Surrey is a subdivision of the English region of South East England in the United Kingdom. A historic and ceremonial county, Surrey is one of the home counties; the county borders Kent to the east, East Sussex and West Sussex to the south, Hampshire to the west, Berkshire to the northwest, Greater London to the northeast. Inhabited by about 1.2 million people, Surrey is the twelfth most populous English county, both the third most populous home county and the third most populous county in the South East. Guildford is considered to be the county town; however despite the town's designation, Surrey County Council has never been based there, being instead seated throughout its history in London. Since the borders of Surrey were altered in 1965 by the London Government Act 1963 which created Greater London, none of these places are now in Surrey, marking an example of a de facto capital, located outside of its administrative area. Surrey is divided into eleven districts: Elmbridge and Ewell, Mole Valley and Banstead, Spelthorne, Surrey Heath, Tandridge and Woking.
Services such as roads, mineral extraction licensing, strategic waste and recycling infrastructure, birth and death registration, social and children's services are administered by Surrey County Council. The London boroughs of Lambeth, Southwark and small parts of Lewisham and Bromley were in Surrey until 1889. Since the 1965 reform the bordering boroughs of the capital have been those taken from it in 1965 plus Bromley and Hounslow; the form of Surrey which remains since 1965 is a wealthy county due to economic, aesthetic and logistical factors. It has the highest GDP per capita of any English county, some of the highest property values outside Inner London and the highest cost of living in the UK outside of the capital. Surrey has the highest proportion of woodland in England, having been rural since it was shorn in 1965 of the urbanised swathes of South London which had hitherto been part of the county, it has large protected green spaces. It has four racecourses in horse racing, the most of any Home County and as at 2013 contained 141 golf courses including international competition venue Wentworth.
Surrey has proximity to London and to Heathrow and Gatwick airports, along with access to major arterial road routes including the M25, M3 and M23 and frequent rail services into Central London. Surrey is divided in two by the chalk ridge of the North Downs; the ridge is pierced by the rivers Wey and Mole, tributaries of the Thames, which formed the northern border of the county before modern redrawing of county boundaries, which has left part of its north bank within the county. To the north of the Downs the land is flat, forming part of the basin of the Thames; the geology of this area is dominated by London Clay in the east, Bagshot Sands in the west and alluvial deposits along the rivers. To the south of the Downs in the western part of the county are the sandstone Surrey Hills, while further east is the plain of the Low Weald, rising in the extreme southeast to the edge of the hills of the High Weald; the Downs and the area to the south form part of a concentric pattern of geological deposits which extends across southern Kent and most of Sussex, predominantly composed of Wealden Clay, Lower Greensand and the chalk of the Downs.
Much of Surrey is in the Metropolitan Green Belt. It contains valued reserves of mature woodland. Among its many notable beauty spots are Box Hill, Leith Hill, Frensham Ponds, Newlands Corner and Puttenham & Crooksbury Commons. Surrey is the most wooded county in England, with 22.4% coverage compared to a national average of 11.8% and as such is one of the few counties not to recommend new woodlands in the subordinate planning authorities' plans. Box Hill has the oldest untouched area of natural woodland in one of the oldest in Europe. Surrey contains England's principal concentration of lowland heath, on sandy soils in the west of the county. Agriculture not being intensive, there are many commons and access lands, together with an extensive network of footpaths and bridleways including the North Downs Way, a scenic long-distance path. Accordingly, Surrey provides many rural and semi-rural leisure activities, with a large horse population in modern terms; the highest elevation in Surrey is Leith Hill near Dorking.
It is 294 m above sea level and is the second highest point in southeastern England after Walbury Hill in West Berkshire, 297 m. Surrey has a population of 1.1 million people. Its largest town is Guildford, with a population of 77,057, they are followed by Ewell with 39,994 people and Camberley with 30,155. A traffic collision called a motor vehicle collision among other terms, occurs when a vehicle collides with another vehicle, animal, road debris, or other stationary obstruction, such as a tree, pole or building. Traffic collisions result in injury and property damage. A number of factors contribute to the risk of collision, including vehicle design, speed of operation, road design, road environment, driver skill, impairment due to alcohol or drugs, behavior, notably distracted driving and street racing. Worldwide, motor vehicle collisions lead to death and disability as well as financial costs to both society and the individuals involved. In 2013, 54 million people worldwide sustained injuries from traffic collisions; this resulted in 1.4 million deaths in 2013, up from 1.1 million deaths in 1990. About 68,000 of these occurred in children less than five years old. All high-income countries have decreasing death rates, while the majority of low-income countries have increasing death rates due to traffic collisions.
