A commemorative plaque, or plaque, or in other places referred to as a historical marker or historic plaque, is a plate of metal, stone, wood, or other material attached to a wall, stone, or other vertical surface, bearing text or an image in relief, or both, to commemorate one or more persons, an event, a former use of the place, or some other thing. Many modern plaques and markers are used to associate the location where the plaque or marker is installed with the person, event, or item commemorated as a place worthy of visit. A monumental plaque or tablet commemorating a deceased person or persons, can be a simple form of church monument. Most modern plaques affixed in this way are commemorative of something, but this is not always the case, there are purely religious plaques, or those signifying ownership or affiliation of some sort. A plaquette is a small plaque, but in English, unlike many European languages, the term is not used for outdoor plaques fixed to walls; the Benin Empire, which flourished in present-day Nigeria between the thirteenth and nineteenth centuries, had an exceedingly rich sculptural tradition.
One of the kingdom's chief sites of cultural production was the elaborate ceremonial court of the Oba at the palace in Benin. Among the wide range of artistic forms produced at the court were rectangular brass or bronze plaques. At least a portion of these plaques, which were created from the thirteenth through sixteenth centuries, commemorate significant persons and events associated with the Oba's court, including important battles during Benin's sixteenth century expansionary period. Brass or bronze memorial plaques were produced throughout medieval Europe from at least the early thirteenth through the sixteenth centuries as a form of sepulchral memorial inset into the walls of churches or surfaces of tombs. Surviving in great numbers, they were manufactured from sheet brass or latten occasionally coloured with enamels, tend to depict conventional figures with brief inscriptions. Historical markers are put on display by the owners of sites listed by national agencies concerned with historic preservation such as the National Trust for Historic Preservation and the National Register of Historic Places, the National Trust for Places of Historic Interest or Natural Beauty, An Taisce, National Historical Commission of the Philippines, the National Trusts of other countries.
Other historical markers are created by local municipalities, non-profit organizations, companies, or individuals. In addition to geographically defined regions, individual organizations, such as E Clampus Vitus or the American Society of Mechanical Engineers, can choose to maintain a national set of historical markers that fit a certain theme; the Royal Society of Arts established the first scheme in the world for historical commemoration on plaques in 1866. The scheme was established under the influence of the British politician William Ewart and the civil servant Henry Cole; the first plaque was unveiled in 1867 to commemorate Lord Byron at his birthplace, 24 Holles Street, Cavendish Square. The earliest historical marker to survive, commemorates Napoleon III in King Street, St James's, was put up in 1867; the original plaque colour was blue, but this was changed by the manufacturer Minton, Hollins & Co to chocolate brown to save money. In 1901, the scheme was first taken over by the local government authority - the London County Council.

They are installed by the National Historical Commission of the Philippines; this practice started in 1933, with NHCP's predecessor, the Philippine Historical Research and Markers Committee, which only marked antiquities in Manila. The initial markers were placed in 1934. Markers have their texts in Filipino, while there are markers in the English language for markers that were installed during the American occupation. Markers in regional languages such as Cebuano and Kapampangan, are available and issued by the NHCP.
Markers are found all over the country, there have been markers installed outside the country. The plaques themselves are permanent signs installed in publicly visible locations on buildings, monuments, or in special locations. There are more than 1,500 markers to date. Most markers are located within Luzon in Metro Manila, which has prompted the NHCP to install more markers in Visayas and Mindanao, for their greater inclusion in the national historical narrative. Issues and controversies have been the concern of several individual markers, from the commemoration of the late dictator Ferdinand Marcos to the reaction of the Japanese embassy to the comfort women statue and marker. The New York Times is an American newspaper based in New York City with worldwide influence and readership. Founded in 1851, the paper has won more than any other newspaper; the Times is ranked 17th in the world by circulation and 2nd in the U. S; the paper is owned by The New York Times Company, publicly traded and is controlled by the Sulzberger family through a dual-class share structure. It has been owned by the family since 1896. G. Sulzberger, the paper's publisher, his father, Arthur Ochs Sulzberger Jr. the company's chairman, are the fourth and fifth generation of the family to helm the paper. Nicknamed "The Gray Lady", the Times has long been regarded within the industry as a national "newspaper of record"; the paper's motto, "All the News That's Fit to Print", appears in the upper left-hand corner of the front page. Since the mid-1970s, The New York Times has expanded its layout and organization, adding special weekly sections on various topics supplementing the regular news, editorials and features.
