Ouachita County, Arkansas
Ouachita County is a county located in the south central part of the U. S. state of Arkansas. As of the 2010 census, the population was 26,120; the county seat is Camden. Ouachita County is part of AR Micropolitan Statistical Area. Formed on November 29, 1842, the county is named for the Ouachita River; until the late 20th century, the county was a Democratic Party stronghold, aided by the state's having disenfranchised most African Americans at the turn of the century. As in much of the rest of the South, conservative whites, who comprise the majority of the population in the county, have shifted into the Republican Party. In 1972, U. S. President Richard M. Nixon became the first Republican presidential nominee in the 20th century to win a majority in Ouachita County. Much in the 2008 presidential election, U. S. Senator John McCain won the county by nearly ten percentage votes over Senator Barack Obama, following President George W. Bush's victory over Senator John F. Kerry in 2004; the politically influential Pryor family is based here.

The racial makeup of the county was 56.3% White, 39.9% Black, 0.3% Native American, 0.4% Asian, <0.1% Pacific Islander, 0.1% from some other race and 1.4% from two or more races. 1.6% were Hispanic or Latino of any race. As of the 2000 census, there were 28,790 people, 11,613 households, 8,071 families residing in the county; the population density was 39 people per square mile. There were 13,450 housing units at an average density of 18 per square mile.
The racial makeup of the county was 59.74% White, 38.64% Black or African American, 0.25% Native American, 0.24% Asian, 0.03% Pacific Islander, 0.26% from other races, 0.83% from two or more races. 0.73% of the population were Hispanic or Latino of any race. There were 11,613 households out of which 30.80% had children under the age of 18 living with them, 50.00% were married couples living together, 15.60% had a female householder with no husband present, 30.50% were non-families. 28.00% of all households were made up of individuals and 13.50% had someone living alone, 65 years of age or older. The average household size was 2.45 and the average family size was 2.99. In the county, the population was spread out with 25.90% under the age of 18, 8.00% from 18 to 24, 25.60% from 25 to 44, 23.60% from 45 to 64, 16.90% who were 65 years of age or older. The median age was 39 years. For every 100 females, there were 89.80 males. For every 100 females age 18 and over, there were 85.00 males. The median income for a household in the county was $29,341, the median income for a family was $35,736.
Males had a median income of $30,976 versus $18,800 for females. The per capita income for the county was $15,118. About 16.10% of families and 19.50% of the population were below the poverty line, including 26.20% of those under age 18 and 18.60% of those age 65 or over. Race and ethnicity in the United States Census
Race and ethnicity in the United States Census, defined by the federal Office of Management and Budget and the United States Census Bureau, are self-identification data items in which residents choose the race or races with which they most identify, indicate whether or not they are of Hispanic or Latino origin. The racial categories represent a social-political construct for the race or races that respondents consider themselves to be and, "generally reflect a social definition of race recognized in this country." OMB defines the concept of race as outlined for the US Census as not "scientific or anthropological" and takes into account "social and cultural characteristics as well as ancestry", using "appropriate scientific methodologies" that are not "primarily biological or genetic in reference." The race categories include both national-origin groups. Race and ethnicity are considered separate and distinct identities, with Hispanic or Latino origin asked as a separate question. Thus, in addition to their race or races, all respondents are categorized by membership in one of two ethnic categories, which are "Hispanic or Latino" and "Not Hispanic or Latino".
However, the practice of separating "race" and "ethnicity" as different categories has been criticized both by the American Anthropological Association and members of US Commission on Civil Rights. In 1997, OMB issued a Federal Register notice regarding revisions to the standards for the classification of federal data on race and ethnicity. OMB developed race and ethnic standards in order to provide "consistent data on race and ethnicity throughout the Federal Government; the development of the data standards stem in large measure from new responsibilities to enforce civil rights laws." Among the changes, OMB issued the instruction to "mark one or more races" after noting evidence of increasing numbers of interracial children and wanting to capture the diversity in a measurable way and having received requests by people who wanted to be able to acknowledge their or their children's full ancestry rather than identifying with only one group. Prior to this decision, the Census and other government data collections asked people to report only one race.
