Maritime and Coastguard Agency

The Maritime and Coastguard Agency is an executive agency of the United Kingdom working to prevent the loss of lives at sea and is responsible for implementing British and international maritime law and safety policy. It is responsible for land based search and rescue helicopter operations from 2015, its responsibilities include coordinating search and rescue on the coastline and at sea through Her Majesty's Coastguard, ensuring that ships meet international and UK safety standards and preventing coastal water pollution and testing and issuing Merchant Navy Certificates of Competency for ships' officers and crew to STCW requirements. The organisation is led by Brian Johnson The MCA are chiefly responsible for the syllabus and national training standards issued by the Merchant Navy Training Board; the MCA has three distinct "outward facing" elements - provision of search and rescue and prevention activity through Her Majesty's Coastguard and flag state control of shipping through a network of Marine Offices and the development of international standards and policy for shipping through the International Maritime Organization.

The MCA has now established an automatic identification system network around the UK coast, for real-time tracking and monitoring of shipping movements from the shore. Lower Albert Road

Lower Albert Road is a road on the Government Hill in the Central area of Hong Kong. The south major entrance of the Former Central Government Offices, where major officials worked until 2011, is located at the Lower Albert Road and was another common destination for protests after Government House of Upper Albert Road; the East and Main Wings of the Former Central Government Offices are on Lower Albert. The West Wing address is on Ice House Street. Starting from the junction with Wyndham Street and Glenealy near the Fringe Club, Lower Albert Road passes the Bishop's House and meets Ice House Street near Hong Kong Central Hospital, it branches Upper Albert Road beneath Government House and goes along the south side of Former Central Government Offices and ends in Garden Road near the terminus of Peak Tram. As it is part of early development of Victoria City, some old ficus microcarpa are located beside the road.