Since 2008, the Times has been organized into the following sections: News, Editorials/Opinions-Columns/Op-Ed, New York, Sports of The Times, Science, Home and other features. On Sunday, the Times is supplemented by the Sunday Review, The New York Times Book Review, The New York Times Magazine and T: The New York Times Style Magazine; the Times stayed with the broadsheet full-page set-up and an eight-column format for several years after most papers switched to six, was one of the last newspapers to adopt color photography on the front page. The New York Times was founded as the New-York Daily Times on September 18, 1851. Founded by journalist and politician Henry Jarvis Raymond and former banker George Jones, the Times was published by Raymond, Jones & Company. Early investors in the company included Edwin B. Morgan, Christopher Morgan, Edward B. Wesley. Sold for a penny, the inaugural edition attempted to address various speculations on its purpose and positions that preceded its release: We shall be Conservative, in all cases where we think Conservatism essential to the public good.
We do not believe that everything in Society is either right or wrong. In 1852, the newspaper started a western division, The Times of California, which arrived whenever a mail boat from New York docked in California. However, the effort failed. On September 14, 1857, the newspaper shortened its name to The New-York Times. On April 21, 1861, The New York Times began publishing a Sunday edition to offer daily coverage of the Civil War. One of the earliest public controversies it was involved with was the Mortara Affair, the subject of twenty editorials in the Times alone; the main office of The New York Times was attacked during the New York City Draft Riots. The riots, sparked by the beginning of drafting for the Union Army, began on July 13, 1863. On "Newspaper Row", across from City Hall, Henry Raymond stopped the rioters with Gatling guns, early machine guns, one of which he manned himself; the mob diverted, instead attacking the headquarters of abolitionist publisher Horace Greeley's New York Tribune until being forced to flee by the Brooklyn City Police, who had crossed the East River to help the Manhattan authorities.
In 1869, Henry Raymond died, George Jones took over as publisher. The newspaper's influence grew in 1870 and 1871, when it published a series of exposés on William Tweed, leader of the city's Democratic Party—popularly known as "Tammany Hall" —that led to the end of the Tweed Ring's domination of New York's City Hall. Tweed had offered The New York Times five million dollars to not publish the story. In the 1880s, The New York Times transitioned from supporting Republican Party candidates in its editorials to becoming more politically independent and analytical. In 1884, the paper supported Democrat Grover Cleveland in his first presidential campaign. While this move cost The New York Times a portion of its readership among its more progressive and Republican readers, the paper regained most of its lost ground within a few years. After George Jones died in 1891, Charles Ransom Miller and other New York Times editors raised $1 million dollars to buy the Times, printing it under the New York Times Publishing Company.