Middle-income countries have the highest rate with 20 deaths per 100,000 inhabitants, accounting for 80% of all road fatalities with 52% of all vehicles. While the death rate in Africa is the highest, the lowest rate is to be found in Europe. Traffic collisions can be classified by general types. Types of collision include head-on, road departure, rear-end, side collisions, rollovers. Many different terms are used to describe vehicle collisions; the World Health Organization uses the term road traffic injury, while the U. S. Census Bureau uses the term motor vehicle accidents, Transport Canada uses the term "motor vehicle traffic collision". Other common terms include auto accident, car accident, car crash, car smash, car wreck, motor vehicle collision, personal injury collision, road accident, road traffic accident, road traffic collision, road traffic incident as well as more unofficial terms including smash-up, pile-up, fender bender; some organizations have begun to avoid the term "accident", instead preferring terms such as "collision", "crash" or "incident".
This is because the term "accident" implies that there is no-one to blame, whereas most traffic collisions are the result of driving under the influence, excessive speed, distractions such as mobile phones or other risky behavior. In the United States, the use of terms other than "accidents" had been criticized for holding back safety improvements, based on the idea that a culture of blame may discourage the involved parties from disclosing the facts, thus frustrate attempts to address the real root causes. Following collisions, long-lasting psychological trauma may occur; these issues may make those. In some cases, the psychological trauma may affect individuals' life can cause difficulty to go to work, attend school, or perform family responsibilities. A number of physical injuries can result from the blunt force trauma caused by a collision, ranging from bruising and contusions to catastrophic physical injury or death. A 1985 study by K. Rumar, using British and American crash reports as data, suggested 57% of crashes were due to driver factors, 27% to combined roadway and driver factors, 6% to combined vehicle and driver factors, 3% to roadway factors, 3% to combined roadway and vehicle factors, 2% to vehicle factors, 1% to combined roadway and vehicle factors.
Reducing the severity of injury in crashes is more important than reducing incidence and ranking incidence by broad categories of causes is misleading regarding severe injury reduction. Vehicle and road modifications are more effective than behavioral change efforts with the exception of certain laws such as required use of seat belts, motorcycle helmets and graduated licensing of teenagers. Human factors in vehicle collisions include anything related to drivers and other road users that may contribute to a collision. Examples include driver behavior and auditory acuity, decision-making ability, reaction speed. A 1985 report based on British and American crash data found driver error and other human factors contribute wholly or to about 93% of crashes. Drivers distracted by mobile devices had nearly four times greater risk of crashing their cars than those who were not. Dialing a phone is the most dangerous distraction, increasing a drivers’ chance of crashing by 12 times, followed by reading or writing, which increased the risk by 10 times.
An RAC survey of British drivers found 78% of drivers thought they were skilled at driving, most thought they were better than other drivers, a result suggesting overconfidence in their abilities. Nearly all drivers, in a crash did not believe themselves to be at fault. One survey of drivers reported that they thought the key elements of good driving were: controlling a car including a good awareness of the car's size and capabilities reading and reacting to road conditions, road signs and the environment alertness and anticipating the behavior of other drivers. Although proficiency in these skills is taught and tested as part of the driving exam, a "good" driver can still be at a high risk of crashing because:...the feeling of being confident in more and more challenging situations is experienced as evidence of driving ability, that'proven' ability reinforces the feelings of confidence. Confidence grows unchecked until something happens -- a near-miss or an accident. An AXA survey concluded Irish drivers are safety-conscious relative to other European drivers.

Farnborough is a town in north east Hampshire, part of the borough of Rushmoor and the Farnborough/Aldershot Built-up Area. Farnborough was founded in Saxon times and is mentioned in the Domesday Book of 1086; the name is formed from Ferneberga which means "fern hill". The town is best known for its association with aviation – Farnborough Airshow, Farnborough Aerodrome, Royal Aircraft Establishment, the Air Accidents Investigation Branch. Farnborough forms with Blackwater and Aldershot a projection of northeast Hampshire into Surrey; the River Blackwater marks the county boundary. It is centred 34 miles WSW of 16 miles east of Basingstoke, it is directly to the south of junction 4 of the M3 motorway and its Cove/West Heath parts, included its official GSS built-up area is north-west of the town centre. The town lies at the centre of the Blackwater Valley conurbation, which includes Aldershot, Yateley, Sandhurst and Farnham, its North Camp part is contiguous with the garrison town of Aldershot to the south.
