The Provisional Government of India was a provisional government-in-exile established in Kabul, Afghanistan on 1 December 1915 by the Indian Independence Committee during World War I with support from
Mahedra Pratap, centre, at the head of the Mission in Kabul, 1916 with the German and Turkish delegates. Seated to his right is Werner Otto von Hentig.
