Naperville is a city in DuPage and Will counties in the U. S. state of Illinois. Located 28 miles west of Chicago, Naperville was founded in 1831 and developed into the fifth-largest city in Illinois; as of the 2010 census, the city had a population of 141,853, estimated to have increased to 147,682 by 2017. In a 2010 study assessing cities with populations exceeding 75,000, Naperville was ranked as the wealthiest city in the Midwest and the eleventh wealthiest in the nation, it was ranked among the nation's safest cities by Business Insider. Naperville was voted the second-best place to live in the United States by Money magazine in 2006 and it was rated first on the list of best cities for early retirement in 2013 by Kiplinger. In 2015, it was named as one of the most educated large cities in America with populations over 50,000. In July 1831, Joseph Naper arrived at the west bank of the DuPage River with his family and friends to found what would be known as Naper's Settlement. Among those original settlers were Naper's wife Almeda Landon, his brother John with wife Betsy Goff, his sister Amy with husband John Murray, his mother Sarah.
Their arrival followed a nearly two-month voyage across three Great Lakes in the Naper brothers' schooner, the Telegraph. On the journey were several families who remained in the settlement that would become Chicago, including that of Dexter Graves, memorialized in Graceland Cemetery by the well-known Lorado Taft statue "Eternal Silence". By 1832, over one hundred settlers had arrived at Naper's Settlement. Following the news of the Indian Creek massacre during the Black Hawk War, these settlers were temporarily displaced to Fort Dearborn for protection from an anticipated attack by the Sauk tribe. Fort Payne was built at Naper's Settlement, the settlers returned and the attack never materialized; the Pre-Emption House was constructed in 1834, as the Settlement became a stage-coach stop on the road from Chicago to Galena. Reconstructions of Fort Payne and the Pre-Emption House stand as part of Naper Settlement outdoor museum village, established by the Naperville Heritage Society and the Naperville Park District in 1969 to preserve some of the community's oldest buildings.
In 1855 Sybil Dunbar came to Naperville as its first recorded black female resident. A commemorative marker honoring her was placed in the cemetery in 2015. After DuPage County was split from Cook County in 1839, Naper's Settlement became the DuPage county seat, a distinction it held until 1868. Naper's Settlement was incorporated as the Village of Naperville in 1857, at which time it had a population of 2,000. Reincorporation as a city occurred in 1890. In 1887, Peter Edward Kroehler established the Kroehler Manufacturing Company's factory in Naperville along the Chicago, Burlington & Quincy tracks. Kroehler Manufacturing became the world's largest furniture manufacturer, a major employer in Naperville; the company closed the Naperville factory in 1978. In 1987, the site was redeveloped into upscale commercial and apartment properties, as Fifth Avenue Station. On April 26, 1946, Naperville was the site of one of the worst train disasters in Chicago history. Two Chicago and Quincy Railroad trains, the Advance Flyer and the Exposition Flyer, collided'head to tail' on a single track just west of the Loomis Street grade crossing.
The accident killed 45 and injured 127 passengers and/or crew members. This event is commemorated in a metal inlay map of Naperville on the southeast corner of the Nichols Library's sidewalk area. In 2012, author Chuck Spinner published The Tragedy at the Loomis Street Crossing which details the tragedy and gives the stories of the 45 persons who perished. On April 26, 2014, a memorial entitled Tragedy to Triumph was dedicated at the train station; the sculpture by Paul Kuhn is dedicated not only to the crash victims but to the rescuers at the site. A predominantly rural community for most of its existence, Naperville experienced a population explosion beginning in the 1960s and continuing into the 1980s and 1990s, following the construction of the East-West Tollway and Interstate 355, it has nearly quadrupled in size as the Chicago metropolitan area's urban sprawl brought corporations and wealth to the area. The March 2006 issue of Chicago magazine cites a mid-1970s decision to make and keep all parking in downtown Naperville free to keep downtown Naperville "alive" in the face of competition with Fox Valley Mall in Aurora and the subsequent sprawl of strip shopping malls.
