Arturo Frondizi Ercoli was an Argentine politician and lawyer, President of Argentina from 1 May 1958 until 29 March 1962, for the Intransigent Radical Civic Union, which he led until 1986. Under his program of "Developmentalism", he encouraged increased foreign investment in heavy industry, including motor vehicle production, he was a law professor who became active in left-wing politics as a young man, joining the Radical Civic Union. He was first elected to the Argentine Chamber of Deputies in 1946. In the 1950s he founded the Intransigent Radical Civic Union, he was elected following the military coup d'etat that overthrew Juan Perón, was deposed in turn by a coup in 1962. Frondizi was born in Corrientes Province. Arturo was one of 11 sons; the family relocated to Concepción del Uruguay in 1912, in 1923 to Buenos Aires. Frondizi enrolled in the UBA in 1926. Frondizi graduated from the UBA Law School with honors in 1930, he entered politics following the coup against President Hipólito Yrigoyen, the longtime leader of the centrist UCR, the first Argentine President elected via universal suffrage.
Arrested in 1931, after jail he became an editor of a number of UCR-leaning journals, formally joined the party the following year. He earned a juris doctor in 1932. In July of that year, he was among those, his first case as an attorney was representing 300 political prisoners detained in his native Paso de los Libres for their support of the banned UCR. Frondizi married the former Elena Luisa María Faggionato in 1933, they built a summer cottage in 1935 at the then-secluded seaside resort town of Pinamar. After the birth in 1937 of their daughter, the Frondizis named the cottage Elenita, he led the Argentine League for the Rights of Man, the nation's first recorded human rights organization, upon its founding in 1936. In December of that year, he narrowly escaped an assassination attempt while addressing a crowd. Frondizi drafted a progressive platform alternative for the UCR before the February 1946 elections, he was elected to the Argentine Chamber of Deputies in 1946. He founded the Intransigence and Renewal Movement faction of the UCR, stood for Vice President on Ricardo Balbín's UCR ticket for the 1951 elections.
They lost overwhelmingly to President Juan Perón. Parting ways with Balbin, Frondizi formed an "intransigent" wing of the UCR; the UCRI separated from the more conservative and anti-Perónist Ricardo Balbín at the UCR's 1956 convention. At the time, Perónists included a left-wing element. Perón's government was overturned by a military coup d'état in September 1955, he went into exile in Paraguay. Before the next election, Frondizi's closest collaborator, businessman Rogelio Frigerio, obtained the exiled Perón's endorsement. With support from proscribed Justicialist Party voters, the UCRI won the February 1958 elections; as president, Frondizi struggled with conservative and military interference over much domestic and international policy. Because of economic problems in the country and a steep rise in consumer prices, the military forced him to impose harsh austerity measures in 1959, which resulted in civil unrest. Better able to maneuver after the 1959 recession, Frondizi began to see results from his economic policies.
He tried to lift the electoral ban on Peronism. In addition, he met with Che Guevara and Fidel Castro to aid in mediating their dispute with the United States; this led the military to withdraw their support from his administration, as it opposed leftist populist movements and Communism. In this period, most Perónists feared being associated with left-wing figures, sided with the military in their opposition to the left. Military pressure on Frondizi did not relent, he signed the Conintes Plan in 1960, which banned Communism and suspended civil liberties, but he eschewed doing any implementation. Frondizi tried to negotiate an entente between the U. S. and Cuba with a secret meeting in August 1961 at the Quinta de Olivos residence with the Cuban envoy Che Guevara. The military scuttled any future talks, Frondizi adopted a neutral stance afterwards. In 1962 Frondizi lifted the ban on the Perónist Party, they gained significant victories in the elections in March 1962: notably Andrés Framini was elected as Governor of Buenos Aires Province.
The news triggered a constitutional crisis. Frondizi as president annulled the results of the election, but he was deposed by a coup d'état on March 29, 1962. Frondizi sought to strengthen the economy by solving the main economic problems that had haunted Argentina over the last twenty years; these included insufficiency in oil production, inadequate steel production, the lack of electricity, the insufficiency and obsolescence of transport. The Primera Junta or First Assembly is the most common name given to the first independent government of Argentina. It was created on 25 May 1810, as a result of the events of the May Revolution; the Junta had representatives from only Buenos Aires. When it was expanded, as expected, with the addition of the representatives from the other cities of the Viceroyalty of the Río de la Plata, it became popularly known instead as the Junta Grande; the Junta operated at El Fuerte, used since 1776 as a residence by the Viceroys. This Junta—officially named the Junta Provisional Gubernativa de las Provincias del Río de la Plata a nombre del Señor Don Fernando VII —allegedly meant to govern in the name of the King of Spain, while he was imprisoned by Napoleon Bonaparte. Juntas were a form of transitional or emergency government, which attempted to maintain Spanish sovereignty, that emerged during the Napoleonic invasion in Spanish cities that had not succumbed to the French; the most important for Spanish America was the Junta of Seville, which claimed sovereignty over the overseas possessions, given the fact that the province of Seville had enjoyed exclusive rights to the American trade.