The OMB states, "many federal programs are put into effect based on the race data obtained from the decennial census. Race data are critical for the basic research behind many policy decisions. States require these data to meet legislative redistricting requirements; the data are needed to monitor compliance with the Voting Rights Act by local jurisdictions". "Data on ethnic groups are important for putting into effect a number of federal statutes. Data on Ethnic Groups are needed by local governments to run programs and meet legislative requirements." The 1790 United States Census was the first census in the history of the United States. The population of the United States was recorded as 3,929,214 as of Census Day, August 2, 1790, as mandated by Article I, Section 2 of the United States Constitution and applicable laws."The law required that every household be visited, that completed census schedules be posted in'two of the most public places within, there to remain for the inspection of all concerned...' and that'the aggregate amount of each description of persons' for every district be transmitted to the president."
This law along with U. S. marshals were responsible for governing the census. One third of the original census data has been lost or destroyed since documentation; the data was lost in 1790–1830 time period and included data from: Connecticut, Maryland, New Hampshire, New York, North Carolina, Rhode Island, South Carolina, Delaware, New Jersey, Virginia. Census data included the name of the head of the family and categorized inhabitants as follows: free white males at least 16 years of age, free white males under 16 years of age, free white females, all other free persons, slaves. Thomas Jefferson the Secretary of State, directed marshals to collect data from all thirteen states, from the Southwest Territory; the census was not conducted in Vermont until 1791, after that state's admission to the Union as the 14th state on March 4 of that year. There was some doubt surrounding the numbers, President George Washington and Thomas Jefferson maintained the population was undercounted; the potential reasons Washington and Jefferson may have thought this could be refusal to participate, poor public transportation and roads, spread out population, restraints of current technology.

Camden is a city in and the county seat of Ouachita County in the south-central part of the U. S. state of Arkansas. In 2000, Camden had a population of 13,154, but it lost 7.4 percent of its residents and recorded 12,183 in 2010. Camden is the principal city of the Camden Micropolitan Statistical Area, which includes all of Ouachita and Calhoun counties; the city of Camden, has a multicultural history by reason of its location on the Ouachita River. The area was part of the vast Louisiana Territory claimed by La Salle in 1682; the first written history of what would become Camden came from the 1742 journal of André Fabri de la Bruyère, who followed an old Indian trail across the Ouachita at that site. In 1762 Spain gained the Louisiana Territory by treaty. Hunters and traders of French ancestry, began to make their way up the Ouachita in search of furs and pelts; these voyageurs established a rendezvous point at Ecore à Fabri, now known as Camden. After the American Revolution, Spanish Governor Bernardo de Gálvez decided to establish a military post on the upper Ouachita as a buffer between US and Spanish territory.
He appointed a Frenchman named Jean-Baptiste Filhiol, called Don Juan Filhiol by the Spanish, to be the commandant of the new post. In 1782 Filhiol chose to locate his headquarters at the old post at Ecore à Fabri; this was the first attempt at a European settlement on the Ouachita. He brought a son was born to them there, but the people along the river had no interest in changing their itinerant lifestyle, Filhiol's efforts to attract settlers from elsewhere failed. A few years Filhiol moved the Ouachita Post down the river to present-day Monroe, Louisiana. After the Louisiana Purchase, migrants from the southern United States began to settle the area; these were small farmers attracted by the cheap land. The old trading post of Ecore à Fabri became the seat of government. In 1829 Union County was formed with Ecore à Fabri as the county seat. A post office was established there in 1830; the French name was difficult to spell and pronounce, so the town was incorporated and named Camden in 1844. Most believe that the name came from Camden, the hometown of General Thomas Woodward, an early city founder.
Camden soon became the second-largest city in Arkansas. In pre-Civil War days, it was a mercantile center and a bustling river port served by frequent scheduled steamboats carrying passengers and freight. Most traveled between New Orleans. Camden was the headquarters for John T. Chidester's stagecoach line that served Arkansas and Texas. Chidester's company carried US mail from Memphis to Fort Smith for the Butterfield stage line. During the American Civil War, Camden was occupied for twelve days in April 1864 by Union soldiers as part of the Union army's ill-fated Red River Campaign. There was only a minor skirmish, during which Confederates fired on the Union troops occupying Fort Southerland. Unable to supply his army after the Confederates won the Battle of Poison Springs, General Steele withdrew from the city on April 26. Before the steamboat era faded, Camden had become a railroad town—served by the mainline of the St Louis-Southwestern Railroad and by branch lines of the Missouri Pacific and the Rock Island railroads.