Parking meters were taken down, parking in garages built in the 1980s and 1990s is free, parking is still available on major thoroughfares during non-peak hours. Naperville marked the 175th anniversary of its 1831 founding in 2006; the anniversary events included concerts and a balloon parade. According to the 2010 census, Naperville has an area of 39.323 square miles, of which 38.77 square miles is land and 0.553 square miles is water. Portions of the city of Naperville drain to the West Branch of the DuPage River within DuPage County. In the flood of 1996, downtown businesses in the City of Naperville incurred significant damage. Overall, Forest Preserve District ownership of a large amount of property along the West Branch has minimized development in flood plains and has helped reduce the damages from overbank flooding that have occurred in the county's more developed watersheds. Works Progress Administration
The Works Progress Administration was an American New Deal agency, employing millions of people to carry out public works projects, including the construction of public buildings and roads. It was established on May 6, 1935, by Executive Order 7034. In a much smaller project, Federal Project Number One, the WPA employed musicians, writers and directors in large arts, drama and literacy projects; the four projects dedicated to these were: the Federal Writers’ Project, the Historical Records Survey, the Federal Theatre Project, the Federal Music Project, the Federal Art Project. In the Historical Records Survey, for instance, many former slaves in the South were interviewed. Theater and music groups toured throughout America, gave more than 225,000 performances. Archaeological investigations under the WPA were influential in the rediscovery of pre-Columbian Native American cultures, the development of professional archaeology in the US; every community in the United States had a new park, bridge, or school, constructed by the agency.
The WPA's initial appropriation in 1935 was for $4.9 billion. Headed by Harry Hopkins, the WPA provided jobs and income to the unemployed during the Great Depression in the United States, while developing infrastructure to support the current and future society. Above all, the WPA hired workers and craftsmen who were employed in building streets. Thus, under the leadership of the WPA, more than 1 million km of streets and over 10,000 bridges were built, in addition to many airports and much housing; the largest single project of the WPA was the Tennessee Valley Authority, which provided the impoverished Tennessee Valley with dams and waterworks to create an infrastructure for electrical power. Camp David, the presidential estate in Maryland used for international meetings, San Francisco's Golden Gate Bridge were both constructed by the WPA. At its peak in 1938, it provided paid jobs for three million unemployed men and women, as well as youth in a separate division, the National Youth Administration.
Between 1935 and 1943, when the agency was disbanded, the WPA employed 8.5 million people. Most people who needed a job were eligible for employment in some capacity. Hourly wages were set to the prevailing wages in each area. Full employment, reached in 1942 and emerged as a long-term national goal around 1944, was not the goal of the WPA. "Millions of people needed subsistence incomes. Work relief was preferred over public assistance because it maintained self-respect, reinforced the work ethic, kept skills sharp."The WPA was a national program that operated its own projects in cooperation with state and local governments, which provided 10–30% of the costs. The local sponsor provided land and trucks and supplies, with the WPA responsible for wages. WPA sometimes took over state and local relief programs that had originated in the Reconstruction Finance Corporation or Federal Emergency Relief Administration programs, it was liquidated on June 30, 1943, as a result of low unemployment due to the worker shortage of World War II.
The WPA had provided millions of Americans with jobs for eight years. A joint resolution introduced January 21, 1935, the Emergency Relief Appropriation Act of 1935 was passed by the United States Congress and signed into law by President Franklin D. Roosevelt on April 8, 1935. On May 6, 1935, FDR issued executive order 7034; the WPA superseded the work of the Federal Emergency Relief Administration, dissolved. Direct relief assistance was permanently replaced by a national work relief program—a major public works program directed by the WPA; the WPA was shaped by Harry Hopkins, supervisor of the Federal Emergency Relief Administration and close adviser to Roosevelt. Both Roosevelt and Hopkins believed that the route to economic recovery and the lessened importance of the dole would be in employment programs such as the WPA. Hallie Flanagan, national director of the Federal Theatre Project, wrote that "for the first time in the relief experiments of this country the preservation of the skill of the worker, hence the preservation of his self-respect, became important."The WPA was organized into the following divisions: The Division of Engineering and Construction, which planned and supervised construction projects including airports, dams and sanitation systems.