Its claims had been rejected by Spanish Americans, its authority was superseded by a Supreme Central Junta of Spain, which included American representation. When the Supreme Central Junta abolished itself in 1810, the politically active inhabitants of Buenos Aires saw no better moment than this to establish a local government, they had been influenced by the recent democratic and republican philosophical wave, were concerned about the commercial monopoly exerted by the Spanish crown, suffocating the local economy. Buenos Aires province had mitigated this problem through contraband. Local politicians, such as former council member and legal advisor to the viceroy, Juan José Castelli, who wanted a change towards self-government and free commerce, cited traditional Spanish political theory and argued that the King being imprisoned, sovereignty had returned to the people; the people were to assume the government until the King returned, just as the subjects in Spain had done two years earlier with the establishment of juntas.
The Viceroy and his supporters countered that the colonies belonged to Spain and did not have a political relationship with only the King. Therefore, they should follow any governmental body established in Spain as the legal authority, namely the Supreme Central Junta of Spain and its successor, the Council of Regency; the meeting of a Buenos Aires cabildo abierto during 22 May 1810, came under strong pressure from the militias and a crowd that formed in front of the cabildo hall on the Plaza Mayor, up to 25 May. The crowd favored the stance of the local politicians, the cabildo ended up creating the Primera Junta, the first form of local government in the territory that would become Argentina. Spain would never recover its dominion over that territory. From the beginning of the new government, two factions manifested their differences, a more radical one, whose visible leader was the Junta's Secretary, Mariano Moreno, the conservative wing that supported the Junta's President, Cornelio Saavedra.

The Audience refused at first to swear allegiance to the Junta, when they did, prosecutor Caspe did so with clear gestures of contempt. Caspe would be ambushed near his home, in retaliation for this; the Cabildo imposed a time limit on the Junta: if the General Congress was not formed in six months, the Cabildo would reassume government. The Junta answered the same day; the Audience requested that the Junta submitted to the Regency Counsel, but the Junta refused, on the grounds that Cisneros did not so submit and the Audience did not request him to.
The Audience itself swore allegiance to the Counsel shortly after, they were all banished in response. Together with the ex-viceroy Cisneros, they were forced to take the ship Dart that left them at the Canary Islands. From the early days of the Primera Junta there was a strong rivalry between Moreno. According to Ignacio Núñez, the Morenists accused Saavedra of plotting to restore the tyranny of the viceroys in his office, while the Saavedrists accused Moreno of usurping government roles that were not intended for him. Matheu would point in his memories that the Morenists were upset because they perceived that Saavedra enjoyed receiving honors and distinctions that they had chosen to avoid; the Junta was received with mixed reactions from the other cities of the viceroyalty. Rawson is the capital of the Argentine province of Chubut, in Patagonia. It has 24,616 inhabitants in 2010, it is the chief town of the Rawson Department; the city is named after Guillermo Rawson, Argentine Minister of the Interior, who supported the Welsh settlement in Argentina. Rawson is located about 1,360 km south of Buenos Aires, some 20 km from Trelew, it is served by the Almirante Marco Andrés Zar Airport in Trelew, it lies on both sides of the Chubut River. The city has Puerto Rawson, on the Atlantic coast, 5 km down the river. Rawson was the first town founded by the Welsh immigrants who sailed on the clipper "Mimosa" in 1865; the first bridge over the Chubut in Rawson was built of wood in 1889 by the carpenter and Welsh-language poet Griffith Griffiths, who wrote under the bardic name Gutyn Ebrill and established the Patagonia Gorsedd of Bards. This bridge was destroyed by a flood ten years and was replaced by an iron bridge in 1917. In 2001 a decision was made to rename the iron bridge as Puente del Poeta in honor of Griffiths.

