or races with which they most identify, indicate whether or not they are of Hispanic or Latino origin. The racial categories represent a social-political construct for the race or races that respondents consider themselves to be and, "generally reflect a social definition of race recognized in this country." OMB defines the concept of race as outlined for the US Census as not "scientific or anthropological" and takes into account "social and cultural characteristics as well as ancestry", using "appropriate scientific methodologies" that are not "primarily biological or genetic in reference." The race categories include both national-origin groups. Race and ethnicity are considered separate and distinct identities, with Hispanic or Latino origin asked as a separate question. Thus, in addition to their race or races, all respondents are categorized by membership in one of two ethnic categories, which are "Hispanic or Latino" and "Not Hispanic or Latino".
However, the practice of separating "race" and "ethnicity" as different categories has been criticized both by the American Anthropological Association and members of US Commission on Civil Rights. In 1997, OMB issued a Federal Register notice regarding revisions to the standards for the classification of federal data on race and ethnicity. OMB developed race and ethnic standards in order to provide "consistent data on race and ethnicity throughout the Federal Government; the development of the data standards stem in large measure from new responsibilities to enforce civil rights laws." Among the changes, OMB issued the instruction to "mark one or more races" after noting evidence of increasing numbers of interracial children and wanting to capture the diversity in a measurable way and having received requests by people who wanted to be able to acknowledge their or their children's full ancestry rather than identifying with only one group. Prior to this decision, the Census and other government data collections asked people to report only one race.
The OMB states, "many federal programs are put into effect based on the race data obtained from the decennial census. Race data are critical for the basic research behind many policy decisions. States require these data to meet legislative redistricting requirements; the data are needed to monitor compliance with the Voting Rights Act by local jurisdictions". "Data on ethnic groups are important for putting into effect a number of federal statutes. Data on Ethnic Groups are needed by local governments to run programs and meet legislative requirements." The 1790 United States Census was the first census in the history of the United States. The population of the United States was recorded as 3,929,214 as of Census Day, August 2, 1790, as mandated by Article I, Section 2 of the United States Constitution and applicable laws."The law required that every household be visited, that completed census schedules be posted in'two of the most public places within, there to remain for the inspection of all concerned...' and that'the aggregate amount of each description of persons' for every district be transmitted to the president."
This law along with U. S. marshals were responsible for governing the census. One third of the original census data has been lost or destroyed since documentation; the data was lost in 1790–1830 time period and included data from: Connecticut, Maryland, New Hampshire, New York, North Carolina, Rhode Island, South Carolina, Delaware, New Jersey, Virginia. Census data included the name of the head of the family and categorized inhabitants as follows: free white males at least 16 years of age, free white males under 16 years of age, free white females, all other free persons, slaves. Thomas Jefferson the Secretary of State, directed marshals to collect data from all thirteen states, from the Southwest Territory; the census was not conducted in Vermont until 1791, after that state's admission to the Union as the 14th state on March 4 of that year. There was some doubt surrounding the numbers, President George Washington and Thomas Jefferson maintained the population was undercounted; the potential reasons Washington and Jefferson may have thought this could be refusal to participate, poor public transportation and roads, spread out population, restraints of current technology.

Sand Mountain (Alabama)
Sand Mountain is a sandstone plateau in northeastern Alabama and northwestern Georgia and southeastern Tennessee where the plateau it is known as Raccoon Mountain and Elder Mountain. It is part of the southern tip of the Appalachian mountain chain and it is the largest plateau in the chain. Geologically a continuation of Walden Ridge, Sand Mountain is part of the Cumberland Plateau, separated from the main portion of the plateau by the Tennessee River and Sequatchie Valley; the average elevation on Sand Mountain is around 1,500 feet above sea level, compared to about 650 feet in the surrounding area. This elevation leads to its having the coolest climate in the state of Alabama; the largest city on Sand Mountain is Albertville, in Marshall County. As of the 2010 census, the population of the city was 21,160; the Sand Mountain area has been inhabited for at least 9,000 years, as evidenced by archaeological finds at nearby Russell Cave National Monument, near Bridgeport, Alabama. In historical times and Creek villages were located in the Tennessee Valley to the west of Sand Mountain, in Wills Valley to the east.