Per capita income
Per capita income or average income measures the average income earned per person in a given area in a specified year. It is calculated by dividing the area's total income by its total population. Per capita income is national income divided by population size. Per capita income is used to measure an area's average income and compare the wealth of different populations. Per capita income is used to measure a country's standard of living, it is expressed in terms of a used international currency such as the euro or United States dollar, is useful because it is known, is calculable from available gross domestic product and population estimates, produces a useful statistic for comparison of wealth between sovereign territories. This helps to ascertain a country's development status, it is one of the three measures for calculating the Human Development Index of a country. In the United States, it is defined by the U. S. Census Bureau as the following: "Per capita income is the mean money income received in the past 12 months computed for every man and child in a geographic area."
Critics claim that per capita income has several weaknesses in measuring prosperity: Comparisons of per capita income over time need to consider inflation. Without adjusting for inflation, figures tend to overstate the effects of economic growth. International comparisons can be distorted by cost of living differences not reflected in exchange rates. Where the objective is to compare living standards between countries, adjusting for differences in purchasing power parity will more reflect what people are able to buy with their money, it does not reflect income distribution. If a country's income distribution is skewed, a small wealthy class can increase per capita income while the majority of the population has no change in income. In this respect, median income is more useful when measuring of prosperity than per capita income, as it is less influenced by outliers. Non-monetary activity, such as barter or services provided within the family, is not counted; the importance of these services varies among economies.
Per capita income does not consider whether income is invested in factors to improve the area's development, such as health, education, or infrastructure. A ZIP Code is a postal code used by the United States Postal Service in a system it introduced in 1963. The term ZIP is an acronym for Zone Improvement Plan; the basic format consists of five digits. An extended ZIP+4 code was introduced in 1983 which includes the five digits of the ZIP Code, followed by a hyphen and four additional digits that reference a more specific location; the term ZIP Code was registered as a servicemark by the U. S. Postal Service, but its registration has since expired; the early history and context of postal codes began with postal district/zone numbers. The United States Post Office Department implemented postal zones for numerous large cities in 1943. For example: The "16" was the number of the postal zone in the specific city. By the early 1960s, a more organized system was needed, non-mandatory five-digit ZIP Codes were introduced nationwide on July 1, 1963; the USPOD issued its Publication 59: Abbreviations for Use with ZIP Code on October 1, 1963, with the list of two-letter state abbreviations which are written with both letters capitalized.
An earlier list in June had proposed capitalized abbreviations ranging from two to five letters. According to Publication 59, the two-letter standard was "based on a maximum 23-position line, because this has been found to be the most universally acceptable line capacity basis for major addressing systems", which would be exceeded by a long city name combined with a multi-letter state abbreviation, such as "Sacramento, Calif." along with the ZIP Code. The abbreviations have remained unchanged, with the exception of Nebraska, changed from NB to NE in 1969 at the request of the Canadian postal administration, to avoid confusion with the Canadian province of New Brunswick. Robert Moon is considered the father of the ZIP Code; the post office only credits Moon with the first three digits of the ZIP Code, which describe the sectional center facility or "sec center." An SCF is a central mail processing facility with those three digits. The fourth and fifth digits, which give a more precise locale within the SCF, were proposed by Henry Bentley Hahn Sr.
The SCF sorts mail to all post offices with those first three digits in their ZIP Codes. The mail is sorted according to the final two digits of the ZIP Code and sent to the corresponding post offices in the early morning. Sectional centers do not deliver mail and are not open to the public, most of their employees work the night shift. Mail picked up at post offices is sent to their own SCF in the afternoon, where the mail is sorted overnight. In the case of large cities, the last two digits coincide with the older postal zone number thus: In 1967, these became mandatory for second- and third-class bulk mailers, the system was soon adopted generally; the United States Post Office used a cartoon character, which it called Mr. ZIP, to promote the use of the ZIP Code, he was depicted with a legend such as "USE ZIP CODE" in the selvage of panes of postage stamps or on the covers of booklet panes of stamps. In 1971 Elmira Star-Gazette reporter Dick Baumbach found out the White House was not using a ZIP Code on its envelopes.