The Holy See called the See of Rome, is the apostolic episcopal see of the bishop of Rome, known as the Pope, ex cathedra the universal ecclesiastical jurisdiction of the worldwide Catholic Church, a sovereign entity of international law. Founded in the 1st century by Saints Peter and Paul, by virtue of Petrine and Papal primacy according to Catholic tradition, it is the focal point of full communion for Catholic bishops and Catholics around the world organised in polities of the Latin Church, the 23 Eastern Catholic Churches, their dioceses and religious institutes; as a recognised sovereign subject of international law, headed by the Pope, the Holy See is headquartered in, operates from, exercises "exclusive dominion" over the independent Vatican City State enclave in Rome, Italy. The Holy See maintains bilateral diplomatic relations with 172 sovereign states, signs concordats and treaties, performs multilateral diplomacy with multiple intergovernmental organizations, including the United Nations and its agencies, the Council of Europe, the European Communities, the Organization for Security and Cooperation in Europe the Organization of American States and the Organization for African Unity.
The Holy See is administered by the Roman Curia, similar to a centralised government, with the Cardinal Secretary of State as its chief administrator, in addition to various dicasteries, comparable to ministries and executive departments. Papal elections are carried out by the College of Cardinals. Although the Holy See is sometimes metonymically referred to as the "Vatican", the Vatican City State was distinctively established with the Lateran Treaty between the Holy See and Italy to ensure the temporal and spiritual independence of the Papacy; as such, ambassadors are accredited to the Holy See and not the Vatican City State. Conversely, Papal nuncios to states and international organisations are recognised as representing the Holy See and the integrity of the Catholic Church along with its 1.3 billion members, not the Vatican City State, as prescribed in the Canon law of the Catholic Church. The "Holy See" thus refers to the See of Rome viewed as the central government of the Catholic Church.
The Catholic Church, in turn, is the largest non-government provider of education and health care in the world, while the diplomatic status of the Holy See facilitates the access of its vast international network of charities. The word "see" comes from the Latin word "sedes", meaning "seat", which refers to the Episcopal throne; the term "Apostolic See" can refer to any see founded by one of the Apostles, when used with the definite article, it is used in the Catholic Church to refer to the see of the Bishop of Rome, whom that Church sees as successor of Saint Peter, the Prince of the Apostles. While Saint Peter's Basilica in Vatican City is the church most associated with the Papacy, the actual cathedral of the Holy See is the Archbasilica of Saint John Lateran within the city of Rome; every see. In Greek, the adjective "holy" or "sacred" is applied to all such sees as a matter of course. In the West, the adjective is not added, but it does form part of an official title of two sees: besides the Diocese of Rome, the Bishopric of Mainz bears the title of "the Holy See of Mainz".
The apostolic see of Rome was established in the 1st century by Saint Peter and Saint Paul the capital of the Roman Empire, according to Catholic tradition. The legal status of the Catholic Church and its property was recognised by the Edict of Milan in 313 by Roman Emperor Constantine the Great, it became the state church of the Roman Empire by the Edict of Thessalonica in 380. After the Fall of the Western Roman Empire in 476, the temporal legal jurisdisction of the Papal primacy was further recognised as promulgated in Canon law; the Holy See was granted territory in Duchy of Rome by the Donation of Sutri in 728 of King Liutprand of the Lombards, sovereignty by the Donation of Pepin in 756 by King Pepin of the Franks. The Papal States held extensive territory and armed forces in 756–1870. Pope Leo III crowned Charlemagne as Roman Emperor by translatio imperii in 800; the Papal coronations of the emperors of the Holy Roman Empire from 858 and the Dictatus papae in 1075 mark the peak of the pope's temporal power claims.
Several contemporary states still trace their own sovereignty to recognition in medieval Papal bulls. Sovereignty of the Holy See was retained despite multiple sacks of Rome during the Early Middle Ages. Yet, relations with the Kingdom of Italy and the Holy Roman Empire were at times strained, reaching from the Diploma Ottonianum and Libellus de imperatoria potestate in urbe Roma regarding the "Patrimony of Saint Peter" in the 10th century, to the Investiture Controversy in 1076-1122, settled again by the Concordat of Worms in 1122; the exiled Avignon Papacy during 1309-1376 put a strain on the Papacy, however returned to Rome. Pope Innocent X was critical of the Peace of Westphalia in 1648 as it weakened the authority of the Holy See throughout much of Europe. Following the French Revolution, the Papal States were occupied as the "Roman Republic" from 1798 to 1799 as a sister republic of the First French Empire under Napoleon, before their territory was reestablished. The May Revolution was a week-long series of events that took place from May 18 to 25, 1810, in Buenos Aires, capital of the Viceroyalty of the Río de la Plata. This Spanish colony included the territories of present-day Argentina, Paraguay and parts of Brazil; the result was the removal of Viceroy Baltasar Hidalgo de Cisneros and the establishment of a local government, the Primera Junta, on May 25. It was the first successful revolution in the South American Independence process; the May Revolution was a direct reaction to Spain's Peninsular War. In 1808, King Ferdinand VII of Spain abdicated in favor of Napoleon, who granted the throne to his brother, Joseph Bonaparte. A Supreme Central Junta led resistance to Joseph's government and the French occupation of Spain, but suffered a series of reversals that resulted in the Spanish loss of the northern half of the country. On February 1, 1810, French troops gained control of most of Andalusia; the Supreme Junta retreated to Cadiz and dissolved itself, the Council of Regency of Spain and the Indies replaced it.