Sequoyah, creator of the Cherokee syllabary, lived in the Cherokee village of Wills Town, near present-day Fort Payne in Wills Valley. The first Europeans to see it were Spanish explorer Hernando de Soto and his men, who are believed to have crossed Sand Mountain during their journey through southeastern North America between 1539 and 1543. One of the routes for the expedition traces their path across Sand Mountain on the way south from the Tennessee Valley to the Coosa Valley. Union troops under Major General George H. Thomas crossed Sand Mountain in September 1863 in an attempt to cut off the Confederate troops in Chattanooga, they were unsuccessful, the opposing armies met at the Battle of Chickamauga on September 19–20, 1863, resulting in a major Confederate victory. Jackson and DeKalb counties, along with the other counties of north Alabama, had voted against immediate secession in December 1860, pro-Union sentiment remained strong on Sand Mountain. In early 1861, citizens in several northeastern counties proposed breaking away from Alabama and joining with neighboring counties of East Tennessee to create a new Union state of Nickajack.
Industries such as mining and working for the railroad were acceptable as exemptions to military service for Southern unionists, some on Sand Mountain who did not wish to serve in the army worked at Sauta Cave in the Tennessee Valley, mining potassium nitrate to make gunpowder at Selma. In September 1861, the "Paint Rock Rifles" were raised on Sand Mountain by Confederate Colonel Lemuel Green Mead of Jackson County, they became Company C of the 26th Alabama Infantry Regiment, served with distinction at the Battle of Shiloh in April 1862. Mead resigned his infantry commission in July 1862, after Union troops had invaded north Alabama, organized an independent company of partisan rangers who carried out guerrilla raids against occupying Union forces; the company was the core of what became Mead's Alabama and Tennessee Cavalry Battalion. In the summer of 1862, "Gunter's 1st Partisan Ranger Battalion" was formed on Sand Mountain in Jackson County by Major William T. Gunter; the battalion consisted of five mounted companies and served under Lieutenant General Nathan Bedford Forrest in skirmishes along the Tennessee River.
In November 1862, the battalion was merged with the 33rd Alabama Infantry Regiment. A Union regiment, the 1st Tennessee and Alabama Vidette Cavalry, was formed at Union-occupied Stevenson, Alabama, in 1863, drawing men from Sand Mountain, many of them Confederate deserters. However, the regiment was never all together and the companies were scattered around the area on guard duty, it was disbanded before the end of the war. Sand Mountain was home, from 1903 to 1905, to a short-lived commune of forty Russian Jewish families attempting to form a collective farm and manufacturing concern. Due to the isolation of the area from other Jewish communities, the limestone soil of the area, disharmony within the group, the project was abandoned and the inhabitants relocated after two years. Sand Mountain runs in a diagonal northeast-southwest direction from the northeastern corner of Alabama, includes parts of Jackson, DeKalb, Marshall and Blount counties in Alabama, as well as part of Dade County, Georgia.
Sand Mountain the northern end, i.e. eastern Jackson County and northern DeKalb County, is a rural, agricultural area, with a mix of chicken and potato farms, as well as other assorted farms, large expanses of both rolling pastures and forests. It contains unincorporated communities. There are significant problems with methamphetamine manufacture and use in many communities on Sand Mountain, the subject of a recent documentary called Meth Mountain. There is little violent crime on Sand Mountain. Politically and religiously, Sand Mountain is a conservative place voting for conservative candidates in elections, with Baptists claiming the largest number of congregants of any church denomination. Much of Sand Mountain is dry, with the sale of alcoholic beverages being forbidden. There is little racial diversity on Sand Mountain the northern half, nearly all white. Sand Mountain is one of the last places in the country with churches which still use Sacred Harp singing in their Sunday morning church services, is home to many of the largest and oldest continuous Sacred Harp singings in the country, as well as many important singers.