The town remained an important cotton shipping depot through the early decades of the twentieth century. The South Arkansas oil boom of the 1920s resulted in a thriving economy. In 1927, the International Paper Company built a processing mill at Camden, following development of south Arkansas' lumber industry. For several decades, Camden was the headquarters of the Clyde E. Palmer newspaper chain, which included The Camden News, the Texarkana Gazette, the Hot Springs Sentinel-Record, the Magnolia Banner News; the daily newspaper in Camden is the original flagship publication of WEHCO Media. Near the end of World War II, thousands of new jobs were created with the 1944 construction of a naval ammunition depot across the Ouachita at Shumaker, Arkansas; the Korean War generated new jobs and activity at the depot. The city and county redeveloped its grounds into an extensive industrial area; this was the site of multiple smaller industries. A technical campus of Southern Arkansas University is located there.
In the 1990s, post Cold-War downsizing of the defense industry brought severe job losses—and resulting population decline—to the Camden area. The International Paper Company mill closed a few years resulting in more job losses. In recent years, however, a partial resurgence of defense contracts and the development of a diversified mixture of small business and professional activity have stabilized the town's economy; as one of Arkansas' most historic towns, the city attracts considerable heritage tourism. Camden is home to two major events: the Daffodil Festival in the spring and the BPW Barn Sale in the fall. Among the many historic homes in Camden is the Richie-Crawford House at 330 Clifton Street, built in 1909 and featuring four Corinthian columns and a two-story porch. On March 2, 1957, the Camden attorney Maud Robinson Crawford disappeared from the house that she shared with her husband, Clyde Falwell Crawford, her disappearance remains unsolved. Camden is located at the end of the navigable part of the river.
According to the United States Census Bureau, the city has a total area of 16.5 square miles, of which 16.5 square miles is land and 0.1 square miles is water. The climate in this area is characterized by cool winters. According to the Köppen Climate Classification
A census is the procedure of systematically acquiring and recording information about the members of a given population. The term is used in connection with national population and housing censuses; the United Nations defines the essential features of population and housing censuses as "individual enumeration, universality within a defined territory and defined periodicity", recommends that population censuses be taken at least every 10 years. United Nations recommendations cover census topics to be collected, official definitions and other useful information to co-ordinate international practice; the word is of Latin origin: during the Roman Republic, the census was a list that kept track of all adult males fit for military service. The modern census is essential to international comparisons of any kind of statistics, censuses collect data on many attributes of a population, not just how many people there are. Censuses began as the only method of collecting national demographic data, are now part of a larger system of different surveys.
Although population estimates remain an important function of a census, including the geographic distribution of the population, statistics can be produced about combinations of attributes e.g. education by age and sex in different regions. Current administrative data systems allow for other approaches to enumeration with the same level of detail but raise concerns about privacy and the possibility of biasing estimates. A census can be contrasted with sampling in which information is obtained only from a subset of a population. Modern census data are used for research, business marketing, planning, as a baseline for designing sample surveys by providing a sampling frame such as an address register. Census counts are necessary to adjust samples to be representative of a population by weighting them as is common in opinion polling. Stratification requires knowledge of the relative sizes of different population strata which can be derived from census enumerations. In some countries, the census provides the official counts used to apportion the number of elected representatives to regions.
In many cases, a chosen random sample can provide more accurate information than attempts to get a population census. A census is construed as the opposite of a sample as its intent is to count everyone in a population rather than a fraction. However, population censuses rely on a sampling frame to count the population; this is the only way to be sure that everyone has been included as otherwise those not responding would not be followed up on and individuals could be missed. The fundamental premise of a census is that the population is not known and a new estimate is to be made by the analysis of primary data; the use of a sampling frame is counterintuitive as it suggests that the population size is known. However, a census is used to collect attribute data on the individuals in the nation; this process of sampling marks the difference between historical census, a house to house process or the product of an imperial decree, the modern statistical project. The sampling frame used by census is always an address register.
Thus it is not known how many people there are in each household. Depending on the mode of enumeration, a form is sent to the householder, an enumerator calls, or administrative records for the dwelling are accessed; as a preliminary to the dispatch of forms, census workers will check any address problems on the ground. While it may seem straightforward to use the postal service file for this purpose, this can be out of date and some dwellings may contain a number of independent households. A particular problem is what are termed'communal establishments' which category includes student residences, religious orders, homes for the elderly, people in prisons etc; as these are not enumerated by a single householder, they are treated differently and visited by special teams of census workers to ensure they are classified appropriately. Individuals are counted within households and information is collected about the household structure and the housing. For this reason international documents refer to censuses of housing.