News of these events arrived in Buenos Aires on May 18, brought by British ships. Viceroy Cisneros tried to maintain the political status quo, but a group of criollo lawyers and military officials organized an open cabildo on May 22 to decide the future of the Viceroyalty. Delegates denied recognition to the Council of Regency in Spain and established a junta to govern in place of Cisneros, since the government that had appointed him Viceroy no longer existed. To maintain a sense of continuity, Cisneros was appointed president of the Junta. However, this caused much popular unrest, so he resigned under pressure on May 25; the newly formed government, the Primera Junta, included only representatives from Buenos Aires and invited other cities of the Viceroyalty to send delegates to join them. This resulted in the outbreak of war between the regions that accepted the outcome of the events at Buenos Aires and those that did not; the May Revolution began the Argentine War of Independence, although no formal declaration of independence was issued at the time and the Primera Junta continued to govern in the name of the deposed king, Ferdinand VII.
As similar events occurred in many other cities of the continent, the May Revolution is considered one of the early events of the Spanish American wars of independence. Historians today debate whether the revolutionaries were loyal to the Spanish crown or whether the declaration of fidelity to the king was a necessary ruse to conceal the true objective—to achieve independence—from a population, not yet ready to accept such a radical change. A formal declaration of independence was issued at the Congress of Tucumán on July 9, 1816; the United States' declaration of independence from Great Britain in 1776 led criollos to believe that revolution and independence from Spain were feasible. Between 1775 and 1783, the American patriots of the Thirteen Colonies waged the American Revolutionary War against both the local loyalists and the Kingdom of Great Britain establishing a popular government in the place of the British monarchy; the fact that Spain aided the colonies in their struggle against Britain weakened the idea that it would be a crime to end one's allegiance to the parent state.
The ideals of the French Revolution of 1789 spread across Europe and the Americas as well. The overthrow and execution of King Louis XVI and Queen Marie Antoinette ended centuries of monarchy and removed the privileges of the nobility. Liberal ideals in the political and economic fields developed and spread through the Atlantic Revolutions across most of the Western world; the concept of the divine right of kings was questioned by the French Declaration of the Rights of Man and of the Citizen, by the oft-quoted statement that "all men are created equal" in the United States Declaration of Independence and by the Spanish church. However, the spread of such ideas was forbidden in the Spanish territories, as was the sale of related books or their unauthorized possession. Spain instituted those bans when it declared war on France after the execution of Louis XVI and retained them after the peace treaty of 1796. News of the events of 1789 and copies of the publications of the French Revolution spread around Spain despite efforts to keep them at bay.
Many enlightened criollos came into contact with liberal authors and their works during their university studies, either in Europe or at the University of Chuquisaca. Books from the United States found their way into the Spanish colonies through Caracas, owing to the proximity of Venezuela to the United States and the West Indies; the Industrial Revolution started in Britain, with the use of plateways and steam power. This led to dramatic increases in the productive capabilities of Britain, created a need for new markets to sell its products; the Napoleonic Wars with France made this a difficult task, after Napoleon imposed the Continental System, which forbade his allies and conquests to trade with Britain. Thus Britain needed to be able to trade with the Spanish colonies, but could not do so because the colonies were restricted to trade only with their parent state. To achieve their economic objectives, Britain tried to invade Rio de la Plata and conquer key cities in Spanish America; when that failed, they chose to promote the Spanish-American aspirations of emancipation from Spain.

President of Argentina
The President of Argentina known as the President of the Argentine Republic, is both head of state and head of government of Argentina. Under the national Constitution, the President is the chief executive of the federal government and Commander-in-Chief of the armed forces. Through Argentine history, the office of the Head of State has undergone many changes, both in its title as in its features and powers. Current President Mauricio Macri was sworn into office on December 10, 2015; the Constitution of Argentina, along with several constitutional amendments, establishes the requirements and responsibilities of the president and term of office and the method of election. The origins of Argentina as a nation can be traced to 1776, when it was separated by the Spanish King from the existing Viceroyalty of Peru, creating the new Viceroyalty of the Río de la Plata; the Head of State continued to be the King. These Viceroys were natives of the country. By the May Revolution of May 25, 1810, the first Argentine autonomous government, known as the Primera Junta, was formed in Buenos Aires.