Medal of Honor
The Medal of Honor is the United States of America's highest and most prestigious personal military decoration that may be awarded to recognize U. S. military service members who have distinguished themselves by acts of valor. The medal is awarded by the President of the United States in the name of the U. S. Congress; because the medal is presented "in the name of Congress", it is referred to informally as the "Congressional Medal of Honor". However, the official name of the current award is "Medal of Honor." Within the United States Code the medal is referred to as the "Medal of Honor", less as "Congressional Medal of Honor". U. S. awards, including the Medal of Honor, do not have post-nominal titles, while there is no official abbreviation, the most common abbreviations are "MOH" and "MH". There are three versions of the medal, one each for the Army and Air Force. Personnel of the Marine Corps and Coast Guard receive the Navy version; the Medal of Honor was introduced for the Navy in 1861, soon followed by an Army version in 1862.
The Medal of Honor is the oldest continuously issued combat decoration of the United States armed forces. The President presents the Medal of Honor in Washington, D. C. at a formal ceremony, intended to represent the gratitude of the U. S. people, with posthumous presentations made to the primary next of kin. According to the Medal of Honor Historical Society of the United States, there have been 3522 Medals of Honor awarded to the nation's soldiers, airmen and Coast Guardsmen since the decoration's creation, with just less than half of them awarded for actions during the four years of the American Civil War. In 1990, Congress designated March 25 annually as "National Medal of Honor Day". Due to its prestige and status, the Medal of Honor is afforded special protection under U. S. law against any unauthorized adornment, sale, or manufacture, which includes any associated ribbon or badge. The modern-day Medal of Honor had a number of precursors; the first medal for military service in the United States was issued in 1780, after its creation in the same year by the Continental Congress.
Known as the Fidelity Medallion, it was a small medal worn on a chain around the neck, similar to a religious medal, awarded only to three militiamen from New York state. They received it for the capture of John André, a British officer and spy connected directly to General Benedict Arnold during the American Revolutionary War; the capture saved the fort of West Point from the British Army. The first formal system for rewarding acts of individual gallantry by U. S. soldiers was established by George Washington when he issued a field order on August 7, 1782, for a Badge of Military Merit to recognize those members of the Continental Army who performed "any singular meritorious action". This decoration is America's first combat decoration and was preceded only by the Fidelity Medallion, the Congressional medal for Henry Lee awarded in September 1779 in recognition of his attack on the British at Paulus Hook, the Congressional medal for General Horatio Gates awarded in November 1777 in recognition of his victory over the British at Saratoga, the Congressional medal for George Washington awarded in March 1776.
Although the Badge of Military Merit fell into disuse after the American Revolutionary War, the concept of a military award for individual gallantry by members of the U. S. Armed Forces had been established. After the outbreak of the Mexican–American War a Certificate of Merit was established by Act of Congress on March 3, 1847, "to any private soldier who had distinguished himself by gallantry performed in the presence of the enemy". 539 Certificates were approved for this period. The certificate was discontinued after the war and reintroduced in 1876 effective from June 22, 1874, to February 10, 1892, when it was awarded for extraordinary gallantry by private soldiers in the presence of the enemy. From February 11, 1892, through July 9, 1918, it could be awarded to members of the Army for distinguished service in combat or noncombat; this medal was replaced by the Army Distinguished Service Medal, established on January 2, 1918. Those Army members who held the Distinguished Service Medal in place of the Certificate of Merit could apply for the Army Distinguished Service Cross effective March 5, 1934.
