2010 United States Census
The 2010 United States Census is the twenty-third and most recent United States national census. National Census Day, the reference day used for the census, was April 1, 2010; the census was taken via mail-in citizen self-reporting, with enumerators serving to spot-check randomly selected neighborhoods and communities. As part of a drive to increase the count's accuracy, 635,000 temporary enumerators were hired; the population of the United States was counted as 308,745,538, a 9.7% increase from the 2000 Census. This was the first census in which all states recorded a population of over half a million, as well as the first in which all 100 largest cities recorded populations of over 200,000; as required by the United States Constitution, the U. S. census has been conducted every 10 years since 1790. The 2000 U. S. Census was the previous census completed. Participation in the U. S. Census is required by law in Title 13 of the United States Code. On January 25, 2010, Census Bureau Director Robert Groves inaugurated the 2010 Census enumeration by counting World War II veteran Clifton Jackson, a resident of Noorvik, Alaska.
More than 120 million census forms were delivered by the U. S. Post Office beginning March 15, 2010; the number of forms mailed out or hand-delivered by the Census Bureau was 134 million on April 1, 2010. Although the questionnaire used April 1, 2010 as the reference date as to where a person was living, an insert dated March 15, 2010 included the following printed in bold type: "Please complete and mail back the enclosed census form today." The 2010 Census national mail participation rate was 74%. From April through July 2010, census takers visited households that did not return a form, an operation called "non-response follow-up". In December 2010, the U. S. Census Bureau delivered population information to the U. S. President for apportionment, in March 2011, complete redistricting data was delivered to states. Identifiable information will be available in 2082; the Census Bureau did not use a long form for the 2010 Census. In several previous censuses, one in six households received this long form, which asked for detailed social and economic information.
The 2010 Census used only a short form asking ten basic questions: How many people were living or staying in this house, apartment, or mobile home on April 1, 2010? Were there any additional people staying here on April 1, 2010 that you did not include in Question 1? Mark all that apply: Is this house, apartment, or mobile home – What is your telephone number? What is Person 1's name? What is Person 1's sex? What is Person 1's age and Person 1's date of birth? Is Person 1 of Hispanic, Latino, or Spanish origin? What is Person 1's race? Does Person 1 sometimes live or stay somewhere else? The form included space to repeat all of these questions for up to twelve residents total. In contrast to the 2000 census, an Internet response option was not offered, nor was the form available for download. Detailed socioeconomic information collected during past censuses will continue to be collected through the American Community Survey; the survey provides data about communities in the United States on a 1-year or 3-year cycle, depending on the size of the community, rather than once every 10 years.
A small percentage of the population on a rotating basis will receive the survey each year, no household will receive it more than once every five years. In June 2009, the U. S. Census Bureau announced. However, the final form did not contain a separate "same-sex married couple" option; when noting the relationship between household members, same-sex couples who are married could mark their spouses as being "Husband or wife", the same response given by opposite-sex married couples. An "unmarried partner" option was available for couples; the 2010 census cost $13 billion $42 per capita. Operational costs were $5.4 billion under the $7 billion budget. In December 2010 the Government Accountability Office noted that the cost of conducting the census has doubled each decade since 1970. In a detailed 2004 report to Congress, the GAO called on the Census Bureau to address cost and design issues, at that time, had estimated the 2010 Census cost to be $11 billion. In August 2010, Commerce Secretary Gary Locke announced that the census operational costs came in under budget.
Locke credited the management practices of Census Bureau director Robert Groves, citing in particular the decision to buy additional advertising in locations where responses lagged, which improved the overall response rate. The agency has begun to rely more on questioning neighbors or other reliable third parties when a person could not be reached at home, which reduced the cost of follow-up visits. Guillermo Castro was the son of Carlos Antonio Castro of Rancho San Francisco de las Llagas, near Coyote, California in Santa Clara County. He was a soldier, rancher and magistrate. Castro was a career soldier and lieutenant of the militia in the Mexican army, posted to the Pueblo of San José, he worked as a surveyor for the government. Three years in 1841, Governor Juan Alvarado granted Castro 26,722 acres as a reward for service; the grant, called Rancho San Lorenzo, included much of what is today Castro Valley and San Lorenzo. Soon after receiving his land grant, Castro married Luisa Peralta of the Rancho San Antonio; the young couple received 300 cattle as a wedding gift. As a rancher, Castro added 4000 sheep and 500 horses, in the next 7 years, 7 children; the adobe home of the couple was discovered years beneath the foundation of the old Hayward city hall. Over the next 26 years, Castro set himself on the path to self-destruction, due to his compulsive gambling, he began selling off portions of his rancho to cover his gambling debts mortgaging his property.