Its northern parts abut Frimley to the Hawley part of Blackwater to the north. The council of the local government district of Rushmoor is based in the town, having borough status and including Aldershot. Farnborough's suburban areas include Southwood, Cove, West Heath, Farnborough Park, Farnborough Street, North Camp, South Farnborough, Fox Lane, Hawley Lane, St. John's, St. Christopher's. Within Farnborough the only occurring significant flowing water is Cove Brook; the Met Office have a weather station at Farnborough Airport, operating since 1914. Name changes: Ferneberga. Tower Hill, Cove: There is substantial evidence that many years ago a large accumulation of Sarsen stones existed upon what came to be known as Tower Hill; the town is the home of St. Michael's Abbey; the Imperial Crypt there is the resting place of Napoleon III, Emperor of the French, his wife, Eugénie de Montijo, their son, Napoléon, Prince Imperial. The Abbey was the home of the Catholic National Library from 2007 until it was relocated to Durham University Library in 2015.
The River Blackwater on the Hampshire/Surrey border was the location of the first international prize fight between Tom Sayers and John C. Heenan, which took place near the location of the Ship Inn pub. Associated with Farnborough Airfield, situated between Farnborough and Fleet, is Samuel Franklin Cody. Cody, or Colonel Sam Cody as he was known, was one of the early pioneers of aviation, he died when he crashed his plane on Ball Hill, a site, now within Qinetiq's Technology Park. A statue was unveiled on the 100th anniversary of his death, 7 August 2013; the statue is sited outside the FAST museum, home of the Farnborough Air Sciences Trust, surrounded by commemorative paving paid for by supporters. Farnborough Airfield is the site of the historic Royal Aircraft Establishment. Part of the old RAE, Farnborough's historic wind tunnels are now listed buildings, two in particular preserved; the first built in 1917 and the other, much larger, in 1935. The latter was used extensively for research into Concorde aerodynamics, Formula 1 cars until its closure in the early 1990s.
The tunnels were open to the public during June and July 2014 until the end of the Farnborough International Airshow. Sir Frank Whittle conducted much of his research into jet aircraft at the RAE. A replica Gloster E.28/39 is sited on a roundabout along Ively Road in tribute to its inventor. An inn, The Tumble Down Dick Pub has been present on the A325 Farnborough Road since the 17th century, it was reputedly connected to Richard Cromwell, was the central focus of the town before its 19th-century refocus toward North Camp and the town centre proper's 20th-century development. The pub closed in 2008 and was designated an "Asset of Community Value" in 2013 after local protest over a request for planning permission by McDonald's; the ACV status was rescinded after an appeal by the site's owners. Permission was granted for the site's conversion to a McDonald's restaurant on 9 October 2013, the building reopened with a new roof in October 2014 after being allowed to lie derelict for six years. During the renovation, an early advertisement for the Reading Simmonds Brewery was discovered and is now on full display on the side of the building.
Farnborough is near junctions 4a of the M3 motorway. The A325 enters the town from Frimley to the north, continues into Aldershot to the south; the A331 runs north to south along the east side of the town. Farnborough is served by three railway stations, the busiest of, Farnborough railway station on the South Western Main Line from London Waterloo to Basingstoke and beyond. Farnborough North railway station and North Camp railway station are both on the North Downs Line between Reading and Gatwick. North Camp station is a short distance over the county border, in the Surrey village of Ash Vale. Since 2003 Farnborough Airport has been a business airport operated by TAG Aviation; the Farnborough International Airshow takes place at the airport on numbered years. Farnborough is part of the Borough of Rushmoor, along with Aldershot, it contains each with three elected borough councillors. Until 2011, there were nine wards, but following the Electoral boundary reviews and Mayfield wards were merged to create Cherrywood ward.