However, the newspaper was financially crippled by the Panic of 1893, by 1896, the newspaper had a circulation of less than 9,000, was losing $1,000 a day. That year, Adolph Ochs, the publisher of the Chattanooga Times, gained a controlling interest in the company for $75,000. Shortly after assuming control of the paper, Ochs coined the paper's slogan, "All The News That's Fit To Print"; the slogan has appeared in the paper since September 1896, has been printed in a box in the upper left hand corner of the front page since early 1897. The slogan was a jab at competing papers, such as Joseph Pulitzer's New York World and William Randolph Hearst's New York Journal, which were known for a lurid and inaccurate reporting of facts and opinions, described by the end of the century as "yellow journalism". El Mundo (Spain)
El Mundo, formally El Mundo del Siglo Veintiuno is the second largest printed daily newspaper in Spain. The paper is considered one of the country's newspapers of record along with El País and ABC. El Mundo was first published on 23 October 1989; the best known of its founders was Pedro J. Ramírez, who served as editor until 2014. Ramirez had risen to prominence as a journalist during the Spanish transition to democracy; the other founders, Alfonso de Salas, Balbino Fraga and Juan González, shared with Ramírez a background in Grupo 16, the publishers of the newspaper Diario 16. Alfonso de Salas, Juan Gonzales and Gregorio Pena launched El Economista in 2006. El Mundo, along with Marca and Expansión, is controlled by the Italian publishing company RCS MediaGroup through its Spanish subsidiary company Unidad Editorial S. L, its former owner was Unedisa which merged with Grupo Recoletos in 2007 to form Unidad Editorial, current owner of the paper. The paper maintains several news bureaus in other cities.
The daily has a national edition and ten different regional editions, including those for Andalusia, Castile and León, the Balearic Islands and Bilbao. It is published in tabloid format. In 2005 El Mundo started a supplement for women, Yo Donna, modelled on IO Donna, a supplement of the Italian daily Corriere della Sera. In January 2014 Pedro J. Ramírez, editor of the paper, was fired from his post, he argued that reporting on corruption scandals involving Spanish Prime Minister Mariano Rajoy led to his sacking. Casimiro García-Abadillo served as editor until April 2015, when he was replaced in turn by David Jiménez. Editorially, El Mundo expresses the mainstream views of the centre-right with independent and liberal overtones. El Mundo has played a key role in uncovering a number of scandals, among them embezzlement by the commander of the Guardia Civil, accusations of insider trading and tax fraud by the governor of the Central Bank of Spain and aspects of the Bárcenas affair. Investigative reporting by the staff of El Mundo revealed connections between the terrorist Grupos Antiterroristas de Liberación and the Socialist administration of Felipe González, revelations that contributed to his defeat in the 1996 elections.
In October 2005, El Mundo revealed that Nazi Aribert Heim had been living in Spain for 20 years with help from the ODESSA network, in collaboration with Otto Skorzeny, who had helped set up one of the most important ODESSA bases of operation in Spain, during the rule of Francisco Franco. After the 11 March 2004 Madrid train bombings, the newspapers El Mundo and La Razón, the regional television channel Telemadrid and the COPE radio network alleged that there had been inconsistencies in the explanations given by the Spanish judiciary about the bombings. Other Spanish media, such as El País, ABC and the Cadena SER radio network, accused El Mundo and the other media of manipulation over this issue; the bombings and the results of the subsequent judicial inquiry are still debated in Spain today. The circulation of El Mundo rose in the 1990s, it was 209,992 copies in 1993 268,748 copies in 1994In 2001 El Mundo had a circulation of 291,000 copies and it was 312,366 copies next year. The paper had a circulation of 300,000 copies in 2003, making it the third best selling newspaper in the country.
Based on the findings of the European Business Readership Survey El Mundo had 11,591 readers per issue in 2006. Its circulation between June 2006 and July 2007 was 337,172 copies; the 2007 circulation of the paper was 337,000 copies. It was 338,286 copies in 2008 and had 200,000 readers for the printed edition in 2009; the circulation of the paper was 266,294 copies in 2011. El Mundo is the second digital newspaper in Spanish, it was in the lead after El País introduced a payment system for access to the contents of its electronic version. It had 24 million unique web visitors per month in 2009. Many online readers are in Latin America, the website has an edition for the Americas. However, digital expansion has done little to offset the decline in revenues from Spanish advertisers since 2008; the newspaper aims to increase digital profits via a subscription model. Hindi cinema metonymously referred to as Bollywood, known as Bombay cinema, is the Indian Hindi-language film industry, based in Mumbai, India. The term originates as a portmanteau of "Bombay" and "Hollywood"; the Hindi-language film industry is related to Tamil film industry, Telugu film industry and others industries, which combined are components of Indian Cinema, the largest film industry in the world. Although American film industry has produced more than 150 musicals films by 1930 with first introduction of The Jazz Singer in the west, the world's first musical-talkie film, it took India more than 3 years to import the sound sequence technology but went on to produce its first song-sequence talkie film Alam Ara in the year 1931. Since Bollywood has produced major motion pictures in this genre exceeding Hollywood's total musicals from the 1960s when musical era declined in the west. Today, Bollywood is popular for its musicals though non-musicals have continued to be produced in India.