Herb Klein, special assistant to President Nixon, responded by saying the next printing of envelopes would include the ZIP Code. In 1983, the U. S. Postal Service introduced an expanded ZIP Code system that it called ZIP+4 called "plus-four codes", "add-on codes", or "add-ons". A ZIP+4 Code uses the basic five-digit code plus four additional digits to identify a geographic segment within the five-digit delivery area, such as a city block, a group of apartments, an individual high-volume receiver of mail, a post office box, or any other unit that could use an extra identifier to aid in efficient mail sorting and delivery. However, initial attempts to promote universal use of the new format met with public resistance and today the plus-four code is not required. In general, mail is read by a multiline optical character reader that instantly determines the correct ZIP+4 Code from the address—along with the more specific delivery point—and sprays an Intelligent Mail barcode on the face of the mail piece that corresponds to 11 digits—nine for the ZIP+4 Code and two for the delivery point.
For Post Office Boxes, the general rule is. The add-on code is one of the following: the last four digits of the box number, zero plus the last three digits of the box number, or, if the box number consists of fewer than four digits, enough zeros are attached to the front of the box number to produce a four-digit number. However, there is no uniform rule, so the ZIP+4 Code must be looked up individually for each box; the ZIP Code is translated into an Intelligent Mail barcode, printed on the mailpiece to make it easier for automated machines to sort. A barcode can be printed by the sender, it is better to let the post office put one on. In general, the post office uses OCR technology, though in some cases a human might have to read and enter the address. Population density is a measurement of population per unit area or unit volume. It is applied to living organisms, most of the time to humans, it is a key geographical term. In simple terms population density refers to the number of people living in an area per kilometer square. Population density is population divided by total land water volume, as appropriate. Low densities may lead to further reduced fertility; this is called the Allee effect after the scientist. Examples of the causes in low population densities include: Increased problems with locating sexual mates Increased inbreeding For humans, population density is the number of people per unit of area quoted per square kilometer or square mile; this may be calculated for a county, country, another territory or the entire world. The world's population is around 7,500,000,000 and Earth's total area is 510,000,000 square kilometers. Therefore, the worldwide human population density is around 7,500,000,000 ÷ 510,000,000 = 14.7 per km2. If only the Earth's land area of 150,000,000 km2 is taken into account human population density is 50 per km2.
This includes all continental and island land area, including Antarctica. If Antarctica is excluded population density rises to over 55 people per km2. However, over half of the Earth's land mass consists of areas inhospitable to human habitation, such as deserts and high mountains, population tends to cluster around seaports and fresh-water sources. Thus, this number by itself does not give any helpful measurement of human population density. Several of the most densely populated territories in the world are city-states and dependencies; these territories have a small area and a high urbanization level, with an economically specialized city population drawing on rural resources outside the area, illustrating the difference between high population density and overpopulation The potential to maintain the agricultural aspects of deserts is limited as there is not enough precipitation to support a sustainable land. The population in these areas are low. Therefore, cities in the Middle East, such as Dubai, have been increasing in population and infrastructure growth at a fast pace.
Cities with high population densities are, by some, considered to be overpopulated, though this will depend on factors like quality of housing and infrastructure and access to resources. Most of the most densely populated cities are in Southeast Asia, though Cairo and Lagos in Africa fall into this category. City population and area are, however dependent on the definition of "urban area" used: densities are invariably higher for the central city area than when suburban settlements and the intervening rural areas are included, as in the areas of agglomeration or metropolitan area, the latter sometimes including neighboring cities. For instance, Milwaukee has a greater population density when just the inner city is measured, the surrounding suburbs excluded. In comparison, based on a world population of seven billion, the world's inhabitants, as a loose crowd taking up ten square feet per person, would occupy a space a little larger than Delaware's land area; the Gaza Strip has a population density of 5,046 pop/km.