National Health Service
The NHS in England, NHS Scotland, NHS Wales, the affiliated Health and Social Care in Northern Ireland were established together in 1948 as one of the major social reforms following the Second World War. The founding principles were that services should be comprehensive and free at the point of delivery; each service provides a comprehensive range of health services, free at the point of use for people ordinarily resident in the United Kingdom, apart from dental treatment and optical care. Dr Somerville Hastings, President of the Socialist Medical Association proposed a resolution at the 1934 Labour Party Conference that the party should be committed to the establishment of a State Health Service. Conservative MP and Health Minister, Henry Willink, first proposed the National Health Service in 1944 with the publication of a White Paper "A National Health Service", distributed in full and short versions as well as in newsreel by Henry Willink himself. Henry Willink's National Health Service received cross party support and became Westminster legislation for England and Wales from 1946 and Scotland from 1947, the Northern Ireland Parliament's Public Health Services Act 1947.
NHS Wales was split from NHS in 1969 when control was passed to the Secretary of State for Wales before transferring to the Welsh Executive and Assembly under devolution in 1999. Calls for a "unified medical service" can be dated back to the Minority Report of the Royal Commission on the Poor Law in 1909, but it was following the 1942 Beveridge Report's recommendation to create "comprehensive health and rehabilitation services for prevention and cure of disease" that cross-party consensus emerged on introducing a National Health Service of some description; when Clement Attlee's Labour Party won the 1945 election he appointed Aneurin Bevan as Health Minister. Bevan embarked upon what the official historian of the NHS, Charles Webster, called an "audacious campaign" to take charge of the form the NHS took; the NHS was born out of the ideal that good healthcare should be available to all, regardless of wealth. Although being accessible regardless of wealth maintained Henry Willink's principle of free healthcare for all, Conservative MPs were in favour of maintaining local administration of the NHS through existing arrangements with local authorities fearing that an NHS which owned hospitals on a national scale would lose the personal relationship between doctor and patient.
Conservative MPs voted in favour of their amendment to Bevan's Bill to maintain local control and ownership of hospitals and against Bevan's plan for national ownership of all hospitals. The Labour government defeated Conservative amendments and went ahead with the NHS as it remains today. Bevan's principle of ownership with no private sector involvement has since been diluted, with Labour governments implementing large scale financing arrangements with private builders in private finance initiatives and joint ventures. At its launch by Bevan on 5 July 1948 it had at its heart three core principles: That it meet the needs of everyone, that it be free at the point of delivery, that it be based on clinical need, not ability to pay. Three years after the founding of the NHS, Bevan resigned from the Labour government in opposition to the introduction of charges for the provision of dentures and glasses; the following year, Winston Churchill's Conservative government introduced prescription charges.
These charges were the first of many controversies over reforms to the NHS throughout its history. From its earliest days, the cultural history of the NHS has shown its place in British society reflected and debated in film, TV, cartoons and literature; the NHS had a prominent slot during the 2012 London Summer Olympics opening ceremony directed by Danny Boyle, being described as "the institution which more than any other unites our nation". Each of the UK's health service systems operates independently, is politically accountable to the relevant government: the Scottish Government. NHS Wales was part of the same structure as that of England until powers over the NHS in Wales were firstly transferred to the Secretary of State for Wales in 1969 and thereafter, in 1999, to the Welsh Assembly as part of Welsh devolution; some functions may be performed by one health service on behalf of another. For example, Northern Ireland has no high-security psychiatric hospitals and depends on hospitals in Great Britain at Carstairs hospital in Scotland for male patients and Rampton Secure Hospital in England for female patients.
Patients in North Wales use specialist facilities in Manchester and Liverpool which are much closer than facilities in Cardiff, more routine services at the Countess of Chester Hospital. There have been issues about cross-border payments. Taken together, the four National Health Services in 2015–16 employed around 1.6 million people with a combined budget of £136.7 billion. In 2014 the total health sector workforce across the UK was 2,165,043; this broke down into 1,789,586 in England, 198,368 in Scotland, 110,292 in Wales and 66,797 in Northern Ireland. In 2017, there were 691,000 nurses registered in the UK, down 1,783 from the previous year. However, this is the first time nursing numbers have fallen since 2008. East of England Ambulance Service
The East of England Ambulance Service NHS Trust is the authority responsible for providing National Health Service ambulance services in the counties of Bedfordshire, Essex, Hertfordshire and Suffolk, in the East of England region. These consist of 7,500 square miles, it is one of 10 Ambulance Trusts providing England with emergency medical services, is part of the NHS, receiving direct government funding for its role. There is no charge to patients for use of the service, under the Patient's Charter every person in the United Kingdom has the right to the attendance of an ambulance in an emergency; as well as providing an emergency ambulance service, the Trust provides non emergency patient transport services, commercial services and special operations such as emergency planning, hazardous materials incident response. The service support a number of emergency charities, such as air ambulances, who provide doctors for serious incidents; the Trust controls the mobilisation of critical care charities throughout its area.