To add to his financial problems he had to pay for lawsuits to force squatters off his land, brought by the influx of settlers from the California Gold Rush. One squatter he tried to evict, hired, was William Dutton Hayward for whom the city of Hayward was named. In 1864, sheriff I. A. Mayhew presided over the sale of the last of the rancho for 400,000 dollars to Faxon Atherton. Destitute, Castro left California for Chile with younger children. A contemporary, Jacob Harlan said of Castro, "Of the Spanish Californians that I have known, Guillermo Castro was the best, he was physically active and tough. He was a splendid horseman and he was extravagant and spent his money freely." Guillermo Castro was a grandson of Joaquin Ysidro de Castro, who came to the San Jose area as a member of the 1775 colonization expedition led from Mexico by Juan Bautista de Anza. The Castro family became one of the most numerous and important Californio families of Alta California, Guillermo was one of many Castro rancho grantees.

White Americans are Americans who are descendants from any of the white racial groups of Europe, the Middle East and North Africa or in census statistics, those who self-report as white based on having majority-white ancestry. White Americans constitute the historical and current majority of the people living in the United States, with 72% of the population in the 2010 United States Census. Non-Hispanic whites totaled about 197,285,202 or 60.7% of the U. S. population. European Americans are the largest ethnic group of White Americans and constitute the historical population of the United States since the nation's founding; the United States Census Bureau defines white people as those "having origins in any of the original peoples of Europe, the Middle East or North Africa." Like all official U. S. racial categories, "White" has a "not Hispanic or Latino" and a "Hispanic or Latino" component, the latter consisting of White Mexican Americans and White Cuban Americans. The term "Caucasian" is synonymous with "white", although the latter is sometimes used to denote skin tone instead of race.
Some of the non-European ethnic groups classified as white by the U. S. Census, such as Arab Americans, Jewish Americans, Hispanics or Latinos, may not identify as or may not be perceived to be, white; the largest ancestries of American whites are: German Americans, Irish Americans, English Americans, Italian Americans, French Americans, Polish Americans, Scottish Americans, Scotch-Irish Americans, Dutch Americans, Norwegian Americans and Swedish Americans. However, the English Americans and British Americans demography is considered a serious under-count as the stock tend to self-report and identify as "Americans", due to the length of time they have inhabited the United States if their family arrived prior to the American Revolution; the vast majority of white Americans have ancestry from multiple countries. Definitions of, "White" have changed throughout the history of the United States; the term "White American" can encompass many different ethnic groups. Although the United States Census purports to reflect a social definition of race, the social dimensions of race are more complex than Census criteria.
The 2000 U. S. census states that racial categories "generally reflect a social definition of race recognized in this country. They do not conform to any biological, anthropological or genetic criteria."The Census question on race lists the categories White or European American, Black or African American, American Indian and Alaska Native, Native Hawaiian or Other Pacific Islander, plus "Some other race", with the respondent having the ability to mark more than one racial and or ethnic category. The Census Bureau defines White people as follows: "White" refers to a person having origins in any of the original peoples of Europe, the Middle East or North Africa, it includes people who indicated their race as "White" or reported entries such as German, Lebanese, Moroccan, or Caucasian. In U. S. census documents, the designation White overlaps, as do all other official racial categories, with the term Hispanic or Latino, introduced in the 1980 census as a category of ethnicity and independent of race.
Hispanic and Latino Americans as a whole make up a racially diverse group and as a whole are the largest minority in the country. The characterization of Middle Eastern and North African Americans as white has been a matter of controversy. In the early 20th century, peoples of Arab descent were sometimes denied entry into the United States because they were characterized as nonwhite. In 1944, the law changed, Middle Eastern and North African peoples were granted white status; the U. S. Census is revisiting the issue, considering creating a separate racial category for Middle Eastern and North African Americans in the 2020 Census. In cases where individuals do not self-identify, the U. S. census parameters for race give each national origin a racial value. Additionally, people who reported Muslim, Zoroastrian, or Caucasian as their "race" in the "Some other race" section, without noting a country of origin, are automatically tallied as White; the US Census considers the write-in response of "Caucasian" or "Aryan" to be a synonym for White in their ancestry code listing.
In the contemporary United States anyone of European descent is considered White. However, many of the non-European ethnic groups classified as White by the U. S. Census, such as Arab Americans, Jewish Americans, Hispanics or Latinos may not identify as, may not be perceived to be, White; the definition of White has changed over the course of American history. Among Europeans, those not considered White at some point in American history include Italians, Spaniards, Swedes and Russians. Early on in the United States, membership in the white race was limited to those of British, Germanic, or Nordic ancestry. David R. Roediger argues that the construction of the white race in the United States was an effort to mentally distance slave owners from slaves; the process of being defined as white by law came about in court disputes over pursuit of citizenship. Critical race theory developed in the 1970s and 1980s, influenced by the language of critical legal studies, which challenged concepts such as objective truth and judicial neutrality, by critical theory.
