2010 United States Census
The 2010 United States Census is the twenty-third and most recent United States national census. National Census Day, the reference day used for the census, was April 1, 2010; the census was taken via mail-in citizen self-reporting, with enumerators serving to spot-check randomly selected neighborhoods and communities. As part of a drive to increase the count's accuracy, 635,000 temporary enumerators were hired; the population of the United States was counted as 308,745,538, a 9.7% increase from the 2000 Census. This was the first census in which all states recorded a population of over half a million, as well as the first in which all 100 largest cities recorded populations of over 200,000; as required by the United States Constitution, the U. S. census has been conducted every 10 years since 1790. The 2000 U. S. Census was the previous census completed. Participation in the U. S. Census is required by law in Title 13 of the United States Code. On January 25, 2010, Census Bureau Director Robert Groves inaugurated the 2010 Census enumeration by counting World War II veteran Clifton Jackson, a resident of Noorvik, Alaska.
More than 120 million census forms were delivered by the U. S. Post Office beginning March 15, 2010; the number of forms mailed out or hand-delivered by the Census Bureau was 134 million on April 1, 2010. Although the questionnaire used April 1, 2010 as the reference date as to where a person was living, an insert dated March 15, 2010 included the following printed in bold type: "Please complete and mail back the enclosed census form today." The 2010 Census national mail participation rate was 74%. From April through July 2010, census takers visited households that did not return a form, an operation called "non-response follow-up". In December 2010, the U. S. Census Bureau delivered population information to the U. S. President for apportionment, in March 2011, complete redistricting data was delivered to states. Identifiable information will be available in 2082; the Census Bureau did not use a long form for the 2010 Census. In several previous censuses, one in six households received this long form, which asked for detailed social and economic information.
The 2010 Census used only a short form asking ten basic questions: How many people were living or staying in this house, apartment, or mobile home on April 1, 2010? Were there any additional people staying here on April 1, 2010 that you did not include in Question 1? Mark all that apply: Is this house, apartment, or mobile home – What is your telephone number? What is Person 1's name? What is Person 1's sex? What is Person 1's age and Person 1's date of birth? Is Person 1 of Hispanic, Latino, or Spanish origin? What is Person 1's race? Does Person 1 sometimes live or stay somewhere else? The form included space to repeat all of these questions for up to twelve residents total. In contrast to the 2000 census, an Internet response option was not offered, nor was the form available for download. Detailed socioeconomic information collected during past censuses will continue to be collected through the American Community Survey; the survey provides data about communities in the United States on a 1-year or 3-year cycle, depending on the size of the community, rather than once every 10 years.
A small percentage of the population on a rotating basis will receive the survey each year, no household will receive it more than once every five years. In June 2009, the U. S. Census Bureau announced. However, the final form did not contain a separate "same-sex married couple" option; when noting the relationship between household members, same-sex couples who are married could mark their spouses as being "Husband or wife", the same response given by opposite-sex married couples. An "unmarried partner" option was available for couples; the 2010 census cost $13 billion $42 per capita. Operational costs were $5.4 billion under the $7 billion budget. In December 2010 the Government Accountability Office noted that the cost of conducting the census has doubled each decade since 1970. In a detailed 2004 report to Congress, the GAO called on the Census Bureau to address cost and design issues, at that time, had estimated the 2010 Census cost to be $11 billion. In August 2010, Commerce Secretary Gary Locke announced that the census operational costs came in under budget.
Locke credited the management practices of Census Bureau director Robert Groves, citing in particular the decision to buy additional advertising in locations where responses lagged, which improved the overall response rate. The agency has begun to rely more on questioning neighbors or other reliable third parties when a person could not be reached at home, which reduced the cost of follow-up visits. United States Census Bureau
The United States Census Bureau is a principal agency of the U. S. Federal Statistical System, responsible for producing data about the American people and economy; the Census Bureau is part of the U. S. Department of Commerce and its director is appointed by the President of the United States; the Census Bureau's primary mission is conducting the U. S. Census every ten years, which allocates the seats of the U. S. House of Representatives to the states based on their population; the Bureau's various censuses and surveys help allocate over $400 billion in federal funds every year and it helps states, local communities, businesses make informed decisions. The information provided by the census informs decisions on where to build and maintain schools, transportation infrastructure, police and fire departments. In addition to the decennial census, the Census Bureau continually conducts dozens of other censuses and surveys, including the American Community Survey, the U. S. Economic Census, the Current Population Survey.