These include Magpas, Essex & Herts Air Ambulance, East Anglian Air Ambulance, BASICS Essex Accident Rescue Service, SARS, NARS and BASICS Hertfordshire. The service can if required, mobilise London's Air Ambulance and the Kent and Sussex Air Ambulance if there is a major incident requiring more than one critical care team, where other teams in the region are operating at maximum capacity; the trauma teams are dispatched by a Critical Care Paramedic at the Critical Care Desk, in their Control Room in Chelmsford, who filters through every call the ambulance service receives and makes a clinical decision on whether to dispatch a critical care resource. The trust was formed on 1 July 2006 following the three-way merger of the Bedfordshire and Hertfordshire Ambulance Service NHS Trust, the East Anglian Ambulance NHS Trust and the Essex Ambulance Service NHS Trust; the result was a service covering an area of over 7,500 square miles with a population of 5.8 million people, one which answers more than one million emergency calls per year.
The East Anglian Ambulance NHS Trust had been formed in 1994 from the three-way merger of Cambridgeshire and Suffolk Ambulance Services. In 2009, the Trust was censured by the Care Quality Commission after inspection of an ambulance depot and seven of its 100 ambulance stations found patient-carrying vehicles were "dirty" and that staff were "unsure of basic measures for infection prevention and control"; the service launched an "urgent and comprehensive review" of its ambulance cleaning programme and reiterated its stance on patient safety, adding that "ensuring consistent high standards of cleanliness is a challenge" with so many stations, covering six counties and an area of 7,500 square-miles. In 2015/16, the trust received 1,037,119 emergency calls and handled 500,620 non-emergency patient transport journeys; the trust arrived at 73.6% of emergency Red 1 calls within eight minutes, 69.4% of emergency Red 2 calls within eight minutes. EEAST has around 1,500 volunteers; as of July 2016, the Trust has the following resources in operation: 357 front-line emergency ambulances 201 marked rapid-response vehicles 164 non-emergency ambulances 52 major incident support vehicles Over 130 ambulance stations and response posts 3 emergency operations centers in Bedford and NorwichThe Trust has its own emergency driving school, which trains drivers in 999 emergency driving under blue lights and sirens.
The Trust used the Mercedes Sprinter as front-line Double Staffed Ambulances, with the exception of a single Vauxhall Movano 4 wheel drive vehicle for use at Newmarket Racecourse. In 2009, the service started the transition to a brand-new Sprinter only fleet from a wide range of other brands - including Fords and older Mercedes vehicles; the scheme was finished in 2016, when the last brand-new Sprinter was delivered, although many of the older ones are now ending their cycle life. In March 2018, four new vehicles will be trialled across the East of England, with one concept vehicle being designed for and by the Trust. In May 2018 the trust bought 32 five-year-old vehicles decommissioned by the West Midlands Ambulance Service - described as "clapped out vehicles which colleagues in other trusts would have sent to the scrapyard" and contrasted with the luxury cars with which senior managers were provided in 2017. Ford Mondeos and Skoda Octavia Scouts are the most common amongst the fleet. In addition Land Rover Freelander and Land Rover Discovery Sport operate out of a limited number of bases.
Some Land Rover are used as Officer Cars. Renault Masters and Vauxhall Movanos are used for the Patient Transport Service. A number of these vehicles are fitted with blue sirens for High Dependency transfers; the Hazardous Area Response Team team uses Volkswagen Transporters and Mercedes Sprinters, all of which have 4x4 capability. The new fleet arrived in 2017, standardising these vehicles across the 10 ambulances services in England and Wales, it replaced Iveco Dailys. The trust provides Critical Care Paramedics to 3 local charity air ambulances in the region: Magpas, Essex & Herts Air Ambulance and the East Anglian Air Ambulance; these paramedics work alongside doctors to administer advanced treatment at the scene of the accident. London Ambulance Service
The London Ambulance Service is a NHS trust responsible for operating ambulances and answering and responding to urgent and emergency medical situations within the London region of England. The service responds to 999 and 111 phone calls, providing triage and advice to enable an appropriate level of response, it is one of the busiest ambulance services in the world, the busiest in the United Kingdom, providing care to more than 8.6 million people, who live and work in London. The service is under the leadership of chief executive Garrett Emmerson; the service employs around 4,500 staff. It is one of 10 ambulance trusts in England providing emergency medical services, is part of the National Health Service, receiving direct government funding for its role. There is no charge to patients for use of the service, as every person in the UK has the right to the attendance of an ambulance in an emergency; the LAS responded to over 1.8 million calls for assistance, over 1 million incidents in 2015/16.
