Vladimir Vasilievich Kvachkov is a Russian former Spetsnaz colonel and military intelligence officer, known for being arrested and charged for the attempted assassination of politician and businessman Anatoly Chubais in 2005, for which he was jailed for three years until he was acquitted on 5 June 2008.

The Jubilee Medal "300 Years of the Russian Navy" was a state commemorative medal of the Russian Federation awarded to deserving citizens to denote the 300th anniversary of the Russian Navy. It was established on February 10, 1996 by Presidential Decree No. 176.