Furthermore and foreign trade indicators released by the federal government contain data produced by the Census Bureau. Article One of the United States Constitution directs the population be enumerated at least once every ten years and the resulting counts used to set the number of members from each state in the House of Representatives and, by extension, in the Electoral College; the Census Bureau now conducts a full population count every 10 years in years ending with a zero and uses the term "decennial" to describe the operation. Between censuses, the Census Bureau makes population projections. In addition, Census data directly affects how more than $400 billion per year in federal and state funding is allocated to communities for neighborhood improvements, public health, education and more; the Census Bureau is mandated with fulfilling these obligations: the collecting of statistics about the nation, its people, economy. The Census Bureau's legal authority is codified in Title 13 of the United States Code.
The Census Bureau conducts surveys on behalf of various federal government and local government agencies on topics such as employment, health, consumer expenditures, housing. Within the bureau, these are known as "demographic surveys" and are conducted perpetually between and during decennial population counts; the Census Bureau conducts economic surveys of manufacturing, retail and other establishments and of domestic governments. Between 1790 and 1840, the census was taken by marshals of the judicial districts; the Census Act of 1840 established a central office. Several acts followed that revised and authorized new censuses at the 10-year intervals. In 1902, the temporary Census Office was moved under the Department of Interior, in 1903 it was renamed the Census Bureau under the new Department of Commerce and Labor; the department was intended to consolidate overlapping statistical agencies, but Census Bureau officials were hindered by their subordinate role in the department. An act in 1920 changed the date and authorized manufacturing censuses every two years and agriculture censuses every 10 years.
In 1929, a bill was passed mandating the House of Representatives be reapportioned based on the results of the 1930 Census. In 1954, various acts were codified into Title 13 of the US Code. By law, the Census Bureau must count everyone and submit state population totals to the U. S. President by December 31 of any year ending in a zero. States within the Union receive the results in the spring of the following year; the United States Census Bureau defines four statistical regions, with nine divisions. Gathers population information every 10 years The United States Census Bureau is committed to confidentiality, guarantees non-disclosure of any addresses or personal information related to individuals or establishments. Title 13 of the U. S. Code establishes penalties for the disclosure of this information. Methodism known as the Methodist movement, is a group of related denominations of Protestant Christianity which derive their inspiration from the life and teachings of John Wesley. George Whitefield and John's brother Charles Wesley were significant early leaders in the movement, it originated as a revival movement within the 18th-century Church of England and became a separate denomination after Wesley's death. The movement spread throughout the British Empire, the United States, beyond because of vigorous missionary work, today claiming 80 million adherents worldwide. Wesley's theology focused on the effect of faith on the character of a Christian. Distinguishing Methodist doctrines include the new birth, an assurance of salvation, imparted righteousness, the possibility of perfection in love, the works of piety, the primacy of Scripture. Most Methodists teach that Jesus Christ, the Son of God, died for all of humanity and that salvation is available for all; this teaching rejects the Calvinist position that God has pre-ordained the salvation of a select group of people.
However and several other early leaders of the movement were considered Calvinistic Methodists and held to the Calvinist position. Methodism emphasises charity and support for the sick, the poor, the afflicted through the works of mercy; these ideals are put into practice by the establishment of hospitals, soup kitchens, schools to follow Christ's command to spread the gospel and serve all people. The movement has a wide variety of forms of worship, ranging from high church to low church in liturgical usage. Denominations that descend from the British Methodist tradition are less ritualistic, while American Methodism is more so, the United Methodist Church in particular. Methodism is known for its rich musical tradition, Charles Wesley was instrumental in writing much of the hymnody of the Methodist Church. Early Methodists were drawn from all levels of society, including the aristocracy, but the Methodist preachers took the message to labourers and criminals who tended to be left outside organised religion at that time.
In Britain, the Methodist Church had a major effect in the early decades of the developing working class. In the United States, it became the religion of many slaves who formed black churches in the Methodist tradition; the Methodist revival began with a group of men, including John Wesley and his younger brother Charles, as a movement within the Church of England in the 18th century. The Wesley brothers founded the "Holy Club" at the University of Oxford, where John was a fellow and a lecturer at Lincoln College; the club met weekly and they systematically set about living a holy life. They were accustomed to receiving Communion every week, fasting abstaining from most forms of amusement and luxury and visited the sick and the poor, as well as prisoners; the fellowship were branded as "Methodist" by their fellow students because of the way they used "rule" and "method" to go about their religious affairs. John, leader of the club, took the attempted mockery and turned it into a title of honour.