During the first year of the Civil War, a proposal for a battlefield decoration for valor was submitted to Winfield Scott, the general-in-chief of the army, by Lt. Colonel Edward D. Townsend, an assistant adjutant at the War Department and Scott's chief of staff. Scott, was against medals being awarded, the European tradition. After Scott retired in October 1861, Secretary of the Navy Gideon Welles adopted the idea of a decoration to recognize and honor distinguished naval service. On December 9, 1861, U. S. Senator James W. Grimes, Chairman on the Committee on Naval Affairs, submitted Bill S. 82 during the Second Session of the 37th Congress, "An Act to further promote the Efficiency of the Navy". The bill included a provision for 200 "medals of honor", "to be bestowed upon such petty officers, seamen and marines as shall most distinguish themselves by their gallantry in action and other seaman-like qualities during the present war..." 2010 United States Census
The 2010 United States Census is the twenty-third and most recent United States national census. National Census Day, the reference day used for the census, was April 1, 2010; the census was taken via mail-in citizen self-reporting, with enumerators serving to spot-check randomly selected neighborhoods and communities. As part of a drive to increase the count's accuracy, 635,000 temporary enumerators were hired; the population of the United States was counted as 308,745,538, a 9.7% increase from the 2000 Census. This was the first census in which all states recorded a population of over half a million, as well as the first in which all 100 largest cities recorded populations of over 200,000; as required by the United States Constitution, the U. S. census has been conducted every 10 years since 1790. The 2000 U. S. Census was the previous census completed. Participation in the U. S. Census is required by law in Title 13 of the United States Code. On January 25, 2010, Census Bureau Director Robert Groves inaugurated the 2010 Census enumeration by counting World War II veteran Clifton Jackson, a resident of Noorvik, Alaska.
More than 120 million census forms were delivered by the U. S. Although the questionnaire used April 1, 2010 as the reference date as to where a person was living, an insert dated March 15, 2010 included the following printed in bold type: "Please complete and mail back the enclosed census form today." The 2010 Census national mail participation rate was 74%. From April through July 2010, census takers visited households that did not return a form, an operation called "non-response follow-up". In December 2010, the U. S. Census Bureau delivered population information to the U. S. President for apportionment, in March 2011, complete redistricting data was delivered to states. Identifiable information will be available in 2082; the Census Bureau did not use a long form for the 2010 Census. In several previous censuses, one in six households received this long form, which asked for detailed social and economic information.
The 2010 Census used only a short form asking ten basic questions: How many people were living or staying in this house, apartment, or mobile home on April 1, 2010? Were there any additional people staying here on April 1, 2010 that you did not include in Question 1? Mark all that apply: Is this house, apartment, or mobile home – What is your telephone number? What is Person 1's name? What is Person 1's sex? What is Person 1's age and Person 1's date of birth? Is Person 1 of Hispanic, Latino, or Spanish origin? What is Person 1's race? Does Person 1 sometimes live or stay somewhere else? The form included space to repeat all of these questions for up to twelve residents total. In contrast to the 2000 census, an Internet response option was not offered, nor was the form available for download. Detailed socioeconomic information collected during past censuses will continue to be collected through the American Community Survey; the survey provides data about communities in the United States on a 1-year or 3-year cycle, depending on the size of the community, rather than once every 10 years.
A small percentage of the population on a rotating basis will receive the survey each year, no household will receive it more than once every five years. In June 2009, the U. S. Census Bureau announced. However, the final form did not contain a separate "same-sex married couple" option; when noting the relationship between household members, same-sex couples who are married could mark their spouses as being "Husband or wife", the same response given by opposite-sex married couples. An "unmarried partner" option was available for couples; the 2010 census cost $13 billion $42 per capita. Operational costs were $5.4 billion under the $7 billion budget. In December 2010 the Government Accountability Office noted that the cost of conducting the census has doubled each decade since 1970. In a detailed 2004 report to Congress, the GAO called on the Census Bureau to address cost and design issues, at that time, had estimated the 2010 Census cost to be $11 billion. In August 2010, Commerce Secretary Gary Locke announced that the census operational costs came in under budget.
Locke credited the management practices of Census Bureau director Robert Groves, citing in particular the decision to buy additional advertising in locations where responses lagged, which improved the overall response rate.