Incidents rose by 20,000 in 2015/16. All 999 calls from the public are answered at one of the two Emergency Operations Centres in Waterloo or Bow who dispatch and allocate the appropriate resources. To assist, the service's command and control system is linked electronically with the equivalent system for London's Metropolitan Police; this means that police updates regarding specific jobs will be updated directly on the computer-aided dispatch log, to be viewed by the EOC, the resources allocated to the job. In 1818, a Parliamentary Select Committee had recommended that provision be made for carrying infectious patients in London "which would prevent the use of coaches or sedan chairs" but nothing was done. In 1866, a Hospital Carriage Fund provided six carriages to hospitals in the metropolitan area, for the use of patients suffering from smallpox or other infectious diseases, provided that they pay for the hire of the horses; the first permanent ambulance service in London was established by the Metropolitan Asylums Board in 1879, when a new Poor Law Act empowered them "to provide and maintain carriages suitable for the conveyance of persons suffering from any infectious disorder".
The first became operational at The South Eastern Fever Hospital, Deptford, in October 1883. In all, six hospitals operated horse-drawn "land ambulances", putting the whole of London within three miles of one of them; each ambulance station included accommodation for a married superintendent and around 20 drivers, horse keepers and attendants, laundry staff and domestic cleaners. A fleet of four paddle steamer "river ambulances" transported smallpox patients along the River Thames to Deptford, where they could be quarantined on hospital ships, departing from three special wharves at Rotherhithe and Fulham. At Deptford, in order to transfer patients between the hospitals at Joyce Green and Long Reach near Gravesend, a horse-drawn ambulance tramway was constructed in 1897 and extended in 1904. In 1902, the MAB introduced a steam in 1904, their first motor ambulance; the last horse-drawn ambulances were used on 14 September 1912. Although the MAB was supposed to be transporting only infectious patients, it also carried accident victims and emergency medical cases.
The Metropolitan Ambulance Act, 1909, empowered the London County Council to establish an emergency ambulance service, but this was not established until February 1915 and was under the control of the chief of the London Fire Brigade. In 1915, the MAB Ambulance Section were the first public body to employ women drivers, due to the number of men who had volunteered for military service. By July 1916 the London County Council Ambulance Corps was staffed by women. By 1930, the MAB was the largest user of civil ambulance services in the world, however the Local Government Act 1929 meant that work of the MAB was taken over by the London County Council, which took charge of the modern fleet of 107 MAB motor ambulances, together with 46 ambulances which were run by local Poor law unions. Taken with the 21 ambulances operated by the LCC, this provided a comprehensive service for all kinds of illness and accident, under the direction of the Medical Officer of Health for the County of London; the LCC took control of the River Ambulance Service, but it was disbanded in 1932.
During World War II, the London Auxiliary Ambulance Service was operated by over 10,000 auxiliaries women, from all walks of life. They ran services from 139 Auxiliary Stations across London. A plaque at one of the last to close, Station 39 in Weymouth Mews, near Portland Place, commemorates their wartime service. In 1948 the National Health Service Act made it a requirement for ambulances to be available for anyone who needed them; the present-day London Ambulance Service was formed in 1965 by the amalgamation of nine existing services in the new county of Greater London, in 1974, after a reorganisation of the NHS, the LAS was transferred from the control of local government to the South West Thames Regional Health Authority. On 1 April 1996, the LAS left the control of the South West Thames Regional Health Authority and became an NHS trust. In late 2017 LAS adopted the Ambulance Response Program which altered the targets for response times to reflect patient outcomes by removing hidden waiting times after a successful trial by the Yorkshire Ambulance Service, West Midlands Ambulance Service and South Western Ambulance Service.