In 1735, at the invitation of the founder of the Georgia Colony, General James Oglethorpe, both John and Charles Wesley set out for America to be ministers to the colonists and missionaries to the Native Americans. Unsuccessful in their work, the brothers returned to England conscious of their lack of genuine Christian faith, they looked for help to other members of the Moravian Church. At a Moravian service in Aldersgate on 24 May 1738, John experienced what has come to be called his evangelical conversion, when he felt his "heart strangely warmed", he records in his journal: "I felt I did trust in Christ alone, for salvation. Charles had reported a similar experience a few days previously. Considered a pivotal moment, Daniel L. Burnett writes: "The significance of Wesley's Aldersgate Experience is monumental … Without it the names of Wesley and Methodism would be nothing more than obscure footnotes in the pages of church history."The Wesley brothers began to preach salvation by faith to individuals and groups, in houses, in religious societies, in the few churches which had not closed their doors to evangelical preachers.
John Wesley came under the influence of the Dutch theologian Jacobus Arminius. Arminius had rejected the Calvinist teaching that God had pre-ordained an elect number of people to eternal bliss while others perished eternally. Conversely, George Whitefield, Howell Harris, Selina Hastings, Countess of Huntingdon were notable for being Calvinistic Methodists. George Whitefield, returning from his own mission in Georgia, joined the Wesley brothers in what was to become a national crusade. Whitefield, a fellow student of the Wesleys at Oxford, became well known for his unorthodox, itinerant ministry, in which he was dedicated to open-air preaching—reaching crowds of thousands. A key step in the development of John Wesley's ministry was, like Whitefield, to preach in fields and churchyards to those who did not attend parish church services. Accordingly, many Methodist converts were those disconnected from the Church of England. Faced with growing evangelistic and pastoral responsibilities and Whitefield appointed lay preachers and leaders.
Baptists are Christians distinguished by baptizing professing believers only, doing so by complete immersion. Baptist churches generally subscribe to the tenets of soul competency/liberty, salvation through faith alone, scripture alone as the rule of faith and practice, the autonomy of the local congregation. Baptists recognize two ordinances: baptism and the Lord's supper. Diverse from their beginning, those identifying as Baptists today differ from one another in what they believe, how they worship, their attitudes toward other Christians, their understanding of what is important in Christian discipleship. Historians trace the earliest "Baptist" church to 1609 in Amsterdam, Dutch Republic with English Separatist John Smyth as its pastor. In accordance with his reading of the New Testament, he rejected baptism of infants and instituted baptism only of believing adults. Baptist practice spread to England, where the General Baptists considered Christ's atonement to extend to all people, while the Particular Baptists believed that it extended only to the elect.
Thomas Helwys formulated a distinctively Baptist request that the church and the state be kept separate in matters of law, so that individuals might have freedom of religion. Helwys died in prison as a consequence of the religious conflict with English dissenters under King James I. In 1638, Roger Williams established the first Baptist congregation in the North American colonies. In the 18th and 19th centuries, the First and Second Great Awakening increased church membership in the United States. Baptist missionaries have spread their faith to every continent. Baptist historian Bruce Gourley outlines four main views of Baptist origins: the modern scholarly consensus that the movement traces its origin to the 17th century via the English Separatists, the view that it was an outgrowth of Anabaptist traditions, the perpetuity view which assumes that the Baptist faith and practice has existed since the time of Christ, the successionist view, or "Baptist successionism", which argues that Baptist churches existed in an unbroken chain since the time of Christ.
Modern Baptist churches trace their history to the English Separatist movement in the 1600s, the century after the rise of the original Protestant denominations. This view of Baptist origins has the most historical support and is the most accepted. Adherents to this position consider the influence of Anabaptists upon early Baptists to be minimal, it was a time of considerable religious turmoil. Both individuals and churches were willing to give up their theological roots if they became convinced that a more biblical "truth" had been discovered. During the Protestant Reformation, the Church of England separated from the Roman Catholic Church. There were some Christians who were not content with the achievements of the mainstream Protestant Reformation. There were Christians who were disappointed that the Church of England had not made corrections of what some considered to be errors and abuses. Of those most critical of the Church's direction, some chose to stay and try to make constructive changes from within the Anglican Church.