Linguistically, Bollywood films tend to use a colloquial dialect of Hindi-Urdu, or Hindustani, mutually intelligible to both Hindi and Urdu speakers, while modern Bollywood films increasingly incorporate elements of Hinglish. Indian cinema is the world's largest film industry in terms of film production, with an annual output of 1,986 feature films as of 2017, Bollywood is its largest film producer, with 364 Hindi films produced annually as of 2017. Bollywood represents 43% of Indian net box office revenue, while Tamil and Telugu cinema represent 36%, the rest of the regional cinema constitute 21%, as of 2014. Bollywood is thus one of the largest centers of film production in the world. In terms of ticket sales in 2001, Indian cinema sold an estimated 3.6 billion tickets annually across the globe, compared to Hollywood's 2.6 billion tickets sold. The name Bollywood is criticized by some film journalists and critics by arguing that it makes the industry look like a poor cousin to Hollywood. According to Madhava Prasad- had described "Bollywood" is inspired by "Tollywood"—once refer to the cinema of West Bengal, dating back in 1932. "Tollywood" was the earliest Hollywood-inspired name, referring to the Bengali film industry based in Tollygunge, whose name is reminiscent of "Hollywood" and was the centre of the cinema of India at the time. Many journalists have been credited by newspapers for the invention of the word "Bollywood". According to "The Telegraph" article published in 2005, it was Amit Khanna who had coined the word "Bollywood". and according to The Hindu article published in 2004 it was journalist Bevinda Collaco. Raja Harishchandra, by Dadasaheb Phalke, is known as the first silent feature film made in India. By the 1930s, the industry was producing over 200 films per year; the first Indian sound film, Ardeshir Irani's Alam Ara, was a major commercial success. There was a huge market for talkies and musicals; the 1930s and 1940s were tumultuous times: India was buffeted by the Great Depression, World War II, the Indian independence movement, the violence of the Partition. Most Bollywood films were unabashedly escapist, but there were a number of filmmakers who tackled tough social issues, or used the struggle for Indian independence as a backdrop for their plots. In 1937, Ardeshir Irani, of Alam Ara fame, made the first color film in Kisan Kanya.
The next year, he made a version of Mother India. However, color did not become a popular feature until the late 1950s. At this time, lavish romantic musicals and melodramas were the staple fare at the cinema. Prior to the 1947 partition of India, which divided the country into the Republic of India and Pakistan, the Bombay film industry was linked to the Lahore film industry, as both industries produced films in Hindi-Urdu, or Hindustani, the lingua franca across northern and central India. Another major center of Hindi-Urdu film production was the Bengali film industry in Calcutta, Bengal Presidency, which produced Hindi-Urdu films along with local Bengali language films. In the 1940s, many actors and musicians from the Lahore industry migrated to the Bombay industry, including actors such as K. L. Saigal, Prithviraj Kapoor, Dilip Kumar, Dev Anand, singers such as Mohammed Rafi and Shamshad Begum. Around the same time and actors from the Calcutta film industry began migrating to the Bombay film industry.