A civil township is a used unit of local government in the United States, subordinate to a county. The term town is used in New England, New York, Wisconsin to refer to the equivalent of the civil township in these states. Specific responsibilities and the degree of autonomy vary based on each state. Civil townships are distinct from survey townships, but in states that have both, the boundaries coincide and may geographically subdivide a county; the U. S. Census Bureau classifies civil townships as minor civil divisions. There are 20 states with civil townships. Township functions are overseen by a governing board and a clerk or trustee. Township officers include justice of the peace, road commissioner, assessor and surveyor. In the 20th century, many townships added a township administrator or supervisor to the officers as an executive for the board. In some cases, townships run local libraries, senior citizen services, youth services, disabled citizen services, emergency assistance, cemetery services.
In some states, a township and a municipality, coterminous with that township may wholly or consolidate their operations. Depending on the state, the township government has varying degrees of authority. In the Upper Midwestern states near the Great Lakes, civil townships, are but not always, overlaid on survey townships; the degree to which these townships are functioning governmental entities varies from state to state and in some cases within a state. For example, townships in the northern part of Illinois are active in providing public services — such as road maintenance, after-school care, senior services — whereas townships in southern Illinois delegate these services to the county. Most townships in Illinois provide services such as snow removal, senior transportation, emergency services to households residing in unincorporated parts of the county; the townships in Illinois each have a township board, whose board members were called township trustees, a single township supervisor. In contrast, civil townships in Indiana are operated in a consistent manner statewide and tend to be well organized, with each served by a single township trustee and a three-member board.
Civil townships in these states are not incorporated, nearby cities may annex land in adjoining townships with relative ease. In Michigan, general law townships are corporate entities, some can become reformulated as charter townships, a status intended to protect against annexation from nearby municipalities and which grants the township some home rule powers similar to cities. In Wisconsin, civil townships are known as "towns" rather than townships, but they function the same as in neighboring states. In Minnesota, state statute refers to such entities as towns yet requires them to have a name in the form "Name Township". In both documents and conversation, "town" and "township" are used interchangeably. Minnesota townships can be either Non-Urban or Urban, but this is not reflected in the township's name. In Ohio, a city or village is overlaid onto a township unless it withdraws by establishing a paper township. Where the paper township does not extend to the city limits, property owners pay taxes for both the township and municipality, though these overlaps are sometimes overlooked by mistake.
Ten other states allow townships and municipalities to overlap. In Kansas, some civil townships provide services such as road maintenance and fire protection services not provided by the county. In New England, the states are subdivided into towns, which are functioning municipal corporations that provide most local services. While counties exist in New England, for the most part they serve as dividing lines for state judicial systems. With the exception of a few remote areas of New Hampshire and Maine, every square foot of New England lies within the borders of an incorporated town. New England has cities, most of which are towns whose residents have voted to replace the town meeting form of government with a city form. In portions of New Hampshire and Maine, county subdivisions that are not incorporated are referred to as townships, or by other terms such as "gore", "grant", "location", "plantation", or "purchase". In New York, counties are further subdivided into towns and cities, the principal forms of local government.
Towns fulfill a function similar to those of townships in other states. As is the case in most of New England, every square foot of New York's territory is incorporated. New York towns contain one or more incorporated villages, village residents pay both town and village taxes. Towns include a number of unincorporated hamlets. A Pennsylvania township is a unit of local government, responsible for services such as police departments, local road and street maintenance, it acts the same as a borough. Townships were established based on convenient geographical boundaries and vary in size from six to fifty-two square miles. A New Jersey township is similar, in that it is a form of municipal government equal in status to a village, borough, or city, provides similar services to a Pennsylvania township. In the South, outside cities and towns there is no local government other than the county. Distillation is the process of separating the components or substances from a liquid mixture by using selective boiling and condensation. Distillation may result in complete separation, or it may be a partial separation that increases the concentration of selected components in the mixture. In either case, the process exploits differences in the volatility of the mixture's components. In industrial chemistry, distillation is a unit operation of universal importance, but it is a physical separation process, not a chemical reaction. Distillation has many applications. For example: Distillation of fermented products produces distilled beverages with a high alcohol content or separates out other fermentation products of commercial value. Distillation is an traditional method of desalination. In the fossil fuel industry, oil stabilization is a form of partial distillation that reduces vapor pressure of crude oil, thereby making it safe for storage and transport as well as reducing the atmospheric emissions of volatile hydrocarbons.