They are described by Gourley as cousins of the English Separatists. Others decided they must leave the Church because of their dissatisfaction and became known as the Separatists. Historians trace the earliest Baptist church back to 1609 in Amsterdam, with John Smyth as its pastor. Three years earlier, while a Fellow of Christ's College, Cambridge, he had broken his ties with the Church of England. Reared in the Church of England, he became "Puritan, English Separatist, a Baptist Separatist," and ended his days working with the Mennonites, he began meeting in England with 60–70 English Separatists, in the face of "great danger." The persecution of religious nonconformists in England led Smyth to go into exile in Amsterdam with fellow Separatists from the congregation he had gathered in Lincolnshire, separate from the established church. Smyth and his lay supporter, Thomas Helwys, together with those they led, broke with the other English exiles because Smyth and Helwys were convinced they should be baptized as believers.
In 1609 Smyth first baptized himself and baptized the others. In 1609, while still there, Smyth wrote a tract titled "The Character of the Beast," or "The False Constitution of the Church." In it he expressed two propositions: first, infants are not to be baptized. Hence, his conviction was that a scriptural church should consist only of regenerate believers who have been baptized on a personal confession of faith, he rejected the Separatist movement's doctrine of infant baptism. Shortly thereafter, Smyth left the group, layman Thomas Helwys took over the leadership, leading the church back to England in 1611. Smyth became committed to believers' baptism as the only biblical baptism, he was convinced on the basis of his interpretation of Scripture that infants would not be damned should they die in infancy. Smyth, convinced that his self-baptism was invalid, applied with the Mennonites for membership, he died while waiting for membership, some of his followers became Mennonites. Thomas Helwys and others kept their Baptist commitments.

The Osage Nation is a Midwestern Native American tribe of the Great Plains. The tribe developed in the Ohio and Mississippi river valleys around 700 BC along with other groups of its language family, they migrated west of the Mississippi after the 17th century due to wars with Iroquois invading the Ohio Valley from New York and Pennsylvania in a search for new hunting grounds. The nations separated at that time, the Osage settled near the confluence of the Missouri and the Mississippi rivers; the term "Osage" is a French version of the tribe's name, which can be translated as "warlike". The Osage people refer to themselves in their indigenous Dhegihan Siouan language as Wazhazhe, or "Mid-waters". At the height of their power in the early 19th century, the Osage had become the dominant power in the region, feared by neighboring tribes; the tribe controlled the area between the Missouri and Red rivers, the Ozarks to the east and the foothills of the Wichita Mountains to the south. They depended on agriculture.
The 19th-century painter George Catlin described the Osage as "the tallest race of men in North America, either red or white skins. In the Ohio Valley, the Osage lived among speakers of the same Dhegihan language stock, such as the Kansa, Ponca and Quapaw. Researchers believe that the tribes became differentiated in languages and cultures after leaving the lower Ohio country; the Omaha and Ponca settled in what is now Nebraska, the Kansa in Kansas, the Quapaw in Arkansas. In the 19th century, the Osage were forced to remove from Kansas to Indian Territory, the majority of their descendants live in Oklahoma. In the early 20th century, oil was discovered on their land. Many Osage became wealthy through leasing fees generated by their headrights. However, during the 1920s, they suffered manipulation and numerous murders by whites eager to take over their wealth. In the 21st century, the federally recognized Osage Nation has ~20,000 enrolled members, 6,780 of whom reside in the tribe's jurisdictional area.
Members live outside the nation's tribal land in Oklahoma and in other states around the country, including Kansas. The Osage are descendants of cultures of indigenous peoples, in North America for thousands of years. Studies of their traditions and language show that they were part of a group of Dhegian-Siouan speaking people who lived in the Ohio River valley area, extending into present-day Kentucky. According to their own stories, they migrated west as a result of war with the Iroquois and/or to reach more game. Scholars are divided as to whether they think the Osage and other groups left before the Beaver Wars of the Iroquois; some believe that the Osage started migrating west as early as 1200 CE and are descendants of the Mississippian culture in the Ohio and Mississippi valleys. They attribute their style of government to effects of the long years of war with invading Iroquois. After resettling west of the Mississippi River, the Osage were sometimes allied with the Illiniwek and sometimes competing with them, as that tribe was driven west of Illinois by warfare with the powerful Iroquois.