Alejandro Fernando Amenábar Cantos known as Alejandro Amenábar, is a Spanish and Chilean film director and composer. Among other honors, he has won two European Film Awards, he has written or co-written the screenplays to all six of his movies and composed all of the soundtracks. Amenábar is the son of Hugo Ricardo Amenabar and a Spanish woman, Josefina Cantos, he has a dual Chilean-Spanish citizenship. His father worked as a technician at General Electric, while his mother decided to stay at home and take care of the children. Alejandro is the younger of two brothers. Josefina's older sister had moved to the capital of Chile and she invited Josefina to join her there. In Santiago, Josefina met Hugo. Alejandro was born on March 31, 1972. In August 1973, his family moved to Spain; the family settled in Madrid. When Alejandro was six years old, they moved to a complex on the outskirts of the town of Paracuellos de Jarama. Alejandro and his brother did not watch much television. From the age of 15, Alejandro would dedicate his time to going to the cinema to watch movies.
Other than theater, his passions were writing stories and reading books. According to Alejandro's mother, Alejandro had the capacity to absorb everything; as a child, he composed melodies with the keyboard and guitar with the same ease as when he wrote his stories. Alejandro started his studies at the Padres Escolapios de Getafe school. In his second year of high school, he transferred to the Alameda de Osuna institute, in the north-east of Madrid; the school was not close to. Before he became a director, Alejandro worked as a stock boy in a warehouse and as a gardener, until he had enough money to buy his own home camera, he did not want to start his university studies in cinema before having touched a camera. Amenábar entered the Information Sciences Faculty at Madrid's Complutense University, where after numerous scholastic failures he decided to give up studying cinema and he began directing; the advantage from having attended university was that he met people who in life would become important throughout his career.
At university, he met Mateo Gil, a friend and companion, the pair made a pact to always support each other's projects. Between 1991 and 1994, Amenábar made three short films which in a significant way influenced his first full-length films: La Cabeza, Himenóptero, Luna. Knowing José Luis Cuerda helped Alejandro in his career. A friend of José Luis Cuerda gave him the script of Himenóptero. Thereafter, Cuerda was interested in Amenábar's work; this led to him becoming the producer of Thesis, one of Amenábar's most recognized films, putting his name on the map. Thesis was a thriller set in the School of Information Sciences at the Complutense University of Madrid. Through this film, he gained the attention of critics in the Berlin Film Festival and won seven Goyas, including Best Picture and Best New Director. In 1997 he made Abre Los Ojos, a science fiction movie that had notable success at international festivals such as Berlin and Tokyo. Impressed by the movie, Tom Cruise bought the rights to adapt and produce the film, starring in a remake, Vanilla Sky.
His third large film was a ghost story starring Nicole Kidman. It was successful at an international level in Spain, where it was the most viewed film that year; the Others was very popular in the United States, where it was at the top of the box office for several weeks. The film premiered at the Venice Film Festival in 2001, won eight Goyas, including the Best Picture and Best Director, was nominated for best European Film Movie. In 2004 Amenábar released The Sea Inside, a real life-story about a quadriplegic Ramón Sampedro, which addressed issues such as euthanasia, abortion, or “the right to a dignified life.” The movie won 14 Goyas, including best movie and best director, an Academy Award for Best Foreign Language Film in 2004. In 2008 Amenábar released his next film, called Mists of Time; the film starred big-name actors including Max Minghella. Agora premiered on October 9, 2009, with a budget of 50 million euros, it is the most expensive Spanish film in history. After a hiatus of seven years, Amenábar came back in 2015 with a new movie titled Regression, a thriller starring Ethan Hawke and Emma Watson.