Academics and activists disillusioned with the outcomes of the Civil Rights Movement pointed out that though African Americans enjoyed legal equality, white Americans continued to hold disproportionate power and still had superior living standards
Per capita income
Per capita income or average income measures the average income earned per person in a given area in a specified year. It is calculated by dividing the area's total income by its total population. Per capita income is national income divided by population size. Per capita income is used to measure an area's average income and compare the wealth of different populations. Per capita income is used to measure a country's standard of living, it is expressed in terms of a used international currency such as the euro or United States dollar, is useful because it is known, is calculable from available gross domestic product and population estimates, produces a useful statistic for comparison of wealth between sovereign territories. This helps to ascertain a country's development status, it is one of the three measures for calculating the Human Development Index of a country. In the United States, it is defined by the U. S. Census Bureau as the following: "Per capita income is the mean money income received in the past 12 months computed for every man and child in a geographic area."
Critics claim that per capita income has several weaknesses in measuring prosperity: Comparisons of per capita income over time need to consider inflation. Without adjusting for inflation, figures tend to overstate the effects of economic growth. International comparisons can be distorted by cost of living differences not reflected in exchange rates. Where the objective is to compare living standards between countries, adjusting for differences in purchasing power parity will more reflect what people are able to buy with their money, it does not reflect income distribution. If a country's income distribution is skewed, a small wealthy class can increase per capita income while the majority of the population has no change in income. In this respect, median income is more useful when measuring of prosperity than per capita income, as it is less influenced by outliers. Non-monetary activity, such as barter or services provided within the family, is not counted; the importance of these services varies among economies.
Per capita income does not consider whether income is invested in factors to improve the area's development, such as health, education, or infrastructure. California Democratic Party
The California Democratic Party is the state branch of the United States Democratic Party in the state of California. The party is headquartered in Sacramento, is led by acting-Chair Alex Gallardo-Rooker. With 43.5% of the state's registered voters as of 2018, the Democratic Party has the highest number of registrants of any political party in California. Democrats enjoy supermajorities in both houses of the California State Legislature, holding 61 out of 80 seats in the California State Assembly and 29 out of 40 in the California State Senate. Democrats hold all 8 statewide executive branch offices, 46 of the state's 53 seats in the House of Representatives, both of California's seats in the United States Senate. Since the beginning of the 1850s, issues regarding slavery had split the California Democratic Party. By the 1853 general election campaign, large majorities of pro-slavery Democrats from Southern California, calling themselves the Chivalry, threatened to divide the state in half, should the state not accept slavery.
John Bigler, along with former State Senator and Lieutenant Governor David C. Broderick from the previous McDougall Administration, formed the Free Soil Democratic faction, modeled after the federal Free Soil Party that argued against the spread of slavery; the Democrats split into two camps, with both the Chivalry and Free Soilers nominating their own candidates for the 1853 election. By 1857, the party had split into the Anti-Lecompton factions. Lecompton members supported the Kansas Lecompton Constitution, a document explicitly allowing slavery into the territory, while Anti-Lecompton faction members were in opposition to slavery's expansion; the violence between supporting and opposition forces led to the period known as Bleeding Kansas. Splits in the Democratic Party, as well as the power vacuum created by the collapse of the Whig Party, helped facilitate the rise of the American Party both in state and federal politics. In particular, state voters voted Know-Nothings into the California State Legislature, elected J. Neely Johnson as governor in the 1855 general elections.
During the 1859 general elections, Lecompton Democrats voted for Milton Latham, who had lived in the American South, as their nominee for Governor. Anti-Lecomptons in turn selected John Currey as their nominee; the infant Republican Party, running in its first gubernatorial election, selected businessman Leland Stanford as its nominee. To make matters more complicated, during the campaign, Senator David C. Broderick, an Anti-Lecompton Democrat, was killed in a duel by slavery supporter and former state Supreme Court Justice David Terry on September 13; until the early 1880s the Republican Party held the state through the power and influence of railroad men. The Democratic Party responded by taking an anti freedom of attainment position. In 1894, Democrat James Budd was elected to the governorship, the Democratic Party attempted to make good on their promises to reform the booming railroad industry; the party began working with the state's railroad commission to create fair rates for passengers and to eliminate monopolies the railroad companies held over the state.