The Osage and other Dhegian-Siouan peoples reached their historic lands developing and splitting into the above tribes in the course of the migration to the Great Plains. By 1673, when they were recorded by the French, many of the Osage had settled near the Osage River in the western part of present-day Missouri, they were recorded in 1690 as having adopted the horse The desire to acquire more horses contributed to their trading with the French. They attacked and defeated indigenous Caddo tribes to establish dominance in the Plains region by 1750, with control "over half or more of Missouri, Arkansas and Kansas," which they maintained for nearly 150 years, they lived near the Missouri River. Together with the Kiowa and Apache, they dominated western Oklahoma, they lived near the Quapaw and Caddo in Arkansas. The Osage held high rank among the old hunting tribes of the Great Plains. From their traditional homes in the woodlands of present-day Missouri and Arkansas, the Osage would make semi-annual buffalo hunting forays into the Great Plains to the west.
They hunted deer and other wild game in the central and eastern parts of their domain. The women cultivated varieties of corn and other vegetables near their villages, which they processed for food, they harvested and processed nuts and wild berries. In their years of transition, the Osage had cultural practices that had elements of the cultures of both Woodland Native Americans and the Great Plains peoples; the villages of the Osage were important hubs in the Great Plains trading network served by Kaw people as intermediaries. In 1673 French explorers Jacques Marquette and Louis Joliet were among the first Europeans to encounter the Osage as they explored southward from present-day Canada in their expedition along the Mississippi River. Marquette and Joliet claimed all land in the Mississippi Valley for France. Indigenous peoples of the Americas
The indigenous peoples of the Americas are the Pre-Columbian peoples of North and South America and their descendants. Although some indigenous peoples of the Americas were traditionally hunter-gatherers—and many in the Amazon basin, still are—many groups practiced aquaculture and agriculture; the impact of their agricultural endowment to the world is a testament to their time and work in reshaping and cultivating the flora indigenous to the Americas. Although some societies depended on agriculture, others practiced a mix of farming and gathering. In some regions the indigenous peoples created monumental architecture, large-scale organized cities, city-states, states and empires. Among these are the Aztec and Maya states that until the 16th century were among the most politically and advanced nations in the world, they had a vast knowledge of engineering, mathematics, writing, medicine and irrigation, mining and goldsmithing. Many parts of the Americas are still populated by indigenous peoples.
At least a thousand different indigenous languages are spoken in the Americas. Some, such as the Quechuan languages, Guaraní, Mayan languages and Nahuatl, count their speakers in millions. Many maintain aspects of indigenous cultural practices to varying degrees, including religion, social organization and subsistence practices. Like most cultures, over time, cultures specific to many indigenous peoples have evolved to incorporate traditional aspects but cater to modern needs; some indigenous peoples still live in relative isolation from Western culture and a few are still counted as uncontacted peoples. Indigenous peoples of the United States are known as Native Americans or American Indians and Alaska Natives. Application of the term "Indian" originated with Christopher Columbus, who, in his search for India, thought that he had arrived in the East Indies; those islands came to be known as the "West Indies", a name still used. This led to the blanket term "Indies" and "Indians" for the indigenous inhabitants, which implied some kind of racial or cultural unity among the indigenous peoples of the Americas.
This unifying concept, codified in law and politics, was not accepted by the myriad groups of indigenous peoples themselves, but has since been embraced or tolerated, by many over the last two centuries. Though the term "Indian" does not include the culturally and linguistically distinct indigenous peoples of the Arctic regions of the Americas—such as the Aleuts, Inuit or Yupik peoples, who entered the continent as a second more recent wave of migration several thousand years before and have much more recent genetic and cultural commonalities with the aboriginal peoples of the Asiatic Arctic Russian Far East—these groups are nonetheless considered "indigenous peoples of the Americas". Indigenous peoples are known in Canada as Aboriginal peoples, which includes not only First Nations and Arctic Inuit, but the minority population of First Nations-European mixed race Métis people who identify culturally and ethnically with indigenous peoplehood; this is contrasted, for instance, to the American Indian-European mixed race mestizos of Hispanic America who, with their larger population, identify as a new ethnic group distinct from both Europeans and Indigenous Americans, but still considering themselves a subset of the European-derived Hispanic or Brazilian peoplehood in culture and ethnicity.
The term Amerindian and its cognates find preferred use in scientific contexts and in Quebec, the Guianas and the English-speaking Caribbean. Indígenas or pueblos indígenas is a common term in Spanish-speaking countries and pueblos nativos or nativos may be heard, while aborigen is used in Argentina and pueblos originarios is common in Chile. In Brazil, indígenas or povos indígenas are common if formal-sounding designations, while índio is still the more often-heard term and aborígene and nativo being used in Amerindian-specific contexts; the Spanish and Portuguese equivalents to Indian could be used to mean any hunter-gatherer or full-blooded Indigenous person to continents other than Europe or Africa—for example, indios filipinos. The specifics of Paleo-Indian migration to and throughout the Americas, including the exact dates and routes traveled, are the subject of ongoing research and discussion. According to archaeological and genetic evidence and South America were the last continents in the world to gain human habitation.