The film had its world premiere at the San Sebastián International Film Festival in September 2015. Initial reviews were lukewarm. Amenábar is the composer of the soundtrack of his films, as well as others, such as Butterfly's Tongue directed by José Luis Cuerda and Nobody Knows Anybody directed by Mateo Gil. Galicia is an autonomous community of Spain and historic nationality under Spanish law. Located in the north-west of the Iberian Peninsula, it comprises the provinces of A Coruña, Lugo and Pontevedra, being bordered by Portugal to the south, the Spanish autonomous communities of Castile and León and Asturias to the east, the Atlantic Ocean to the west, the Cantabrian Sea to the north, it had a population of 2,718,525 in 2016 and has a total area of 29,574 km2. Galicia has over 1,660 km of coastline, including its offshore islands and islets, among them Cíes Islands, Ons, Sálvora, and—the largest and most populated—A Illa de Arousa; the area now called Galicia was first inhabited by humans during the Middle Paleolithic period, it takes its name from the Gallaeci, the Celtic people living north of the Douro River during the last millennium BC, in a region coincidental with that of the Iron Age local Castro culture. Galicia was incorporated into the Roman Empire at the end of the Cantabrian Wars in 19 BC, was made a Roman province in the 3rd century AD.
In 410, the Germanic Suebi established a kingdom with its capital in Braga. In 711, the Islamic Umayyad Caliphate invaded the Iberian Peninsula conquering the Visigoth kingdom of Hispania by 718, but soon Galicia was incorporated into the Christian kingdom of Asturias by 740. During the Middle Ages, the kingdom of Galicia was ruled by its own kings, but most of the time it was leagued to the kingdom of Leon and to that of Castile, while maintaining its own legal and customary practices and culture. From the 13th century on, the kings of Castile, as kings of Galicia, appointed an Adiantado-mór, whose attributions passed to the Governor and Captain General of the Kingdom of Galiza from the last years of the 15th century; the Governor presided the Real Audiencia do Reino de Galicia, a royal tribunal and government body. From the 16th century, the representation and voice of the kingdom was held by an assembly of deputies and representatives of the cities of the kingdom, the Cortes or Junta of the Kingdom of Galicia.
This institution was forcibly discontinued in 1833 when the kingdom was divided into four administrative provinces with no legal mutual links. During the 19th and 20th centuries, demand grew for self-government and for the recognition of the culture of Galicia; this resulted in the Statute of Autonomy of 1936, soon frustrated by Franco's coup d'etat and subsequent long dictatorship. After democracy was restored the legislature passed the Statute of Autonomy of 1981, approved in referendum and in force, providing Galicia with self-government; the interior of Galicia is characterized by a hilly landscape. The coastal areas are an alternate series of rías and cliffs; the climate of Galicia is temperate and rainy, with markedly drier summers. Its topographic and climatic conditions have made animal husbandry and farming the primary source of Galicia's wealth for most of its history, allowing for a relative high density of population. With the exception of shipbuilding and food processing, Galicia was based on a farming and fishing economy until after the mid-20th century, when it began to industrialize.
In 2012, the gross domestic product at purchasing power parity was €56,000 million, with a nominal GDP per capita of €20,700. The population is concentrated in two main areas: from Ferrol to A Coruña in the northern coast, in the Rías Baixas region in the southwest, including the cities of Vigo and the interior city of Santiago de Compostela. There are smaller populations around the interior cities of Ourense; the political capital is Santiago de Compostela, in the province of A Coruña. Vigo, in the province of Pontevedra, is the most populous municipality, with 292,817, while A Coruña is the most populous city, with 215,227. Two languages are official and used today in Galicia: Galician and Spanish. Galician is a Romance language related to Portuguese, with which it shares Galician-Portuguese medieval literature, Spanish, sometimes referred to as Castilian, used throughout the country. Spanish is spoken fluently by all in Galicia, in 2013 it was reported that 51% of the Galician population used more Galician on a day-to-day, 48% used more Spanish.