The main effort focused on making railroads public avenues of transportation similar to streets and roads. This measure passed and was a great victory for the Democrats. Budd was to be the last Democratic governor for thirty years; the struggle between the anti-monopolists and the railroad companies was, however, a key and defining issue for the Democratic Party for some time. Despite their relative lack of power during this period, the Democrats in California were still active in pursuing reform; the party crusaded for tariff reform. The party supported the large scale railroad strikes that sprung up statewide; the corruption of the time in both the railroad companies and the government led to a change in political dynamic. The people of the state moved away from both of the main parties and the Progressive Movement began. While the Progressives were successful in creating positive reform and chasing out corruption, the movement drained away many of the Democratic Party's members; as their movement ended, the Republicans won the governorship, but the Democratic Party had a distinct voter advantage.
In 1932, Franklin D. Roosevelt was elected president and the Power balance between the Republicans and the Democrats in California equalized. However, as Roosevelt's New Deal policies began to raise the nation out of the depression, Democratic strength mounted. Culbert Olson was elected to the governorship, but his term was rocky and both parties organized against him. Shortly thereafter, Earl Warren and the Republicans seized power again; the California Democratic Party needed a new strategy to regain power in the state. A strategy of reorganization and popular mobilization emerged and resulted in the creation of the California Democratic Council; the CDC as it became known was a way for members of the party from all levels of government to come together and as such the party became more unified. A new network of politically minded civilians and elected officials emerged and the party was stronger for it. Despite the fact that the council struggled in the cold war era, due to Republican strength and issues such as the Vietnam War, it still exists today.

The Alameda County Sheriff's Office is a law enforcement agency serving Alameda County, California. ACSO is accredited through the Commission on Accreditation for Law Enforcement Agencies, the American Correctional Association, National Commission on Correctional Health Care and the California Medical Association; as of 2008, the ACSO has 2500 positions, over 1,500 of which are sworn peace officers. The previous sheriff, Charles Plummer, served from 1987 to 2007. The Alameda County Sheriff's Office operates two detention facilities; the Santa Rita Jail, located in Dublin, California, is the primary facility that houses most people arrested or convicted of crimes in Alameda County. The Glenn Dyer Detention Facility known as the North County Jail, houses a smaller number of inmates and is located in Downtown Oakland; the Alameda County Sheriff's Office operates a police academy and training exercises for the greater law enforcement community in the Bay Area. Developed by former Alameda County Assistant Sheriff James Baker, Urban Shield is a weapons expo and first response training exercise that began in 2007; the goals of the program are to prepare law enforcement tactical teams, including SWAT teams, to respond to crises and coordinate efforts between law enforcement, fire personnel and medical personnel. An additional purpose is to assess the policies, organization and training of attending personnel.
Hosted in the San Francisco Bay Area by the Alameda County Sheriff's Office, Urban Shield is the largest urban full scale readiness exercise in the United States. Police, fire, HAZMAT, EMS and EOD teams from all over the nation train in multiple scenarios over a continuous 48-hour program. In the first year, scenarios included an active shooter on the UC Berkeley campus, an airplane hijacking, a maritime interdiction, a 20-mile hike. Since 2012, the Bay Area UASI tests portions of the Regional Catastrophic Preparedness Grant Program as part of the full scale readiness exercise, such as the regional mass fatality plan. Urban Shield is sponsored by the Department of Homeland Security, receives additional support from the Bay Area Urban Area Security Initiative, which had a 2014-2016 budget of $6,358,300 from San Francisco City and County funds. $4,901,339 of this was allocated to “Enhance Homeland Security Exercise and Training Programs,” including management and support of the Urban Shield conference.
Private corporations including Verizon Wireless, Sig Sauer, Uber offer services and equipment in support of the event, additional funding comes from private weapons manufacturers such as Lenco and Lockheed Martin. In the past, these manufacturers served only the Pentagon, but have expanded sales to civilian police departments and SWAT teams in recent years. Numerous first responders from around the county and the world have participated in or observed Urban Shield, it has attracted international SWAT teams, including those from Singapore, South Korea and Bahrain in 2014. In 2010, 2011, 2013 Israeli elite counter-terrorism unit Yamam won the exercise and setting records. Boston police commissioner Edward F. Davis credited Urban Shield with helping prepare the Boston Police Department for their response to the Boston Marathon bombing. There have been protests against Urban Shield prior to and during the event every year since 2013. In 2013, the Urban Shield training program was controversially held on the second anniversary of the removal of Occupy Oakland from Frank Ogawa Plaza.
