Zhongnanhai is a compound that houses the offices of and serves as a residence for the leadership of the Chinese Communist Party (CCP) and the State Council. It was a former imperial garden, and is located adjacent to the Forbidden Palace in Beijing. The term Zhongnanhai is often used as a metonym for China's central government and its leadership at large.

To the northeast of Yingtai is Qinzheng Hall (1980) while to the northwest is Beneficence Garden (1722). Huairen Hall (1888) is in the center-west and Ziguang Hall (1567) is in the north.

The State Council of the People's Republic of China, also known as the Central People's Government, is the chief administrative authority and the national cabinet of China. It is constitutionally the highest administrative organ of the country and the executive organ of the National People's Congress, the highest organ of state power. It is composed of the premier, vice premiers, state councilors, ministers of ministries, directors of committees, the auditor general, and the secretary-general.