During the Wisconsin glaciation, 50–17,000 years ago, falling sea levels allowed people to move across the land bridge of Beringia that joined Siberia to northwest North America. United States Department of the Interior
The United States Department of the Interior is the United States federal executive department of the U. S. government responsible for the management and conservation of most federal lands and natural resources, the administration of programs relating to Native Americans, Alaska Natives, Native Hawaiians, territorial affairs, insular areas of the United States. About 75% of federal public land is managed by the department, with most of the remainder managed by the United States Department of Agriculture's United States Forest Service; the department is administered by the United States Secretary of the Interior, a member of the Cabinet of the President. The current Secretary is David Bernhardt, who serves in an acting capacity, concurrently serves in the Department as Deputy Secretary; the Inspector General position is vacant, with Mary Kendall serving as acting Inspector General. Despite its name, the Department of the Interior has a different role from that of the interior ministries of other nations, which are responsible for police matters and internal security.
In the United States, national security and immigration functions are performed by the Department of Homeland Security and the Department of Justice secondarily. The Department of the Interior has been humorously called "The Department of Everything Else" because of its broad range of responsibilities. A department for domestic concern was first considered by the 1st United States Congress in 1789, but those duties were placed in the Department of State; the idea of a separate domestic department continued to percolate for a half-century and was supported by Presidents from James Madison to James Polk. The 1846–48 Mexican–American War gave the proposal new steam as the responsibilities of the federal government grew. Polk's Secretary of the Treasury, Robert J. Walker, became a vocal champion of creating the new department. In 1849, Walker stated in his annual report that several federal offices were placed in departments with which they had little to do, he noted that the General Land Office had little to do with the Treasury and highlighted the Indian Affairs office, part of the Department of War, the Patent Office, part of the Department of State.
Walker argued that these and other bureaus should be brought together in a new Department of the Interior. A bill authorizing its creation of the department passed the House of Representatives on February 15, 1849, spent just over two weeks in the Senate; the department was established on March 3, 1849, the eve of President Zachary Taylor's inauguration, when the Senate voted 31 to 25 to create the department. Its passage was delayed by Democrats in Congress who were reluctant to create more patronage posts for the incoming Whig administration to fill; the first Secretary of the Interior was Thomas Ewing. Many of the domestic concerns the department dealt with were transferred to other departments. For example, the Department of Interior was responsible for water pollution control prior to the creation of the EPA. Other agencies became separate departments, such as the Bureau of Agriculture, which became the Department of Agriculture; however and natural resource management, American Indian affairs, wildlife conservation, territorial affairs remain the responsibilities of the Department of the Interior.
As of mid-2004, the department managed 507 million acres of surface land, or about one-fifth of the land in the United States. It manages 476 dams and 348 reservoirs through the Bureau of Reclamation, 410 national parks, seashore sites, etc. through the National Park Service, 544 national wildlife refuges through the Fish and Wildlife Service. Within the Interior Department, the Bureau of Indian Affairs handles some federal relations with Native Americans, while others are handled by the Office of Special Trustee; the current acting Assistant Secretary for Indian Affairs is Lawrence S. Roberts, an enrolled member of the Oneida Tribe in Wisconsin; the department has been the subject of disputes over proper accounting for Native American Trusts set up to track the income and distribution of monies that are generated by the Trust and specific Native American lands, which the government leases for fees to companies that extract oil, timber and other resources. Several cases have sought an accounting of such funds from departments within the Interior and Treasury, in what has been a 15-year-old lawsuit.
Some Native American nations have sued the government over water-rights issues and their treaties with the US. In 2010 Congress passed the Claims Settlement Act of 2010, which provided $3.4 billion for the settlement of the Cobell v. Salazar class-action trust case and four Native American water rights cases; the $3.4 billion will be placed in a still-to-be-selected bank and $1.4 billion will go to individuals in the form of checks ranging from $500 to $1,500. A small group, such as members of the Osage tribe who benefit from huge Oklahoma oil revenues, will get far more, based on a formula incorporating their 10 highest years of income between 1985 and 2009; as important, $2 billion will be used to buy trust land from Native American owners at fair market prices, with the government returning the land to tribes. Nobody can be forced to sell.