The census response is made by a household, indicating details of individuals resident there. An important aspect of census enumerations is determining which individuals can be counted from which cannot be counted. Broadly, three definitions can be used: de facto residence; this is important to consider individuals who have temporary addresses. Every person should be identified uniquely as resident in one place but where they happen to be on Census Day, their de facto residence, may not be the best place to count them. Where an individual uses services may be more useful and this is at their usual, or de jure, residence. An individual may be represented at a permanent address a family home for students or long term migrants, it is necessary to have a precise definition of residence to decide whether visitors to a country should be included in the population count. This is becoming more important as students travel abroad for education for a period of several years. Other groups causing problems of enumeration are new born babies, people away on holiday, people moving home around census day, people without a fixed address.

Per capita income
Per capita income or average income measures the average income earned per person in a given area in a specified year. It is calculated by dividing the area's total income by its total population. Per capita income is national income divided by population size. Per capita income is used to measure an area's average income and compare the wealth of different populations. Per capita income is used to measure a country's standard of living, it is expressed in terms of a used international currency such as the euro or United States dollar, is useful because it is known, is calculable from available gross domestic product and population estimates, produces a useful statistic for comparison of wealth between sovereign territories. This helps to ascertain a country's development status, it is one of the three measures for calculating the Human Development Index of a country. In the United States, it is defined by the U. S. Census Bureau as the following: "Per capita income is the mean money income received in the past 12 months computed for every man and child in a geographic area."
Critics claim that per capita income has several weaknesses in measuring prosperity: Comparisons of per capita income over time need to consider inflation. Without adjusting for inflation, figures tend to overstate the effects of economic growth. International comparisons can be distorted by cost of living differences not reflected in exchange rates. Where the objective is to compare living standards between countries, adjusting for differences in purchasing power parity will more reflect what people are able to buy with their money, it does not reflect income distribution. If a country's income distribution is skewed, a small wealthy class can increase per capita income while the majority of the population has no change in income. In this respect, median income is more useful when measuring of prosperity than per capita income, as it is less influenced by outliers. Non-monetary activity, such as barter or services provided within the family, is not counted; the importance of these services varies among economies.

Baptists are Christians distinguished by baptizing professing believers only, doing so by complete immersion. Baptist churches generally subscribe to the tenets of soul competency/liberty, salvation through faith alone, scripture alone as the rule of faith and practice, the autonomy of the local congregation. Baptists recognize two ordinances: baptism and the Lord's supper. Diverse from their beginning, those identifying as Baptists today differ from one another in what they believe, how they worship, their attitudes toward other Christians, their understanding of what is important in Christian discipleship. Historians trace the earliest "Baptist" church to 1609 in Amsterdam, Dutch Republic with English Separatist John Smyth as its pastor. In accordance with his reading of the New Testament, he rejected baptism of infants and instituted baptism only of believing adults. Baptist practice spread to England, where the General Baptists considered Christ's atonement to extend to all people, while the Particular Baptists believed that it extended only to the elect.
Thomas Helwys formulated a distinctively Baptist request that the church and the state be kept separate in matters of law, so that individuals might have freedom of religion. Helwys died in prison as a consequence of the religious conflict with English dissenters under King James I. In 1638, Roger Williams established the first Baptist congregation in the North American colonies. In the 18th and 19th centuries, the First and Second Great Awakening increased church membership in the United States. Baptist missionaries have spread their faith to every continent. Baptist historian Bruce Gourley outlines four main views of Baptist origins: the modern scholarly consensus that the movement traces its origin to the 17th century via the English Separatists, the view that it was an outgrowth of Anabaptist traditions, the perpetuity view which assumes that the Baptist faith and practice has existed since the time of Christ, the successionist view, or "Baptist successionism", which argues that Baptist churches existed in an unbroken chain since the time of Christ.