The Guardian is a British daily newspaper. It was founded in 1821 as The Manchester Guardian, changed its name in 1959. Along with its sister papers The Observer and The Guardian Weekly, the Guardian is part of the Guardian Media Group, owned by the Scott Trust; the trust was created in 1936 to "secure the financial and editorial independence of the Guardian in perpetuity and to safeguard the journalistic freedom and liberal values of the Guardian free from commercial or political interference". The trust was converted into a limited company in 2008, with a constitution written so as to maintain for The Guardian the same protections as were built into the structure of the Scott Trust by its creators. Profits are reinvested in journalism rather than distributed to shareholders; the current editor is Katharine Viner: she succeeded Alan Rusbridger in 2015. Since 2018, the paper's main newsprint sections have been published in tabloid format; as of November that year, its print edition had a daily circulation of 136,834.
The newspaper has an online edition, TheGuardian.com, as well as two international websites, Guardian Australia and Guardian US. The paper's readership is on the mainstream left of British political opinion, its reputation as a platform for liberal and left-wing editorial has led to the use of the "Guardian reader" and "Guardianista" as often-pejorative epithets for those of left-leaning or "politically correct" tendencies. Frequent typographical errors in the paper led Private Eye magazine to dub it the "Grauniad" in the 1960s, a nickname still used today. In an Ipsos MORI research poll in September 2018 designed to interrogate the public's trust of specific titles online, The Guardian scored highest for digital-content news, with 84% of readers agreeing that they "trust what see in it". A December 2018 report of a poll by the Publishers Audience Measurement Company stated that the paper's print edition was found to be the most trusted in the UK in the period from October 2017 to September 2018.
It was reported to be the most-read of the UK's "quality newsbrands", including digital editions. While The Guardian's print circulation is in decline, the report indicated that news from The Guardian, including that reported online, reaches more than 23 million UK adults each month. Chief among the notable "scoops" obtained by the paper was the 2011 News International phone-hacking scandal—and in particular the hacking of the murdered English teenager Milly Dowler's phone; the investigation led to the closure of the News of the World, the UK's best-selling Sunday newspaper and one of the highest-circulation newspapers in history. In June 2013, The Guardian broke news of the secret collection by the Obama administration of Verizon telephone records, subsequently revealed the existence of the surveillance program PRISM after knowledge of it was leaked to the paper by the whistleblower and former NSA contractor Edward Snowden. In 2016, The Guardian led an investigation into the Panama Papers, exposing then-Prime Minister David Cameron's links to offshore bank accounts.
It has been named "newspaper of the year" four times at the annual British Press Awards: most in 2014, for its reporting on government surveillance. The Manchester Guardian was founded in Manchester in 1821 by cotton merchant John Edward Taylor with backing from the Little Circle, a group of non-conformist businessmen, they launched their paper after the police closure of the more radical Manchester Observer, a paper that had championed the cause of the Peterloo Massacre protesters. Taylor had been hostile to the radical reformers, writing: "They have appealed not to the reason but the passions and the suffering of their abused and credulous fellow-countrymen, from whose ill-requited industry they extort for themselves the means of a plentiful and comfortable existence, they do not toil, neither do they spin, but they live better than those that do." When the government closed down the Manchester Observer, the mill-owners' champions had the upper hand. The influential journalist Jeremiah Garnett joined Taylor during the establishment of the paper, all of the Little Circle wrote articles for the new paper.
The prospectus announcing the new publication proclaimed that it would "zealously enforce the principles of civil and religious Liberty warmly advocate the cause of Reform endeavour to assist in the diffusion of just principles of Political Economy and support, without reference to the party from which they emanate, all serviceable measures". In 1825 the paper merged with the British Volunteer and was known as The Manchester Guardian and British Volunteer until 1828; the working-class Manchester and Salford Advertiser called the Manchester Guardian "the foul prostitute and dirty parasite of the worst portion of the mill-owners". The Manchester Guardian was hostile to labour's claims. Of the 1832 Ten Hours Bill, the paper doubted whether in view of the foreign competition "the passing of a law positively enacting a gradual destruction of the cotton manufacture in this kingdom would be a much less rational procedure." The Manchester Guardian dismissed strikes as the work of outside agitators: " if an accommodation can be effected, the occupation of the agents of the Union is gone.