It was known as the Junta Grande when representatives from the provinces joined. These early attempts at self-government were succeeded by two Triumvirates and, although the first juntas had presidents, the King of Spain was still regarded as Head of State, the executive power was still not in the hands of a single person; this power was vested in one man when the position of Supreme Director was created by the 1813 National Assembly. The Supreme Directors became Heads of State after Independence was declared on 9 July 1816, but there was not yet a presidential system. In 1816, Congress composed a Constitution; this established an executive figure, named Supreme Director, vested with presidential powers. This constitution gave the Supreme Director the power of appointing Governors of the provinces. Due to political circumstances, this constitution never came into force, the central power was dissolved, leaving the country as a federation of provinces. A new constitution was drafted in 1826; this constitution was the first to create a President, although this office retained the powers described in the 1816 constitution.
This constitution did come into force, resulting in the election of the first President, Bernardino Rivadavia. Because of the Cisplatine War, Rivadavia resigned after a short time, the office was dissolved shortly after. A civil war between unitarios and federalists ensued in the following decades. In this time, there was no central authority, the closest to, the Chairman of Foreign Relations the Governor of the Province of Buenos Aires; the last to bear this title was Juan Manuel de Rosas, who in the last years of his governorship was elected Supreme Chief of the Confederation, gaining effective rule of the rest of the country. In 1852, Rosas was deposed, a constitutional convention was summoned; this constitution, still in force, established a national federal government, with the office of the President. The term was fixed with no possibility of reelection; the first elected President under the constitution was Justo José de Urquiza, but Buenos Aires seceded from the Argentine Confederation as the State of Buenos Aires.
Bartolomé Mitre was the first president of the unified country, when Buenos Aires rejoined the Confederation. Thus, Rivadavia and Mitre are considered the first presidents of Argentina by different historians: Rivadavia for being the first one to use the title, Urquiza for being the first one to rule under the 1853 constitution, Mitre for being the first president of Argentina under its current national limits. In 1930, 1943, 1955, 1962, 1966, 1976, military coups deposed elected Presidents. In 1966 and 1976, the federal government was undertaken by a military junta, where power was shared by the chiefs of the armed forces. In 1962, the President of the Senate ruled, but in the other cases, a military chief assumed the title of President, it is debatable whether these military presidents can properly be called Presidents, as there are issues with the legitimacy of their governments. The position of the current Argentine government is that military Presidents Jorge Rafael Videla and Leopoldo Fortunato Galtieri were explicitly not legitimate presidents.
They and their immediate successors were denied the right to a presidential pension after the conclusion of their terms. The status of earlier military presidents, remains more uncertain; the President of the Nation has the following powers: Is the supreme head of the Nation, head of government and is politically responsible for the general administration of the country. Issues the instructions and regulations necessary for the execution of the laws of the nation, without altering their spirit with regulatory exceptions. Participates in the making of laws under the Constitution, has them published; the Executive Power shall in no case under penalty, void, issue legislative provisions. Only when exceptional circumstances make it impossible to follow the ordinary procedures foreseen by this Constitution for the enactment of laws, not try to rules governing criminal matters, electoral or political party regime, may issue decrees on grounds of necessity and urgency, which will be decided by a general agreement of ministers who shall countersign them together with the head of cabinet of ministers.

Elena Angélica Dolores Holmberg Lanusse, better known as Elena Holmberg, was an Argentine diplomat, kidnapped and assassinated in 1978. Distinguished for being the first woman to graduate from the Institute of Foreign Services of the Nation, Holmberg was an important official of the military dictatorship which took power in 1976, is believed to have been detained-disappeared and killed by the regime to which she belonged. Elena Holmberg came from a traditional family, the sister of retired Colonel Enrique Holmberg and cousin of General Alejandro Lanusse, she worked as a career functionary at the Argentine Embassy in France. Due to friction with the staff of the "Pilot Information Center", the diplomat was summoned to Buenos Aires to report to her superiors. There she was kidnapped by Task Group 3.3.2 on 20 December 1978 when she left the Ministry of Foreign Affairs to meet a group of French journalists. People released from the Higher School of Mechanics of the Navy declared that at that time certain officers of the detention center alluded to their participation in the disappearance of Elena Holmberg.
On 11 January 1979, her decomposed body was found in the Luján River in Tigre, Buenos Aires Province. It was identified by her cousin Lanusse. Holmberg's family and journalist Andrea Basconi have asserted that Admiral Emilio Massera was the one who directly ordered her death, believing that she possessed compromising information about his contact with members of the Montoneros