Modern Baptist churches trace their history to the English Separatist movement in the 1600s, the century after the rise of the original Protestant denominations. This view of Baptist origins has the most historical support and is the most accepted. Adherents to this position consider the influence of Anabaptists upon early Baptists to be minimal, it was a time of considerable religious turmoil. Both individuals and churches were willing to give up their theological roots if they became convinced that a more biblical "truth" had been discovered. During the Protestant Reformation, the Church of England separated from the Roman Catholic Church. There were some Christians who were not content with the achievements of the mainstream Protestant Reformation. There were Christians who were disappointed that the Church of England had not made corrections of what some considered to be errors and abuses. Of those most critical of the Church's direction, some chose to stay and try to make constructive changes from within the Anglican Church.
They are described by Gourley as cousins of the English Separatists. Others decided they must leave the Church because of their dissatisfaction and became known as the Separatists. Historians trace the earliest Baptist church back to 1609 in Amsterdam, with John Smyth as its pastor. Three years earlier, while a Fellow of Christ's College, Cambridge, he had broken his ties with the Church of England. Reared in the Church of England, he became "Puritan, English Separatist, a Baptist Separatist," and ended his days working with the Mennonites, he began meeting in England with 60–70 English Separatists, in the face of "great danger." The persecution of religious nonconformists in England led Smyth to go into exile in Amsterdam with fellow Separatists from the congregation he had gathered in Lincolnshire, separate from the established church. Smyth and his lay supporter, Thomas Helwys, together with those they led, broke with the other English exiles because Smyth and Helwys were convinced they should be baptized as believers.
In 1609 Smyth first baptized himself and baptized the others. In 1609, while still there, Smyth wrote a tract titled "The Character of the Beast," or "The False Constitution of the Church." In it he expressed two propositions: first, infants are not to be baptized. Hence, his conviction was that a scriptural church should consist only of regenerate believers who have been baptized on a personal confession of faith, he rejected the Separatist movement's doctrine of infant baptism. Shortly thereafter, Smyth left the group, layman Thomas Helwys took over the leadership, leading the church back to England in 1611. Smyth became committed to believers' baptism as the only biblical baptism, he was convinced on the basis of his interpretation of Scripture that infants would not be damned should they die in infancy. Smyth, convinced that his self-baptism was invalid, applied with the Mennonites for membership, he died while waiting for membership, some of his followers became Mennonites. Thomas Helwys and others kept their Baptist commitments.

In some cultures, marriage is recommended or considered to be compulsory before pursuing any sexual activity; when defined broadly, marriage is considered a cultural universal. Whom they marry may be influenced by gender determined rules of incest, prescriptive marriage rules, parental choice and individual desire.
In some areas of the world, arranged marriage, child marriage and sometimes forced marriage, may be practiced as a cultural tradition. Conversely, such practices may be outlawed and penalized in parts of the world out of concerns of the infringement of women's rights, or the infringement of children's rights, because of international law. Around the world in developed democracies, there has been a general trend towards ensuring equal rights within marriage for women and recognizing the marriages of interfaith and same-sex couples; these trends coincide with the broader human rights movement. Marriage can be recognized by a state, an organization, a religious authority, a tribal group, a local community, or peers, it is viewed as a contract. When a marriage is performed and carried out by a government institution in accordance with the marriage laws of the jurisdiction, without religious content, it is a civil marriage. Civil marriage recognizes and creates the rights and obligations intrinsic to matrimony before the state.

Conversely, civil marriage does not exist in some countries governed by a religious legal system, such as Saudi Arabia, where marriages contracted abroad might not be recognized if they were contracted contrary to Saudi interpretations of Islamic religious law. In countries governed by a mixed secular-religious legal system, such as in Lebanon and Israel, locally performed civil marriage does not exist within the country, preventing interfaith and various other marriages contradicting religious laws from being entered into in the country, civil marriages performed abroad are recognized by the state if they conflict with religious laws.

In terms of legal recognition, most sovereign states and other jurisdictions limit marriage to opposite-sex couples and a diminishing number of these permit polygyny, child marriages, forced marriages. In modern times, a growing number of countries developed democracies, have lifted bans on and have established legal recognition for the marriages of interfaith and same-sex couples; some cultures allow the dissolution of marriage through annulment. In some areas, child marriages and polygamy may occur in spite of national laws against the practice. Since the late twentieth century, major social changes in Western countries have led to changes in the demographics of marriage, with the age of first marriage increasing, fewer people marrying, more couples choosing to cohabit rather than marry. For example, the number of marriages in Europe decreased by 30% from 1975 to 2005.
In most cultures, married women had few rights of their own, being considered, along with the family's children, the property of the husband.