In midstream operations at oil refineries, distillation is a major class of operation for transforming crude oil into fuels and chemical feed stocks. Cryogenic distillation leads to the separation of air into its components – notably oxygen and argon – for industrial use. In the field of industrial chemistry, large amounts of crude liquid products of chemical synthesis are distilled to separate them, either from other products, from impurities, or from unreacted starting materials. An installation used for distillation of distilled beverages, is called a distillery; the distillation equipment at a distillery is a still. In 1975 Paolo Rovesti a chemist and pharmacist who became known as"father of Phytocosmetics" discovered a terracota distillation apparatus in the Indus valley in West Pakistan which dates from around 3000 BC. Early evidence of distillation was found on Akkadian tablets dated circa 1200 BC describing perfumery operations; the tablets provided textual evidence that an early primitive form of distillation was known to the Babylonians of ancient Mesopotamia.
Early evidence of distillation was found related to alchemists working in Alexandria in Roman Egypt in the 1st century. Distilled water has been in use since at least c. 200, when Alexander of Aphrodisias described the process. Work on distilling other liquids continued in early Byzantine Egypt under Zosimus of Panopolis in the 3rd century. Distillation was practiced in the ancient Indian subcontinent, evident from baked clay retorts and receivers found at Taxila and Charsadda in modern Pakistan, dating back to the early centuries of the Common Era; these "Gandhara stills" were only capable of producing weak liquor, as there was no efficient means of collecting the vapors at low heat. Distillation in China may have begun during the Eastern Han dynasty, but the distillation of beverages began in the Jin and Southern Song dynasties, according to archaeological evidence. Clear evidence of the distillation of alcohol comes from the Arab chemist Al-Kindi in 9th-century Iraq; the process spread to Italy, where it was described by the School of Salerno in the 12th century.
Fractional distillation was developed by Tadeo Alderotti in the 13th century. A still was found in an archaeological site in Qinglong, Hebei province, in China, dating back to the 12th century. Distilled beverages were common during the Yuan dynasty. In 1500, German alchemist Hieronymus Braunschweig published Liber de arte destillandi, the first book dedicated to the subject of distillation, followed in 1512 by a much expanded version. In 1651, John French published The Art of Distillation, the first major English compendium on the practice, but it has been claimed that much of it derives from Braunschweig's work; this includes diagrams with people in them showing the industrial rather than bench scale of the operation. As alchemy evolved into the science of chemistry, vessels called retorts became used for distillations. Both alembics and retorts are forms of glassware with long necks pointing to the side at a downward angle to act as air-cooled condensers to condense the distillate and let it drip downward for collection.
Copper alembics were invented. Riveted joints were kept tight by using various mixtures, for instance a dough made of rye flour; these alembics featured a cooling system around the beak, using cold water, for instance, which made the condensation of alcohol more efficient. These were called pot stills. Today, the retorts and pot stills have been supplanted by more efficient distillation methods in most industrial processes. However, the pot still is still used for the elaboration of some fine alcohols, such as cognac, Scotch whisky, Irish whiskey and some vodkas. Pot stills made of various materials are used by bootleggers in various countries. Small pot stills are sold for use in the domestic production of flower water or essential oils. Early forms of distillation involved batch processes using one condensation. Purity was improved by further distillation of the condensate. Greater volumes were processed by repeating the distillation. Chemists carried out as many as 500 to 600 distillations in order to obtain a pure compound.