The name Galicia derives from the Latin toponym Callaecia Gallaecia, related to the name of an ancient Celtic tribe that resided north of the Douro river, the Gallaeci or Callaeci in Latin, or Καλλαϊκoί in Greek. These Callaeci were the first tribe in the area to help the Lusitanians against the invading Romans; the Romans applied their name to all the other tribes in the northwest who spoke the same language and lived the same life. The etymology of the name has been studied since the 7th century by authors such as Isidore of Seville, who wrote that "Galicians are called so, because of their fair skin, as the Gauls", relating the name to the Greek word for milk. The European Commission is an institution of the European Union, responsible for proposing legislation, implementing decisions, upholding the EU treaties and managing the day-to-day business of the EU. Commissioners swear an oath at the European Court of Justice in Luxembourg City, pledging to respect the treaties and to be independent in carrying out their duties during their mandate. Unlike in the Council of the European Union, where members are directly and indirectly elected, the European Parliament, where members are directly elected, the Commissioners are proposed by the Council of the European Union, on the basis of suggestions made by the national governments, appointed by the European Council after the approval of the European Parliament; the Commission operates with 28 members of the Commission. There is one member per member state, but members are bound by their oath of office to represent the general interest of the EU as a whole rather than their home state. One of the 28 is the Commission President proposed by the European Council and elected by the European Parliament.
The Council of the European Union nominates the other 27 members of the Commission in agreement with the nominated President, the 28 members as a single body are subject to a vote of approval by the European Parliament. The current Commission is the Juncker Commission, which took office in late 2014, following the European Parliament elections in May of the same year; the term Commission is variously used, either in the narrow sense of the 28-member College of Commissioners or to include the administrative body of about 32,000 European civil servants who are split into departments called directorates-general and services. The procedural languages of the Commission are English and German; the Members of the Commission and their "cabinets" are based in the Berlaymont building in Brussels. The European Commission derives from one of the five key institutions created in the supranational European Community system, following the proposal of Robert Schuman, French Foreign Minister, on 9 May 1950.
Originating in 1951 as the High Authority in the European Coal and Steel Community, the Commission has undergone numerous changes in power and composition under various presidents, involving three Communities. The first Commission originated in 1951 as the nine-member "High Authority" under President Jean Monnet; the High Authority was the supranational administrative executive of the new European Coal and Steel Community. It took office first on 10 August 1952 in Luxembourg City. In 1958, the Treaties of Rome had established two new communities alongside the ECSC: the European Economic Community and the European Atomic Energy Community; however their executives were called "Commissions" rather than "High Authorities". The reason for the change in name was the new relationship between the Council; some states, such as France, expressed reservations over the power of the High Authority, wished to limit it by giving more power to the Council rather than the new executives. Louis Armand led the first Commission of Euratom.
Walter Hallstein led the first Commission of the EEC, holding the first formal meeting on 16 January 1958 at the Château of Val-Duchesse. It achieved agreement on a contentious cereal price accord, as well as making a positive impression upon third countries when it made its international debut at the Kennedy Round of General Agreement on Tariffs and Trade negotiations. Hallstein notably began the consolidation of European law and started to have a notable impact on national legislation. Little heed was taken of his administration at first but, with help from the European Court of Justice, his Commission stamped its authority solidly enough to allow future Commissions to be taken more seriously. In 1965, accumulating differences between the French government of Charles de Gaulle and the other member states on various subjects triggered the "empty chair" crisis, ostensibly over proposals for the Common Agricultural Policy. Although the institutional crisis was solved the following year, it cost Etienne Hirsch his presidency of Euratom and Walter Hallstein the EEC presidency, despite his otherwise being viewed as the most'dynamic' leader until Jacques Delors.
The three bodies, collectively named the European Executives, co-existed until 1 July 1967 when, under the Merger Treaty, they were combined into a single administration under President Jean Rey. Owing to the merger, the Rey Commission saw a temporary increase to 14 members—although subsequent Commissions were reduced back to nine, following the formula of one member for small states and two for larger states; the Rey Commission completed the Community's customs union in 1968, campaigned for a more powerful, European Parliament. Despite Rey being the first President of the combined communities, Hallstein is seen as the first President of the modern Commission; the Malfatti and Mansholt Commissions followed with work on monetary co-operation and the first enlargement to the north in 1973.