Community activists such as the Stop Urban Shield Coalition recognize Urban Shield as part of a trend of global militarization and escalated police intervention on civilians. Activists have concerns about Urban Shield expanding direct militarization through increased weaponization, given that Urban Shield includes a major arms expo where vendors market advanced, military-grade technology to the SWAT teams and police departments in attendance. In 2014, activist pressure over Urban Shield led to Mayor Jean Quan's announcement that Oakland will not host the military weapons expo in 2015, marking the first such move since Urban Shield started in 2007; the following year, the 2016 Urban Shield conference was held at the Alameda County Fairgrounds in Pleasanton, CA and was opposed by protestors, 20 of whom were arrested for trespassing and obstruction. Protesters expressed that the technology showcased at Urban Shield promotes police surveillance and control that targets poor people and people of color.

In law, an unincorporated area is a region of land, not governed by a local municipal corporation. Municipalities dissolve or disincorporate, which may happen if they become fiscally insolvent, services become the responsibility of a higher administration. Widespread unincorporated communities and areas are a distinguishing feature of the United States and Canada. In most other countries of the world, there are either no unincorporated areas at all, or these are rare. Unlike many other countries, Australia has only one level of local government beneath state and territorial governments. A local government area contains several towns and entire cities. Thus, aside from sparsely populated areas and a few other special cases all of Australia is part of an LGA. Unincorporated areas are in remote locations, cover vast areas or have small populations. Postal addresses in unincorporated areas, as in other parts of Australia use the suburb or locality names gazetted by the relevant state or territorial government.
Thus, there is any ambiguity regarding addresses in unincorporated areas. The Australian Capital Territory is in some sense an unincorporated area; the territorial government is directly responsible for matters carried out by local government. The far west and north of New South Wales constitutes the Unincorporated Far West Region, sparsely populated and warrants an elected council. A civil servant in the state capital manages such matters; the second unincorporated area of this state is Lord Howe Island. In the Northern Territory, 1.45% of the total area and 4.0% of the population are in unincorporated areas, including Unincorporated Top End Region, areas covered by the Darwin Rates Act—Nhulunbuy, Alyangula on Groote Eylandt in the northern region, Yulara in the southern region. In South Australia, 60% of the area is unincorporated and communities located within can receive municipal services provided by a state agency, the Outback Communities Authority. Victoria has 10 small unincorporated areas, which are either small islands directly administered by the state or ski resorts administered by state-appointed management boards.
Western Australia is exceptional in two respects. Firstly, the only remote area, unincorporated is the Abrolhos Islands, uninhabited and controlled by the WA Department of Fisheries. Secondly, the other unincorporated areas are A-class reserves either in, or close to, the Perth metropolitan area, namely Rottnest Island and Kings Park. In Canada, depending on the province, an unincorporated settlement is one that does not have a municipal council that governs over the settlement, it is but not always, part of a larger municipal government. This can range from small hamlets to large urbanized areas that are similar in size to towns and cities. For example, the urban service areas of Fort McMurray and Sherwood Park, of the Regional Municipality of Wood Buffalo and Strathcona County would be the fifth and sixth largest cities in Alberta if they were incorporated. In British Columbia, unincorporated settlements lie outside municipal boundaries and are administered directly by regional/county-level governments similar to the American system.
Unincorporated settlements with a population of between 100 and 1,000 residents may have the status of designated place in Canadian census data. In some provinces, large tracts of undeveloped wilderness or rural country are unorganized areas that fall directly under the provincial jurisdiction; some unincorporated settlements in such unorganized areas may have some types of municipal services provided to them by a quasi-governmental agency such as a local services board in Ontario. In New Brunswick where a significant population live in a Local Service District and services may come directly from the province; the entire area of the Czech Republic is divided into municipalities, with the only exception being 4 military areas. These are parts of the regions and do not form self-governing municipalities, but are rather governed by military offices, which are subordinate to the Ministry of Defense. † Brdy Military Area was abandoned by the Army in 2015 and converted into Landscape park, with its area being incorporated either into existing municipalities or municipalities newly established from the existing settlements.
The other four Military Areas were reduced in size in 2015 too. The decisions on whether the settlements join existing municipalities or form new ones are decided in plebiscites. Since Germany has no administrative level comparable to the townships of other countries, the vast majority of the country, close to 99%, is organized in municipalities consisting of multiple settlements which are not considered to be unincorporated; because these settlements lack a council of their own, there is an Ortsvorsteher / Ortsvorsteherin appointed by the municipal council, except in the smallest villages. In 2000, the number of unincorporated areas in Germany, called gemeindefreie Gebiete or singular gemeindefreies Gebiet, was 295 with a total area of 4,890.33 km² and around 1.4% of its territory. However
